PRESENT G A Berdahl Division 1 (Reeve) Otto Hoff Division 2 Robert E Boake Division 3 Richard A Maerz Division 4 T A Ferguson Division 5 Bruce Hastie Division 6 R G Campbell Division 7 J C Jeffery, Municipal Administrator BANK STATEMENT Mr Jeffery reviewed the bank reconciliation statement for the month ending August 31st, which showed a net balance of( -$38 731 69) After review of the statement, and noting the amount of loans outstanding Mr Campbell moved approval of the bank statement U Carried REPORT FROM AUDITOR Mr Jeffery noted that Mr Van Ellenburg, Auditor for the M D feels RE. APPROVff, if a committee of council is to review and approve accounts for pay ment OF ACCOUNTS that committee of council should report to council on the accounts so paid PAYABLES and make a recommendation as to approval for payment with this recorded in the minutes After discussion of this recommendation, and review of the accounts paid by the committee during the month of August, Mr Maerz, a member of the committee approving the August accounts, moved that council approve the accounts so paid in August Carried J C JEFFERY Mr Jeffery hen reviewed his report for the REPORT y p period August 23rd to September 13th, 1982, and the following items were discussed in detail 2 Blade grades. BLADE GRADES Mr Hastie moved that first time gravel be approved for the following roads 1 Hoppins West of 13 & 34 in 34 -25 -4 2 miles 2 MacDonald - West of 29 & 20 in 28 -24 -4 2 miles 3 Siemens - West of 35 & 26 in 29 -22 -4 - 2 miles 4 Church - North Mile - West of 30- 29 -21 -4 - 1 mile Carried Mr Boake moved that first time gravel be a proved for the road south of Section 28 and West SW 27- in 33 -2k -43/4 mile NEW PIPELINE ACT Carried 9 Need to further discuss new Pipeline Act and regulations with Provincial Government Mr Hoff moved that the CAAMD & C be requested to have as an item on the agenda for the general association meeting scheduled for October,1982 discussion of this new Act and regulations and to have representatives from the Energy Resources Conservation Board present for this discussion J DORN ADDING Carried 10 Mr Dorn had purchased a small adding machine and a radio himself and MACHINE these items are still being used by the foremen on the main crew He requests & RADIO council purchase same Price $29 00 adding machine and $82 00 for the radio After discussion Mr Hastie moved the M D purchase these items from Mr Dorn for $111 00 Carried MOVE OF POWER Mr Hastie noted that the move of power poles into his feed lot POLES HASTIE PROJECT due to road construction west of 25 & 36 in 33 -25 -4 should be at Alberta Power Ltd expense - not M D expense CORRESPONDENCE Correspondence received was reviewed and it Y sG?RR Oij�gt Alberta Labour should be advised the construction of a duplex designed with a view to DUPLEX IN becoming a fourplex was not approved by the M D of Kneehill The M D GRANTVILLE approved only the construction of a duplex at this location "J" Mr Ferguson moved to accept the report from Mr Jeffery Carried Mr Jeffery then reviewed the Budget Comparison Run of August 28th, 1982 G; • COUNCIL MEETING SEPTEMBER 13th, 1982 P 2 and various items were discussed Mr Campbell moved to accept the budget comparison report ' BUDGET RUN Carried REDESIGNATION An application for redesignation of the SE Quarter of Section 36- 33 -25 -4 B HASTIE was the next item for discussion and Mr Hastie moved that he be excused from the discussions and voting on this matter as he is the applicant for the 4 redesignation SE 36-33-25- - Carried Mr Hastie then left the meeting The application for redesignation was read to the meeting and it was noted the $50 00 application fee had been paid Apparently due to an error in Land Titles Office the previously separate titles (each containing 80 acres) had been consolidated into one title Mr Hastie had purchased the 80 acre parcels at different times and wished to keep the titles separate However Land Titles Office advise he must go through subdivision in order to have the title separated again, even through it was an error in their office BY -LAW 984 Mr Ferguson moved first reading to by -law 984 this being a