HomeMy WebLinkAbout1984-01-20 Council MinutesLOCAL GOVERNING OFFICIALS MEETING JANUARY 20th, 1984 P 1 The annual meeting of local governing officials was held in the M D of Kneehill Office, Three Hills, on Friday, January 20th, 1984, commencing at 1.30 P M Those present were Gordon Towers, M P Mrs Connie Osterman, M L A & Minister of Consumer & Corporate Affairs M -D --of -Kneehi.11 - 448 ------------ - - - -- Otto Hoff, J Finlay Code, Harold Mueller Bruce Hastie, R G Campbell J C Jeffery and Jean Wilkinson Town of Three Hills --------------- - - -- Ken Wright, Ron Howe, Chet Davidson, Louis Perrault Bob Jenkins Town- of_Trochu_ Al Gehring, Jean Ashcroft Bill McPhee Village-of-Linden- Sam Megli Joyce McDonald, Doug Girroud, William Jack Village_of_Carbon__ George Appleyard, Ted Schmidt, Caroline Bodmer Village- of_Acme Harvey Jackson Village_of-Torrington- Ben Bauer, Irene Wilson Three-Hills-Hospital Brian Sather Drumheller-Hospital- James Ramsbottom Trochu_Hospital Norman Hoppins Lawrence Kahler, Elnora Hos ital Lloyd Jackson Three Hills School Division --------------------- - - - - -- Art Davis Representative from the Three Hills Capital Mr Hoff called the meeting to order at 1 45 P M and welcomed everyone to the meeting, particularly Mrs Osterman and Mr Towers Items suggested for the meeting's discussions were noted and it was agreed this would be sufficient for the meeting today There was lengthy discussion about how the new building required for Palliser Regional Planning Commission in Hanna should be financed Mrs Osterman noted traditional the government will guarantee any loan for such a building which should result in a lower interest rate The estimated cost for the building project is about $800,000 00 and may be trimmed down to about $600,000 00 It was noted most areas had advised the commission they could not assist with the financing of the building The move to Drumheller was mentioned and it was noted the areas to the north east of Hanna would not attend meetings COMBINED MEETING January 20th, 1984 if the commission moved to Drumheller P 2 The need for rubble pits in the M D was then discussed and Mr Jeffery advised the M D is working on establishment of a pit in the old Torrington Gravel Pit - south of the village of Torrington He also noted there may be a possibility of a joint use of the Trochu rubble pit and there is a rubble pit available at Drumheller Mr Hoff noted the M D is looking at establishment of a pit between Carbon and Acme, but no definite plans are available as yet There was brief discussion about the operation of the Drumheller & District Solid Waste Management Association particularly since the loss of Three Hills and Gleichen from the society This loss will increase the budget about 131% in 1984 Mrs Osterman noted this problem is being reviewed by the Minister of the Environment There was lengthy discussion Library System and the probl its budget this year Most the M D review its decision as these funds would be very the M D participate is also the libraries in the schools about the operation of the Marigold ems the system is having in balancing of the urban areas have suggested not to participate in the system helpful to the system. Not having causing problems with the use of Mr Davis noted the rural school children can take advantage of the Marigold Library system in the schools without paying for it The School Division has agreed to transport book for the Marigold System on its van system and he strongly urged the M D to loin the system It was noted the non - resident fee of $35 00 is not a revenue producing item but does cause a problem because some rural people will not pay the fee and therefore do not make use of the library Mr Hoff noted this matter might well be a topic of discussion at the next annual meeting of M D ratepayers Mrs Bodmer noted the Marigold Library Staff would be more than happy to review the system again with the M D council, and it was agreed this could be done The question of whether the Provincial Street Assistance Program will be renewed was then discussed with Mrs. Osterman and she noted that this decision will not be available until such time as the final 1984 provincial budget is settled There was then lengthy discussion with Mrs Osterman about the distribution of LOTO funds and Mrs Osterman outlined what her department has done to date regarding this problem All community organizations will have an opportunity to apply to the two Ministers involved - Minister of Culture and Minister of Parks and Recreations - to ask which umbrella organization they should apply to for funding from the LOTO profits She also discussed the new Alberta Wild Rose Foundation set up by the government to fund these projects which fall into the gray area - of not being culture and not recreation or parks The effects of provincial cut backs in funding for hospitals and schools was discussed and Mrs Osterman noted that the hospital funding budget and medicare budget under Mr Dave Russell is equal to i of the provincial budget and the province has taken a hold the line stand on expenditures "Vim COMBINED MEETING JANUARY 20th, 1984 P 3 The increased utility costs was discussed and it was noted that these costs are putting a great strain on alot of small businesses in the rural areas Mrs Osterman explained some of the reasons behind the utility rate increases and noted it is always be a problem