L 49 c 0 COUNCIL MEETING JANUARY 15TH, 1985 ------------ - - - - -- The council meeting which adjourned on January 11th until 9 00 A M January 15th reconvened on that date and at time with the following persons present J Finlay Code, Division 1 Otto Hoff Division 2 (Reeve) PRESENT Robert E Boake Division 3 Richard A Maerz Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Reginald Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Mr Hoff called the meeting to order KEIVER LAKE Mr Jeffery noted that the Alberta Government had PARK GRANT extended the time for filing proposals for improvements to Keiver Lake Park until February 15th He also noted that Mr Alvin Keiver and Mr Glen Keiver and representatives from the Bethel Church would like to be present at the meeting to discuss the proposals It was agreed that a meeting of council and representatives from the various recreation boards be held on Wednesday, January 30th, 1985 commencing at 1 00 P M , and each councillor is to contact his recreation board and ensure that a representative from • that board comes to the meeting It was also agreed that the Council meeting of January 22nd, should be adjourned until January 30th, 1985 at 1 00 P M , for that meeting It was further agreed that Messrs Keiver, Frank Hansen Peter Tainsh and representative from the Bethel Church be invited to attend the meeting and Mr Jeffery is to contact these people 1985 - "' The 1985 paving program was then discussed in great PAVING & ROAD detail, and various items reviewed, such as the use of PROGRAM soil cement and the need to heavy surface any road within 5 years after using soil cement Mr Jeffery read a letter received from the Minister of Transportation in which he indicated his department would fund the M D for up to $245,000 00 for base GRANT course work done on the 5 miles of SR 583 FROM ALTA It was noted the total cost for the road was over TRANSPORT $350,000 00, and an application has been made to the RE- SR 583 • government for the grant outlining the total costs incurred Mr Meuller moved to accept the letter from the Honourable Mr Moore and a letter of thanks be forwarded to him for the grant CARRIED COUNCIL MEETING JANUARY 15th,1985 Mr Jeffery reviewed comments made by Mr Rempel and Mr Rodger with regard to paving work that should be done in 1985 and work that should be done on roads before any further paving work is done They feel should do less miles and do a better job particularly with regard to base work preparation before paving With regard to the roads they suggest 1 SR 837 - leave haul portion - feel base should be put down on balance of the road to hold the pavement as it is gumbo soil 2 SR 841 - Taylor Siding - should be ripped up and proper base put on and then surfaced - entire 5 miles 3 SR 575 - should require only a few patches - approximately 2 miles- Acme West, Highway #21 corner,etc 4 Carbon South Road - should be okay for 1985 5 Linden Road - Feel 1st 3 miles from #21 should have proper base and be paved Might need a few patches with base work 6 SR 582 - needs coat of chips on hill one - quarter mile Mt View will be putting heavy pavement on their portion of SR 582 "Moo 7 Gorr Road - should be okay for 1985 8 SR 587 - Approximately 2 miles needs to be redone from bridge west and possibly patch a few areas 9 Buffalo Jump Road - patches only if Alberta Transportation are working on it leave to last 10 Wimborne Road - needs 4 inch lift, patch and then chip or failing this needs to be chipped - east west portion is not too bad SR 583 Feel 3 miles west of Gordon Machell's should be ripped up and redone is SR 583 - East - road has been widened for 10 miles east Should have heavy surface on 5 miles and feel should be good base for balance of the road It was noted that Alberta Transportation might assist with paving the south portion of SR 837 as this is part of the Dinasour Trail It was generally agreed two miles of SR 587 (South Huxley Road) will have to be done as Gulf Oil paid for damages which they caused on this road After lengthy discussion Mr Hastie moved that the 1985 Paving Program be established as follows' A) Projects which require no base work, (chipping only) 1 SR 583 - first five miles east of Highway #21 2 Wimborne Plant Road - 2 and 1/2 miles 3 Taylor Siding Road SR 841- 5 miles 4 Gorr Road -6 miles 5 SR 582 - Sunnyslope West of Bridge - one - quarter Huxley Streets one mile which require base work 2 19 3/4 miles 1985 PAVING PROGRAM r1 6 • 11 COUNCIL MEETING JANUARY 15t 1 SR 587 - Two miles - West of Bridge - re gravel base hauled in 2 SR 575 - Patches only - two miles 3 Carbon South Road - one and one half miles work required on North side of Diede Hill + Bridge South) 4 Linden East and Linden West Road- 3 miles o: work required from Highway #21 west and from Lii the railway tracks on the Linden West Road 5 SR 583 East 3 miles requires gravel base hauled in and the chipping only projects on the 19 3/4 mi are to be done as soon as weather permits in the and the 11 1/2 miles of base course work is to be uvi,C in 1985 after the chipping program has been completed CARRIED It was agreed should discuss with George the possibility of stock piling 1 1/2 inch gravel for other base course projects as well as Three