After discussion of this request and the work done by the Army, Mr SALVATION ✓ Hastie moved the M D of Kneehill donate the sum of $576 10 to the Salvation ARMY Army at this time, and the office prepare the necessary by -law to authorize the e;ttce� donation Carried �� % J C JEFFERY Mr Jeffery reported that he had been appointed as a director on the Alberta Rural Municipal Administrators' Association and requested permission of Council DIRECTOR to attend the directors' meetings Mr Boake moved that Mr Jeffery be given OF ARMA permission to attend the directors' meetings of the said association ASSOC Carried `, Mr Jeffery also reviewed a report prepared by Mr Rempel of gravel moved GRAVEL REP to date Division 1 15,446 yards Division 2 3,912 yards Division 3 4,740 yards Division 4 14,146 yards ,A Division 5 11,200 yards Division 6 15,870 yards Division 7 3,190 yards It was discussed briefly DONATION TO LI HOME Mr Boake reported that the Linden Home feel their taxes are too high and asked for a tax reduction After discussion of the matter Mr Ferguson moved first reading to by -law number 986 to authorize the payment of a $1,000 00 grant to the Linden Nursing Home. Carried Mr Boake moved second reading to this by -law Carried Mr Campbell moved that third reading be given to this by -law at this time Mr Hastie moved third reading to by -law 986 Carried Unanimously Carried CUNNINGHAM Mr Soder entered the meeting at 10 00 A M and discussed with Council the SOAP HOLE Soap Hole Project on the Jim Cunningham land Mr Soder noted that PROJECT it will cost approximately $15,000 000 to complete this project Alta Environment has contributed approximately $100,000 00, Mr Cunningham has contributEd by taking his land out of production and stands to gain about 30 acres of land M D has contributed $2000 00 towards the project ``\\ It is possible that Alberta Agriculture will pick up 60% of the remaining ,y $15,000 00 IN order to complete the project further drainage must be ,-ro done and some dirt moved It was agreed that Mr Soder to check as to the amount of dirt which must be moved and how much Mr Cunningham would be willing to contribute to the costs to complete the project and report back to council Mr Soder also discussed with Council the beaver problem in this area and BEAVER CONTRO the possibility of the M.D entering into a beaver control program with Alberta Agriculture Alberta Agriculture will pay 60% of the costs of beaver control PROGRAM if the M D participate in the program There was funds allotted to this program in the A S B 1982 grant program but it requires Council to enter into an agreement with Alberta Agriculture The costs are 60% paid by Alberta Agriculture and 40% either by the M D or the land owner Mr Campbell moved J'1 f r A ■s COUNCIL MEETING SEPTEMBER 27th, 1982 P 2 that the M D enter into the necessary agreement with Alberta Agriculture for the beaver control program on condition that the 40% share of costs be paid for by the participating farmer and there be no costs incurred by the M D of Kneehill 448 Carried Mr Soder left the meeting at this time 10 50 A M Mr Jeffery read the minutes of the parks committee meeting held on September 16th and various items were discussed It was agreed that Mr Soder obtain prices for hiring a tree mover to move the pine trees, and report back to the next meeting of Council Mr Darryl Adam entered the meeting at this time 11.00 A M Mr Jeffery read a letter received from Mr Peter Enns regarding the status of the duplex being constructed on the West half of Lot 2 Block 4 Plan Grantville 4617 F N They advise that they have no intention of developing the duplex into a fourplex without prior official approval PARK COMMITTEE MINUTES N DUPLEX IN GRANTVILLE However it appears from the construction of the duplex it is being developed as a fourplex Mr Jeffery then read two letters received from various residents of Grantville protesting the possibility of having 4 families in this development It was agreed by Council that this matter would be discussed again after dinner when representatives from C R P C are present Mr Adam left the meeting at this time 11 30 A M The meeting then reviewed further items from the Parks meeting minutes PETER ENNS PARK MINUTES It was agreed Mr Soder should obtain prices for pumping out the park toilets It was also agreed as follows Should have signs "R C M P patrolled" made and erected for next year Should have wood cut into shorter lengths Should get a price for a 2000 to 3000 gallon tank Sign at 583 satisfactory for another year Also agreed should prepare handouts with park rules and regulations for next year Mr Boake moved approval of the above suggestions and approval of the park meeting minutes Carried The meeting then adjourn for dinner between 12 00 Noon and 1 00 P M DINNER Mr Ivan Robinson and Mr Larry Martin from C R P C entered the meeting at this time Mr D Adam also returned to the meeting There was discussion about the duplex in Grantville which is apparently DUPLEX IN GRANT designed as a fourplex Mr Robinson indicated that he would review our VILLE by -law and advise Council further about the situation in due course ( _1�1 Mr Adam left the meeting Mr Robinson and Mr Martin reviewed changes made to date in the proposed CHANGES 1980 regional plan for C R P C , and various matters were discussed TO 1980 C R P C Council indicated there were not happy with the industrial park provisions or the urban fringe provisions