The October 25th meeting of Council reconvened at 9.00 A M , October 28th, 1983
at the M D of Kneehill Office, and the following were present

Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes

Mr Jeffery reported that Mr Anderson of Larex Construction does not now wish SALE OF.
to purchase the electrical relays from the Wabco Packer tractor and Mr
Elmer Dick of Linden has offered $500 00 for the entire unit
Mr Campbell moved that the entire unit including the electrical relays f
be sold to Mr Dick for the sum of $500 00 on an as is, where is basis i
on condition Mr Dick remove the unit within a period of 30 days

Mr Jeffery also reported a group of people worked on the Sarcee Cemetery
recently and required 10 used grader blades in order to raise
some sunken grave covers.
Mr Hastie moved that the account for the grader blades be cancelled

Mr Jeffery reviewed a letter received from the Red Deer Planning
Commission concerning a proposed isolation of existing farmstead ,n
on the SE 8- 31 -26 -4 - Victor Thiessen - just across the boundary in the
County of Mt View After discussion Mr Maerz moved that the M D
have no objection to the proposed subdivision

An application for subdivision of SE 23- 30 -22 -4 from Clarence and E Currie
was briefly reviewed and Mr Boake moved this matter be tabled until the
next meeting of Council ;

Mr Jeffery reported Mr Ned Fuller has placed a mobile home
on NE 24- 31 -25 -4 without the benefit of permits and is also
bringing in alot of used car bodies etc
After discussion of the matter, Mr Mueller moved Mr Fuller be
sent a letter advising hint he must have a development permit
and if he does not apply for same within 30 days from the date
of the letter sent to him, the matter will be referred to our
solicitor for further action

Mr Jeffery read a letter from the Acme Senior Citizens Association regarding
the M D 's decision to use the 1983 Public Assistance Transportation
Grant for the Acme Elks proposed handibus project
After discussion of the matter, Mr Maerz moved that the Acme Senior
Citzens be advised the 1983 grant has been committee for this project
and that a copy of their letter will be referred to the Acme Elks Lodge
for their information

It was also noted that no decision has been made by council concerning
the 1984 grant which likely will be received in May of 1984
Mr Jeffery reviewed the 1983 list of bridge priorities with council and
following discussion Mr Boake moved that the following be the M D
priorities for bridge improvement in 1984•
1 Division 3 - File 1703 - SSW 2- 30 -25 -4 (Haining Bridge) Kneehill Creek
Restricted Bridge - should be up- graded to accomodate heavier traffic
with no restrictions
2 Division 1 - File 8210 - ISW 29- 27 -20 -4 - (Beynon Bridge) Rosebud Creek
Bridge should be widened to accomodate the wide traffic which wish to use
the bridge

narrow for existing traffic

It was agreed the Road Committee should also inspect the bridge at WSW 24- 31 -26 -4
Mr Campbell moved to table consideration of low level crossings which might be

The Council meeting reconvened at 1.15 P M , following completion of the
joint meeting with councillors from the M D of Starland
Mr Hoff noted there is a seminar concerning conservation of water
which is to be held in Hanna on November 2nd and 3rd - cost $35 00
After discussion Mr. Mueller moved that Mr Boake attend the
seminar on behalf of council, if possible

Mr Jeffery asked for council's decision regarding holding the
joint meetings with Starland every year There had been discussion
concerning whether the meeting should be held every year and whether
they were useful After further discussion of the matter, Mr Maerz
moved that the annual meetings with Starland be held only once every
3 years just after elections
MOTION DEFEATED
The need for brushing projects for winter works was discussed,
and the following projects were suggested-
1 Road leading to new residence of Jim Perman - Division 2
Small amount of hand brushing
2 North of 1 and possibly north of 2 in 35 -24 -4
3 West of 28 and 33 in 34 -24 -4
Mr Hastie and Mr Maerz agreed they would submit further projects
as soon as possible
Mr Jeffery read a letter received from Bumper Development regarding
the condition of the road which they constructed south of 29- 30 -23 -4
The road does not meet M D standards and the company did not obtain
permission from the M D to construct the road They request
relaxation of M D standards for this road at this time as the well
on 8- 29- 30 -23 -4 is not economical to operate and they will not be making
use of the road The road has a 24 foot top, has a cattle guard at the
pasture entrance and has two 30" culverts in the natural run off ravine
up from toe of ditch to provide a dam at the farmer's request
There is no gravel on the road Bumper will
lower the culverts to the toe of the ditch, remove the cattle guard
and install a fence across the entrance to the new portion of road
They would in future under certain circumstances - that being -
they re- activate their existing well, do further drilling which would
require use of the road or the M D complete the portion of the road
to the east - complete the road to Type 3 standards
They are going ahead with removal of the cattle guard lowering the
culverts and fencing the area off

