A S B 1984 Budget for Special Programs 24 Accounts to be paid December 30th, 1983 COUNCIL MEETING JANUARY 10th, 1984 A regular meeting of the Council of the Municipal District of Kneehill #48 was held in the M D Office, Three Hills on Tuesday, January 10th, 1984, commencing at 900 AM Those present were• J Finlay Code Otto Hoff Robert E Boake Richard A Maerz Harold Mueller Bruce Hastie Reginald Campbell Division 1 Division 2 (Reeve) Division 3 Division 4 Division 5 Division 6 Division 7 John Smyth, Trustee, Three Hills School Division was also present PRESENT John C Jeffery, Municipal Administrator was present and recorded the minutes Mr Hoff called the meeting to order APPROVAL MINUTES Mr Code moved approval of the minutes of the December 20th meeting of council CARRIED PREL BANK Mr Jeffery reviewed the preliminary bank reconciliation statement for the STATEMENT FOR month of December, 1983, and after discussion Mr Hastie moved approval DEC /83 of the statement CARRIED The accounts to be paid were then reviewed and after discussion APPROVAL Mr Boake moved approval for payment of same, subject to further ACCOUNTS review by the finance committee of Mr Hoff Mr Maerz, Mr Boake and Mr Hastie CARRIED The 1984 Road Program was then discussed in great detail and 1984 ROAD 1� 11 Mr Maerz moved that the 1984 Main Crew Program commence in Division 6 PROGRAM weather permitting otherwise start in whatever area conditions permit 11 construction to start, and the r tarn to Division 6 as soon as,' possible, then moved to 7, 5 91 ; g *6 affd finish in Division d and further moved that the 1984 main crew road program and tentative 1985,1986_ road programs be as follows. N C� 'C` �♦ p , rY� � `t+ and further moved that an additional 40,000 yards of 112" gravel be crushed in 1984 at the Garson Pit at a price of $1 40 per cubic yard CARRIED It was noted the additional 40,000 yards plus previously approved yardage will be a total of 70,000 yards of 11 inch crush in 198' Mr Boake moved that the council meeting do now adjourn in order to hold the public hearing scheduled for today at 1.30 P M CARRIED Mr Maerz moved that the council meeting do now reconvenene, the public hearing have been completed CARRIED There was lengthy discussion about the requested redesignation for SE 23- 30 -22 -4 and it was noted Messrs Currie were not in favour of having the proposed subdivision done by means of a survey As no motions were forthcoming for second reading to by -law 1028 the by -law lapsed, and the redesi.gnation was not allowed There was discussion about holding a bonspiel (curling) for the employees this year and after discussion Mr Mueller moved the M D book the Curling Rink in Three Hills for February 12th for the bonspi.el CARRIED It was agreed the M D would pay for the rink, a pot luck supper would be held and a no host bar available There was further discussion regarding the 1984 paving program and Mr Maerz moved that the M D add to the program 1 mile - north of the Linden Home - 1st time paving - to the program CARRIED There was discussion about possibly paving from Allingham West to the M D boundary and it was agree a meeting should be arranged with the County of Mountain View after February 8th, 1984 to discuss this project and it was agreed Mr Maerz, Mr Hastie and Mr Boake should attend this meeting Mr. Mueller moved that the 1984 ditch cleaning program be tabled until the first meeting of council in July, 1984 CARRIED GRAVEL CRUSHING PUBLIC HEARING CURRIE RE- DESIGNATE SE 23 -30 22 -4 BONSPIEL ADD TO PAVING PROGRAM MEET WITH MT VIEW RE 582 DITCH CLEANING 5/8" chips in stockpile $5 94 11" sub base crush & stockpiled $1 40 2" sub base crush & stockpiled $1 35 3" sub base crush & stockpiled $1 25 The reply from Alberta Bridge Branch with regard to 1984 bridge requests was reviewed as follows. 