proposed in the new plan 1^ After lengthy discussion Mr Robinson and Mr Martin left the meeting APPROVAL The minutes from the September 13th meeting of Council were reviewed and MINUTES it was noted that a correction is required Page 2 After discussion of the SEPT 13 photograph taken of the office staff and council, Mr Hastie left the meeting MEETING at 11 15 A M , and this is not recorded in the minutes Mr Hastie moved approval of the minutes with that correction Carried The need to complete a new recreation agreement with the urban centers RECREATION was briefly discussed and Mr Ferguson moved to table this matter AGREEMENTS Carried Complaints received concerning the keeping of a goat in the hamlet of Grantville was discussed It was noted the party concerned requires GOAT IN the goat milk for his sick child After discussion Mr Ferguson moved GRANTVILLE that the goat must be kept confined in a building, and if more complaints F. are received the goat must be removed from the hamlet Carried (�- n � �(F✓{ d- , NA-V a 1�1 COUNCIL MEETING SEPTEMBER 27th, 1982 P 3 The need to move a fire hydrant in the hamlet of Grantville was briefly discussed and Mr Campbell moved to table this matter until MOVE HYDRANT after the annexation hearing andAdecision is made on the proposed GRANTVILLE Three HIlls annexation .� • 1� t a Carried The proposed draft of a regional plan from the Palliser Regional Planning PALLISER REG Commission was then discussed and Mr Ferguson moved this matter be PLAN tabled until the October 12th meeting of Council Carried r Mr Jeffery then reviewed his report for the period September 13th to September 27th and the following items were discussed J C J Water Meters for Huxley - Mr Hoff moved that water meters be installed RESORT in the hamlet of Huxley Carried The joint meeting with the M D of Starland was discussed Starland _ JOINT MEETING had suggested several dates and _ it was agreed that the meeting be �d '` WITH held on October 28th, 1982 at 10 00 A M STARLAND lid Vulcan Machinery demostration of a TD 20 IHC crawler was discussed and agreed no demonstration be held at this time G� NO MACHINE: DEMO The two recent accidents were discussed Mr Campbell moved that the M D pay for the damages to Mr John Malaka's truck. ACCIDENTS Carried Mr Maerz moved to accept Mr Jeffery's report Carried The Shop & Foremen Committee Meeting minutes of September 23rd were SHOP & reviewed and various items discussed It was agreed that if possible FOREMEN Mr Cunningham should install the new radios in the councillors' vehicles MINUTES The use of calcium chloride was discussed and it was agreed not to use any more this year, but it should be used early next spring and again in late July or early August It was also agreed to check with the company to see if it should be put on in spring and to check with Alberta Transportation regarding the results of their tests It was agreed that Robert Gundlach may train as a motor grader operator to replace Mr Jack Tutt if Mr Tutt is unable to return to work this winter The Road Committee was requested to inspect the streets in Huxley Mr Hoff moved to accept the minutes of the Shop & Foremen Meeting of September 23rd, 1982 Carried GOGEL PROJECT The request from H Marshall Cosntruction for extra compensation for the Gogel Road Project was briefly discussed and Mr Boake moved to table this \,edi matter to the next meeting of Council -Ira Carried The cost comparions between the contractor and the Main crew were reviewed COST briefly and Mr Ferguson moved that a copy be given to each councillor and COMPARISON the information accepted and filed Carried The M D road building standards policy and 1983 bridge priorites were ROAD BUILDING reviewed briefly and Mr Campbell moved to table these matters until the STANDARDS next meeting of Council & BRIDGE Carried PRIORITIES The road through the S2 13- 29 -22 -4 leading down to Hesketh was discussed The access used is not located on the area which is surveyed.as the road HESKETH ROAD AFter discussion of the matter and the possibility of exchang7ihe area in the S2 13 surveyed road for the area used for access, Mr Maerz moved to refer this jj 29 -22 -4 matter to the Road Committee for inspection and a recommendation Carried It was noted that rocks should be picked on the road east of 16- 30 -23 -4 where the ditch was cleaned this year Mr Maerz moved this meeting do now adjourn ADJOURN Carried f Time 5.15 P m� Reeve - - - - -- - -/ - - - - - - -- Munic al A - strator I JOHN C JEFFERY REPORT PERIOD COVERING SEPTEMBER 13th to SEPTEMBER 27th 1982 1 Alex advised have spoken to several people in Huxley and seems to be no objection to water meters Do you wish them installed ? ?? 2 Alberta Transportation Calgary advises new loader broken down but should start graveeling program on Highway #9 end of this week - Sept 24 82 or early next week 3 Ken Saak - Western Canada Rail Construction - to be here Wednesday Sept 22 82 and will inspect crossings with Alex, Otto and or Gilbert 4 There is some confusion re lst two miles on 837 - Alberta Transportation will patch up if they bother surface 5 Suggested dates for joint meeting with M D Starland- October 28th , November 2nd, 3rd or 4th - What are your wishes ? ?? 6 Robert Cranston has a D8 for rent if we ever require one 7 Crew will likely not finish #837 this year as Alberta Transportation will likely not get 575 finished ® 8 Carl Nickel - Vulcan Machinery would like to demostratc> a.
