Those present were• G A Berdahl Otto Hoff Robert E Boake Richard A Maerz T A Ferguson Bruce Hastie R G Campbell Division 1 (Reeve) Division 2 Division 3 Division 4 Division 5 Division 6 Division 7 PRESENT J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was also present and recorded the minutes APPROVAL MINUTES The minutes of the July 12th meeting were briefly reviewed. There was discussion about the proposed annexation of portions of ID 7, as well as possible additional changes required for the M D road standard policy It was noted that side , slopes should be a 3 -1 slope in most cases Also noted M.D. roads may be constructed to too high a standard and taking too long to finish new grades Mr Boake moved approval of the minutes of the July 12th council meeting Carried Mr Jeffery reviewed the bank reconciliation statement for the month ending June 30th, 1982, and after discussion Mr. Campbell moved approval of the statement Carried The correspondence received in the period July 12th.to July 26th was then reviewed It was noted long service awards had been prepared and it was generally agreed these be presented to the employees concerned at the Christmas party this year Mr. Maerz moved to accept and file the correspondence received and the building permits issued during that period Carried Mr Neil Bauman, former resident of Grantville has requested council cancel one -half of his 1982 business tax He has moved from the 11 D in to the Town of Three Hills and will no longer be carrying on his business in the M D The tax for 1982 was $40.00 and Mr Bauman paid one -half or $20.00. Mr Campbell moved that the sum of $20 00 business tax on Roll Number 8081 for the year 1982 be cancelled �1 BANK STATEMENT 0 J, C, JEFFERY REPORT LONG SERVICE AWARDS CANCELLATION z of BUSINESS TAX ROLL 8081 J F— � I d', Carried Mrs Wilkinson reported that Alberta Tax Recovery and Property Administration Branch will not approve the 11 D obtaining clear title to tax recovery lots in Grainger It appears when the property was advertised back in 1947 the lots were advertised incorrectly as Lots on Plan 990 0 A rather than Plan 990 A 0 and therefore they cannot approve the sale to the M D It will require the filing of a new tax notification and going through the entire procedure in order to correct the matter Mr Boake moved to accept and file the report Carried Bids receivered on items advertised for sale were then opened Yazoo Tractor 1. Boles $1050 Tire Changer - Don Metzger $77 00 School Bus - Chester Lobe $100 00 Sheepsfoot Packer - Scobie Equipment JULY 26th, 1982 P 2 that the M D accepts the bids 11 Sales $500 00 BIDS FOR ITEMS OFFERED FOR SALE Carried After discussion of what to do with remaining items on which no bids were received, it was agreed to keep these items until the next time there are other items which can be advertised for sale Sc'^ The M D. road building standard policy was then reviewed ROAD BUILDING pOLICY It was noted that portions of the polciy should be used with discretion depending on the terrain involved A 2 -1 side slope is fairly steep. and under certain conditions staying with the policy would make the road unacceptable Policy should include a clause to allow discretion to be used - such as backslopes be a maximum of a 5 to 1 backslope depending and side slopes up to a 3 -1 slope This would allow necessary variance to the policy where terrain and conditions made it necessary. on conditions Mr. Campbell noted he is not satisfied with the profiles on the Riep road design Mr Hastie noted he stopped the work on the Walker road project as the design is not satisfactory He has requested the engineer to re- design the road. The standard of road construction was too high, the survey crew have resurveyed }},,e oad and Plans should be available soon he iep road profile was reviewed and it was agreed the design would be in accordance with existing M D policy but may create more problems with snow traps, etc e"�� CJ It was also agreed that if an engineer is hired to design a road for the M.D it must be reviewed with the engineer by the division councillor and the road foreman before the road is designed The Road Committee will meet with the engineer and Mr Hastie tomorrow to review the Walker Road Project: and the road project engineered for the main crew - East of 25 & 36 in 33 -25 -4 - and the committee is given authority to revise the plans if necessary / Council agreed to review the M D road construction policy at the next meeting