by -law to amend by -law 913 to redesignate the South East Quarter of 36- 33 -25 -4 from Agriculture �c Conservation to Agriculture k� Carried Mr Boake moved that the public hearing regarding this redesignation be held on Tuesday, October 1%h, 1982, commencing at 1 00 P M Carried Mr Doug Hazelton entered the meeting at this time - 10.30 A M and Mr Hastie returned to the meeting at this time Mr Hazelton noted that some cat work must be done at the Andrews Lowen Pit before more crushing can be done He is working now at the Megli Pit, will move to the Toews Pit next and then to the Andrews Lowen Pit \t a Apr LINDEN CONTRACT. It was agreed that if the M D cat is not available at that time Mr Hazelton may use his own machine to do the work for the M D Mr Hazelton left the meeting at 10.45 A M RESOLUTION TO Mr Jeffery read a letter from the County of Leduc addressed to the CAAMD & C Secretary- Treasurer of the Central Association of AMD & C 0% INCREASE The County of Leduc and County of Wetaskiwin have sponsored a resolution in 1983 asking that all municipal districts and counties not increase employees' SALARIES salaries at all in 1983 This resolution will be on the agenda for the general meeting of the Central Association meeting in October • Mr Maerz moved to accept and file as information Carried })e The recent photograph taken of council and staff was then reviewed and S k\-A& Mr Campbell moved that an 11 x 14 picture be ordered for the office Carried Mr Hoff Mr Berdahl and Mr Jeffery reported on the meeting held at the Planning Commission Office on Friday September 10th,concerning the proposed Three Hills Annexation plans Several motions were presented and defeated and the final recommendation from the Planning Commission to the Local n L� Authorities Board will be that areas 5 6 9 10 Hamlet of Grantville and 4 V the new hospital site be annexed to the Town of Three Hills 1` After discussion of the matter, Mr Hoff moved to accept the report given Carried Mr Campbell reported that H Marshall Construction has requested the M D pay him extra compensation due to the rocks on the Gogal Project He asks for 100, per cubic yard on the whole project- approximately $9000 00 After brief discussion of this request, Mr Maerz moved to table this request until the next meeting of Council OFFICE & COUNCIL PHOTOGRAPH THREE HILLS ANNEXATION H MARSHALL CONSTRUCT INCREASE IN CONTRACT PRICE Carried The meeting then adjourned for dinner between 12.00 Noon and 1.00 P M DINNER Mr Ferguson and Mr Maerz left the meeting at this time Mr Greg Houghton and Mr Larry Martin from C R P C entered the meeting at 1.00 P.M. The following subdivisions were then reviewed SUBDIVISIONS SE 20- 30 -25 -4 - W J Klassen 34 6 acres for sheep raising It was noted that an application for redesignation had been filed by Mr Klassen I i E COUNCIL MEETING SEPTEMBER 13th, 1982 P 3 and Mr Boake moved to table the application for subdivision until the application for redesignation has been dealt with Carried NE 33- 31 -22 -4 - Isolation of Existing Farmstead Elma Wilson - It was noted on the revised application that the 2nd residence located on the proposed parcel will be removed by the applicant Mr Boake moved that the Council recommend approval for this isolation of existing farmstead on condition that the 2nd residence must be removed from the land prior to completion of the subdivision, and subject to other normal conditions for subdivisions Carried SW 28- 33 -22 -4 - K & K Farms Ltd - Isolation of Existing Farmstead After discussion of this application, Mr Hoff moved that the Council recommend approval for this subdivision subject to normal conditions Carried NE 11- 31 -26 -4 - Howard Lacombe et al - Isolation of Existing Farmstead After discussion and noting that the setback from SR 582 dcrsnot comply with M D by -law and will require a relaxation of Land Use by -law 913, Mr Campbell moved to table consideration of the application for subdivision until such time as the relaxation to the land use by -law can be dealt with Carried NE 34- 30 -25 -4 - Leslie J Regehr - 20 acre subdivision - It was noted an application for redesignation for this quarter