COUNCIL MEETING AUGUST 9th, 1982
A regular meeting of the Council of the M D of Kneehill #48 was held in the
M D Office in Three Hills, on Monday, August 9th, 1982 commencing at 9 00

Mrs Jean Wilkinson, Assistant Administrator was present and recorded the
minutes APPROVAL MINUTES
The following corrections to the minutes were noted-
Page 6 Paragraph 7 re- Three Hills Seed Plant - new government program
cost sharing should be 407 plant 40% government and 20% M.D - not
40 20 and 20 as recorded
Page 4 - Garbage Pickups - 8th paragraph - Hesketh pickup charge is
$37 50 per month - not $37 50 per week
Mr Ferguson moved approval of the minutes subject to these corrections being
made

Mr Boake reported that the washout on the land by the Reimer Coulee is not
M D responsibility
BUDGET RUN
Mr Jeffery reviewed the budget run to the end of June 1982, and the
statement was reviewed After discussion Mr Campbell moved approval of the
budget report

J C JEFFERY REPORT
Mr Jeffery reviewed his report covering the period July 26th to August 9th
and various items were discussed WIt1BORNE GAS
1 Wimborne Plant Road - cracking - after discussion Mr Ferguson moved PLANT ROAD
that the Road Committee have another look at the road and if necessary
the Road Committee be given the authority to have the road sealed with a chip
coat, following completion of the other road paving projects.

2 M Williams hired to push buggies with his F A crawler at$75 00 per hour PUSHING
Mr Jeffery reported that after one day's work with the F A crawler Mr BUGGIES
Williams' contract with the 14 D was terminated as the crawler could not F A CRAWLER
push the buggies as well as the M D D7 cat A cat from McRae Construction
of Didsbury was hired at government rates Mr Hastie reported the cat is pushing and
the buggies are being filled in about 30 seconds It was agreed that the cat from
McRae Construction be kept on the job pushing the buggies and the matter be
discussed again at the next meeting of Council. ROAD
There was discussion about the operation of the main crew as well as the operation STANDARD
of the __ .._..:or 's crew Road standards on the Ginther road was also
reviewed It appears the road top is surveyed at 9 meters and the top varies from
30 feet to 33 feet in width
The standards for this road would appear to be too high
HIGHWAY VEHICLE',
Alta Transportation will pay for highway vehicle fires but require particulars FIRES i
of the name of the owner, and insurance policy number 'v \ I
At the last meeting of Council it was agreed that there would be no charge
for any highway fire After lengthy discussion of this matter no change
was made to the motion passed at the last meeting and therefore no charges
will be made for highway vehicle fires
There was discussion about the seal coat put on the Acme East Road as well
as the need to surface the entire Orkney Road
It was again noted that the new grades should be gravelled as soon as
construction is finished

their motor grader operators to work on roads in division 5 as his
motor grader operator was away on holidays
The Condition of 4575 was discussed and it was noted further information SR. 575
will be forthcoming from the government soon as to correction of the slide
on the road

The possible exemption of summer temporary employees from sick day benefits e 10 f- COO

RENTAL
Mr Jeffery reported he had rented the M D S P smooth drum packer to Leduc
Construction to work on the Three Hills Access Road for 2 or 3 days with 0 <tT\
an M D operator After discussion Mr Hastie moved approval for the �� �� ✓�

After discussion of the request from Linden Contractors to crush extra
yards at the Garson pit to clean out the corner it was agreed that
Mr Ferguson and the Road Committee inspect the area to see if 30,000
yards would in fact clean out that corner
Road Committee agreed to meet Wednesday, August 11th, 1982
The correspondence was reviewed.
Mr. Campbell noted he and Mr Jeffery had reviewed the location of the
Huxley reservoir and the reservoir is within 10 feet of the undeveloped
road allowance on the east However all the digging had been completed
and cement was to be poured the next day so no change could be made
Mr Hoff reported briefly on a recent Alberta Agr'icu'lture Development Loan
Corporation meeting he attended recently
Mr Campbell moved approval of the report given by Mr Jeffery

Mr. Boake moved approval for the accounts paid in the month of July, 1982

AAMD & C request delegate sheets to be filed fo r the up- coming Fall
Convention - November 15th to 19th After discussion Mr Hastie moved
that all councillors be named as delegates to the convention with Mr
Jeffery as alternate should any of the councillors not attend

It was also agreed that if Mr Berdahl does not attend the Convention
Mr Ferguson should attend the Reeve's meeting scheduled for November 15th
at 3.00 P M
The Association will bring forward a resolution to the convention
concerning establishment of Jubilee Insurance Agencies as a Risk Bearing
Entity This requires an amendment to the association by -laws and
the required notice of motion has been sent out to all members of the
association
This resolution was discussed and noted it will be more fully discussed
at the convention

