HomeMy WebLinkAbout1984-03-20 Council MinutesCOUNCIL MEETING MARCH 20th, 1984 The meeting of Council scheduled for Tuesday March 20th, 1984 was called to order at 9 00 A M with the following present• J Finlay Code Division 1 PRESENT Otto Hoff Division 2 (Reeve) Robert E Boake Division 3 Richard A Maerz (after 9.20 A M ) Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Reginald G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator, was present and recorded Campbell, R E Boake �y }'`� MOTION DEFEATED C`C'V, a%at'1tj the existing $20 00 subsidy, it was generally be calculated from the center of the city the minutes MEETING WITH Mr Code thanked Council for coming to the meeting held last evening CHURCHILL RESIDENTS with the Churchill area residents He noted the residents appeared Churchill East Road more satisfied about the operation of the council There were about RE FIRE ETC 35 people at the meeting '� V Mr Jeffery reviewed items which were discussed at the meeting - including 1 Possible up- grading of the City of Drumheller fire equipment r , The City apparently serves other rural areas - parts of I D 7 parts of M D Starland and parts of Wheatland also Suggested a meeting be held with the Drumheller Fire Department with other municipalities in attendance also to review available equipment and possible up- grading of same Mr Code suggested the councillors have a brief meeting with councillors from Wheatland and Starland to discuss this matter at the up- coming spring convention in Red Deer B SUBSIDY 2 There was discussion concerning people in the Drumheller rural area AM AMDRUM RURAL using the Drumheller ambulance and the M D policy of paying a $20 00 subsidy RESIDENTS Councillor Maerz entered the meeting at this time - 9.20 A M There was lengthy discussion about the payment of the subsidy to people in that area as opposed to ambulance service provided to other areas which are as far from Linden as the Drumheller rural area residents Mr Code moved that the ambulance subsidy payable under Policy 11 -8 be increased from $20 00 to $30 00 effective March 20th, 1984, with the remainder of the policy to be the same Mr Maerz requested a recorded vote IN FAVOUR - Otto Hoff, Harold Mueller, J Finlay Code OPPOSED Bruce Hastie, R A Maerz, R G After discussion of the area covered by agreed that the radius of 10 miles would Campbell, R E Boake �y }'`� MOTION DEFEATED C`C'V, a%at'1tj the existing $20 00 subsidy, it was generally be calculated from the center of the city not from the expanding boundaries of the city Leaving lumps of dirt and gravel piled on the edge of the road,i.n the ditches UP -GRADE CHURCH. The request regarding up- grading of the Churchill East Road was reviewed and Mr HILL EAST ROAD Code noted he would like to discuss this possibility with the City Engineer and asked Mr Jeffery to arrange a meeting with the engineer Leaving lumps of dirt and gravel piled on the edge of the road,i.n the ditches and which eventually fly off the grader blade out into the fields was reviewed and Mr Code noted he would discuss this matter with his motor grader operator The possibility of cutting grass with a rotary mower was discussed as well as use '� V of a land leveller on the motor graders to level the edges of the ditch It was agreed this might be discussed with the County of Wheatland to see if To it worked in their area The possibility of spraying one mile of road with round up as a test was also discussed as well as doing away with brome grass seed for road side seeding AW COUNCIL MEETING MARCH 20th, 1984 P 2 1� After discussion of the types of grass seed used for roadside seeding, Mr Hastie moved that the M D use only a mixture of crested wheat and creeping red fescue (eliminate the use of alfalfa) for seeding of any M D road allowances and the M D borrow pit, backsloping agreements be amended accordingly CARRIED W\ There was also a request made at the meeting to change the Drumheller fire area boundary one mile further west and there was also discussion regarding the dollars received from the fire mill rate levied against power and pipelines and how it will be divided between the various areas Mr Code moved that the/brumheller Fire Boundary be moved to the west as follows West of Section 17, 20, 29 and 32 in 28 -22 -4 and West of 5 & 8 in 29 -22 -4 CARRIED ROAD SIDE MIX FOR M D DITCHES AMEND A /Gs r CHANGE TO DRUM FIRE AREA BOUNDARY The distribution of the dollars received from power and pipeline \.