has been filed and Mr Hoff moved that consideration of the application for subdivision be tabled until such time as the redesignation has been dealt with Carried REDESIGNATION The application for redesignation filed by Leslie J Regehr of Linden was BY -LAW 985 then reviewed Mr Regehr wishes to subdivide 20 acres and his intensive REGEHR hog operation from the balance of the quarter section After discussion of the matter, Mr Boake moved first reading to by -law 985, this being a by -law to redesignate the NE 34- 30 -25 -4 from agriculture conservation to agriculture NE 34 -30 -25 Carried Mr Campbell moved that the public hearing be held on October 12th, 1982 at 1.15 P M Carried of SE 18- 33 -23 -4 The application for redesignation /filed by Mr J H & Inez Fay Grieg was then reviewed Mr and Mrs Grieg wish to have the quarter redesignated so they can apply for subdivision of the quarter into two 80 acre parcels The purpose of the subdivision is for estate planning purposes It was noted this land is located close to the Town of Trochu and is also right along Highway 21 Mr Boake moved to table the application pending receipt of comments on the application from the Town of Trochu and Alberta Transportation as well as Calgary Regional Planning Commission GRIEG APPLICATION REDESIGNATIa SE 18 -33 -23 Carried The application for redesignation filed by Mr and Mrs W J Klassen of Linden was then reviewed The land in question is SE 20- 30 -25 -4 and the applicants wish to have the land redesignated so they may make application for a 34 6 acre subdivision As the land is close to the Village of Linden Mr Campbell moved the application be tabled pending receipt of comments from the Village and Calgary Regional Planning Commission Carried Mr Martin noted that Mr Ivan Robinson, Director of C R P C wishes to meet with Council to discuss proposed changes to the 1980 Regional Plan and Mr Campbell moved that Mr Robinson and Mr Martin meet with Council on September 27th, 1982 at 1.00 P M Carried Mr Martin and Mr Houghton then left the meeting Mr Paul Fenwick, Director from Palliser Regional Planning Commission has forwarded a draft copy of the Palliser Regional Plan and has asked for comments from Council regarding same After discussion Mr Campbell moved that council meet as a committee in the next week or two,when weather does not permit harvest work to proceed�to discuss the regional plan Carried KLASSEN REDESIGNATION SE 20- 30 -25 -4 C MEETING WITH C R P C RE REG PLAN REVIEW PALLISER REG PLAN 0./1 J COUNCIL MEETING SEPTEMBER 13th, 1982 Mr Cunningham requests a decision from Council regarding the need for water meters in the hamlet of Huxley, as the new system will soon be completed After discussion Mr Boake moved that the M D purchase sufficient water meters for the hamlet at this time, but these not be installed until the matter is again discussed by the Council, after the system has been completed and is in operation Carried Mr Hoff moved approval for the minutes of the August 23rd meeting of council and the minutes of the special meeting of Council held on September 2nd, 1982 Carried P 4 HUXLEY WATER V11% METERS s APPROVAL COUNCIL MINUTES SUB -LEASE Mr Barry Denis of Three Hills the renter of the cultivated portion & pasture land in S2 20- 32 -26 -4 owned by the M D has requested permission to sub -lease to Mr Ralph Kientz the cultivated portion of this land Mr Denis S-2 20- 32 -26 -4 has in the past had Mr Kientz farm the land for him as Mr Denis' BARRY DENIS primary purpose for leasing the land is the 240 acres of pasture Mr Campbell moved that Mr Denis be given permission to sub -lease the f cultivated portion of the S2 of 20- 32 -26 -4 to Mr Ralph Kientz on condition the terms of the sub -lease do not exceed the terms under which Mr Denis has leased the land from the M D Carried SOUTH Alberta Environment have forwarded a brochure which briefly explains the SASK RIVER South Saskatchewan River Basin Planning Program, which is a program to identify BASIN water use objections in the area covered by the South Saskatchewan River Basin PROGRAM and develop a framework management plan for the South Saskatchewan system ALTA ENVIR