C,4Neg"a:p 51478 26 00 1402 57 .32 51431 3,949 22 51455 75 00 51479 31 70 1410 210 00 51432 333 75 51456 103 00 51480 275 00 51411 38,212 71 51433 21 00 51457 12 800 00 51481 45 00 1412 5 15 51434 218 31 51458 1 8 77 5W,2 60 00 51435 205 73 14 285 31 51483 12 00 Outstanding Loans Cash on Hand Deposited SUBMITTED TO COUNCIL THIS DAY OF -- - - - -- - - - - -- Reeve --------------------- - - - - -- Municipal 4 COUNCIL MEETING JANUARY 13th 1984 The council meeting which was adjourned on Tuesday, January 10th, 1984 until 9 00 A M , Friday, January 13th, 1984 reconvened at that time with the following present J Finlay Code Division 1 PRESENT Otto Hoff Division 2 (Reeve) Robert E Boake Division 3 Richard A Maerz Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Reginald G Campbell Division 7 J C Jeffery, Municipal Administrator was present and recorded the minutes Mr Jeffery noted the Drumheller and District Solid Waste Management PAYMENT Association has requested payment of a partial requisition for DRUM - 1984 in the amount of $21,990 00 The advance payment is based HELLER on $6 00 per capita - for 3665 people, as per the formula used SOLID in previous years WASTE After discussion of this request Mr Campbell moved that the M D pay the sum of $21,990 00 to the Drumheller & District Solid $21,990 00 Waste Management Association at this time CARRIED There was further discussion about establishment of a rubble site TROCHU or use of the Trochu Rubble Pit and Mr Boake moved that a RUBBLE committee of Mr Campbell, Mr Hastie and Mr Jeffery attempt PIT to work out an agreement with the Town of Trochu for ,joint use of their site CARRIED Mr Jeffery reported there has been some problems in various municipal districts and counties with people operating snow RESCIND mobiles in M D ditches, running into rocks or other obstructions SNOWMOBILE and attempting to sue the M D in question BY -LAW Some areas have rescinded their by -laws and one area has passed NO 757 a by -law prohibiting operation of snow mobiles in ditches, or on M D roads BY -LAW After discussion of this matter, Mr Campbell moved first NO 1031 reading to by -law 1031 being a by -law to rescind by -law number 757 in its entirety CARRIED Mr Boake moved second reading to this by -law CARRIED Mr Mueller moved that third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr Hastie moved third reading to by -law number 1031 CARRIED Mr George Rempel and Mr Rick Vickery entered the meeting at this time - 9.30 A M to discuss with council various capital requirements CAPITAL for 1984 The previously approved purchase of a tar baby at a cost of $10,000 00 was discussed and noted this amount would likely not be sufficient Mr Boake moved that that a tar baby be purchased at a price not TAR BABY to exceed $12,000 00 CARRIED The following items were suggested as capital requirements for 1984• Trucks 1 Paving Crew one new 2 ton - trade or sell T -44 -80 (80,000 miles) $11,000 00 2 Main Crew - New 4 x 4 2 ton - trade or sell T -8 77 (85,000 miles) $13,000 00 3 Main Crew - New one ton dual wheel truck complete with service box - trade or sell T -30 -75 complete with box (95,000 miles) $15,000 00 4 New 12 passenger van - trade or sell T -9 -76 (95,000 miles) $18,000 00 TRUCKS COUNCIL MEETING JANUARY 13th, 1984 P 2 5 Gravel Crew - new I ton truck super cab - trade or sell T -38 - 81 - (Ford Super Cab or Drive his own vehicle 180,000 miles) $15,000 00 SCRAPERS 1 New 627 and keep old one for spare - trade or sell R -1 -70 $300,000 00 17,000 hours GRADERS 1 One new grader - trade in p -6- 77 $200,000 00 Mr Vickery left at 11 10 A M and Mr Maerz left as well GRAVEL TRUCKS 1 3 new gravel trucks $210,000 00 Trade T -19 T -20 or T -21 2 3 new trailers and trade in two trailers $ 40,000 00 3 T -39 to be converted to water truck $ 15,000 00 PAVING CREW (Tar Baby approved - see previous motion) $ 12,000 00 A S B 1 10' land leveler for cemetery $ 1,500 00 2 one new 4 wheel drive tractor 70 h p Trade A -44 -79 $ 22,000 00 3 Brillion Grass Seeder - 10' model with hydraulic transport $ 8,000 00 Mr Maerz returned to the meeting at 11 50 A M Mr Mueller reported the Health Unit require more space and are wondering if the basement could be renovated to give them more room After discussion it was agreed this matter be left until the Health Unit can come up with a proposed plan and estimated costs Mr Mueller also reported that a community clean up bee was held at the Sarcee Cemetery and some of the old grave covers were lifted and straightened One grave cover broke in half This matter was discussed but there did not appear to be anything the M D could do The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M Discussions were continued regarding capital requirements for 1984. SHOP 1 New drill press $2,000 00 2 Air operated angle grinder $1 000 00 3 Electric Heavy Hoist $11,000 00 UTILITY OFFICER 1 20 