COUNCIL MEETING FEBRUARY 14th, 1984
A regular meeting of the Council of the M D of Kneehill #48 was held in the
Municipal Office, Three Hills, Alberta, on Tuesday, February 14th, 1984, commencing
at 9.00 A.M

Mr Jeffery reviewed briefly the bids received for the M D grader and scraper
which were advertised for sale and the representatives from the Fairview
Hutterite Colony then left the meeting
The truck salesmen also left the meeting at this time
Council then reviewed with the heavy duty equipment salesmen their bids for
the scraper and graders and the salesmen left the meeting at 11.00 A M

Following discussion of the bids received for the M D equipment Mr Maerz V�
moved that the M D accept the bid from Peterson Oilfield Equipment for the purchase of the
Champion Motor Grader of $28,000 00

Mr Hastie moved that the M D accept the bid from the Fairview Hutterian
Brethren of Crossfield for the M D 627 motor scraper of $31,050 00, & PURCHASE
and further moved that the M D purchase a 627 scraper from R Angus NEW SCRAPE]
Ltd , at a price of $277,500.00 plus tires $4,220 00

It appears that this road was constructed by the M D and has been

looked after by the M D for many years However investigation revealed

Mr McGhee indicated he would be willing to sell the land to the M D
for $1 00 if the M D would have it surveyed and registered as public

access After discussion Mr Code moved that the M D purchase sufficient land

necessary for survey and dedication of the existing forced road in the NE 30- 30 -21

with same to be tied into the road allowance on the east side of the quarter
at a price of $1 00, on condition the M D undertake the costs of the legal
survey

Mr McGhee left the meeting at this time and the meeting adjourned for dinner

The Planning Seminar scheduled for Thursday evening February 16th was PLANNING
then reviewed and it was agreed 8 people would likely attend SEMINAR

Mr Campbell moved approval of the accounts to be paid today, as per list,
subject to further review by the finance committee of Otto Hoff and APPROVAL

The carpet bids received were reviewed and after discussion Mr. Boake moved CARPET
that a committee of J Finlay Code,Ri.chard A Maerz and Jean Wilkinson

make a decision regarding carpet for the offices and the council OFFICE RUGS
room, and be authorized to purchase carpet at a price not to exceed $3500 00

It was noted the prices ranged between $2500 00 and $3000 00
The matter of new chairs and a new table for the council room was NEW CHAIRS
briefly reviewed and as only one price has been received for new TABLE
chairs, it was agreed the committee of Mr Code and Mr Maerz continue COUNCIL
with investigation of this matter and report back to council at a later date ROOM
The up- grading of wiring costs at the Carbon shop was reviewed and Mr Hoff
noted it was necessary to do this re- wiring in order to move the
air compressor from one building to the other building The costs
will be about $600 00, and the work was authorized under the maintenance of
of buildings account.
Mr. Hastie moved to accept the report given by Mr Hoff

Mr Ross Rawlusyk from Palliser Regional Planning Commission entered
the meeting at this time
The following subdivisions were then reviewed.

Ross reviewed the situation and noted the M D had redesignated the D 127 -32 -
quarter section and had relaxed the land use by -law to allow an intensive 24-4 NW
parcel less than 20 acres in size
After discussion of this matter, Mr Hastie moved that the M D recommend VA
approval for this subdivision subject to normal conditions and subject
to the applicant obtaining the necessary development permits for the proposed
intensive use prior to completion of the subdivision

Mr Hastie moved that he be excused from voting and discussion on the next A H AST IE
item on the agenda (Public Hearing re SE 30- 34 -23 -4) as he may 'have a EXCUSED

F Stotschek for the SE 30- 34 -23 -4, Mr Boake moved second reading SE 30-34-

After review of this application, Mr Meuller moved that Council recommend
approval for this subdivision subject to normal conditions

After discussion of this application and noting that the parcel size is still
too large - should be reduced to about 4 or 5 acres, noting the parcel is very
close to the boundaries of the Village of Torrington and other items, Mr Ma.erz
moved that the M D recommend approval for this subdivision, subject to the
subdivision being done by means of a plan of survey and consolidation of the
balance of the quarter section (presently in two titles) into one title on the survey,

and the size of the proposed residential parcel be reduced to a
size sufficient only to accomodate the existing buildings with the
required setbacks