of Council. PATCH & PAVING There was discussion about the need to get the patching and paving work done WORK before the holes become so large The hamlets of Ruarkville and Grantville both require more work in order to put the streets in some sort of reasonable shape Mr Jeffery reported that the road south of the Wimborne Gas Plant is also breaking up quite badly and must have some work done on it The use of cold mix in the hamlets was discussed, as well as the possibility of obtaining the remaining funds for the hamlets under the Hamlet Street Assistance program It was noted the grant could likely not be obtained until 1983, or 1984 It was also noted there is a bad spot on SR 583 It was agreed to discuss this matter after dinner with Mr Rempel The Shop & Foremen Committee meeting minutes July The need for additional storage at the M D shop discussed at length and Mr Ferguson moved that be purchased in 1982 SHOP & FOREMEN 22nd, 1982 were then reviewed COMMITTEE in Three HIlls was no additional fuel storage tanks Carried There was discussion about the number of radios now owned by the M D , and the need to have the extra radios which three of the councillors have turned back in There was also discussion about whether any old radios had been sold It was agreed Alex should report to council as to the number presently in use and the number which might be availa ble for sale Mr Maerz afterdiscussion with Mr Thompson suggested that Mr Haskell complete the remaining work at the R Toews project rather than sending a buggy back to finish it up The classification and rate of pay for Leon Walesky on the A S B were then reviewed Mr Soder felt he should be paid as a junior operator while mowing grass, or else paid as a senior labourer �! The classification given to Sandra Weir of senior operator while running the distributor truck was also discussed RADIOS COMPLETION R. TOEWS PROJECT WAGES FOR SANDRA WEIR & LEON WALESKY C" a • C� • COUNCIL MEETING JULY 26th, 1982 P 3 Mr. Campbell moved that Leon Walesky be paid a senior labourer's rate of V1 pay, but his classification remain as intermediate labourer Carried The need to have a heavier push cat for pushing the buggies was then discussed. It was noted that if there is a loss in production on the main crew as compared to the contractor's crew it would be because it is taking so long to fill the buggies with the small cat pushing them The cat should be at least a D8K or equivalent Cost of renting a D8K p��e or D9 was discussed and Mr Hoff moved that the M D rent a D8K or equivalent cat to work at a negotiated hourly rate on the Hastie Road project until August 9th, 1982, and the machine to be paid only for the hours it is actually working. Carried It was agreed the office should obtain prices from various contractors Mr Boake moved approval of the Shop & Foremen Committee meeting minutes Carried The meeting then adjourned for dinner between 12.00 Noon and 1.00 P.M Mr Rempel entered the meeting and the problem with lack of radios was discussed with him, as well as the need to have the patching and paving done It was agreed that an extra crew should be set up to run the tar baby and get the patch work done on the roads in Ruarkville, Grantville, Hesketh, Three HIlls East and the road north of the Dairy King It was generally agreed that it would be better to set up a crew to run all summer and keep ahead of the patching and paving work It may be that oil and chips will be better than the cold mix Other matters were then discussed with Mr Rempel regarding the operation of the gravel and paving crew Mr, Boake noted there is a problem with a washout on land near the Reimer Coulee and the land owner is concerned also that he cannot get across the creek to his north pasture It appeared that neither of these problems should involve the M D , but Mr Boake agreed to check further into the matter and report back to council if necessary. It was noted that the Road Committee should inspect the Fisher Davis Road also Mr Rempel left the meeting A delegation from the Trochu Fire Department - Gary Adam, Roy Enzie Lawrence Hogg and Charles Siltala entered the meeting to discuss with council the new policy passed by the M D - where a $200 00 charge would be imposed for attending a highway fire Mr Jeffery read a letter received from the Department in which they voiced their objections to this charge. The Department feel they are a volunteer department providing a service to the area. It was noted by council