HomeMy WebLinkAbout1984-02-28 Council MinutesCOUNCIL MEETING FEBRI A regular meeting of the Council of the in the M D Office Three Hills, Alberta with the following present J Finlay Code Division 1 Otto Hoff Division 2 Robert E Boake Division 3 Richard A Maerz Division 4 Bruce Hastie Division 6 Harold Mueller Division 5 Reginald G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson,Assistant Administrator was present and recorded the minutes Robert Perman, Representative from the Three Hills School Division Susan Friesen Representative from the Three Hills Capital Mr Robert Phillips of Linden entered the meeting at this time to discuss with Council his tax situation REQUEST FOR TAX CONCESSION Mr Phillips noted his taxes have increased over the past two ROBERT years He operates a Dude Ranch Operation and after considerable PHILLIPS research he has determined there are no grants available from LINDEN the Province for this type of an operation He would like the council to consider a concession on his taxes as their operation brings a lot of tourism dollars into this area Mr Jeffery noted Mr Phillips had reviewed his assessment with Mr Dunay and there were no errorsin same His taxes wereabout $900 00 in 1983 Mr Phillips explained his operation to the council and noted the taxes when he purchased the land were about $50.00. It was noted that as this was not classed as an agricultural type of operation, his buildings were now assessable After further discussion of this matter with Mr Phillips he left the meeting - Time 9.15 A M �S After review of this situation Mr Hastie moved that the M D make no concession in the amount of taxes levied against the property of Mr Robert Phillips CARRIED Mr Code moved the minutes of the February 14th meeting of APPROVAL Council be adopted with the following correction - date of MINUTES the annual meeting to be Friday, March 23rd, 1983 at 1.30 P M WITH CARRIED CORRECTION It was noted the hall could not be obtained for Wednesday ✓` DATE OF March 21st as indicated in the minutes ANNUAL MEETING There was brief review of the 1983 financial statement and there was a surplus for 1983 of $39,663 FIN FIN It was noted that divisional meetings are scheduled as follows. STATEMENT Division 6 - Bruce Hastie - March 15th 1983 at the Crossroads Hall 1.30 P M DATES Butte JOR DIV MEETINGS FIN STATEMENT Division 5 - Harold Mueller - March 12th, 1983 at the Sarcee Hall - 1.30 P M Mr Maerz moved that adoption of the financial statement be tabled until the next meeting of Council CARRIED Mr Jeffery noted the finance committee had drafted a proposed PROPOSED 1984 budget and this was discussed by council 84 They also discussed a uniform mill rate for rural fire protection BUDGET and it was noted the Drumheller area pays only one mill as required whereas the remainder of the M.D pays a consistent mill rate - presently 3 mills CONSIST After lengthy discussion of this matter, Mr Hastie moved that FIRE MILL �/ RATE COUNCIL MEETING FEBRUARY 28th, 1984 P 2 commencing in 1984 all fire areas within the M.D pay a uniform consistent mill rate and this mill rate be levied against power and pipelines also Mr Code requested a recorded vote IN FAVOUR R A Maerz, Bruce Hastie, Otto Hoff, Harold Mueller R E Boake OPPOSED J F Code and R G Campbell The employee committee meeting minutes of February 16th were then reviewed and the following items discussed a) Question from employee - does the 4% increase apply to the $5 00 rate for beginning labourers Mr. Boake moved that the 4% increase does not apply to the beginning labourer rate, and this rate shall remain at $5 00 per hour for 1984 CARRIED The matter of the janitor's contract was briefly reviewed and it was agreed this would be a subject for negotiations with the janitor if a request was forthcoming b) The Holiday schedule was reviewed and employees asked that the holidays be revised as follows 1984 WAGE NEGOTIATIONS �0 0 � en c 3"I C" r) GUnk ruck First five years - two weeks plus one week incentive After completion of five years three weeks plus one week incentive After completion of 10 years four weeks plus one week incentive After lengthy discussion Mr Maerz moved there be no change in the holidays CARRIED c) The shop employees request their slack time be summer season rather than winter as they do stagger their holidays and they feel winter is in fact their busy time It was generally agreed there would be no change made The use of over -time hours to make up for time taken off was also reviewed, and after discussion Mr Hastie moved that any employee, after fulfilling the total required hours for that month, is to be credited with any over time hours worked on the basis of one and one -half hours for one hour worked, and any reduction of over -time hours be on the basis of one hour reduction for each hour not worked CARRIED Mr Hastie further moved that all over time owing to any employee be paid out in the month of December each year CARRIED Item d from the employee minutes was reviewed briefly and agreed no decision was required 3) Employees would like clarification of an employee's anniversary date as it relates to holidays put in the contract, and Mr Code moved the contract be amended to include this CARRIED f) Employees asked Council to put on an employee day again After discussion of this request and noting the Council was generally COUNCIL