new radios - sell twenty old ones $201,000 00 OFFICE- 1 2 new terminals $ 5,000 00 2 5 Anti static mats $150 00 each $ 750 00 3 2 storage cabinets $ 2,000 00 4 2 filing cabinets $ 500 00 5 Sidewalk on north side of office building $ 3,000 00 (to improve drainage away from building) 6 Rugs for 4 offices and council room and 10 council chairs e(� �/, $ 6,000 00 COUNCIL MEETING JANUARY 13th, 1984 P 3 Total Capital Costs (Estimated) $931,750 00 Mr Campbell moved that a committee of Finlay Code, Richard Maerz and Jean Wilkinson look into purchase of rugs, and chairs for office CARRIED Mr Code moved that the following committees be appointed to look into various capital purchases and obtain prices 1 Mr Hoff and Mr Hastie - trucks 2 Mr Cunningham - radios and further moved that tenders be requested for the scraper and the grader CARRIED Mr Hastie requested that the proposed meeting with the County of Mountain View be held in the morning if possible on February 22nd, 1984 Mr Hastie left the meeting at this time - 2 50 P M Mr Jeffery reported on the garbage which was dumped on BIRCHAM C N property near Bircham C N advise that all the GARBAGE ti rubble dumped on their property was notput there by C N but by C N Alberta Wheat Pool and adjacent landowners They will ensure PROPERTY that no rubble from their operation is put on the land, but dial not take responsibility for other rubble left there After discussion of this matter, Mr Campbell moved that the M D buried the rubble and garbage in the spring and clean the site CARRIED Mr Jeffery read a letter from Alberta Agriculture in which THREE HILLS they advise they have received the application for grant for SEED PLANT 1P the Three Hills Seed Plant, but as their budget has been exhausted GRANT no funds will be forthcoming to the plant until the next fiscal year Mr Mueller moved to accept and file as information CARRIED Mr Jeffery read a letter from St Mary's Hospital in which the board advise they are requesting the M D for $30,000 00 in 1984 This would be for installation of a water line to service the • '� Nursing Home After discussion Mr Code moved that Mr Jeffery C; check with Municipal Affairs to determine if this is a proper requi.stion and if so the requisition be accepted CARRIED Alberta Municipal Financing Corporation wish to know if the M D will be borrowing any money in 1984 and after discussion Mr Maerz moved the Corporation be advised the M D will not require a debenture for 1984 11 CARRIED Mr Gurel, Manager of Field Services, Municipal Affairs is holding a seminar in Drumheller on February 22nd, 1984 between 9.30 A M and 4.00 P M concerning changes to equalized assessment formula Mr Maerz moved that Mr Code, Mr Hoff, Mr Campbell and Mr Mueller attend along with Mr Jeffery CARRIED Mr Jeffery noted that a meeting has been scheduled for February 22nd, 1984 with the County of Mountain View regarding SR 582 and it was agreed that Mr Hastie, Mr Boake and Mr Maerz should attend this meeting The meeting starts 11 30 A M U "/ REQUIST ST MARY HOSPITAL $30,000. ANY DEB BORROWING IN 1984 EQ ASSESS SEMINAR MEETING WITH MT VIEW COUNCIL MEETING JANUARY 13th, 1984 P 4 Mr Jeffery reviewed the second closing for the month December 1983, and after discussion of same Mr Boake moved to accept and file as information CARRIED Mr Jeffery reviewed for council the major cultural /recreational master plan for the Carbon and District Recreation Area After discussion of the proposed plan, Mr Maerz moved approval of the plan subject to correction on page one to show the five year period to be February 1st, 1984 to January 31st, 1989 and on page 4 regarding recreational revenue should refer to the M D levying a tax of 3 mills for the purpose of recreational spending, and further moved that the M D should now release its one -third hold back from the major cultural $100 00 per capita grant for the Carbon and District Recreation area CARRIED SECONI CLOSIP DEC/ 8_': RECREI MASTER rLan There was discussion about the need for sandboxes on the Orkney SAND FOR and possibly other hills, and Mr Mueller moved that the M D ORKNEY HILL place two half barrels contaLni.ng the salt and sand mixture on the Orkney Hill CARRIED Mr Campbell noted that the Huxley community wish to make an MIS ITEMS outdoor rink this winter and it was agreed the M D would make no charge for the water used for this purpose Mr Campbell also noted some of his ratepayers feel the Tolman Hill should be widened as wide farm traffic use this route quite a bit It was also noted that the guard rail on the Merle Anderson Bridge has been damaged and should be repaired It was also suggested that the road approach into Don Appleyard's residence should be inspected and it may be necessary to put a sign up (SR 575) Mr Maerz moved that this meeting do now adjourn CARRIE ADJOURNMENT TIME 4 15 P --- 10 - - -- ---- - - - - -- - -- i����� - - - --