Hills East, the use of screenings with pit run gravel for the two miles of base work required for the 2 miles on the South Huxley Road and it was generally agreed that some small patch work would have to be done on the Buffalo Jump Road The need for first time gravel was then reviewed, and Mr Hoff moved approval for first time gravel for the road west of 13 and 24 in 30 -25 -4 (gravel and screenings) 1 3/4 miles CARRIED Mr Hastie moved approval of first time gravel for the following road projects 1 West of 6- 29- 21 -W4th 1 and 1/2 miles 2 West of 17 and 20 and 29 in 28 -24 -4 3 miles 3 West of 10- 31 -26 -4 1 /10th of a mile CARRIED Blade grade construction for 1985 was then discussed ® and Mr Code moved that a blade grade road into the Jack Lowen Pit W /SW 21- 29 -21 -4 and W/W 1/2 16- 29 -21 -4 be approved Ja W 40 CARRIED It was noted this road would require installation of two culverts so would require assistance from Bud Haskell with the traxscavator Mr Mueller moved that the following blade grades be approved for 1985 1 West of 10- 31 -22 -4 - Campbell Project - 1/2 mile 2 In Section 29 & 30 in 31 -21 -4 - Malaka Project - 1 1/2 miles CARRIED The 1985 road program for the Main crew was discussed as well as the proposed 1986 road program and Mr Boake moved that the 1985 road program and the proposed 1986 road program for the main crew be as follows Division 2 1 Hanna Project - S of 1 and 2 in 31 -22 -4 2 miles Division 6 Hoppins Project - West of 1 & 12 in 34 -25- 4 2 miles evo �t Division 7 Schmidt Project - West of 3 & 10 in 34 -24 -C� 4 2 miles the 1q n $s rc 0191) ✓ /. v and it was further moved that a.HA projects unless otherwise noted would be built to -,kM� t1) 0� pimum� road s� v standards,& that the crew could start Ain Divisiol 2 or 3 `- depending on weather conditions CARRIED It was agreed that the proposed road program for 1986 not be published in the paper as it might be necessary to change some portion of the proposed program if circumstances should change It was also agreed that some M D assistance might be M ow COUNCIL MEETING JANUARY 15th, 1985 luired to complete the Kimmel low level crossing at iW 3- 31 -26 -4 which is going to be installed by the -sons in that area who require the crossing Maerz indicated that there are two roads in his -a -building he is considering re in the future )ld Highway #21 and the Vern Keintz North Road and use should be kept in mind should any changes be 3nned by utility companies e meeting then adjourned for dinner between 12 00 Dn and 1 00 P M uncil then discussed how they might handle filling e proposed position of public works superintendent d how the job structures might be revamped If a public works superintendent was hired it would likely take at least 6 to 9 months to find the propeer person and for that person to become acquainted with the area and the job It was agreed attaining better efficiency in the M D operation should be the goal It was also noted there were 3 accidents recently which should have been reported to the office and it was agreed these should be discussed with the foremen The foremen and sub - foremen, Rick Vickery, Lyle Gelinas, George Rempel, Oris Rodger Keith Smith, Norman Soder, Art Thomas Ken Thompson, Myles Maerz and Alex Cunningham entered the meeting at this time to meet with council Mr Hoff welcomed the men to the meeting and noted this meeting was basically taking the place of a shop and foremen committee meeting He advised the men they were looking for ways to cut down expenses In the M D and to find out how the crew operations were running The following items were discussed with Mr Vickery 1 Are road standards too high - ie Kesterke Project and Bogner Project - done in 1984 2 Rate of pay for borrow pits - low in some areas and high in others - • 3 Backsloping roads 4 Flexibility about moving from one ,lob to another 5 Which road project should be used for costing purposes in 1985 and generally agreed the Acme Cemetery North ,fob should be used 6 Whether the M D was providing sufficient engineering services on the road projects Rick noted they are trying to do the best job possible backsloping is good, should perhaps set a flat rate for payment for dirt taken for roads, takes the crew about 1 day to move from one job to another and suggested that the men work on gravel pit reclamation during bad weather rather than attempting to move to another project Rick also noted they do not wish to have any less engineering services on the road projects, but are j.