Mrs Wilkinson left the meeting at this time - 2.00 P M and Mr Jeffery OUT
recorded the balance of the minutes
A delegation from the Marigold Library System entered the meeting at this MARIGOLD
time to review with Council the request to have the M D join the Marigold LIBRARY
System PRESENTATION
The delegation were introduced to Council - Mrs
Paul Gibson, Pat Cavell, Joyce MacDonald - and
presentation regarding the system
It was noted the M D could have to pay $25,000
additional funds from the Provincial Government

The draft proposal for the new land use by -law was reviewed briefly and
Mr Campbell moved this matter be tabled until the next meeting of council

Alberta Planning Board have advised there will be an appeal hearing
in connection with a subdivision refused by the County of Mountain
View (Red Deer Planning Commission) for SE 8- 31 -26 -4 - V Thiessen
which land is located dust across the west boundary of the M D
After brief discussion Mr Code moved to accept and file as information

Mr Jeffery reviewed the final financial statement for 1983 and various
items were discussed
Mr Jeffery then reviewed his report covering the period January 24th to

1 Request from Gulf Oil to have the M D share costs for moving their
gas line on the Alex Bergos Road (estimated costs $8000 00) on a 50 -50 +' GULF OIL

and it was noted Mr Andrews will allow the M D to stock pile the slough CLEAN UP
material on his land north of the creek until it can be disposed of
An agreement has been prepared and will be reviewed with Mr Andrews j�'16
Mr Andrews wishes some of the slough material placed on his private access road !�
and it was agreed this could be done, as long as the M D would have no
further responsibility for the road following this re- construction
It was also agreed that the M D could supply a used culvert for the road S�

6 The purchase of the Crane Hoist for the shop was reviewed The company will not

It was noted that the 1974 salaries as compared to the 1974 budget

budget was 1 5 million and the 1983 budget was about 7 3 million
After lengthy discussion of 1984 salaries and wages, it was
noted that the present employees should be given assurance of
their job security No other decisions regarding 1984 wages
or salaries were made at this time
It was noted that the Marvin Tetz road is ready for brushing now
Mr Maerz moved that the 1984 road bans be put into effect on
Friday, February 17th, 1984 at 7 00 A M, with a 60% ban on light
coat surfaced roads and a 75% ban on SR 575 (Carbon to Drumheller)
a 90% ban on SR 583 (Three Hills to SR 805) and legal axle

on the Alex Bergos Road - cost about $8000 00
Line is now 20" down - Plant will be shut down in June so could
have it done then Will be damages on both sides of road as well
2 Fire Meeting - Accident Insurance and Workers Compensation coverage
are duplicated by M D and some of the towns and villages
Decision who is to cover?
3 Greg Sheppard advises will do one project with approximate yardages
for M D in 1984 He would like to do either Hastie Project or Acme
Cemetery Project so gave him his choice He is forwarding yardage
figures from 83 for the Hazeltine Project
4 Drumheller Solid Waste Association - see Wheatland advised them anything

The Administrator briefly reviewed the 1983 minutes and Mr Don Appleyard moved
adoption of the minutes Fire reports for 1983 were then given by Gordon Reed of
Three Hills department, Don Appleyard of Carbon Fire Department, Garnet Bauer of
Torrington Fire Department, Gary Adams of Trochu Fire Department and Allan Duer of
Linden Fire Department

Mr Don Appleyard and Terry Reed gave a brief report regarding their new $24,000
Radio Tower which will be shared with the Kneehill Ambulance System
Mr Allan Duer gave a brief report regarding the equipment in their Disaster Vehicle
Carbon Department asked if our Fire Trucks were covered by insurance outside of the
Fire area and administration advised all are insured for full replacement costs and
liability anywhere at all times
Mr Penner of Three Hills Department asked if fires were more plentiful this year
in all areas but is seemed only Three Hills area was up
Mr Garnet Bauer advised he would like an outside hookup on the Wimborne cistern so
their truck could pump water directly from the cistern It was agreed Alex Cunningham
and Garnet Bauer this if possible,
Mr Darwin Moon of Linden Fire Department reported the resignation of Fire Chief
Allan Duer
Mr Otto Hoff presented long term Certificate Awards to Roy Enzie and Arnie Luoma
