COUNCIL MEETING JULY 3 1984
The Regualr meeting of the Council of the Municipal District of Kneeh:
was held in the Municipal District office in Three Hills on Tuesday,
commencing at 9.00 A M

The Administrator read a letter from Palliser REgional Planning Commission SUBDIVISION
regarding a subdivision application for farmstead separation of Mr Earl K BALDERSON
Balderson NW- 8- 29 -24 -W4 After discussion Mr R A Maerz moved we recommend NW 8 29 24 W4
the approval of the proposed subdivision subject to all of the Staff y4
requirements except Condition #5

A letter was read from Palliser REgional Planning Commission regarding a SHARP FARMS
proposed Subdivision for Sharp Farms Ltd NW- 25- 28 -23 -W4 Mr Robert Boake NW 25 28 23 W4
moved we recommend approval of the propesed Subdivision subject of the staff
conditions

Mr Ross Rawlusyk Paliser Regional Planning Commission , reported he felt the
the property currently owned by Energy & Natural Resources being SW 28- 29 -24 -W4
and proposed to be purchased by Mr Brost possibly had a house partially BROST PURCHASE
located on the Property It was agreed Mr Robert Boake and Mr Alex SW 28 29 24 W4
Cunningham investigate to see if the house does encroach on the property �
Mr Rawlusyk dlstributued copies of proposed By -law #1042 for Council's
perusal - After discussion Mr R A Maerz moved first reading to By -law BY -LAW #1042
#1042, this being the bylaw to amend By -law #913 to allow an isolation FARMSTEAD
of an existing farmstead smaller than 4 00 Acres ✓n SEPARATION

Mr Frank Wesseling and Mr Ross Rawlusyk and Mr Alex Cunningham then DRAFT
reviewed in detail the Draft Copy of the Municipal District of Kneehill #48 LAND USE
Land Use By -law Mr R A Maerz moved that intensive agricultural uses BY -LAW CHANGES
W%roved from permitted to discretionary uses in "A" Agricultural District
CARRIED
It was agreed without motion to include the purpose and intent of each
District Mr Reg Campbell moved that the Front Yard Setbacks on
"A" Agricultural and "AC" Agricultural Conservation Districts be 135 Feet from V
the Right of Way of a Secondaey Highway and 100 feet from the Right of Way
of Local Roads

A delegation of 11 persons from the Hamlet of Ruarkville entered the
meeting at this time approximately 10.05 A M Mr Rick Downe, spokesman
for the group, asked Council what stage the 6th Avenue Road through P B I
was in The delegation was advised by Reeve Hoff that the Municipal District
had spent approximately $75,000 00 on the project last year and that a Grant
Application for heavy Asphalt layer had been applied for to the Minister of RUARKVILLE
Transportation The residents complained the road was very rough after rainy DELEGATION
periods but are happy with grading service The residents advised they
wanted light coat surfacing to be applied this year and Mr Hoff replied
we would be meeting with Three Hills Council and would try our best
The Delegation advised Council they still wish to have the second coat of surfacing
applied this year in Ruarville and advised that 7th and 8th Streets were not
completed surfaced by approximately 30 feet The Delegation advised they be
informed by way of letter to Mr Art Chamberlain fo the results of the Town
meeting The delegation then thanked Council for their time and left the
meeting at approximately 10.50 A M
Mr Wessling, Mr Rawlusyk, and Mr Cunningham then carried on with the
review of the draft plans until noon and then left the meeting ji DRAFT PLANS
The meeting then adjourned for dinner between 12 00 Noon and 1.00 P M DINNER
Council then briefly reviewed the minutes of the June 26/84 meeting and
Mr Bruce Hastie moved the minutes be approved �" June 26/84

Mr Norman Soder and Mr Russell Lovell then met with Council at 1 10 P M PERMANENT
regarding the Pesticide Container Sites within the Municipal District After PESTICIDE
discussion Mr Bruce Hastie moved we build one permanent site at Three Hills CONTAINER
using Corral panel fencing and ask permission from the Town of Three Hills to SITE
move the existing fence to the East and further that the Acme temporary /
container Site be closed as soon as possible after the cans have been
cleared up in the Fall

Mr Soder and Mr Lovell then left the meeting at 1.55 P M
The Administrator passed out Community Analysis material to all Councillors COMMUNITY
After considerable discussion it was agreed to write a letter to all of the GRANT
Community groups to ask their input on what criteria they feel would be a ANALYSIS
fair method of Grant distribution Mr Finlay Code moved the Grant analysis be
tabled until the first meeting in November, 1984 and that all Community Groups
be se *t a letter asking for thir input

Brief Discussion was held concerning the ditch cleaning program and Mr R A DITCH CLEANING
Maerz moved these discussions be tabled to the first meeting in August, 1984 TABLED

The Administrator read a letter firom St Mary's Hospital asking for funds forST. MARY'S ✓
their 75th Anniversary celebrations After brief discussion Mr Bruce Hastie HOSPITAL
moved this item be tabled until he can discuss the situation with Mr Frank 75th ANNIV

The Administrator read a letter from Dr R A Ashcroft of the Trochu Veterinary
Clinic asking for funding for animals he has destroyed form the Municipal FUNDING REQUEST
District After discussion Mr R A Maerz moved that Dr Ashcroft be advised'/'

The ADministrator briefly reviewed the Engineering investigations
for the Kneehi.11 Creek project Mr Finlay Code moved that any
discussions be tabled to next meeting so Councillors would be able
to discuss the proposed project with ratepayers

Mr Finlay Code reported the Drumheller Health Unit will be building a
new office in Three Hills for approximately $255,000 He further
reported the building should be completed early next year and there
sould be no requisition
Mr Robert Boake reported a bridge sign was down on the Bridge West of the
Megli Pit The sign is a 5 Ton limit sign ✓'

Mr R A Maerz reported he toured Ruarkville at noon with several other
Councillors and they saw no pot holes at all, the surfacing is in �' RUARKVILLE
excellant shape and further that he saw very little dust by travelling TOUR
at the speed limit
After brief discussions concerning Councillor identification by
delegations, Mr Bruce Hastie moved that name signs be purchased v" COUNCILLOR
for all Councillors for the Council Table NAME SIGNS