MEETING FEBRUARY 28th, 1984 P 3 in favour of holding an employee day every two or three years Mr Maerz moved that an employee day (one -half day) be held in 1984 with a light lunch and coffee break supplied by the M D , and the day be held no later that the first week of April, and topics for the meeting be safety and other suitable items CARRIED g) Employees would like a return to 9 hour days year round Mr Maerz moved that the M D continue to maintain 8 hour days in winter time and 10 hour days during the summer construction season CARRIED H) Employees feel the rate for mechanics and welders is low compared to the survey average After discussion Mr Hastie moved there be no increase in the mechanic and welder rate of pay other than the 4% increase granted to all employees for 1984 CARRIED It was noted that the finance committee had established a proposed figures for wages and salaries for 1984 in the proposed budget and this matter was reviewed The meeting then adjourned for dinner between 12.00 Noon and 1 00 P M The 1984 salaries for employees were then reviewed and after lengthy discussion of various employees, Mrs Wilkinson and Mr Jeffery left the room Mr Code moved that the Council go into committee to continue the discussion of salaries CARRIED Mr Code moved that Council meeting do now re- convene, committee discussions having been completed CARRIED Mr Jeffery and Mrs Wilkinson returned to the meeting Mr Maerz moved salaries for 1984 be set as follows Shop Foreman, Grade Foreman, Gravel Foreman, Utility Foreman Utility Officer and Assessor - 4% increase Agricultural Fieldman $32,000 00 Assistant Ag Fieldman $20,000.00 Accountant $31,000 00 Carol Ducs $17,500 00 Lori Gales $13,700 00 Kathy McCaffrey $12,500 00 John Sailer 4% increase Alison Reid 4% increase MOTION DEFEATED Mr Mueller moved the 1984 salaries be set as follows- Carol Ducs $17,500 00 Lori. Gales $13,700 00 Kathy McCaffrey $12,500 00 Herman Martens $31,000 00 Edward Dunay $37 275 00 Alex Cunningham $30,000.00 Norman Soder $32,000 00 Art Thomas $20,000 00 John Sailer $19,760 00 Alison Reid $ 8 84 per hour Oris Rodger $29,000.00 George Rempel $31,000 00 Keith Smith $29,750 00 Rick Vickery Hourly Rate to bring him to yearly salary of $30,000 00 J C Jeffery $44,000 00 Jean Wilkinson $34,000 00 and further moved that Mr Jeffery no longer have use of an M D vehicle for his personal use CARRIED lbp/ COUNCIL MEETING FEBRUARY 28th, 1984 P 4 Greg Sheppard from Alberta Transportation, Rick Vickery 1983 and Lyle Gelinas entered the meeting at this time to discuss ROAD with council the cost figures calculated by Alberta Transportation COSTING on the Hazeltine Road Project FIGURES Mr Sheppard indicated that the figures supplied by his department are not totally accurate and are merely to be used as an indication of estimated costs He noted the calculations are very rough as there is no in depth study and the projects are not totally engineered The stripping and other costs are not engineered and estimated figures of the amount of dirt moved are used in the calculations In order to be completely accurate a surveyor would have to be on site during the entire project Mr Sheppard also indicated to Council that their public works crew is extremely well run and the figures given on this project are not indicative of the manner in which the public works operation is being run. After further discussion of this matter with Mr Sheppard, Rick and Lyle they left the meeting - time 3 55 P M RAIN Mr Jeffery noted a letter had been received from Mr James Bishop MODIFICATI(N regarding his proposed rain modification program and Mr Boake v' PROGRAM moved this matter be tabled until the next meeting of Council CARRIED R P ANDREWS The road agreement entered into with Mr Robert Charleboi.s A/G & R and the agreement with Mr R P Andrews regarding clean up of CHARLEBOIS the Andrews Lowen Pit were then reviewed and Mr Code moved ,A ROAD that the Reeve and Municipal Administrator be authorized to AGREEMENT sign the agreements on behalf of the M D CARRIED There was lengthy discussion concerning prices obtained for TRUCK purchase of trucks and Mr Code moved that the M D purchase PURCHASES the following trucks- 1 One Ton Cab & Chassis from Gibbs Ford, Three Hill�� Cash No trade F -350 2 Four x Four Truck from Garrett Motors, Carbon Cash No Trade 1984 G M C /2 Ton) 14,467 60 Fleet Discount $13 7 60 & G M Assistance $1200 00 2 567.60 3 1 Ton Truck - Rollies Motors, Three Hills Price $13,269 30 less discount $2849 30 = $ 10,400 00 ,C, Less Trade of 1980 G M C � Ton Unit T -44 $ ;,x44..44 °y - -3 44 ft A � G C QA 4 Super Cab with Short Box Universal Sales & Service, Calgary Price $ 1,,726 00 Less Trade of. $ 31,00 1981 Dodge Club Cab - Unit T -38 5 Passenger Van - Westergard Motors, Drumheller $140909 60 Less Trade of 1976 Chev Rally Wagon Unit T -9 $ 750_00_ CARRIED COUNCIL MEETING FEBRUARY 28th, 1984 P 5 Mr Hastie then reviewed with council prices obtained for purchase of three new gravel trucks He noted Maclin Ford had the best price of $155,000 00 with trade of PURCHASE 3 units GRAVEL However price varies depending on certain options TR .,. C Motor Size and type of suspension was then discussed in detail and Mr. Mueller moved that the M D purchase three gravel trucks S from Maclin Ford as outlined in their quote, with 46,000 pound suspension in all three vehicles, and with 