\0 ,P 'ISTRIBUTION was again reviewed and generally agreed that for internal costing purposes OF FIRE the dollars received from power and pipeline should be distributed to the various fire areas based on the same ratio as their non power and pipelin&' LEVY ON assessment is to the total non power and pipeline assessment �` POWER & PIPELINE Mr Jeffery noted that the M D of Starland has imposed a 75% ban on SR 585 and after discussion Mr Campbell moved that the M D impose a 75% ban ROAD BANS on all heavy paved roads in the M D of Kneehill #48 effective Thursday, ON HEAVY March 22nd, 1984 at 7.00 A M.,� °`'f PAVEMENTS CARRIED There was also discussion about when SR 583 will be re -paved and it was agreed REPAVING that the condition of SR 583 and 806 should be reviewed with Alberta 'OF SR 583 Transportation at the Spring Convention Mr Jeffery noted he had reviewed the services offered by the Treasury Branch and those offered by the Toronto Dominion and the Treasury REPORT ON Branch services were much superior, and there would be no point in 0 BANKING changing banks Mr Boake moved acceptance of the report given by Mr SERVICES Jeffery CARRIED The bank statement for the month of February was reviewed and after BANK STATEMENT discussion Mr Maerz moved approval of the statement as presented FEB /84 CARRIED Mr Jeffery advised council that Karl Gundlach divisional motor grader operator had while blading a road spun out and slipped off the road and went down into a deep coulee Mr Gundlach was not hurt It was necessary to take a cat down to pull the grader up on to the road. Mrs Mary Klamski gave permission to the M D to go on her land in order to do this Mr Campbell moved to accept the report as information�ARRIED Mr Jeffery reported that Mr Rempel and Mr Rodger indicated they plan on completing the Three Hills East Road - laying the 11 base course, packing same and paving it If there are any bad spots which cannot be packed these may be left open and paved next year, otherwise the road will be finished in 1984 Mr Jeffery reviewed the report of divisional meeting held by Mr Hastie Toad flax appears to be a problem in that area and they have requested the • D carry Tordon 22 for sale to the farmers at cost and also requested the • D spray the roadsides in this area as the spread of the weed is quite a concern It appears to be a problem in Division 6, 7 4 and some of 3 Roadsides and fence lines would have to be totally sprayed in order to control the spread The areas sprayed last year for toad flax was reviewed and it was mentioned there is a real problem around the Bigelow Dam It was noted that Sow Thistle and Canadian Thistle are also becoming a problem It was noted the M D could likely not afford to undertake spraying private land, but might be able to supply the spray to farmers at cost, supply back pack sprayers at cost, issue weed notices to the worst offenders (including the Government - ie Bigelow Dam and Highways ie - highways and the railways) It would require alot more manpower to undertake such a program as the men KARL GUNDLACH MOTOR GRADER ACCIDENT REPORT RE THREE HILLS EAST ROAD DIV 6 MEETING TOAD FLAX PROBLEM IN MD COUNCIL MEETING MARCH 20th, 1984 P 3 would have to stop the vehicle and walk down into the ditches in order to properly spray the bad patches of the weed It would also require an intensive advertising campaign in order to get community involvement in the program Mr Campbell moved that this matter be tabled until later today and the situation be discussed with R%OrLiso9N 5c/J.z/L % O The rain modification scheme was mentioned as well as the use of calcium RAIN chloride on M D roads and the possibility of the M D arranging with MOD SCHEME Allied Chemicals to have it applied in front of farm residences with the cost to be paid by the individuals involved ✓1 Mr Hastie noted there were about 18 people present at his divisional meeting, and he felt it was worthwhile USE OF The possibility of having a water truck on with the gravel hauls was reviewed WATER TRUCK and Mr Hoff noted there are some used tanks available for sale at Hanna ON GRAVEL (Hugh Greenslades) if there was a truck was available for such a use. HAULS? Mr Jeffery noted there are two outstanding water accounts - Ernest Prohl $88 00 and Murray Leischner $28 35 After discussion it was agreed the office should try to collect these accounts again The meeting then adjourned for dinner between 12 00 Noon and 2.55 P M During the noon hour the councillors were taken on a tour of the Prairie Bible Institute which was very enlightening and very enjoyable WATER 4�r`� ACCOUNTS C)�)-J OWING X10A DINNER TOUR OF P B I Mr Jeffery reviewed a letter received from Alberta Bridge Branch regarding bridge file 73839 - SW 17- 29 -22 -4 on SR 836 The bridge is no longer required BRIDGE as the railway track has been removed and there is no need for the overpass FILE 73839 SW 17 -29 -22 Mr Code reviewed the situation and noted the bridge should likely be left in place until Council determine what if any road improvements might be made in 1v < that area and to see if the bridge could be used for such road improvements �e, )cA After discussion Mr Boake moved that Alberta Bridge Branch be requested n to leave the bridge in its present location until the M D can determine if the bridge could be used for another location to improve the road in that area CARRIED It was also suggested Alberta Bridge Branch