that at a recent fire convention some areas indicated they were being paid by the government for vehicle fires which occured on a provincial highway The original idea behind the policy was to receive reimbursement for out of area vehicles which used the services of the local departments. There was discussion about mutual aid covering this but generally agreed mutual aid was only for major disasters. Most people carry insurance on their vehicles which would pay the costs for the fire call, otherwise it might be paid by the province The department representatives again stated they feel they are providing a service and they definitely do not feel the local residents should be charged for a highway vehicle fire The department requested Council exempt their area from the policy They agreed after discussion they might not object to a charge for non - residents but not for residents of the area However the administration of this policy would then be very difficult - how to determine who is a ratepayer or resident of the area etc. It was also noted that the revenue from any fire call would be split between the Town and the M D and likely credited back against the fire costs of the two municipalities The delegation thanked council and they then left the meeting After further discussion Mr. Maerz moved that the policy of charging $200 00 for highway vehicle fires be rescinded Carried c- v L7J • COUNCIL MEETING JULY 26th, 1982 P 4 It was agreed to check with Alberta Transportation about the possibility of the province paying for vehicle fires on a highway and the matter be discussed again when that information is available. Mrs Wilkinson noted that one highway vehicle fire has been charged out - to Mr Don Schaber of Carbon Alberta - for a vehicle fire on Highway 21 on July 12th, - and Mr Maerz moved that the account of $200 00 charged to Mr Schaber be cancelled Carried A copy of a letter from Mr Kathol of Alberta Transportation to Mr Dennis Oster of Torrington was then read Alberta Transportation have decided not to undertake any proposed improvements to the V'\ intersection NNW 31- 32 -25 -4 After discussion of this information Mr Ferguson moved to accept and file as information Carried A complaint has been received about people dumping garbage on a forced road in NW 18- 30 -22 -4 and it was agreed that the Road Committee should inspect it Alberta Transportation advise they are placing a gravel reservation on E? 21- 30 -21 -4 (Crown Land) but will make no use of the area until such time as the Garson Pit is depleted. After discussion Mr Ferguson moved to accept and file as information Carried Alberta Bridge Branch have inspected the bridge WSW 17- 30 -26 -4 File 2113 - and feel that the bridge is adequate for another 3 or 4 years It will be considered for replacement at that time After discussion Mr Hastie moved that council accept the recommendation from Bridge Branch and place this bridge on the M.D.priority list for replacement.00nsideration in the future. Carried Mr Boake reported that he had discussed the proposed drainage project for E2 11- 29 -26 -4 with Mr Robert D. Bates. It appears that the water will have to be drained from Mr Bates' land across his neighbor's land - SE 14- 29 -26 -4 and then will drain through an existing M D road culvert to the east The water cannot drain in the road ditch along the SE of 14 29 -26 -4 as it is too high. After discussion of this matter, Mr Boake moved that Mr. Bates and Alberta Environment be advised that the M D would have no objection to the water being drained through natural water ways in the SE 14- 29 -26 -4 and thane*4ough an existing M D culvert on the north south M D road allowance, but will not allow water to drain along the ditch east of the SE 14- 29 -26 -4 Carried Mr Jeffery read a letter from Alta Environment Waste Management Branch. The government will undertake an assessment of this area to determine various environmental constraints which might be useful for municipal planning such as determining a site for municipal or special wastes After discussion of this mater, Mr Ferguson moved to accept and file. Carried The Drumheller Health Unit advise that they cannot force a resident in a hamlet to hook his premises up to existing Municipal services such as water and sewer However there is provision in the Municipal Government Act whereby the Council could do this After discussion of this fetter and the problem which is being experienced in the hamlet of Wimborne, Mr Campbell