COUNCIL MEETING MARCH 12TH, 1985
A regular meeting of the Council of the M D of KneehiZZ #48
was held on Tuesday, March 12th 1985, in the M.D Office,
Three Hills, Alberta, commencing at 9 00 A M
The following persons were present PRESENT

Mr Boake moved approval of the council minutes of February APPROVAL

Mr Code moved that Council meeting do now adjourn in order
to hold the development appeal board hearing scheduled for DEV

The sales representatives left the meeting at this time
Mr Hoff made a presentation of a 15 year tong service award
to Mr Keith Smith, Shop Foreman
The foremen left the meeting to review the bids submitted
Mr Jeffery reviewed the bank reconciliation statement for
the month ending February 28th, 1985, and after discussion
Mr Boake moved approval of the statement as presented

Mr Jeffery noted the M D of StarZand is having their
annual meeting on March 19th, 1985
The need to appoint an auditor for the year 1985 was re-
viewed and Mr Campbell moved that the firm of Henry Van Den
Hoven be appointed as auditor for the M D of KneehiZZ #48
for the year 1985

Whether the council wish to meet with the School Division in
the near future to discuss their budget plans for 1985 was
discussed and it was agreed that Mr Mueller discuss this
proposal with the board of the school division at their
meeting tomorrow, and arrange a tentative date if possible
Mr Campbell moved that the Finance Committee of the M D
meet with the School Division Board or their finance commit-
tee to discuss their 1985 budget

Mr. Jeffery reviewed his report covering the period February
26th to March 12th, and various items were discussed.
It was noted the M D must decide about undertaking a study
of improving the water quantity at Keivers Lake and how much
money might be expended on the project

Mr Boake moved that the M D request Alberta Transportation
to test SR 805 from the M.D south boundary to 2 miles north
of the Village of Linden
CARRIED
Mr Mueller moved approval of the report given by Mr
Jeffery.
CARRIED
The matter of the need for a public works superintendent was
reviewed and Mr Jeffery noted that the committee appointed
to draft the job description along with the finance
committee had discussed the matter in great detail yesterday
Mr Boake moved that the Council go into a committee as a
whole in order to discuss this situation and the 1985 wage
negotiations

Mrs Wilkinson and Mrs. Enzie left the meeting at this time
Mr Maerz moved that the council meeting do now reconvene,
the committee meeting having been completed
CARRIED
NO MOTIONS WERE FORTHCOMING AS A RESULT OF THE DISCUSSIONS
IN COMMITTEE
Mr Al WhittalZ , Director of Prairie Association For Water
Management entered the meeting at 11 00 A M to discuss the
aims of his association with council
He reviewed how the association had started and noted their
aim is to try to establish policies for water management
He showed council a slide presentation, and noted the
membership fee for the association is 20 cents per capita
He noted the purpose of the presentation is to encourage the
M D to take a membership in the asociation
After discussion with Mr WhittaZZ he was thanked for
coming and left the meeting
Mr Code moved that the M D agree to become a member of the
Prairie Association for Water Management at a cost of
$966 20, based on a population of 4831

There was discussion as to whether in future council should
set aside a half day or a whole day for presentations from
salesmen and it was noted this might be a valuable
suggestion and save some time in other council meetings
The meeting then adjourned from 12 00 Noon until 1 00 P M.
for dinner

Cunningham entered the meeting at this time
Mr Hastie moved that council meeting do now adjourn in
order to hold the public hearings scheduled for 1 00 and
1 15 P M today

The request submitted by Mr Robert Penner for redesignation
of his quarter to agricultural in the new land use by -Zaw
was then discussed as well as the request submitted by Mr

The application for redesignation submitted by Mr Aaron
MegZi to redesignate the SW 21- 31 -25 -4 was also reviewed

January 22, 1985 Prior to third reading, a number of corrections
to the Bylaw are required These corrections are outlined below

It was noted that by -Zara number 1062 had been given first
reading by council , this being a by -Lary to amend by -Zara 0,-t
913, by redesignation of the SW 21- 31 -25 -4 to agriculture err
After discussion of the reasons for redesignation, and the
land's proximity to the Village of Linden, Mr. Maerz moved
2nd reading to by -lam number 1062

the Land use by -Zara number 1061 by Mr Robert Penner, Mr
David Falk, and Mr. Lloyd Dennie

NW 5- 31 -25 -4 zoned agriculture instead of agricultural
conservation
SE 18- 31 -25 -4 zoned agriculture instead of agricultural
conservation
Changes as outlined by Palliser Regional Planning Commission
in their submission Letter dated March 8th, 1985, copy of
which is attached to and forms part of these minutes.

The prices for the small tractor with Loader and cab were
discussed but no decision was made
There was discussion about the prices quoted for a new motor
grader, and the new crawler
After lengthy discussion Mr Maerz moved that the M D
purchase a D7G Cat crawler from R Angus at a price of
$182,490 00 plus the optional brushing package at a cost of
$3750 00, with the 36 month or 5000 hour warranty to be
included in the contract at no extra cost, and with trade of
the D7E Cat crawler and scraper at the quoted trade price of
$30,500 00 (Total price $212,990.00 Less trade of
$30,500 00 plus brushing package $3750 00 = $186,240 00)

Mr Code moved that the M D purchase an articulated
740 Champion grader at a net price of $108,500 00 plus
options of Differential Lock $2400.00, Warning System
$150 00, Radio $200 00, Ripper $6000 00 and Pull Hook
$100 00 and with 17 5 x 25 Tires, trading in the J D 770
grader, TOTAL NET PRICE $117,350 00

After further discussion Mr Maeerz moved that the decision
regarding purchase of a loader tractor and a motor grader be

It was suggested perhaps the M D should rent a Cat grader
to see if the machine would do the job required of it
Mr Rempel reviewed the prices received for a new gravel

After Lengthy discussion of this matter, Mr Maerz moved
that the M D. purchase the truck from MacZin Ford for
$48,_0.4 --bO without box and hoist and with trading in T -40.'

Mr Alex Cunningham, Development Officer and
Mr. Marvin Keim and Mr. Richard Grabinsky from The Acme
Christian Academy School entered the meeting at this time -
4 45 P M to request council to canceZZ the taxes to be
Levied in 1985 against their school building on NE 12 -29-
126-4.
Mr Keim also advised council that they are planning to
build a new school on another piece of Land and will require
an amendment to the Land use by -Zaw No 1061, to add schools
as a discretionary use in the Agricultural Conservation
Zone Mr Cunningham noted Mr Keim had filed an
application for a change to the Land use by -Zaw
Mr Keim noted they have about 30 students on a waiting list
and presently have twenty six students Their school is
approved by the Department of Education and they receive
grants from the government to assist with payment of the
teachers' salaries.
Mr. Hoff thanked Mr. Keim and Mr Grabinsky for coming and
they Left the meeting 5 00 P M
Mr Boake moved first reading to by -Law number 1063, this
being a by -Law to amend Land use by -Zaw 1061 by adding
schools as a discretionary use in an agricultural
conservation district.
