G A Berdahl Division 1 (Reeve) PRESENT Otto Hoff Division 2 (after 9.10 A M ) Robert E Boake Division 3 Richard A Maerz Division 4 T A Ferguson Division 5 Bruce Hastie Division 6 R G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson Assistant Administrator was present and recorded the minutes Mr Alex Cunningham, Development Officer was also present for a portion of the meeting Mr Ross Rawlusyk and Mr Frank Weeseling representatives from the Palliser Regional Planning Commission entered the meeting at this time REVIEW REG The meeting continued with a further review of the draft regional plan for the PLAN FOR Palliser Regional and various definitions and sections of the plaiwere reviewed PALLISER � IThere was also discussion about the land uses which are allowed in hamlets and it was noted that there are two barns being constructed in the hamlet of Huxley HOLD PUBLIC Mr Campbell moved that the council meeting adjourn at this time in order to hold HEARING the public hearing scheduled for 10.00 A M today V) CARRIED Mr Boake moved that the Council meeting do now reconvene the public hearing having been completed CARRIED There was lengthy discussion concerning the request for redesignation of land submitted by Mr F G Pryor for the SE 9-32-24-4 - Mr Hoff moved second reading to by -law number 1011, this being a by -law to redesignate the SE 9-- 32 -24 -4 from agriculture conservation to agriculture Mr Berdahl asked for a recorded vote IN FAVOUR Otto Hoff R A Maerz R G Campbell T A Ferguson R E Boake G A Berdahl Bruce Hastie Mr Maerz moved third reading be given to this by -law PASS 2ND & 3RD READINGS BY -LAW 1011 MOTION CARRIED UNANIMOUSLY CARRIED Mr Weeseling indicated to council that if they have any strong concerns about the draft regional plan they should put them in writing They agreed they would commence work on a new land use by -law for the M D in the near future They were thanked for coming and left the meeting Mr Cunningham left the meeting also Mr Jeffery read a letter received from Bridge Branch concerning a bridge BRIDGE SSE 17- 33 -26 -4 and it was felt that Bridge Branch had already made the SSE 17-33 - permanent repairs to the bridge that they propose in their letter 26 -4 Mr Ferguson moved to accept and file as information CARRIED C� F- L" C� COUNCIL MEETING JUNE 15th, 1983 P 2 Mr Jeffery read a letter from Bridge Branch concerning various bridge inspections made and comments from Bridge Branch were discussed File 2113 WSE 17- 30 -26 -4 - (George Hope Bridge) - Survey information is required in order to design site for new bridge Mr Boake moved that the M D request Alberta Transportation undertake the necessary survey work for us at this location, and the M D agree to undertake the necessary road work when required CARRIED File 6588 SSW 27- 30 -26 -4 - (Tom Baerg Bridge) - New bridge schedule for 1984 - Council agree with this decision BRIDGE INSPECTIONS File 9814 - Jackson Bridge WSW 35- 29 -26 -4 No action as the bridge is in fair condition and appears to adequately serve local traffic Council agree with the decision File 6591 WSW 3- 30 -25 -4 -( Klassen Bridge) Will replace with a new bridge located 15 0 m south of present location, survey information has been requested Mr Campbell moved that the M D will undertake the necessary road work when required CARRIED 11 File 1876 - INW 10- 30 -25 -4 - (Megli Pit West Bridge) - \11 Bridge Branch will attempt to locate a heavy bridge for this location and Council agree with this decision File 1703 SSE 2- 30 -25 -4 - (Haining Bridge) - Bridge Branch looking for a suitable replacement structure and some maintenance is to be done on existing bridge Council agree with this decision Mr Maerz moved to accept and file the letter and advise the Bridge Branch of council's decision CARRIED �a Mr Jeffery read a letter from Bridge branch concerning the bridge INE 27- 31 -26 -4 and after discussion of this request, Mr Hastie moved to table this matter until the next meeting of council CARRIED Mr Jeffery reported the building in Huxley was inspected and it is very DEMOLISH old and in very poor condition It appears the building is located on �(, SOLD BUILDING M D road al`_. After discussion Mr Campbell moved that the r.P)IN HUXLEY building be demolished and the site cleaned up CARRIED The Board of Directors of the Elnora General Hospital extend an invitation ELNORNA to council to attend their official opening Thursday, June 16th, 1983 0 HOSPITAL Mr Boake moved to accept and file OPENING