Campbell Division 7 Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Reeve Berdahl was not present as he was in hospital Councillor Hastie was not present as he was away on holidays Deputy Reeve T A Ferguson took charge of the meeting BANK RECONCILIATIOT Mr Campbell moved approval of the bank statement-as presented to the meeting CARRIED n Mrs Wilkinson reviewed the following invitations received INVITATIONS 1 Invitation to attend 70th Anniversary Celebrations at the Olds College - July 23rd, 1983 2 Rosebud Seed Cleaning Plant official opening of new plant - August 6th, 1983 V1 at 4.00 P M Would like someone from the M D to speak at the opening pC\v �e Mr Campbell moved that G A Berdahl and Otto Hoff be appointed to attend the G (N9) �Pro f official opening on behalf of the M D and Mr Berdahl be appointed to speak one behalf of the M D 0 CARRIED 3 Invitation from the Three Hills Hospital for council to attend retirement � party in honour of Hugh Sommerville, Administrator Friday, August 5th, 1983 at 7.30 P M in Three Hills Community Center tP11 r Mr Maerz moved that all councillors attend the retirement party if able, and Mr Berdahl be appointed to speak on behalf of the M D , and if he is not able, than Mr Ferguson be appointed to speak for the M D CARRIED J C JEFFERY Mrs Wilkinson then reviewed Mr Jeffery's report covering the period July 12th REPORT to July 26th After review of the report the correspondence received and building permits issued, Mr Boake moved approval of the report CARRIED Mrs Wilkinson read a letter received from Core Laboratories Canada Ltd regarding an analysis of contaminated soil and after brief discussion Mr Boake moved this matter be tabled until Mr Jeffery returns from holidays CARRIED Mrs Wilkinson reported the recent accident which occured on July 22nd, 1983 at 4.30 P M The accident involved Sandy Weir driving T -31 the oil distributor truck and Faith Christon and Heather Wilkins in Unit T -42 1980 Rally Wagon Faith Chnston was driving the Rally Wagon, and it was noted she has only a learner's permit It appears the Rally Wagon will likely be written off After review of the circumstances of the accident it was generally agreed that there was fault on the part of both drivers, and Mr Maerz moved that no person be allowed to drive an M D vehicle unless that person has a valid driver's licence and a learner's licence is not sufficent CARRIED Mr Maerz further moved that letters be sent to Sandy Weir, Faith Christon an& Heafher Wi,1'i s advising them that council feel there was fault on the part of both drivers, and they will expect them to take more care when driving in future particularly in a construction site and further that effective immediately no person will be allowed to drive an M D vehicle unless they have a valid driver's licence and a learner's permit will not be considered sufficient. CARRIED ANALYSIS OF SOILI,� RECENT ACCIDENT T -31 & T -42 LP T� a -c^ ;r, 6 COUNCIL MEETING JULY 26th, 1983 13, r There was discussion about whether the M D should buy the Rally Wagon e<- Nc) 0 rj� back from the insurance company if in fact it is written off, and it `�PR.�S� was agreed this should be discussed with the foremen The Shop & Foremen Committee meeting minutes of July 21st were then reviewed, and the following items discussed- SHOP & 1 Request from Mr Rempel to kept on the two hired trucks to complete FOREMEN MINUTES the paving and his request to hire 3 or 4 trucks to haul the waste material away from the P B I road if necessary QA J"'j After discussion of this matter Mr Campbell moved that Mr Rempel be authorized to keep the two hired trucks on to complete the paving v rha11� unless Mr Ferguson, after discussions with Mr Rempel feel it is not necessary and further that he be authorized to hire 3 or 4 trucks if necessary when doing the work on the road north of P B I CARRIED 2 The performance of the Fiat Allis cat , particularly in gumbo soil was discussed and it was noted the M D 's cat has now been returned by the company It was agreed that council must continue to monitor the performance of the cat and if the machine is not satisfactory some