Mr. Hastie moved to accept the report given by Mr Hoff CARRIED Mr Ross Rawlusyk from Palliser Regional Planning Commission entered the meeting at this time The following subdivisions were then reviewed. 1 A M Dick - NW 27- 32 -24 -4 - intensive agriculture subdivision - 10 acres WIRING CARBON P W SHOP SUBDIVISION; CK DI Ross reviewed the situation and noted the M D had redesignated the D 127 -32 - quarter section and had relaxed the land use by -law to allow an intensive 24-4 NW parcel less than 20 acres in size After discussion of this matter, Mr Hastie moved that the M D recommend VA approval for this subdivision subject to normal conditions and subject to the applicant obtaining the necessary development permits for the proposed intensive use prior to completion of the subdivision CARRIED Mr Hastie moved that he be excused from voting and discussion on the next A H AST IE item on the agenda (Public Hearing re SE 30- 34 -23 -4) as he may 'have a EXCUSED possible conflict of interest FROM NEXT CARRIED ITEM Mr Hastie left the meeting at this time Mr Maerz moved that the Council meeting do now adjourn in order to hold ADJOURN the public hearing scheduled for today at 1.30 P M. TO HOLD CARRIED PUBLIC Mr Code moved that the Council meeting do now reconvene, the public hearing s HEARING having been dealt with RECONVENE CARRIED After further discussion regarding the request for redesignation by Mr REDESIGNATE F Stotschek for the SE 30- 34 -23 -4, Mr Boake moved second reading SE 30-34- to by -law 1030 to redesignate the SE 30- 34 -23 -4 from agricultural 23-4 conservation to agriculture STOTSCHEK CARRIED Mr Mueller moved third reading to by -law 1030 BY -LAW Mr Maerz requested a recorded vote 1030 IN FAVOUR - J F Code, Otto Hoff, Robert E Boake, Harold Mueller R G Campbell OPPOSED - R A MAERZ MOTION CARRIED Mr Hastie returned to the meeting at this time SUBDIVISION 2 Jon & Heather Hansen - NW 16- 31 -23 -4 - Isolation of existing farmstead NW 16 -31 23 -4 After review of this application, Mr Meuller moved that Council recommend approval for this subdivision subject to normal conditions CARRIED SCHNEIDER %3. Alfred Schneider - SW 3- 33 -26 -4 - Isolation of Existing Farmstead SW 3-33-26 After discussion of this application and noting that the parcel size is still too large - should be reduced to about 4 or 5 acres, noting the parcel is very close to the boundaries of the Village of Torrington and other items, Mr Ma.erz moved that the M D recommend approval for this subdivision, subject to the subdivision being done by means of a plan of survey and consolidation of the balance of the quarter section (presently in two titles) into one title on the survey, COUNCIL MEETING FEBRUARY 14th, 1984 P 9 and the size of the proposed residential parcel be reduced to a size sufficient only to accomodate the existing buildings with the required setbacks CARRIED Mrs Wilkinson left the meeting at this time - 2.00 P M and Mr Jeffery OUT recorded the balance of the minutes A delegation from the Marigold Library System entered the meeting at this MARIGOLD time to review with Council the request to have the M D join the Marigold LIBRARY System PRESENTATION The delegation were introduced to Council - Mrs Paul Gibson, Pat Cavell, Joyce MacDonald - and presentation regarding the system It was noted the M D could have to pay $25,000 additional funds from the Provincial Government If the M D loin must loin for 3 years and must to opt out Caroline Bodmer, they then gave their 00 and this would generate for the system as well give 12 months notice The delegation was thanked for coming and they left the meeting Mr. Jeffery asked Council if they had made a decision regarding redesignations- are they to be done prior to application for subdivision (as a condition for obtaining the subdivision) or prior to making the application for subdivision After discussion it was agreed Council was not yet ready to make this decision Mr Boake moved that the applications for subdivisions submitted by a Mrs Elsie Schaffer - SE 8- 30 -26 -4 and Stan Milan SE 17- 31 -22 -4 ( fv be tabled until the next meeting of Council CARRIED The draft proposal for the new land use by -law was reviewed briefly and Mr Campbell moved this matter be tabled until the next meeting of council CARRIED Alberta Planning Board have advised there will be an appeal hearing in connection with a subdivision refused by the County of Mountain View (Red Deer Planning Commission) for SE 8- 31 -26 -4 - V Thiessen which land is located dust across the west boundary of the M D After brief discussion Mr Code moved to accept and file as information CARRIED Mr Rawluskyk left the meeting at this time - 3.40 P M Mr Jeffery reviewed the final financial statement for 1983 and various items were discussed Mr Jeffery then reviewed his report covering the period January 24th to February 14th, 1984 and the following items were discussed in detail. 0 G SUBDIVISION E SCHAFFER SE 8 -30 -26 S MILAN SE 17 -31 -22 TABLED fc'Io C�AND USE BY LAW TABLED APPEAL CT MT VIEW VA REVIEW ✓` 1983 FIN STATEMENT J C JEFFER) REPORT 1 Request from Gulf Oil to have the M D share costs for moving their gas line on the Alex Bergos Road (estimated costs $8000 00) on a 50 -50 +' GULF OIL basis After lengthy discussion and noting that the line was previously SHARED COST;