` quite happy with the service being provided by Alberta Transportation Mr Smith reported the shop is in the middle of going over all the equipment He has 3 scrapers in the shop, the D7F is back together and working on minor repair work for snow plows, etc He noted they replaced a brake band, had the track frames off and put on two new rollers on the 117F He also noted the rails are gust 5 KIMMEL LOW LEVEL CROSSING SSW 3- 31 -26 -4 DINNER MEETING WITH FOREMEN DISCUSSION OF VARIOUS MATTERS INCLUDING P W SUPERINTENDENT WORK ON PIT RECLAM DURING BAD WEATHER ,i COUNCIL MEETING JANUARY 15th, 1985 about gone, but should last another season There v also some warranty work done on the Fiat Allis crawle Mr Code asked about how • suggestions were to tear on some insulation, put i and fix the doors C to fix up the grader shed f down the insulation and spi n a ceiling with plywood, It was agreed this could be done by the men rainy weather duri „s Mr Rodger reported his men are snowplowing when necessary, sanding and cutting wood He normally has 6 men on the brushing crew Mr Rempel was asked if his crew was stock piling 1 1/2 inch gravel as yet and he noted they were still working at the Andrews Lowen Pit He also indicated that they should likely use 1 1/2 inch crush on the South Huxley road repair job rather than pit run or screenings There was discussion about using 2 inch crush and whether the material could be stock piled this winter George noted it could be if there was time Myles Maerz indicated in answer to a question that he was working on a regular shift and was not working evenings when Mr Rempel was not at work It was noted that if the base material for the south Huxley road project is to be stock piled, a stock pile site would have to be arranged by Mr Hastie It was generally agreed that if the base material could be stock piled closer to the jobs, two or three trucks could kept the compacting crew busy and the other momtrucks could then be spreading gravel on the roads Mr Soder noted his biggest problem was with Alberta Agriculture As the government pay part of his wages they expect him to do work related to Ag Fieldman's duties as outlined by the government Mr Jeffery outlined for the foremen the revamp of responsibilities for the A S B Mr Soder noted he should be working on weed control, soil conservation, pest control and warble control and wished to know if council was willing for him to pursue control of weeds by issuance of weed notices, etc There was also discussion about warble control in this area Mr Soder noted they felt after borrow pits were re- seeded the area should be fenced off temporarily in order to allow the grass time to grow He also requested the councillors to take more time in completion of the section relating to grass to be seeded on borrow pits He reported getting backsloping reports from grader operators is also a problem and felt that the A S B shop is too small for their purposes He also mentioned the Molendyk slough which has dried up and is blowing alkine dust over the area He reported all his previous crew will be returning in 1985 with the exception of Maurice Tourneur He noted Walter Corry is 65 but would wish to work again in 1985 He was advised there is no policy about compulsory retirement at age 65, but perhaps council should establish a policy of requiring medicals from those over 65 No decision was made 6 STOCK PILE SITE FOR SO HUXLEY ROAD POLICY RE. I r COUNCIL MEETING JANUARY 15th, 1985 s mentioned possible problem in future with zerbicides - ie Torden - if Torden is used is not supposed to be moved for at least 5 Also noted it would be helpful it from the foremen as to where brush winter so they could ensure it was in the spring to prevent re- growth that some of the 1984 roadside completed but will be done in the he is presently working on some of they received a map was cut during the chemically treated He also reported seeding was not spring He noted the A S B equipment to make sure it is ready for spring work There was discussion about whether a temporary spray truck driver would require a pesticide licence and Norman noted only if he was spraying Tordon He could work under Art's licence for other chemicals Mr Cunningham noted the better co- operation between the various departments and council setting their road program earlier makes his ,lob of notifying utility companies about road moves much easier He felt it would be better for the crew to work on gravel pit C, reclamation rather than trying to move to another road project as the preparatory work might not be completed for that particular job He noted he has received good cooperation from George in getting the gravel pit plans drafted as required by Alta Environment, and hopes to be able to work with Art's crew this spring and fall to complete one or two more cemetery surveys He advised it will be necessary to move the M D radio repeater as the town water tower will be torn down Various options were discussed and Alex was requested to obtain information about moving the repeater to the Kneehill - ie costs for such a move, rental of tower space, etc , and also find out more information about putting up a tower in Three Hills Mr Thompson noted he had nothing to report at this time He was asked if it would be helpful to him to have a divisional motor grader available to assist the small crew on road projects for part days, and he ® agreed it certainly would be an advantage, but perhaps not possible He was asked about fuel storage for his crew and noted the 500 gallons is sufficient but the pump is old and very slow Takes about a half hour to fill a buggy He was asked which he would prefer - to have the bus replaced with a van this year or to have a new truck He felt a new van would be better - more comfort for the men travelling back and forth and the old truck would likely last another year or two Mr Smith was asked about slack time for shop employees and he noted he did not feel there was a slack time for