After discussion of this matter Mr Berdahl moved the M D send a letter of support to Environment for this program as several of the local creeks are drying up, and ask that the M D be kept advised of the progress of the program Carried The recent meeting held with the Minister of Municipal Affairs in Calgary MEETING WITH to discuss the concerns rural municipalities have with the Calgary Regional MIN MUN Plan was reviewed as well as the letter received by Reeve Berdahl from AFFAIRS the Minister concerning the meeting Mr Boake moved to accept and file as information Carried ROAD COMMITTEE Mr Jeffery reviewed the road committee report dated September 7th, 1982 REPORT and after discussion Mr Campbell moved approval for first time gravel for E /NE 28 & E of SE 33- 33 -26 -4 north of Wimborne Fish Pond to Helen FIRST TIME Felker residence Carried GRAVEL The request to consider cutting down the hill at intersection W NW 36- 33 -27 -4 was discussed and Mr Boake moved this project be added to the Small Crew SMALL CREW Program for Division 6 PROJECT It was agreed that in the interim the intersection WNW 36- 33- 27��+rsi�uld be a 4 way stop and Mr Hoff moved that a stop ahead sign should be erected on the road north of the NW 36- 33 -27 -4 and that stop signs be erected one at the south STOP SIGNS east corner of the SE% of 2- 33 -27 -4 and one at the north west corner of the NW 36- 33 -27 -4 Carried Mr Campbell moved to accept the minutes of the road committee September 7th 1982 Carried INCREASE IN Mr Campbell noted on the Riep South Project it was first agreed to up -grade the MAIN road commencing at a point approximately 600 feet to the north of #585 -WSW 17- 33 -22 -4 but it now appears necessary to improve the first 600 feet through the coulee CREW RD in order to properly complete the road This will have the effect of increasing PF the project over the 2 miles allotted in the road program and he requested amendment to the road program to allow for the additional 600 feet of construction Mr Boake moved that the Road Program be amended to include the additional 600 feet necessary to complete the road Carried Z� C12 14 E • • COUNCIL MEETING SEPTEMBER 13th, 1982 P 5 A new policy for road building standards for the M D was briefly ROAD BUILDING reviewed and Mr Boake moved to table to the next meeting of council STANDARDS \\ Carried I.09 r Alberta Bridge Branch have complaints were received from Mrs Annette Thiessen of Linden COMPLAINT RE regarding certain roads on her bus route and Mr Campbell moved these o ROADS roads be inspected by the Road Committee and a SALE accept and file as information. public works Carried Mr Jeffery presented a list of oustanding /projects for council's 0/S PROJECTS consideration and Mr Hoff moved to accept and file as information Carried The directors of the Linden Nursing Home contacted Councillor LINDEN HOME Boake regarding the amount of their 1982 taxes and after brief 1982 TAXES discussion of this matter, Mr Boake moved to table until the next meeting of council Carried Mr Berdahl reported that the School Bus Supervisor would like to REQUEST FOR ROAD see the M D improve the road South of 36 -29 -22 and south of 31- 29 -21 -4 IMPROVEMENT but to date the land owners do not wish to sell the M D the land required to widen and up -grade the road & MIS ITEMS Mr Hoff reported Mr Bob Elliott had expressed a concern about removal of trees due to up- grading of the Vandenbor road West 35- 29 -24 -4, but it was agreed that the trees must be removed Mr Berdahl reported that Mr Herbert H_Ssa has requested the M D up -grade the road into his residence to allow the school bus to get in to pick up his child It was agreed the Road Committee should met with Mr Heysa Mr Prowse, School Bus Supervisor, and Daun Buyer, School Trustee Mr Greg Sheppard from Alberta Transportation entered the meeting and discussed surveying and engineering needs of the M D He also advised Alberta Transportation are laying the base course now on the remainder of SR 575 The need for profiles for the Ferguson Project was also discussed with Mr IA Sheppard Mr Campbell moved that this meeting do now adjourn ADJOURNMENT Carried