CANCELLATION OF TAXES
Mrs Margaret Barnes of Calgary has written advising she is no longer SW 36- 31 -23 -4
renting out the house on her land SW 36- 31 -23 -4 and requests reduction BARNES
of the 1982 taxes for 7 months and cancellation of the assessment on the
house for 1983. The house is now being used by one of the people renting
her land
Mr Ferguson moved that he be excused from discussions and voting on this
request as he along with his sons are renting the land from Mrs Barnes

After discussion of the request and noting the request had been reviewed
by the assessor, Mr Dunay, Mr Campbell moved that the sum of $201 74 `r
1 of the 1982 taxes on the SW 36- 31 -23 -4 be cancelled (1630 x 212 2 = $345 87
divided by 12 = $28 82 x 7 months = $201 74)

It was noted that the assessment on the house will be cancelled in the
1982 annual assessment

Mr Jeffery read a letter from Interim Committee for Economic REQUEST FOR FUNDS
Development in Southeast Central Alberta The interim committee FROM ICED.
requests that all areas make a financial committment towards the
establishment of an Economic Development Council The M D. of
Kneehill 's share would be $2814 00 for the first year v`�
After discussion and noting that Council had previously agreed not
to participate in this project, Mr Ferguson moved that the letter
from ICED be accepted and filed, and a letter be sent to the Interim
Committee advising that the M D will not participate in this program

Mr Jeffery read a letter from Mr Almer Weisenburger of Torrington
OLD TORRINGTON
concerning his lease of the old Torrington Gravel Pit for pasture purposes
GRAVEL PIT
Mr Weisenburger requests the M.D. to supply him with sufficient old grader
blades and wire to construct an additional 50 rods of fence and allow him
to pasture this area which is located in the SW of 16- 32 -26 -4 as part of
the original lease He would also like the M.D to supply him with 300
pounds of sweet clover seed in order to improve the forage
After discussion of this request Mr Boake moved that the Road Committee
review the situation and report back to Council at the next meeting.

Mr Jeffery reviewed information he had received from Murray McLellan
PROGRAM
of Alberta Agriculture regarding the new Seed Plant improvement program
'Project must be completed prior to application being made to Alta
!Agriculture
for funds, Seed Plant should have approval of the M.D.
;prior to starting on any capital project with a value of under $65,000 00,
land for capital projects over $65,000 00 from both the government and the M D
!Contribution from the M D is voluntary but M.D. must make a statement
approving the project even through it may not make a contribution towards the
costs
Mr Hoff moved to accept the report from Mr Jeffery

Following completion of the public hearing scheduled for 1 00 P M , the
Council meeting reconvened Larry Martin from C R P C entered the meeting
as well as Alex Cunningham, development officer BY -LAW 981
By -law number 981 to amend land use by -land 913 was then reviewed
Mr Martin noted that an amendment to by -law 981 is required as follows
Paragraph 1 -1th line - should read "the local area" not "the Regional area" VA
This is merely a technical amendment
Mr Campbell moved second reading to by -law 981, as amended

Mr. Boake moved third reading to by -law 981 as amended.

out of Pt NW 28- 30 -25 -4 was then reviewed and discussed. The parcel 30 -25 -4
is below minimum parcel size for the M.D and the density for that r�
quarter has been exceeded Mr. Maerz moved that Council recommend refusal
for this subdivision application as it is contrary to the existing M D
land use by -law 913,

It was agreed that the engineers are designing roads of too high a standard
and the design should be more in line with existing M D Policy, and should be more flexible
Mr Jeffery reported that Mr Sam Kahler will not sign any agreements on the
Riep Project and so the engineer has been asked to design a road on the
two miles south of that project. However to date the profiles are not available
and no agreements have been signed The contractor will likely wish to move
so Tito that job in the very near future
Mr Hastie noted that he felt compensation being paid for crop damage was
not high enough for crops such as rape and the policy should be more flexible
to allow for these types of crops The return on a good crop of rape would
be in exceSS of $200 00 per acre After discussion no change was made in the
existing compensation for crop damage

Ginther Road - okay to write off except for yield signs

Yield signs are required on the Ginther Road Project, and after
discussion Mr Boake moved that the M D install yield signs
at the SW corner of the SW of 1- 35 -25 -4 and at the north east
corner of the NE of 34- 34 -25 -4, so that the east -west traffic
will yield to the traffic travelling north and south

Mr Jeffery then read a letter from Alberta Environment concerning
the apparent financial success of the Drumheller & District Regional
Sold Waste Management Association. After discussion of the letter

Branch concerning recent bridge inspections as follows, and Council