1 File 72256 WSW 1- 32 -25 -4 - Gorr Road Division 4 M D disagree -feel the bridge should be widened - additional slab on each side if possible 2 File 2113 WSW 17- 30 -26 -4 - Watercourse near Linden Division 3 tl/ Hope Bridge M D will arrange for survey work through Alberta Transportation 3 File 7361 WNW 21- 34 -25 -4 - Three Hills Creek - Division 6 Council agree with Bridge Branch's decision 4 File- 2433 -SSW 29- 33 -26 -4 - Kneehill Creek - Rear Bridges Division 6 M D will fill hole behind northwest wingwall and extended backwall 5 File_ - Kneehill Creek - Haining Bridge Division 3 M D agree with this decision Bridge File 1876 South of Linden was also discussed and Council agreed .� Mr O'Brien be advised the M D feel the bridge replacement should meet legal loading requirements and should have a minimum 20 feet roadway The need to review land, fence and borrow pit compensation policy as well as other M D policies was discussed Mr Code moved to table this matter r until the first meeting of council in March, 1984 CARRIED The 1984 culvert requirements were discussed and Mr Maerz moved the M D purchase one -half of the 1984 requirements from Twister 1., Pipe and one -half from Frontier provided Twister can come up with bevelled ends and proper couplers otherwise the order is to be one -third from Twister and 2 /3rds from Frontier PRICES FOR CRUSHING GRAVEL BRIDGE REQUESTS REVIEW POLICIES CULVERTS FOR 1984 CARRIED The 1984 borrowing requirements were reviewed and Mr Campbell BORROWING r moved first reading to by -law 1029, to authorize the M D to borrow BY -LAW up to $3,500,000 00 in 1984 if necessary No 1029 CARRIED Mr Boake moved second reading to this by -law CARRIED Mr Mueller moved that third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr Maerz moved third reading to this by -law CARRIED COUNCIL MEETING JANUARY 10th, 1984 Mr Jeffery noted that Mr Hazelton has quoted the following prices for gravel crushing for 1984• 3/4 " crush & stockpiled $1 76 other than Garson Pit & Lowen Pit 3/4" crush & stockpiled $1 81 at Carson Pit 3/4" crush & stockpiled $2 65 at Andrews -Lowen Pit 5/8" chips in stockpile $5 94 11" sub base crush & stockpiled $1 40 2" sub base crush & stockpiled $1 35 3" sub base crush & stockpiled $1 25 The reply from Alberta Bridge Branch with regard to 1984 bridge requests was reviewed as follows. 1 File 72256 WSW 1- 32 -25 -4 - CARRIED • The need to set a date for Court of Revision was discussed and Mr s4f Maerz moved that Court of Revision be held on May 8th, 1984 commencing at COURT e, 915 AM REVISION CARRIED MAY 8/84 Mr Campbell moved that the members of the Agricultural Service Board for 1984 be RE- APPOIN' Richard A Maerz, Council Member and Chairman A S B Harold Mueller Council Member MEMBERS VA Richard Bruntjen Ratepayer Member ETC Allen Becker - R . _ : member Ag Fieldman One Member from Alberta Agriculture Art Thomas, Secretary to the Board and further moved that Mr Norman Soder and Mr Art Thomas be appointed as Pest Control Officers, Weed Control Officers, Soil Conservation Officer and V� Chemical Control Officers for the year 1984 • CARRIED JOINT The need to have a point meeting with the various fire departments was FIRE 01 �� discussed and Mr Boake moved that the joint meeting be held February 14th, 1984 at 7 30 P m 14 Feu in the M D Office in Three Hills, and further moved that the Carbon PY�1 Fire Department be given permission to use the M D radio frequency on condition they use a tone access 4 CARRIED Mr Jeffery's report was reviewed and the request from Brian Bauman ^ regarding holidays was discussed and Mr Maerz moved Mr Bauman BRIAN ✓ be given permission to take his 1983 holidays commencing January 18th, 1984 B AU MAN CARRIED HOLIDAYS It was agreed an employee meeting be held January 30th, 1983 commencing EMPLOYEE VA at 7.30 P M MEETING Mr Hastie moved that a licenced welder's rate be established in the employee L ICEN CED contract with the rate to be equivalent to a licenced mechanic WELDER CARRIED RATE Mr Mueller moved approval of the report given by Mr Jeffery APPROVE CARRIED J C J REPORT The agenda for the combined meeting was discussed and it was agreed the items suggested by the Village of Carbon would be topics for COMBINED discussion and it was also suggested an analysis of point expenditures MEETING jJ 0 should also be made - comparison of what the M D pays in relation ADGENDA to what the towns and villages pay.
