COUNCIL MEETING SEPTEMBER 13th, 1983
A regular meeting of the Council of the M D of Kneehill #48 was held on Tuesday,
September 13th, 1983, in the M D Office, Three Hills commencing at 9 00 A M
Those present were
Gilbert A Berdahl Division 1 (Reeve) PRESENT
Otto Hoff Division 2
Robert E Boake Division 3

Bruce Hastie Division 6

J C Jeffery, Municipal Administrator
Mr Ferguson, councillor for Division 5 was absent due to illness
APPROVAL OF
Mr Boake moved approval of the minutes of the August 23rd meeting of council MINUTES
CARRIED
Mr Jeffery reviewed the bank reconciliation statement for the month of BANK STATEMENT'
August, and after discussion of same, Mr Campbell moved approval of the
statement as presented

OFFER FOR D -6
Mr Jeffery noted that Johnson Brothers of Rumsey have offered $20,000 00 CAT
for the D -6 cat advertised for sale Theis bid is for the cat without the
cable control unit o�,�t�
Mr Maerz moved that this matter be tabled until after lunch VA

Mr Jeffery reviewed the applications received for the mechanic fob at the APPLICATIONS 9' f°
shop and it was agreed that Mr Jeffery and Mr Smith should interview FOR MECHANIC ID°
all applicants JOB
Mr Dan Thomas had submitted a letter asking that he be allowed to apprentice DAN THOMAS
as a mechanic for the M D , and after discussion it was agreed that Mr Thomas TO
would not be allowed to apprentice as a mechanic ;p ° -= APPRENTICE
Mr Jeffery then reviewed his report for the period August 23rd to September 13th,
1983. J C J
It was agreed that Mr Thomas and Mr Berquist could be kept on staff over the REPORT
winter but that Mr Lumoa not be kept on
Mr Hastie reported he had interviewed both Jim McMurtry and Joe Friederich DIV S
for the position of divisional motor grader operator for his division MOTOR
His recommendation was for Jim McMurtry GRADER
After discussion Mr Hoff moved that Mr McMurtry be offered the divisional OPERATOR
motor grader fob for Division 6

Mr Jeffery reviewed the omission in the Election Act concerning the authority OMMISSION
to elect a Reeve and Deputy Reeve and Mr Campbell moved that the M D IN ELECTION
send a letter to Alberta Municipal Affairs requesting this cYnission in the ACT c( vn

The used culvert situation was reviewed and Mr Maerlz moved that those used CULVERTS
culverts which are no longer required by the public works crew be sold ����� SALE OF
in accordance with existing policy -(half price) SAME

M & F Stabilizers have stated they would not put their product on the Carbon M & F
Road as there is not a proper base on that road After discussion of this STABILIZER
matter it was agreed that company representatives be requested to attend EXPERIMENT
the next meeting of council and also to check the Ralston Road to see if
this road would be suitable for an experiment ��vint a9d 3a -V-C\ p9- �ti- N)
Mr Smith had requested permission to take his incentive holidays at a time SMITH
other than that covered in the contract After discussion it was agreed INCENTIVE
that Mr Smith must abide by the terms of the contract HOLIDAYS

Mr Boake moved approval of Mr Jeffery's report

Mr Jeffery reviewed the status of the hospital board members and
after discussion of this matter, Mr Campbell moved to table this
matter until the next meeting of Council
CARRIED
Canadian Western Natural Gas have advised that they do not wish to
sign the standard M D road crossing agreement They state they
will prepare a different agreement and forward same for our
consideration
After discussion of this matter, Mr Hastie moved that Canadian
Western Natural Gas must sign a road crossing agreement as prepared
by the M D prior to installation of any gaslines

Mr Eldon Toews had constructed a dam on his property NE 14- 30 -25 -4
which dam is located only 112 feet from the center line of the road
He cannot obtain funding from the P F R A unless the M D agree that
the setback of the dam from the road is satisfactory
After discussion of this matter, Mr Hastie moved that the M D advise
P F R A that the location of the dam will be suitable on condition
the landowner agrees he will,if a water problem with the road grade
develops in future, riprap the road grade at his own expense

Mr Alex Cunningham entered the meeting at this time - 11.40 A M
He asked Council if there would be any objection to tying a
telephone auto patch onto the M D radio repeater at the water tower
This is necessary as the answering service has gone out of business
Mr Boake moved Mr Cunningham be given the authority to tie the
telephone auto patch on to the M D radio repeater

There was discussion about what to do with the old rural fire truck
and Mr Maerz moved that the truck be advertised for sale
CARRIED
The need for curve posts or signs on the north and south curves on SR 806
by the Village of Linden was discussed, and Mr Maerz moved that the M D
erect reflective black and yellow arrow signs at these locations
CARRIED A
It was agreed that information should be obtained about the signs
such as how high,the spacing required for the signs, and the signs
should be located,if possible, a sufficient distance apart to allow
machinery to get in between the signs for plowing or other purposes
Mr Berdahl requested that slow signs be erected on both sides of the
Hesketh low level crossing
It was noted that school bus loading signs are required - east, west,
north and south of the Bob Peters residence - near the Wimborne Gas Plant

Mr Hastie moved that Council meeting adjourn at this time (1 00 P M ) in HOLD DEV
order to hold the development appeal board hearing scheduled APPEAL
HEARINGS
Mr Frank Weesli.ng entered the meeting at this time, as well as Mr Alex Cunningham
Mr Hoff moved that Council meeting do now reconvene, the development
appeals having been dealt with
CARRIED
Mr Herb Regehr has filed a letter of appeal against the decision of the SET DATE
Development Officer refusing a second residence Dev Permit number FOR APPEAL
and Mr Boake moved that the Development Appeal hearing be set for 710 -83 HEARING
Tuesday, September 27th, 1983 at 1.30 P M , and notice of the appeal REGEHR
hearing be advertised in the local paper (� �.kt'el

