J C JEFFERY REPORT
JANUARY 10th, 1984 to JANUARY 24th, 1984
1 Following is a list of development permits by year for interest.
1976 - 16, 1977 102, 1978 103, 1979 - 126, 1980 -111, 1981 -103
1982 -71 and 1983 -88
2 Three Hills lowered water rate 75( per 1,000 gallons
We will leave until June 30th, 1984 to see how consumption
level goes and then possibly review a reduced water rate at
that time. If consumption lower will need higher rate in place
3 Trochu Rubble - Town is willin Wo let us use their pit if
we are willing to haul cement and use our equipment for digging
pits etc

COUNCIL MEETING JANUARY 24th, 1984
A regular meeting of the Council of the M D of Kneehill #48 was
held on Tuesday, January 24th, 1984, commencing at 9.00 A M
Those present were
J Finlay Code Division 1

R G Campbell Division 7
PRESENT
Dave Maxwell, Representative from the Three Hills Capital
J C Jeffery, Municipal Administrator was present and also recorded
the minutes
Mr Jeffery reviewed his report covering the period January 10th
to January 24th and the following items were discussed.
1 The possibility of point ise of the Trochu Rubble Pit
by the M D and the town
This matter was reviewed and noted that the Administrator
for the Town of Trochu was to draft an agreement for
consideration by the M D

2 The need for a radio phone for T -41 (Grade Foreman's vehicle)
was discussed and Mr Hastie moved that purchase of a radio RADIO
phone be included in with Mr Cunningham's bids for purchase PHONE
of additional radios for 1984 CARRIED T -41
Mr Cunningham entered the meeting at 9.50 and reviewed this and other
matters with council and left the meeting at 10 00 A M
Mr Campbell moved approval of the report given by Mr Jeffery
CARRIED
The report from Council Committee meeting held on January
20th was reviewed and Mr Hoff noted the reference to Mr Norman
Thurn was incorrect and this should read Mr Alfred Thurn
(re. gravel pit available for sale)
Mr Mueller moved approval of the report from the committee subject
to the above noted correction

Mr Jeffery noted Mr Jack Tutt still had some holidays accruing
to him as well as a number of sick days However as Mr
Tutt has not retired on to pension as per existing policy,
there was a question as to whether he should receive pay for
32 sick days or only half of that amount After discussion
and noting Mr Tutt would likely not return to work but would
remain on long term disability until such time as he does
reach 65 years of age and goes onto pension, Mr Campbell moved
Mr Tutt be paid out for 32 sick days as well as for holidays
owing to him

Mr Hastie moved approval of the council meeting minutes of

The need to do survey work in certain cemeteries was reviewed and it was noted
cost to have this work done by a surveyor appears extremely high,
Mr Cunningham had suggested the A S B summer help be hired CEMETERY
a week early and kept on a week later in the fall and this work SURVEY
be undertaken with their assistancearather than hiring a land surveyor WORK
to do the work They could possib4ly do two cemeteries a year
Mr Mueller moved Mr Cunningham be authorized to proceed with
the required survey work in the cemeteries are outlined

Palliser Regional Planning Commission are holding an evening
seminar on February 16th and after discussion it was noted
likely all councillors would attend along with some of the
office staff, but no definite decision was made
Mr Campbell moved this matter be tabled until February 14th,
for further consideration

Edith Mullinger - who is now 95 years of age - and Mr

Council then reviewed a proposed fire department by -law
which would provide for the establishment and operation
of fire departments to provide fire protection in the
various rural fire protection areas established previously
by council
After discussion of this matter and the proposed by -law
Mr Campbell moved first reading to by -law number 1032

Mr Hastie moved that third reading be given to this by -law
at this time

Constable Larry Adams and Mr Allen Becker from KIBA Range Patrol
entered the meeting at this time - 1 35 P M , and discussed with
council the need for erection of range patrol signs
and requested funding from the M D for the sign posts
Their area is along Highway #9 and Highway #21 and it would
require 3 signs - cost about $150 00 per sign The range patrol
would put the signs up and maintain them
They left the meeting at 1 55 P M
Mr Campbell moved that the M D fund the cost of posts for
two signs for the KIBA Range Patrol

The council then continued with review of policies
The compulsory retirement date for all employees being set at POLICY
65 was reviewed and it was agreed this should be checked out REVIEW
with a solicitor
Mr Ian McKinnon from the Three Hills Range Patrol entered the RANGE PATROT,
meeting at this time - 2 40 P M Mr McKinnon is from R R #2 SIGNS
Lousana (749 -2577) and he also requested funding from the M D
for Highway range patrol signs After discussion with Mr McKinnon
he left the meeting at 2.45 P M
Mr Hastie moved that the M D fund the cost of posts for two signs
for the Three Hills Range Patrol and further moved that the 4 signs to
be funded by the M D must be placed on primary highways (not on secondary
roads) and the locations must be one on Highway 27 east (close to the
river) one on Highway 27 close to west boundary, one on the
M D north boundary on Highway 21 and one on the M D south boundary
on Highway 21
