COUNCIL MEETING APRIL 18th, 1983
The regular meeting of Council held on April 12th, 1983 and which was adjourned
until 1.00 P M , April 18th, 1983 was reconvened at that time and on that date
with all councillors present
J C Jeffery, Municipal Administrator and Mrs Jean Wilkinson Assistant
Administrator were also present
The 1983 road program was then discussed in detail and at great length
Each councillor was given a copy of the 1982 road projects which were
not completed The possibility of using the 1983 economic stablization
grant of $100,000 to rent two scrapers to assist the M D crews
with the road program was also discussed Bids could be obtained
on the basis of an hourly rate
Mr Jeffery noted that if the paving program is done the way Mr Rempel
has suggested the actual paving could be completed within 3 weeks
He cashes to rip all the roads which will be paved, leave them open
to dry and when all the preparation work has been completed, take the
gravel trailers off, put on the boxes and use the entire crew to complete
the paving in a very short time
Removal of road bans was also discussed and it was agreed this should be
discussed again at the next meeting of Council
The 1983 paving program was then reviewed in detail and the following items
discussed-
Mr Rempel suggested a paving program which involved the Buffalo Jump Road
the Orkney Road, Three Hills East, Orkney Flat Taylor Siding
Mr Maerz noted the hamlets of Grantville and Ruarkville must be considered
for road work this year
Mr Jeffery noted there is money left for Huxley, Grantville, Ruarkville and
Swalwell in the Alberta Street Assistance Program
Mr Maerz also noted the street from P B I (Fire Hall) north to the north
boundary of Ruarkville also requires some work and must have a culvert
installed near the fire hall location in order to drain the water from
that area Ile also noted that the Grantville furtherest east street
has been badly damaged because of the hospital construction and it must
definitely be fixed soon If it was ripped up and gravelled then the
motor grader operator could keep it in some sort of reasonable shape until
later this year when the paving is completed
After further discussion Mr Maerz moved that the 1983 paving program be as

Mr Ferguson moved that the M D purchase the required asphalt emulsion and crack
filler from Chevron Asphalt Ltd for the 1983 paving and crack filling program
as per their quoted bid Carried
The need to apply another application of calcium chloride to the roads CALCIUM
previously receiving calcium chloride (continuation of the experiement) CHLORIDE
was discussed The roads in the test were. APPLICATIONS

It was noted that certain of these roads will require a thin layer of gravel before
application of the calcium chloride - Fisher Davis Road - 2 mile stretch
Swalwell Streets, Nacmine Road , Taylor Siding Road and Linden West
and Mr Rempel is to be advised to put this gravel on before applying the calcium
chloride
Requests from ratepayers for application of calcium chloride was discussed and
agreed that the M D could not undertake application for individual ratepayers
but would refer the two names to Allied Chemicals to see if the company would
do this type of a fob for individual ratepayers - at ratepayer's expense
Mr Maerz indicated that the M D should be taking samples of every load of
calcium chloride received and having it analysis for salt content

Mr Hastie noted the roads in his division are now likely gravelled
After discussion of this matter, Mr Hastie moved that first time gravel be
authorized for the above noted 4 roads and for E /NE 10- 33 -25 -4

grade roads were not completed in 1982 Grades

Mr Maerz noted the Oelke Road was brushed in 1982 and and road is now
impassable because the trees and brush were left on the road It will require
a larger cat than the D -6 to clear the brush and bury it
Mr Maerz then moved that as soon as the Fiat Allis is ready for delivery
by Costello the cat be delivered directly to the Oelke Road and the rocks
trees and brush be buried and the ditches and the road levelled out and the
fences repaired as necessary in order to make the road passable

Mr Ferguson moved that the above noted projects be the 1983 small crew program
and that the small crew start their work in Division 6, move to Division 7, 5, 1, 2,
3 and finish in Division 4

The 1983 Road Program for the main crew was then discussed and Mr
Boake moved that the main crew commence its projects in Division 1, move
to Division 2, 3, 4, 6, 7 & finish in Division 5 - with a possible
deviation from that route to do the Jesske project in Division 5
(west of 25 & 36 in 31 -24 -4 - 2 miles) either prior to or immediately following
completion of the work in Divsion 4 at the discretion of the councillor for
Division 4

The Town of Three Hills have requested permission toopen cut a road west
of 25- 31 -24 -4 in order to install a water line from Section 25 to Section 26
The water line will be used for irrigation purposes on the new golf course
After discussion Mr Hastie moved that the Three Hills Golf Course be
given permission to cross the M D road allowance with the water line
subject to compliance with M D regulations and subject to the following
conditions
1 The clubmay open cut the road alowance if the M D has not completed
the proposed road project for this road
2 The waterline must be buried at a depth sufficient to prevent damage to the
pipe when the M D does undertake its road construction
3 The crossing must be bored if the road construction has been completed
prior to the club installing the line across the road
CARRIED
QCTV has requested permission to install their T V cable 2
feet on road allowance south of the Drumheller Penitentiary gate - Section
26 and 23 in 28 -20 -4 A portion of this road is in the M D and would
mean approximately 2800 feet of Lpabl;(� would be installed 2 feet on M D road
allowance and there would be one road crossing After discussion of this
request and noting it would be better if these types of cables were installed on
private land rather than on road allowance, Mr Boake moved that QCTV be given
permission to install their T V cable 2 feet on M D road allowance and cross
the M D road allowance as outlined in their plans submitted subject to
and on condition that the company agrees to locate remove and or replace their cable
at their own expense should the M D require such location removal or
replacement for any reason and further that the M D will accept no liability
whatsoever for any damage to the cable by reason of its location on M D
road allowance