further action should be taken immediately Mr Campbell moved that Mr Ferguson and Mr Maerz discuss the performance of the cat with Mr Vickery tomorrow and if it does not appear to be satisfactory a committee of Mr Ferguson, Mr Maerz and Mr Vickery discuss the situation with Costello Equipment with a view to arranging for the return of the cat to the company and obtaining a refund of the price paid for the cat CARRIED Dip BOX 3 The cost of $1545 00 to repair the dump box container lid was then reviewed LID and Mr Boake noted there is a new type of lid available which appears to be PAIRS much more satisfactory The lid does not require power to operate nor the hydraulic cylinders Cost is about $2000 00 and the lid can be obtained from VS NEW LID G T Fabricators of Strathmore (phone 934 -2100) It appears the lid is superior to the old type of lid Town of Strathmore had one installed last April and have had no problems with it After lengthy discussion of this matter and the M D 's participation in the Drumheller Solid Waste Management Association, and noting that the M D could likely establish burning pits if same were acceptable to the Department of Health, Mr Hoff moved that the Road Committee inspect the lid being used by the Town of Strathmore and obtain a price for purchase and installation of the new type of lid, and bring a report back to Council CARRIED GARBAGE IN 4 Mr Boake noted that there is a large pile of garbage in the hamlet of Bi.rcham BIRCHAM some being that left from the elevator fire which is to be buried by the company who cleaned up the site and also garbage dumped on the old garbage site by people He noted that the garbage should be cleaned up and buried if possible After further discussion Mr Boake moved that the Road Committee inspect the garbage problem in the hamlet of Bircham and bring a report back to the council as to how the garbage could be cleaned up and the problem eliminated in the future CARRIED 5 Mr Maerz noted his divisional motor grader wa; down for a while DIV GRADER and now his motor grader operator is going on holidays for two weeks DOWN IN The Roads in his division need blading It was noted that the grader DIV 4 in division 2 is also down and it was agreed that Mr Maerz be authorized to get an operator to do the roads in his area if one is available 2" Crush 6 The foremen have recommended council consider having about 70,000 yards of GRAVEL 2" gravel crushed in order to have some material for base work They feel roads such as Three Hills East and Carbon south must have the base improved before spending any more money on surfacing This matter was discussed in detail as well as Mr Rempel's recommendation that the Three Hills East road be scarified and left for at least a year to dry out, then rebuild the base and resurface the road at that time - likely in 1984 It was suggested the re- building and resurfacing of the road might be scheduled over two or three years as the costs would be quite high to do it all in one year COUNCIL MEETING JULY 26th, 1983 P 3 Mr Maerz moved that prices be obtained from Doug Hazelton for crushing about 60,000 yards of 2" gravel, 60,000 yards of 3" gravel and 30,000 yards of 2" gravel and 30,000 yards of 3" gravel and council review these prices at the next meeting of council CARRIED There was discussion about the changes in the wages for the beginning and junior labourers and it was suggested that the practice of raising labour rates so quickly must be discussed and clarified with the foremen for the 1984 season Mr Boake moved approval of the Shop & Foremen Minutes CARRIED Mrs Wilkinson then opened the bids received for items tendered for sale. 1 Green Machine Grass Whip - (Item No 2 on List) Leo Philipsen Acme - Bid $530 00 - Deposit $53 00 No other bids were received After discussion Mr Maerz moved that the bid of $150 00 for the Wabco Packer (less packers) be refused, and all other highest bids received be accepted �` CARRIED 0 CaP f U��S After discussion about items not sold it was agreed that the 1970G M C school�� -�}0 bus be taken to Delroy to the up- coming auction sale The D -6 cat should be advertised