be contacted to see if they have any suggestions as to another location for the bridge Mr Jeffery reviewed the gravel air search and noted that Mr Mollard would undertake the EM31 Test work for the M D and if he worked for GRAVEL a week it would cost about $5000 00 SEARCH It was agreed that council could cut down the number of locations which Mr Mollard would have to test. P Mr Campbell noted he would like areas #60, 461, #63 and 459 tested in his division It was agreed that Councillors for Division 1 & 5 should review the map and determine which areas they would like tested Hr Campbell moved to table this matter until the next meeting in order to give Councillors Mueller and Code time to review the map CARRIED has been filed An appeal /against the decision of the Development Appeal Officer regarding DEV Permit No 724 -84 , and Mr Boake moved that the Development Appeal Hearing APPEAL be held on Tuesday, April 10th, 1984 at 1 00 P M, and notice of the hearing A HEARING be advertised in the local paper CARRIED Mr Jeffery advised that Bemsco Engineering has submitted a request for the ACCOUNT M D to pay for replacement of survey monuments apparently destroyed during FOR LOST recent road work at East of 17 and 20 in 34 -26 -4 The cost is $1530 00 SURVEY PINS There was lengthy discussion about this matter and Mr Jeffery noted that the M D of Starland and County of Mt View hire a surveyor to locate any pins on any proposed road construction�to off -set the pins and then reset following completion of the project It appears it would cost the M D an additional $15,000 to $20,000 00 a year to have this work done �J O ' COUNCIL MEETING MARCH 20th, 1984 P 4 Mr Campbell moved that in future the M D hire a surveyor to locate offset and re -set any survey pins on such main and small crew road construction projects as the Administrator and the Grade Foreman deem necessary to have done CARRIED With regard to the account submitted by Bemsco Engineering, Mr Boake moved to table this until the local councillor can obtain further information about the matter 1, CARRIED Mrs Wilkinson left the meeting at this time- 3.50 P M and Mr Jeffery recorded the balance of the minutes Mr Soder and Mr. Thomas entered the meeting at this time and reviewed with council the bid prices received for a new tractor and a land leveller After lengthy discussion M D purchase a Case 1494 for a total price of $54,1 White Tractor $33,700 00, for 10 weights and frame of this matter Mr Maerz moved that the Tractor from Case Power & Equipment in Drumheller )00 00 (without loader) less trade of existing for a net price of $20,300 00 plus $550 00 CARRIED Mr Campbell moved that the M D purchase a 10 foot Frigstad land leveller from Case Power and Equipment in Drumheller at a price not to exceed $2100 00 CARRIED Mr Soder discussed the condition of the Brillion Seeder which is now 5 years old, and Mr Mueller moved that the M D not purchace a new Brillion Grass Seeder CARRIED HIRE SURVEYOR TO OFF SET PINS BEMSCO ENG ACCOUNT BIDS FOR A S B EQUIP T PUR LAND LEVELLER PURCHA GRASS SEEDER NOT PURCHASED There was discussion about the Parks Committee and it was agreed that the name be changed to Parks & Cemeteries and Mr Cunningham be added as �C� PARKS a member of that committee 0� & CEM COMMITTEE There was also discussion about a policy of allowing only ground flush mounted head stones and no grave covers in the M D cemeteries, but no decision was arrived at and it was agreed this matter be discussed at the annual meeting on Friday After discussion Mr Maerz moved that the responsibility of fixing grave covers and head stones is to remain that of the family, and the M.D. will only repair same after having received a signed release from the family, but in the event a family member cannot be located, the M D would proceed with the necessary maintenance work. CARRIED The toad flax situation was again discussed with Mr Soder and it was agreed this matter be discussed at the annual meeting on Friday Mr Hastie moved approval of the minutes of the March 13th and 14th meetings of council ✓� CARRIED Mr Code moved to table completion of the review of M D policies until the,` next meeting 0 CARRIED Mr Campbell noted he will require a cat to finish the brushing work on the Hogg project - 11 miles both sides and Mr Boake moved that a crawler do the necessary brush work on the Hogg project and also clean up the outstanding./ brushing project in Division 4 CARRIED There was brief discussion about the gravel operation and it was agreed Mr Rempel should try to co- ordinate the gravel trucks and haul gravel from the crusher when the crusher in working, rather than having it stockpiled and then hauled out Mr Hastie noted the Hastie Bridge Project could be started any time now, and Mr Maerz moved that one crawler, two buggies and a packer start work on the Hastie Bridge Project as soon as possible CARRIED Mr Maerz moved this meeting do now adjourn.
