If consumption lower will need higher rate in place 3 Trochu Rubble - Town is willin Wo let us use their pit if we are willing to haul cement and use our equipment for digging pits etc 4 Telphone for T -41 ? ?? i a� COUNCIL MEETING JANUARY 24th, 1984 A regular meeting of the Council of the M D of Kneehill #48 was held on Tuesday, January 24th, 1984, commencing at 9.00 A M Those present were J Finlay Code Division 1 Otto Hoff Division 2 (Reeve) Harold Mueller Division 5 Bruce Hastie Division 6 R G Campbell Division 7 PRESENT Dave Maxwell, Representative from the Three Hills Capital J C Jeffery, Municipal Administrator was present and also recorded the minutes Mr Jeffery reviewed his report covering the period January 10th to January 24th and the following items were discussed. 1 The possibility of point ise of the Trochu Rubble Pit by the M D and the town This matter was reviewed and noted that the Administrator for the Town of Trochu was to draft an agreement for consideration by the M D C JEFFERY REPORT JOINT RUBBLE PIT WITH TROCHU 2 The need for a radio phone for T -41 (Grade Foreman's vehicle) was discussed and Mr Hastie moved that purchase of a radio RADIO phone be included in with Mr Cunningham's bids for purchase PHONE of additional radios for 1984 CARRIED T -41 Mr Cunningham entered the meeting at 9.50 and reviewed this and other matters with council and left the meeting at 10 00 A M Mr Campbell moved approval of the report given by Mr Jeffery CARRIED The report from Council Committee meeting held on January 20th was reviewed and Mr Hoff noted the reference to Mr Norman Thurn was incorrect and this should read Mr Alfred Thurn (re. gravel pit available for sale) Mr Mueller moved approval of the report from the committee subject to the above noted correction CARRIED Mr Jeffery noted Mr Jack Tutt still had some holidays accruing to him as well as a number of sick days However as Mr Tutt has not retired on to pension as per existing policy, there was a question as to whether he should receive pay for 32 sick days or only half of that amount After discussion and noting Mr Tutt would likely not return to work but would remain on long term disability until such time as he does reach 65 years of age and goes onto pension, Mr Campbell moved Mr Tutt be paid out for 32 sick days as well as for holidays owing to him CARRIED A possible change to the existing policy on sick d Mr Code moved that if a doctor orders an employee on account of health this should be considered the on pension CARRIED REPORT FROM CO COMMITTEE MEETING J _ TIJTT SICK DAYS HOLIDAYS ays (contract) was reviewed to quit work CHANGE TO same as retiremeniONTRACT RE SICK DAYS Mr Hastie moved approval of the council meeting minutes of January 10th and January 13th, 1984 1^ APPROVAL CARRIED MINUTES The need to do survey work in certain cemeteries was reviewed and it was noted cost to have this work done by a surveyor appears extremely high, Mr Cunningham had suggested the A S B summer help be hired CEMETERY a week early and kept on a week later in the fall and this work SURVEY be undertaken with their assistancearather than hiring a land surveyor WORK to do the work They could possib4ly do two cemeteries a year Mr Mueller moved Mr Cunningham be authorized to proceed with the required survey work in the cemeteries are outlined CARRIED 4� COUNCIL MEETING JANUARY 24th, 1984 P 2 Palliser Regional Planning Commission are holding an evening seminar on February 16th and after discussion it was noted likely all councillors would attend along with some of the office staff, but no definite decision was made Mr Campbell moved this matter be tabled until February 14th, for further consideration CARRIED SEMINAR PALLISER REG FEB 16/84 The Big Country Tourist Association has requested the M D JOIN BIG _ „n join their association again this year Cost to join COUNTRY is 10� per capita - resent P p p population is 5756 du TOURIST After discussion Mr Mueller moved that the M D loin ASSOCIATION the Big Country Tourist Association for 1984 at a cost ��c•� of $575 60 CARRIED CARRIED A letter from Mr J T Bishop re rain increase program was read and Mr Code moved to accept and file as information CARRIED Mr Jeffery read a letter of thanks received from Mrs Edith Mullinger - who is now 95 years of age - and Mr Mueller moved to accept and file CARRIED Council then reviewed a proposed fire department by -law which would provide for the establishment and operation of fire departments to provide fire protection in the various rural fire protection areas established previously by council After discussion of this matter and the proposed by -law Mr Campbell moved first reading to by -law number 1032 CARRIED Mr Code moved second reading to by -law number 1032 CARRIED Mr Hastie moved that third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr Mueller