moved the matter be tabled until further information can be obtained about the provisions in the Municipal Government Act. Carried The matter of hamlet garbage pickups were then discussed The Town of Three HIlls advise they would not be able to pick up garbage in the M D hamlets at this time. Mr. Berdahl reported that Superior Disposal had finally dumped the box at Hesketh - after about 3 months Under the contract with Superior Hesketh is supposed to receive weekly household pickups 6 pickups at a cost of $6.25 each - total of $37 50 per nedt .rvlc n� However the company has placed a box there and did not dump the box there for at least 3 months Mr Hoff moved that the M D will allow Superior Disposal to leave the dump box at Hesketh and discontinue individual weekly pick ups for Hesketh subject to the following conditions- j� �� qq- -� - V\ 1 That the company agree to dump the box at least every two weeks 2 That the company agree that the charges for the M D. hamlet 1 e is COUNCIL MEETING pickups chargewill be $764 50 per month Mr Hastie reported he had not yet seen Mr his problem with trees Mr Ferguson moved until the next meeting of council JULY 26th, 1982 P 5 Carried E S Howard about to table this matter Carried A letter has been received from the Hogadone W I a community group from the Bigelow Dam Area They would like to see the grass cut around the dam area After discussion of this matter and noting that the land around the dam is owned by the provincial government, Mr Maerz moved that the letter from the Hogadone W I be forwarded to the appropriate government department in Edmonton Carried E S HOWARD COMPLAINT RE. DESTROYED TREES ab� HOGADONE W I REQUEST TO HAVE GRASS CUT AT BIGELOW DAM Mr Campbell reported he had met with Mr Wayne Pedrini and others TOLMAN PARK with regard to the proposed take over of the Tolman Park area POSSIBLE TAKE OVER BY The park representatives had reviewed the area and asked about GOVT M D maintenance costs for the park area They took numerous pictures and advised they would review the matter with the department heads and report back to the M D in due course Their one concern appeared to be the location of the Trochu Gun Club Mr Boake moved to accept the report given by Mr Campbell Carried Carried Mr Cunningham entered the meeting at this time to discuss with SERVICING OF PROPOSED council possible ways of servicing a proposed new lot in Grantville NEW LOT IN Marc Reed wishes to subdivide Lot 1 in Block 1 Plan 7611141 GRANTVILLE but servicing the lot will be a problem There are three solutions Lot 1 Block 1 - not allow the subdivision due to servicing problems 7611141 - M D put in a commercial lift station and pump the sewage from this residence into the existing line to the south of the proposed new lot - M D put in a manhole at the north west corner of Grantville and b�e� run a line from that manhole south west and tie into the P.B.I. '(a' sewer line at the new grade school C Applicant install a septic tank and his own lift pump to pump the sewage from the residence into the existing line to the south of the property Alternative 2 would cost about $12,000.00 Alternative 3 would cost about $10,000 00 Alternative 3 appears to be the best long range solution as it would allow servicing of new lots which might be created to the east of the new lot and would also allow for servicing lots to the north of Grantville if P B I wanted to develop additional residential lots The costs incurred could be shared by any new lots which might be developed and could be served by that new line Alternative 4 would be the cheapest short term solution It was agreed the possibility of development of new lots by P B I to the north of Grantville should be discussed with them before a decision is made Mr Campbell moved to table this matter until further information can be obtained from P.B.I. by Mr. Cunningham.' Carried SUBDIVISION Application for subdivision of an isolation of existing farmstead of 20 APPLICATION acres on NE 1- 31 -26 -4 was reviewed and Mr Ferguson moved that the M D NE 1- 31 -26 -4 recommend refusal for this subdivision as it does not comply with M D land use by -law requirements fl Carried Mr Leroy Bronson has written to withdraw his application for redesignation of the NW 31- 30 -25 -4 and after discussion of the matter, Mr Campbell moved to accept the withdrawal of the application for redesignation, but no refund of the application fee be made Carried WITHDRAWAL I REDESIGNATION APPLICATION A