them Council noted they were considering April, May, June and July as slack time for the shop Mr Code asked if two mechanics were required on the main crew and Mr Vickery noted that the two mechanics leave Three Hills at 5 30 A M , and do the oil changes, etc so the machinery is ready to go when the main crew • arrives at the job He was asked if they could not split up,one go earlier and one later and Mr Gelinas noted that one man could not get all the machines ready in the morning as there are too many engines to services Mr Vickery noted the system has been working well for the past two or three years and he would not like to see it changed The system does not hold up the public works crew at all Mr Vickery asked if it would be possible to add to the borrow pit agreements a clause which would allow the MOVE OF RADIO TOWER? VAN FOR SMALL CREW & FUEL PUMP SHOP SLACK TIME TWO MECHANICS ON MAIN CREW i i 7 - COUNCIL MEETING JANAUARY 15th, 1985 M D to park its camp on the edge of the farmer's land After discussion it was agreed this could be added to the agreement, and deleted from the agreement if the farmer did not agree Mr Jeffery then reviewed for the foremen portions of the minutes of the January 11th meeting of council and noted these suggestions are not firm as yet but are subject to negotiation Slack Time for Shop Personal - April, May, June and July Request by some operators to run their own machines all year - this matter was discussed with the foremen and it was generally agreed this would not be necessary After discussion of the request made regarding pay for attending meetings, Mr Maerz moved that the M D not pay for any time any M D employee spends attending their own private meetings to review wage negotiations or any other matters CARRIED Mr Mueller moved that the M D appoint Mr Paul Vassuer of Three Hills to replace Mr Art Chamberlain on the Three Hills Hospital Board as representative for Ward Three CARRIED It was noted his term would run until the fall of 1986 M D CAMP ON FARMER'S LAND CHANGE TO BORROW PIT A/G TOOL POLICY ABUSE P W SUPERINTENDENT SHOP SLACK TIME PAY FOR EMPLOYEES ATTENDING MEETINGS PAUL VASSEUR HOSPITAL BD APPOINTMENT M Possible abuse of policy of replacing lost, broken or worn out tools - council are asking that broken or worn out tools be turned in to the office There was lengthy discussion about this matter, and council indicated it there was abuse of the policy they may find it necessary to limit the amount being spent on replacement tools for the mechanics Need to have a public work superintendent This suggestion was discussed in detail with the foremen and it was noted it might provide more continuity in the operation & might improve communication, and might be of assistance if the M D is forced into hiring contractors in order to get its regular road grant from the government The foremen were advised council were thinking of hiring someone not presently employed by the M D The foremen were requested to think over the suggestion to hire a public works superintendent and bring their comments back to Mr Jeffery There was further discussion about slack time for the shop personal and Mr Smith noted he was not asking for a change in the slack time He felt the slack time designated by council might create a problem in the shop as he loses two mechanics from the shop as soon as the crews go out in the spring He suggested AM kw consideration of an incentive if the shop personal do not take more than two weeks of their holidays at one time Myles Maerz asked if council would consider paying the employees to attend their own private meetings to discuss wage negotiations and other problems He noted 6 of the gravel crew had to miss the meeting last evening as they were on shift and did not wish to lose pay for the hours they would be off work After discussion of this request, they were advised council would consider it and advise them later The foremen and sub foremen then left the meeting After discussion of the request made regarding pay for attending meetings, Mr Maerz moved that the M D not pay for any time any M D employee spends attending their own private meetings to review wage negotiations or any other matters CARRIED Mr Mueller moved that the M D appoint Mr Paul Vassuer of Three Hills to replace Mr Art Chamberlain on the Three Hills Hospital Board as representative for Ward Three CARRIED It was noted his term would run until the fall of 1986 M D CAMP ON FARMER'S LAND CHANGE TO BORROW PIT A/G TOOL POLICY ABUSE P W SUPERINTENDENT SHOP SLACK TIME PAY FOR EMPLOYEES ATTENDING MEETINGS PAUL VASSEUR HOSPITAL BD APPOINTMENT M COUNCIL MEETING JANUARY 15th, 1985 when elections would be held K A MH�xG Mr Code moved that Mr Richard A Maerz be appointed ON HOSPITAL to sit on the committee being set up to review Three COMM Hills Hospital Ward boundaries and representation on the board CARRIED Mr Hastie moved that council look at the grader shed REVIEW at the next meeting of Council on January 22nd and GRADER SHED review of the 1985 capital requirements be tabled until & TABLE that meeting CAPITAL CARRIED The 1985 Road program for the reviewed and Mr Hastie moved th the small crew be as follows Division 6 1 Complete the McArthur Hill 2 Moran Project -