II GRASSHOPPER
Mr Campbell moved that the M D pay for one -half of the cost of CHEMICAL REBATE
grasshopper chemical purchased by farmers in the year 1983
CARRIED
Mr Maerz moved that a hitch be put on one of the M D sand trucks HITCH ON SAND
so that the A S B could make use of this vehicle during the summer TRUCK FOR
months subject however to the paving crew having priority use of A S B
the vehicle over the A S B if required

After discussion of the approach installed by Mr Gorr on NW 23- 32 -25 -4 NW 23- v~
which is backing water up to the M D road allowance, Mr Ferguson moved that 32 -25 -4
Mr Gorr be requested to remove the approach and fill up the hole in the
M D ditch up to the level of the culvert

The road committee was requested to inspect the following locations ROAD COMMITTEE
1 Road south of 17 or 18 in 32 -25 -4 - large rocks coming up in the road
2 Culvert on road ENE 6- 31 -22 -4 - just to the north of the house - see if drainage
can be improved
�I HOURS WORK
Discussion about hours of work was then held and Mr Maerz moved that the ETC
I� crews commence working on the roads immediately, that summer temporary employees be
hired as soon as possible and the crews work a 10 hour day as soon as the crews
j are organized, and further moved that the patch and sealing crew be kept
on that job as long as is required to properly complete the work required,
® and further moved that the shop personnal remain on a 9 hour day

MCMURTRY
After discussion Mr Campbell moved the balance of Mr McMurtry's holidays HOLIDAYS
be paid out CARRIED
Mr Jeffery reviewed an agreement he had arranged with Mr Arthur Tetz TETZ
to purchase land for road access through SE 9- 34 -22 -4, approximately 300 feet ROAD
by 50 feet wide, and after discussion of the terms imposed by Mr Tetz ACCESS
regarding construction of a trail on M D forced road allowance which might PURCHASE
not be to M D standards at his own expense Mr Ferguson moved approval of OF LAND
the agreement, and authorized the Reeve and Municipal Administrator to sign the ;
agreement on behalf of the M D CARRIED n

Mr Tetz has also requested permission from the M D to install a
cattle pass (texas gate) on the M D forced road approximately 1 4
km from the west boundary of the South West of 9- 34 -22 -4
Mr Tetz has signed the necessary application for such texas gate
and has agreed in that agreement to accept responsibilty for the
maintenance of the gate and liability
Mr Maerz moved first reading to by -law #1008 this being a by -law
to authorize installation of a texas gate on M D forced road
in SE 9- 34 -22 -4

GARSON PIT
The matter of lack of gravel at the Garson Pit was discussed and NO GRAVEL
it was agreed to take the small crew buggy to the Garson Pit and strip
for a day or two and clean up where the crusher is sitting now
It was also agreed the councillors should inspect the area as it
appears there is little or no gravel left there

PARKS MEETING
Minutes of the Municipal District of Kneehill Parks Committee held at the
Municipal Office April 18, 1983 at 7 00 p m
Present were Chariman, Reg Campbell, Councillor, Otto Hoff Ag Fieldman,
Norman Soder, Secretary Herman Martens
Minutes of the September 16, 1982 meeting were read Moved by Otto Hoff they
be accepted as read CARRIED
Business arising from the minutes.
A) The grain bin donated by Richard Maerz has not yet been hauled to
the park
B) The dead trees have been cut at Keivers Park
C) The pine trees that were to be moved have not been moved as the tree
mover has moved out of our district
D) The water pump at Tolman was smashed shortly after our last meeting
in September Lousanna water well repaired and replaced the damaged
pump of under $100 00 More work will have to be done by us to make
a permanent repair as the pump mount no longer matches the base that
was there
New Business
A) Parks crew hours of work are to be the same as last year with excep-
tions at Normans discression
B) Park dumping station. A tank will be required at a cost of $1 00
per gallon After discussion it was felt that a good fiber glass
tank be purchased and the project done right or the project be
shelved until enough funds are available Norman will try and
find a used or surplus tank
C) Toilet Cleaning To clean outdoor toilets would cost about $40 00
a trip but in the sandy soil of Keivers would wash away in the
operation and the banks would probably cave in so cleaning is not
practical We therefore request that when Bud Haskel has time he
contact Norman to redig the holes required to relocate the toilets
as needed at each of the Parks
D) Swalwell Roads In the park need some pit run to fill the big
holes and then cover with screenings We request George or Bud
do this when time permits
E) Tables left over winter Four that were left at Swalwell were
stolen and nonewere left at Tolman, Norman will check on the ones
left at Keivers
F) Picnic Tables Twenty tables were built this winter and still need
to be painted
Moved by Otto that all picnic tables be branded with the M D Horse

G) Park Signs The repainting suggested last season has not been
done yet Norman will see if he can get it done