After discussion of this matter, Mr Boake moved that as long as the
culverts are lowered to eliminate the dam effect against the road base,
and the road is fenced off with a gate after removal of the cattle guard,
and Bumper will guarantee to build the road up to standards if required
in future as per committments in their letter the road standards
for this road be relaxed for the time being

Mr Jeffery noted Patrol 1 had done about 1 hour's work levelling ACCOUNT FOR
off the access road into the Andrews Lowen Pit (on Chris Lowen's land GRADER WORK
NW 3- 29 -22 -4) It appears Mr Lowen had cultivated the access road f C Lowen
during his farming operations and it was necessary for the grader to NW 3- 29 -22 -4
level the area again After discussion of the matter, Mr Code moved
that the account for 1 hour's work be cancelled

The minutes from Road Tours October 5th, October 12th and October 24th ROAD TOZ
were then reviewed, and the following items were discussed- Oct 5, 1
and 24tt
1 Harvey Jesske Project - Brian Tetz not happy about amount payable
for crop damage There was lengthy discussion about whether he had in
fact being able to get most of the crop off in the area of the road
construction and it was generally agreed he did get some off, but it was
necessary to go further out on the land and he did likely lose about 2
swaths of the rape crop - approximately 5 acres Mr Tetz
was also unhappy about the rate of compensation of $200 00 per acre
as he had rape planted which would yield more than $200 00 per acre
It was agreed he would be paid only for the amount of crop he actually
lost - not for the total amount of area disturbed by the road construction
as he had been able to harvest some of the crop It was also agreed that all
involved with the Jesske Project be asked how much crop they managed
to harvest before the crew moved in
2 Rough road West of 12 and 1 in 33 -27 -4 - After discussion of this matter
and noting the road is not that bad and the fact that the only oil on the road
is in front of Mr Herron's house, it was agreed nothing be done at this time
3 Molendyk Complaint re Loss of Crop - due to spraying
The area involved is less than 1 /10 of an acre and recommend settlement
of $40 00
4 Need for blade grade - West of 10- 31 -22 -4 was discussed and noted gravel
had been put on the hill and screenings on the flat It was agreed
Mr Mueller would inspect the road and if necessary a blade grade be
considered next year
5 Hazeltine Project was discussed and noted due to problems encountered with
land owner the road should be inspected by the entire council on the annual
road tour The land owners had signed backsloping borrow pit agreements
but when the project commenced they would not allow the crews on their
land after the M D had removed the page wire fence The ditches are
not backsloped and there is an area to the north of their residence were
alot of trees were pushed back into a pile and not cleaned up, as they would
not allow the project to be completed

6 A dam was created on Mrs Potter's land SW 5- 28 -20 -4 which is too close to the
road and it was agreed the dam must be removed
Mr Code will arrange a meeting with Mr Lowen, Mr Jeffery and Ken Thompson
foreman for the job and discuss the matter C�

7 Mr Ken Lowen has requested more money for access ($50 00 more per year) �Q�
Also wishes signs erected - 10 MPH both sides of his residence - d
Wants the road graded and needs a cattle gate half way up hill on south
side Access is across his land NW 9- 29 -21 -4 to J Lowen Estate Pit K
on 10- 29 -21 -4 �QG4- o
After discussion of his requests, and noting the signs have been C
installed and the road graded, it was agreed that the used cattle gate
taken from the SchmautzPit be installed and the access payment be increased
from $200 00 per year to $250 00 per year
8 The forced road taken from NE 2 and SE 11- 29 -24 -4 is no longer required
for public access and Mr Mueller moved that the forced road diversion
be cancelled and the land returned to title with the balance of the quarter
section on condition the land owners are agreeable to accepting the land back
into title and Alberta Transportation approve the cancellation