CARRIED Mr Jeffery read a letter received from the Village of Carbon as well as PUBLIC ASSIST one from the City of Drumheller Both municipalities are agreeable that TRANSPORTATION the M D 's Alberta Transportation Public Assistance Grant allotted to GRANT their areas be turned over to the Acme Elks for their handivan project�e on condition that their project for a similar use, if proceeded with, receive the same consideration in future years After discussion of this matter, Mr Hastie moved to table until replies are received from the other municipalities CARRIED OLDS The Olds Hospital Board have written stating they wish to have HOSPITAL additional representation on their board commencing with the election BOARD MEMBERS this fall, and Mr Hastie moved that the Board be advised the M D would have no objection to the increased board representation at that time CARRIED • • • COUNCIL MEMBERS JUNE 15th, 1983 P 3 There was discussion about the payment of employee benefits for seasonal employees such as sick days and compassionate leave These employees have been considered in the past as not being covered by the M D employee contract and after lengthy discussion of this matter, and noting that some seasonal employees have returned to work for the M D for several years, Mr Ferguson moved that seasonal employees on the road crews and A S B are not to be covered by the M D employee contract and as such are not to receive any benefits covered by that contract , including pay for one sick day per month or any compassionate leave TEMPORARY SUMMER EM BENEFITS CARRIED There was discussion about whether the M D would provide dust control for farmers (in front of farm residences) and it was DUST CONTROL agreed that the M D could not provide this service for individual ON M D ROADS farmers, and any dust control measurers undertaken by a farmer on M D road allowances must comply with existing M D policy Mr Boake moved that the accounts listed for payment June 14th V' be approved subject to further review by the finance committee APPROVAL ACCOUNT of Mr Berdahl and Mr Ferguson CARRIED Mr Berdahl noted he had discussed the dugout situation with Jack Barnes and it appeared Mr Barnes might be agreeable to some DUGOUT reasonable solution as long as he is satisfied he would not be held J BARNES liable for any damages which the M D might incur during filling the dugout' Mr Maerz moved that Mr Hoff, Mr Berdahl and Mr Jeffery be authorized to discuss the matter again with Mr Barnes and arrange a solution to the problem satisfactory to both parties CARRIED Mr Maerz noted he had been asked if the M D spray road allowances for grasshopper control and it was agreed that as the M D supply SPRAY FOR chemical for farmers at half price they could not spray road allowances GRASSHOPPERS as well The subdivision requested by QCTV on SE 23- 28 -20 -4 was reviewed and SUBDIVISION Mr Berdahl noted he had inspected the location with regard to provision QCTV SE 23 of ro er access to the site and he did not feel he could a 28-20 -4 P P approve same The access is not suitable as there is poor sight distance to the north He moved the Road Committee inspect the site, as soon as convenient CARRIED Mr Berdahl reported he, Mr Hoff and Mr Ferguson attended the recent MEETING AT meeting of the Palliser Planning Commission and they agreed that it PALLISER REG would not be necessary as far as the M D was concerned to set up PLANNING COMM new committees in order to take in representatives from the M D and the urban areas, as it is close to the fall election and the organizational meetings Mr Maerz moved that this meeting do now adjourn ADJOURNMENT CARRIED Tide 12 45 M ia-. Reeve Municipal Administrator • • 0 • ROAD COMMITTEE - June 15, 1983 Otto Hoff, R G Campbell & J C Jeffery were present Reviewed - Q C T V approach E of 23- 28 -20 -4 Existing approach is too narrow - culvert is too small There is c 350' site distance to edge of property Cable buried in edge of road Choice of moving approach further south to give at least 400' site distance or move to top of hill - would not require a culvert and the site distance is excellent Advised Harold Kondro by phone - check out G A Berdahl advised today that he re- inspected the site and the approach has been moved about 50 feet to the south and is the best that can be done under the circumstances Likely about 400 to 500 foot site distance Stated council had di d th scusse e situation and agreed it would be satisfactory under the circumstances. j w