moved third reading to by -law number 1032 CARRIED f RAIN INCREASE PROGRAM LETTER OF THANKS FIRE BY LAWS NO 1032 Mr Mueller reported he had attended the recent retirement banquet held for Mr Cunningham and there was about 100 people present to RETIREMEN BANQUENT ALEX CUNNINGHAM FIRE CHIEF The University of Alberta Extension are holding a personal liability of public officials seminar and after discussion SEMINAR Mr Hastie moved to accept and file as information „n CARRIED Mr Keith Smith entered the meeting at 10.40 A M and reported LUNCH ROOM to council on the shop clean up and improvements to the lunch SHOP room He noted the men would prefer a microwave oven UP- GRADING installed rather than a coffee maker and it was agreed this be left until after the lunch room is fixed up Mr Smith was requested to get prices on a circular saw for CIRCULAR brushing He reported there is a cable hoist available from SAW PRICES National Supply in Red Deer which would be suitable for the shop After discussion Mr Mueller moved that the M D offer CRANE the company $11,000 00 for the crane if the company would installed" "l—alFZ-'11 the proper motors, or $10,000 00 for the crane as it CARRIED „ _.�... The meeting then adjourned for dinner between 12 00 Noon and DINNER 1.00 P M 1, Mr Mueller noted the airport runway is breaking up and likely AIRPORT should be re- surfaced After discussion Mr Mueller moved RUNWAY RE- SURFACE &0-1/ . COUNCIL MEETING JANUARY 24th, 1984 P 3 that the M D request Alberta Transportation to re -pave the airport runway at such time as they are re- surfacing Highway 21 or Highway 27 CARRIED Mr Smith reported on a price for a circular saw 9" $775 00 - for a Huskarvarna and $429 00 for an 8" Toro There is a demo model Huskarvarna available for $658 Mr Code moved that Mr Smith be given authority to purchase a circular saw at a price not to exceed $775 00 CARRIED The Council then continued with its review of existing M D policies as follows. 8 -4 Pagers - amend policy to read - or as covered by agreement 8 -10 - amend policy to read - or as stated in agreement with urban area 9 -3 - Disconnect fees After discussion turning water on incurred from th to the office at - for turning water Mr Code moved that and off be set at $ e M D Office to the the current mileage on and off the rate for 6 00 plus any mileage location and back rates CARRIED RE -PAVE l AIRPORT RUNWAY PRICE FOR CIRCULAR SAW REVIEW OF POLICIES PATROL Constable Larry Adams and Mr Allen Becker from KIBA Range Patrol entered the meeting at this time - 1 35 P M , and discussed with council the need for erection of range patrol signs and requested funding from the M D for the sign posts Their area is along Highway #9 and Highway #21 and it would require 3 signs - cost about $150 00 per sign The range patrol would put the signs up and maintain them They left the meeting at 1 55 P M Mr Campbell moved that the M D fund the cost of posts for two signs for the KIBA Range Patrol CARRIED The council then continued with review of policies The compulsory retirement date for all employees being set at POLICY 65 was reviewed and it was agreed this should be checked out REVIEW with a solicitor Mr Ian McKinnon from the Three Hills Range Patrol entered the RANGE PATROT, meeting at this time - 2 40 P M Mr McKinnon is from R R #2 SIGNS Lousana (749 -2577) and he also requested funding from the M D for Highway range patrol signs After discussion with Mr McKinnon he left the meeting at 2.45 P M Mr Hastie moved that the M D fund the cost of posts for two signs for the Three Hills Range Patrol and further moved that the 4 signs to be funded by the M D must be placed on primary highways (not on secondary roads) and the locations must be one on Highway 27 east (close to the river) one on Highway 27 close to west boundary, one on the M D north boundary on Highway 21 and one on the M D south boundary on Highway 21 CARRIED Review of policies then continued- POLICY 10-6 - Add to Texas Gate Policy - gate must be put on one side of REVIEW the texas gate to allow wide farm machinery to get through 10 -8 - The availability of information from the officeowasy passed at the previous meeting et�7w I COUNCIL MEETING JANUARY 24th, 1984 P 4 The park policies were briefly reviewed and agreed these must be up -dated The problem being incurred Gas regarding crossing M D pipelines was reviewed and M D attempt to arrange a to discuss the problem with Canadian Western Natural road allowances with their Mr Campbell moved that the meeting with the company CARRIED It was noted the company will not supply gas service to certain ratepayers as it is not willing to sign the required road crossing agreement with the M D C W N GAS LINE CROSSING; M D ROADS Mr Mueller moved that this meeting do now adjourn ADJOURNMENT CARRIED Time - 3 30 P M I-,. -� Reeve Muni ,ipal�Ad mi for