The following subdivisions were then reviewed
1 Alex Dick - NW 27- 32 -24 -4 - Isolation existing farmstead - 10 acres SUBDIVISIONS
After discussion of this application and noting that the parcel is
somewhat larger than is necessary and further information should be
obtained Mr Campbell moved this application be tabled until the
next meeting of council pending receipt of additional information from
the commission

2 Leo Biebrick - NE 28- 28 -23 -4 Isolation Existing Farmstead V1
After discussion of this application and noting that provision for
legal access to the subdivision has been made (access from the parcel
to the east) Mr Hoff moved that the council recommend approval for the
subdivision subject to normal conditions and further that the access
road be made part of the parcel and not be considered as public access

3 Art & Ben Bauer - SE 21- 32 -26 -4 - After discussion of this application
for two 80 acre parcels, Mr Campbell moved the council recommend
approval subject to normal conditions
CARRIED
Mr Weesling left the meeting at this time
Council reviewed with Mr Cunningham the cost of inst
the Wimborne water well
Cost of the filter and installation would be $4118 00
moved that this matter be tabled until Mr Hastie can
or suggestions from the residents of Wimborne

Mr Jeffery read a letter from the Town of Three Hills in which the town have
stated they do not wish to allow rural residents the use of their rubble pit USE OF TOWN
After discussion of this matter, Mr Campbell moved that the councillors RUBBLE PIT
contact the town councillors and request them to review this matter again and
re- consider their decision

Mr Jeffery read a letter from Alberta Environment regarding the permanent
pesticide container sites and after discussion Mr. Boake moved that the
two permanent sites be constructed this fall if time permits
CARRIED
Mr Jeffery reviewed a letter received from J D Mollard & Associates Ltd
in which the company offer to do an airphoto gravel search in the M D
The M D of Starland is undertaking such a search and after discussion Mr
moved this matter be tabled until the M D of Starland have received the
results of the search to be conducted in their area

Mr Campbell moved that the accounts to be paid September 13th, 1983 be APPROVAL OF
approval subject to further review by the finance committee ✓ ACCOUNTS

There was discussion about the Hastie Bridge Project and it was agreed HASTIE BRIDGE
the job should be done after completion of the Kahler Project in Division 7 PROJECT
The following public works projects were reviewed-
ROAD PROJECTS
1 Need for first time gravel West of 6- 29 -21 -4

2 Need for first time gravel West of 36- 38 -25 -4
3 Need for first time gravel West of 13 & 24 in 29 -26 -4
4 Need for extension of blade grade East of #9- 31 -26 -4 or a new approach
onto SR 582 north of 9- 31 -26 -4
After discussion Mr Berdahl moved approval for the first time gravel
for items 1, 25, & 3, and approval for extension of the blade grade road
and first time gravel for the road east of 19- 31 -26 -4 and further
moved that no additional approach be allowed north of 19- 31 -26 -4 onto
SR 582

STREET LIGHT
A street light was removed during reconstruction of the road immediately P B I
north of P B I and they would like the light replaced It was agreed
that Alberta Power be contacted to ensure the light is replaced and
the location of the light be reviewed with Mr Lyle Birch It might
,be better on the east side of the road along the trees
It was noted there is a low spot at Sampsons and Brian Plant should
be asked to check the approach south of Sampsons and grade the road
Mr Hastie noted an elbow is required on the culvert near Don Williams
property in Wimborne and the culvert to be grated to prevent people
falling in
Mr Hoff moved approval for first time gravel for I mile of road
West NW 15- 29 -23 -4 (James Perman )

It was noted Mr Gundlach needs a truck at the Carbon shop and this AT CARBON SHOP
request is to be checked into by the administrator
Council asked that a summary budget be made available shortly SUMMARY BUDGET

J C JEFFERY REPORT COVERING PERIOD AUGUST 23rd to
SEPTEMBER 13th, 1983

1 In 1982 had 34 full time public works employees -
As at August 31st, 19833 there are 33
Considering hiring 1 mechanic to replace Doug Knapp
Rick would like to keep on Dan Thomas to replace Dave Tetz who is
apprentice mechanic and scheduled likely to replace Harvey Jesske
Rick would also like to keep Gary Berquist on to replace person who will
replace Ray Ehrmann
Above situation would temporarily bring our full time staff to 35 until
Harvey Jesske retires
NOTE- Jack Tutt has never been replaced
2 George would like to keep Larry Luoma on steady to replace Brian Meding
off gravel crew
If do not sell T -19 will park for winter and utilize next summer
5 Need motion from Council to ask government to amend Election Act
No mention in new act about election of Reeve & Deputy Reeve
(I have already sent letter to Government)
6 Used Culvert Policy - would like to start selling - getting a yard full
of used culverts - sold three feet to Glen Parker
7 Sent Sefel Geophyical a bill for $650 56 - re, road damage - George feels
no permanent damage done (South Huxley Road)
8 New van we purchased likely needs new transmission - are bringing into shop to check
out
9 M & F will not do Carbon Road as road would not hold any type of surface
Would like to meet with Council - would go with deal on Fisher Davis road
but would like to delay until next spring to give better comparison - will hold
price the same if we issue P 0 now - Mackenzie Crossing Road is being done now
10 Keith Smith - holiday incentive period - July August and September - would
like to take one week this year and one week next year at Christmas
Would lose 2 years incentive weeks if goes at Christmas
11 Linden Fire Truck tank is almost completely rusted out - is plugging valves - still have
not heard from Village