9 W Hanna Property - Pt SW 20- 30 -24 -4 - Drainage Problem - Mr Hoff indicated
this road will likely be rebuilt in the next year or two, which should eliminate
the drainage problem
10. Davis Cemetery Road - Bad vision - it was agreed Mr Maerz should decide whether
this road should be put on his 1984 road program

11 Road West of 24 in 32 -23 -4 - Government had suggested installation of
culvert but would be very costly Road Committee recommend
putting pit run on flat and not installing culvert
12 Road approach installed on SW 16- 32 -22 -4 which is suitable but
should oil company request construction of a road east or west
from this well location Road Committee recommend
construction of the road for 2 miles to the south
There was also discussion about whether the route of SR 836 should
be moved over 2 miles and it was agreed this road should be
inspected on the annual road tour
13 There was discussion about the road east of 1- 34 -26 -4 and the fact
that over the years traffic has diverted around two sloughs on
this road allowance and are making use of private property
This use has effectively cut off about 5 to 10 acres of land
and the land owner requests the road be constructed on the
road allowance The sloughs are dry now and the job could be
done at this time It would require a buggy and a cat
The need to do the road work for the Hastie Bridge Project and
reclamation of the gravel pits was also discussed and Mr
Hasti.e moved that this project be tabled and discussed again at the
next meeting of Council
Mr Maerz moved approval of the road committee reports

It was noted Mr Mueller and Mr Code are going to attend the new
Councillors' Seminar at the 1983 Fall Convention
Mr Jeffery left the meeting for a few moments and Mrs Wilkinson
read a letter received from Alberta Environment in which they
outlined what they would recommend for removal of gravel from the
Red Deer River After lengthy discussion of this matter, and noting
it would be necessary to hire an engineering firm to do a comprehensive
study of the area and extensive testing to determine if there was
sufficient gravel to warrant obtaining the necessary gravel licence
from Alberta Energy and Natural Resources Mr Campbell moved to
accept and file as information the letter from Alberta
Environment and the matter of removing gravel from the river be
reviewed again next spring, and a letter of thanks be sent to Mrs
Osterman for her efforts on our behalf

The possibility of getting gravel from the Brunner Pit across the river BRUNNER PIT
in M D STarland was discussed and it was agreed Mr Jeffery should GRAVEL IN M D
check into the situation and find out whether the owners would be STARLAND
agreeable to leasing the land to the M D for a gravel pit or whether
the land is up for sale
Mr Jeffery reviewed the discussions held with Mr Raymond Andrews
concerning the gravel lease on his land and the need to undertake some
clean up Mr Andrews has served notice of termination of the lease
The matter was also discussed with Mr Hazelton and there is a possibility
of getting another crush of 2" gravel from the area, but not 3/4"
It will be a big problem to reclaim the area and to stop the area from
washing out again Mr Hazelton is going to have a look at the area
himself and he will report back to Mr Jeffery in due course
Mr Boake moved to table this matter until the next meeting of Council

The Huxley Curling Club obtained 40 yards of gravel from the Megli Pit
cost $140.00 and they requested council's consideration for cancellation
of the account
Mr Maerz moved the request be tabled pending receipt of further
information regarding donations made to community centers, etc

Mr Jeffery read a letter received from Alberta Municipal Affairs M D PROPERTY
which states that the lot belonging to the M D of Kneehill in GRANTVILLE
Grantville does not automatically pass to the Town of Three Hills LOT
as part of the annexation order The town has been advised of this decision
Mr Boake moved to accept and file as information

1983
Kneehill and council discussed in detail what donations should be

Canadian Nat Institute for the Blind, Hudson Bay Route Association
Unifarm District of Kneehill, under by -law 987,

and a donation to P B I. as a grant in lieu of provision of services

Mr Code noted that both Mr Ferguson and Mr Berdahl were concerned
about the cost of hand tools recently purchased from Mr Doug Knapp of
Allied Tools and there was lengthy discussion about how the purchase
of hand tools for the mechanics is handled and whether they should
receive a tool allowance each year rather than the M D replacing
their lost or worn out tools It was noted the policy regarding
tools will be reviewed and Mr Jeffery agreed to up -date the report
on how much has been spent for tools this year.
Mr Boake asked for a new list of telephone and radio numbers and it was
agreed all councillors be given a new list

Mr Mueller asked about dust control on M D roads during gravel hauling DURING GRAVEL