FOR NW 31- 30 -25 -4; ��1 M MCGHEE TEST PLOTS The A S B and Department of Agriculture have now arranged an FOR CONTINUOUS agreement with Mert McGhee regarding 3 50 acre test plots of land CROPPING for use in a continous cropping program After review of the agreement, Mr Ferguson moved that the Reeve and the Municipal AGREEMENT �. PALLISER. and have so advised the Minister of Municipal Affairs COMMISSION Mr Boake moved to accept and file as information Carried The Drumheller Ambulance Service advise that in 1981 10 calls were REPORT FROM made in the M D of Kneehill and urban areas Of those 10 calls DRUM AMB. SERVICE only one was to a rural residence Mr Hoff moved to accept and file as information Carried WIMBORNE GAS The Wimborne Gas Plant Road was again discussed Mr Rempel has recommended PLANT ROAD_ that the holes on this road be patched using the tar baby and then put a chip coat over the entire road It was agreed the Road Committee should inspect the road and report back to Council / Mr Jeffery noted that no report has been received yet from Alberta / Transportation concerning the slide on the Pope Lease Road POPE LEASE ROAD This matter will be discussed again at the next meeting of council Mr Campbell moved to accept the report from Mr Jeffery. Carried PROPOSED Mr Hoff reported that the Village of Beiseker has proposed to apply for ANNEXATION annexation of an area of land north of the village across Highway 72 VILLAGE BEISEKEB The Planning Commission had discussed this proposal and it was generally felt that the application for annexation was too large The proposed annexation by the Town of Three Hills was then reviewed. PROPOSED Mr. Maerz reported he had discussed with Larry Martin of C R P C ANNEXATION the situation and he has again suggested the M D not oppose the TOWN OF annexation of areas 5, 6 9 & 10, and remain in opposition to annexation THREE HILLS of any other areas After lengthy discussion of this matter, Mr. Campbell moved that the M D. revise its position on the proposed annexation and agree not to oppose annexation of areas 5, 6, 9 & 10, and remain in opposition to annexation of areas 1, 2, 3 & 4 - areas as shown on the annexation proposal Mr. Ferguson requested a recorded vote In favour - Otto Hoff, R G Campbell, R E Boake, Bruce Hastie, R.A.Mj1'f'.z Opposed - T A. Ferguson, G.A. Berdahl. w MOTION CARRIED THREE HILLS SEED The Three Hills Seed Plant have requested the M D share in up- grading PLANT costs for 1982 for a building addition, new overhead door, treater, UPGRADING installation of water and sewer and wiring Approximate costs $36,199 00 GRANT REQUEST Under the new government program the government will pay up to 40% of the approyed costsj'j O% by the plant and 20% by the M.D. It is a voluntary program, and the M.D. may not be required to contribute in order for the plant to obtain the 40% from the government ✓4 Mr Ferguson moved that the M D of of the costs of up- grading for 1982 It was agreed that if the 40% grant further consideration will be given by the M D to the up- grading plans Kneehill apply to the govenment for 40% for the Three Hills Seed Plant, Carried from the government is approved to what contribution might be made Mr Berdahl reported that the Rosebud Seed Plant board has collected approximately $224,000 00 towards itsshare of their proposed new plant. LOW LEVEL CROSSINGS There was discussion about the need for low level crossings at NEED 0� 1. Sharples - SW 17- 29 -22 -4 - existing bridge is too narrow for machinery to cross O' 2 NW 33- 31 -26 -4 - existing bridge too narrow for machinery to cross IMPROVEMENTS It was agreed these should be considered next year for improvements There was discussion about the need for motor grader operators to continue MAPS FROM sending in a map each month indicating the number of roads he graded in the GRADER �) past month After discussion of the reasons for implementation of the maps OPERATORS e and the need to continue doing them, it was generally agreed the operators should continue to submit the maps each month. r� 0 C� J • 40 COUNCIL MEETING JULY 26th, 1982 P ►7 Mr Berdahl reported on the recent School Division meeting he attended No petition was received against the proposed borrowing by the school division, expropriation of land for the Three Hills School was discussed and there are many applications from teachers for jobs Mr Boake is to attend the next meeting of the school division Mr Ferguson moved to accept the report from Mr Berdahl.