again for sale in the Red Deer Advisor Mr Hoff moved that although a more realistic price for the cat might be $20,000.00 at an auction sale,it be advertised as a D -6 cat with new cab and air conditioning at a price of$25,000 00, and the school bus be taken to the Delroy Sale CARRIED USE OF Gulf Oil have requested permission to use the Tolman Campgrounds in connection TOLMAN CAMP with an oil spill exercise they are conducting on September 27th 1983 GROUND OIL SPILL After discussion of this request, Mr. Boake moved that the M D would have EXERCISE �b no objection to the use of the campground by Gulf Oil for this purpose l e< ;Qtr CARRIEDek� w F9 Li COUNCIL MEETING JULY 26th, 1983 p 4 The Road Committee reports of June 15th and Jly 13th were reviewed and discussed and Mr Maerz moved acceptance of the reports CARRIED Request for first time gravel on a blade grade road west of 30 & 31 in 34 -21 -4- was discussed -tone mile of road and after discussion Mr Maerz moved that first time gravel be approved for the road with the work to be done as and when time permits CARRIED Mrs. Wilkinson read a letter from C W N Gas in which the company indicates they must be given a written request to alter their pipelines, along with two copies of final construction plans and at least three months lead time ✓1 before the move is required After discussion of this letter Mr Campbell moved to accept and file as information CARRIED Mrs Wilkinson read a letter from Mobil Oil in which they outline the conditions under which the M D may cross their pipeline which is located in M D road allowance between 25 and 26 in 31 -24 -4 After discussion of this matter, Mr Boake moved that this matter be tabled until the next meeting of Council, when Mr Jeffery will be back from holidays CARRIED FIRST TIME GRAVEL West of 30 & 31 in 34 -21 NEED FOR ADVANCE NOTICE OF ROAD PROG MOBIL OIL CROSSING THEIR PIPELINE JESSKE PROJ 0 Mrs Wilkinson read a letter from Alberta Transportation in which the GRANT FROM Minister Marvin Moore advises the government will provide a grant of TRANSPORTATION $80,000 00 towards the costs of oiling SR 837 ✓� After discussion as to whether the road should be re- surfaced as the SR 837 base is quite soft in places, and will have to be re -built some time, Mr Boake moved to accept and file the letter as information CARRIED Mrs Wilkinson noted there is an unused road diversion in NW 31- 30 -26 -4 afid after discussion of this matter Mr Boake moved that the Road Diversion UNUSED be cancelled and the land returned to the quarter section from which it ROAD came as long as the land owner is willing to accept the land back and DIV r Alberta Transportation will cancel the road diversion CARRIED A complaint has been received about vehicles parking in alleys in C t'0� PARKING Huxley and blockingtraffic It was agreed that Mr Campbell should ��e�/1 VEHICLES look into the situation IN ALLEYS The meeting then adjourned for dinner between 12.00 Noon and 1 00 P M DINNER Mr Frank Weesling from Palliser Regional Planning and Mr Alex Cunningham Development Officer entered the meeting at this time MESTON Mr Weesling reviewed with council the proposed survey for the Meston SUBDIVISION property - Section 34- 29 -21 -4 and after discussion of the matter, and 34- 29 -21 -4 noting that approaches have been installed for the two private access roads shown on the plan, that the 1983 taxes have been paid that no road widening is required by the M D , and that the consolidation as 1 C E ev_ required is properly shown on the survey plan Mr Campbell moved that s� n the M D advise Palliser Regional Planning Commission that the subdivision may now be completed, the applicants having complied with the terms of the subdivision CARRIED Subdivision applications were then reviewed as follows- PRYOR SUB 1 F Pryor - SE 9- 32 -24 -4 - to create a separate 90 acre parcel After review of the application, and noting the land has been redesignated, Mr Boake moved that the M D recommend approval for this subdivision subject ��i��r }' to the following conditions. a The applicant consolidated by a plan of survey the north 70 acres (approximate) with the land he owns in the NE of 9- 32 -24 -4 (approximately 120 acres) b Other normal conditions for subdivisions 6 F CARRIED 0 COUNCIL MEETING JULY 26th, 1983 P 5 Jospeh Appleyard - NW 17- 29 -22 -4 - Isolation of existing farmstead iAPPLEYARD After review of this application Mr Hoff moved that the matter be tabled SUB until such time as Mr Appleyard can review his application again NW 17- taking into consideration the following concerns. 