with a regulated industry The decrease in A G T assessments was also discussed and Mrs Osterman agreed to look into the situation and obtain more information about this matter from the Provincial Assessment Department Mr Appelyard expressed regrets for Mr Hugh Bodmer, Regional Resources Project, who was not able to be present today Mr Gordon Towers then spoke to the meeting He expressed regrets from Mr Gordon Taylor who was unable to be present today He reviewed the following items 1 The Medicare situation between the Federal Government and the Provincial Governments He noted they do not wish this item to become an election issue If the Conservatives were in control they would attempt to resolve the matter by sitting down with the provinces, the hospitals and the professionals and work out a reasonable solution He noted the doctors or any professional people must police their own profession and attempt to stop abuse of the system People must be made to realize the actual costs for medical services 2 Crow Issue - appear now to have the worst of both worlds Railways will get the subsidies and also the increased tariffs Cannot legislate better performance by the railways Most efficient way would be to pay the farmers and let the railways and the truckers compete for the right to ship the grain Willbe two years before the Crow Rate can be reviewed Must be agreement in the West in order to change the situation Changes to the Crow cannot be done by regulation but must go through Parliament again 3 Election Bill - must apologize for the passage of this bill The act was only suppose to change the number of days allowed for elections We are trying to get the bill changed, but likely will not be accomplished before the next election There was brief discussion about Canagrex and Mr Tower noted the chairman has been appointed, but was not sure if any long teXw agreements have been entered into Conservatives feel there are too many crown corporations and will try to change the situation Also noted the government must get back to zero base budgeting and prove they require money for their yearly budgets Must get control c spe din There was discussion about the Grain Stabilization andMteRwHesre is no payout for 1984 and under the present for likely not one in 1985 Mr Towers also noted there should be in the Cattle Stablization program as well There was discu selling gas in liters as opposed to gallons and Mr Towers noted likely take about 2 or 3 years to get into court to determine if is any basis to forcing people to sell in liters He also note likely will be an annoucement in the next week or two concerning matter LOCAL GOVERNING MEETING JANUARY 20th, 1984 In answer to a question as to whether the province or the fede: government could ever balance its budget, Mrs Osterman noted if all the steps are taken that have been planned by the provii their budget should be balanced again Mr Towers noted the Federal Government used to balance its budget but hasn't done so for some years & we must have a stable economy in order to balance the federal budget He also noted it did not appear that next year would be a particularly good year for the econoi Mrs Osterman noted that Alberta Transportation will sell its old equipment to a local municipality at book value In answer to a question she noted the government owns its own equipment, contracts out some jobs and also supervises work done by others Mr Hoff noted that reports from all the areas were attached to the agenda There was discussion about holding a meeting next year and Mr Appleyard moved that a meeting be held next year CARRIED Date - was agreed January 11th, 1985 Mr Hoff thanked Mrs Osterman and Mr Towers and the others for coming Mr Schmidt moved this meeting do now adjourn CARRIED ------- - - -� %/ - - ----- - - - - -- COUNCIL COMMITTEE MEETING JANUARY 20th, 1984 A committee meeting of Council was held January 20th, 1984, con at 9.20 A M , with the following present- Otto Hoff, Harold Mueller R G Campbell Bruce Hastie Finlay Code J C Jeffery, Municipal Administrator Mr Hoff reported he had attended the official opening of the 7 Three Hills Schools �rC Mr Hoff further reported a Mr Nan Thurn has 157 acre grave for sale at Irricana After some discussion it was agreed Mr Hoff advise Mr Thurn we have no interest in buying the pit at this time Mr Hoff reported Division # 1 & 2 motor graders have been knocking down white highway marking posts as they clean out approaches to 421 and #9 It was agreed that every councillor advise his operator to raise their wings when going around corners on highways The committee of council then reviewed policies as follows 2 Cemeteries 2 - 2 Recommend plot price increase from $5 00 to $25 00 per plot Three Hills charge $100 00, Trochu ch -arges $80 00 per individual grave 3 Councillors 3 -1 - Blade grades - recommend all blade grades come to council for approval 3 -8 - Radios - Mr Code moved we recommend that councillors be allowed two radios at their request and that this policy be reviewed each year 4 Disaster Services - no changes 6 Elections - no changes 7 Employees 7 -4 - moved by councillor Hastie the word "should" be deleted CARRIED 10 Off ice Addition to Policy Dissemination of Information. 10 8 - Mr Mueller moved the policy be effective immediately and be as per information sheets given out to each councillor POLICIES WERE REVIEWED UP TO AND INCLUDING 7 -5