350 motors in two Qty and a 400 motor in one, and with boxes and hoists on two vehicles at a price not to exceed $161,000 00 with trade of 3 existing units. CARRIED Prices obtained for gravel belly dump trailers were then reviewed and the best price was from Fort Garry Industries PURCHASE $34,675 00 for 3 trailers with trade of two trailers GRAVEL TRAILERS There was also discussion concerning the possible purchase of an end dump trailer %cCoy Esler The trailer is a new design but Mr Rempel feels it would be very ti.ppy and might not be & LOW suitable for use with the chip spreader AFter review of the BOY TRAILER matter, it was agreed the unit would have to be demonstrated before purchase of this type of a trailer could be considered �t�� � tic It was also noted the M D must purchase a 16 wheel trailer 'e this year in order to move the F A cat A second hand unit would cost between $20,000 00 and $25,000 00 It was 'A also noted the height of the trailer must be considered so it would not high center going over railway tracks �� \ Mr Maerz moved that the committee of Bruce Hastie and Otto 1 Hoff be authorized to proceed with purchase of a suitable second 0 Ir hand low boy trailer with sufficient clearance and a detachable neck at a price not to exceed $25,000 00 and to proceed with the purchase of three belly dump trailers from Fort Garry Industries with trade of two existing trailers at a price not to exceed $34,675 00 CARRIED I D #7 Mr Hoff noted he will be attending a meeting tomorrow with ANNEXATION Minister of Municipal Affairs, J Koziak and the reeves from Starland and Wheatland to discuss the possible annexation of parts of V'` I D 7 to the three rural municipalities Mr Hoff also reported on the recent discussions held with MEETING Canadian Western Natural Gas The M D still require C W N G WITH C W N to sign the road crossing agreement and C.W N G will review GAS the matter again and get back to the M D again in due course ROAD CROSSING Mr Jeffery noted the Spring Convention dates are set for March 27th and 28th, but it appears the date will have to be SPRING changed to March 28th and 29th as the government officials CONVENTION will not be able to be present. No definite confirmation has MARCH /84 yet been received regarding this date change from the Association Mr Maerz moved that the 7 councillors attending the convention t be named as delegates and Mr Jeffery be named as alternate \9�ton Se should one of the councillors not be able to attend CARRIED BB Mr HastierAnd °Ire Maerz reported on their recent meeting with the County of Mountain View The County is planning to MEETING up -grade at least a two mile stretch of the road 4 miles west WITH CT MT of All Ingham VIEW Mr Maerz then moved to amend the 1984 road program as follows for Division 4 AMENDMENT 1 Delete from the Road Program /- Items No 1 & 2 - Mt Davis TO 1984 ROAD Cemetery Road 2 miles and #582 Regehr Hill 2 miles PROGRAM 2 Replace with Allingham West Project - South of 3, 4, 5 & 6 in 32 -26 -4 - 4 miles 8 weeks - re -grade and regravel and ��w COUNCIL MEETING FEBRUARY 28th, 1984 Page 6 build to secondary road standards, with authority to purchase the required road widening in order to build the road to said secondary road standards and further moved to change the rotation of the commencement of the road projects as follows Start in 6 move to 7, 5, 1, 2 3 & finish in Division 4, and if the 4 miles of road are completed in 1984 there be no main crew prgects undertaken in 1985 in Division 4, but should the project not be totally completed in 1984 it to be the first main crew project undertaken in 1985 CARRIED Mr Hastie then reported on their discussions regarding fire FIRE protection for an area in the County of Mountain View being PROTECTION provided by the Torrington - Wimborne Fire Department. IN CT It appears this area which lies east of the big coulee in MT VIEW Mountain View is not provided with fire protection by the Olds Fire Department The County agreed it would levy WIMBORNE a mill rate in that area and would pay these funds to the TORRINGTON M D of Kneehill for the Torrington- Wimborne Fire Protection FIRE AREA Area if the fire department would provide protection to that area It was noted it would be necessary to enter into an agreement 5 G a with Mountain View and to establish a boundary for thatai� particular area However it was generally agreed this was a good idea and the matter should be followed up Meridian Land Services Ltd on behalf of Universal Explorations Ltd , have applied for permission to OPEN CUT open cut a pipeline road crossing between SE 15 & SW 14 CROSSING and between NE 14 and NW 13 both in 32 -23 -4 Both roads are undeveloped and Mr Cunningham inspected same SE 15 & 14 and recommended line be installed at least six feet below and NE 14 & existing terrain NW 13 in After discussion Mr Mueller moved that the undeveloped 32 -23 -4 roads may be open cut on condition the line is installed G° at least six feet below the existing terrain and the required°��`'�" road crossing agreement is signed by the company CARRIED A development appeal has been filed and Mr Boake moved,2� DATE FOR that the Development Appeal hearing regarding Development Permit No 722 -84 be held on Tuesday, March 13th, 1984 DEV APPEAL commencing at 4.15 P M , PERMIT and notice of appeal hearing be advertised NO 722 -84 in the local paper.