29 -22 - -4 No access to the proposed parcel 1ekke k Size of proposed parcel - 10 acres - is too large Parcel may be in a flood plain area Set -back for the buildings on the proposed parcel not indicated CARRIED Mr Hoff moved that Council meeting do now adjourn in order to hold PUBLIC the public hearing scheduled for 1 30 P M today HEARING CARRIED Mr Boake moved that council meeting do now reconvene the public hearing having been dealt with CARRIED Council reviewed by -law 1015 and it was noted no adverse comments were BY -LAW received at the public hearing, and Mr Campbell then moved second reading A NO 1015 to by -law 1015 to redesignate the SE 21- 33 -26 -4 from agriculture conservation REDESIGNATION to agriculture CARRIED Mr Maerz moved third reading to by -law 1015 CARRIED There was brief discussion about whether any development has taken place e MESTON on the Meston property - Section 34- 29 -21 -4 and it appears the only Wet PROPERTY development has been construction of the access road to the existing d DEVELOPMENT farmstead and location of a mobile home on the land which does not have a permit Mrs Kay Meston entered the meeting at this time - 1 45 P M , and she asked Council and Mr Weesling what was required in order to complete MEET WITH her subdivision - isolation of existing farmstead and she was advised MRS MESTON that all conditions had now been met and the subdivision could be completed Mrs Meston then left the meeting Mr Weesling noted that public hearings are scheduled for Three Hills REG PLAN in connection with the proposed regional plan and arrangements have been PUBLIC made to use the M D Council room for these hearings - September 7th, 1983 ,, HEARINGS Between 7 and 10 P M Mr Weesling then left the meeting Mrs Wilkinson reviewed correspondence from Alberta Bridge Branch concerning BRIDGE the following bridges- BRANCH CORRESPONDENCE 1 File 76426 WSW 1- 32 -23 -4 - Bridge Branch doing repairs and request the M D to replace the subdeck and strip deck as soon as possible 0 Mr Campbell moved that the M D agree to do this work CARRIED 2 File 13027 - WSW 27- 32 -23 -4 - Bridge Branch to undertake work on this bridge Mr Boake moved that the M D was agreeable to the Bridge Branch making the required'; repairs CARRIED File 1082 - SSE 1- 33 -23 -4 - Bridge branch will undertake repairs to the bridge in 1984 File 1082 - SSW 15- 32 -26 -4 - Bridge Branch will undertake repairs in 1984 File 2432 - SSW 25- 33 -25 -4 - Bridge repairs will be undertaken as soon as a crew is available in the area Mr Maerz moved that the M D agree the proposed repairs are satisfactory CARRIED �Q� COUNCIL MEETING JULY 26th, 1983 P 6 Mrs Wilkinson read a letter from Mrs Connie Osterman concerning her proposed act to allow for Condominiumizati.on of bare land and after discussion of this matter, Mr Hoff moved to accept and file the letter as information CARRIED Mr Campbell moved to table approval of the minutes of the July 12th meeting of Council until the next meeting CARRIED }o ti (1 CONDOMINIUM PROPERTY ACT TABLE APPROVAL MINUTES There was discussion about the M D policy for removal and replacement of fences on road construction and Mr Ferguson noted that Mr Lawrence Braconnier and Mr. Ralph Beeton wish the M D to remove FENCE the fences necessary to complete the Jesske Road Project, pile the POLICY posts and dispose of the old wire, and then pay them for their work in replacing the fence They will do this later after harvest and their reasons for requesting this is so that they may build a better 6 f V-- BRACCONIER fence than they now have - using new posts and new wire o & BEETON There is no provision for this within the existing M D policy e d.
