JUNE 18th, 1982
The Road Committee of R G Campbell, G A Berdahl and J C Jeffery
as well as Robert E Boake met and make the following recommendation
1 Linden _ Calcliun Chloride _ okay to write off
2 Linden Overpass - Guard rails to be repaired _ SE corner - refer
3 Stop Sign down at Verhaests _ referred to Joan Kubenic
4 Children Crossing sign down at Linden Private School
5 Keivers Grading Project - would not call it a blade grade unless more work is to be
done _ Remove from program
6 H Ziegler - Recommend no change on lease road _ see further report on agenda

A regular meeting of the Council of the M D of Kneehill #48 was held in the Municipal
Office, Three Hills, on Monday June 28, 1982 commencing at 9 00 A M

J.C. Jeffery Municipal Administrator was present and recorded the minutes
Mrs Jean Wilkinson, Assistant Administrator was present during some portionsof the meeting
Mr Bruce Hastie moved approval of the minutes of council meeting June 14, 1982

APPROVAL OF MINUTES
Mr George Rempel, Gravel Foreman, entered the meeting at 9.10 A M Mr Rempel
gave a brief report regarding our gravel situation at the present time He
reported we needed gravel at Megli & Toews Pits but were in good enough shape
to let Mr Hazelton move to the M.D of Starland after he completes the

Mr. Doug Hazelton of Linden Contractors entered the meeting 9.20 A M
Mr Hazelton advised he would like to move to the M D of Starland to do
100,000 cu yds for them as soon as possible
Mr Hazelton stated he had 5,000 cu yds of 3" and 6,000 cu yds of
chips to crush at Garsons before he moved It was agreed Mr Hazelton be allowed
to move to Starland after he finishes our requirements at the Garson Pit It
was further agreed Mr. Hazelton could move to Megli and then Toews when he
returns in September and agreed Linden Contractors could finish cleaning up
the south west corner of the Megli Pit and the pile baled out by Hopkins
Construction at Megli's
Mr Hazelton then left the meeting at 9 45 A M

Mr Rempel reported we were nearly out of gravel at the Garson Pit It was
agreed the administrator check with Alberta Transportation to see if we could
acquire gravel from the crown quarter E2 of 21- 30 -21 -W4 ALTA TRANSP. GRAVEL

It was further agreed the administrator check out the Loewen gravel lease and
see if we could extend the lease length.
Mr Rempel reported gravel was hauled to June 30 as follows

Mr Bruce Hastie reported he had decided to light coat surface the Hamlet of
Wimborne as soon as possible and again last surfacing project

The Shop & Foremans committee minutes of June 24, 1982 were discussed and
the following decisions were made
- Locator for sign man - agreed one not be purchased
- Borrow Pit Agreements - agreed to renovate forms to include fencing to be
replaced in kind and also permission for A G T to place their temporary
cable on private property. SHOP & FOREMAN
Mr Richard Maerz moved a price be obtained on a 500 gallon and a 1,000 MEETING -Jun 24/82
gallon fuel tank and stand for next meeting

Mr. Reg G. Campbell moved we advertise the following for sale with bids
to be back by July 26, 1982 -

Administrator reported he had received a complaint from Mr E Howard, advising
we had chemically killed some of his trees and the trees were falling down
and breaking his fence. After lengthy discussion it was agreed Mr Hastie TREE
contact Mr Howard to see if some solution could be found. DAMAGE

The meeting then adjourned for dinner between 12.00 Noon and 1.00 P M DINNER
Discussions were then held concerning 1983 hours of work
Mr Bruce Hastie moved outside staff working hours be 8 hrs. per day after 1983
January 1, 1983 and next summer up to 10 hrs per day with the employees WORKING HOURS
to have a choice of working 10 hrs per day from now until shat down
Mr Richard A Maerz moved the above motion be amended to record up
to 8 hrs per day as at January 1, 1983

and Mr. Maerz advised that Mr Ziegler wished the lease to be cancelled

Allen Reimer ditch on SW 7 31 24 W4 was discussed and Mr Hoff reported
project is still not satisfactory Mr Hoff agreed to discuss with Mr REIMER DITCH
Reimer again and report back. SW 7 31 24
Mr. Monty McGregor, Dist Engineer, entered the meeting at this time
approx 3.00 P.M.
Mr McGregor reported that X6575 is almost completed and asked if the ban
could be removed on one mile of X6837 as they want to use this as a haul
road for X6575 Council agreed that Alberta Transportation may use MONTY MCGREGOR
this mile of #837 as a haul road Mr McGregor stated our engineering DIST ENGINEER
grant is now $9,300 00 and the maximum is $13,000.00. He stated the
design on #27 was too low and would likely not be gravel until
1983 or 1984 Mr Campbell asked Mr McGregor about a bad bump on
the bridge or X6585 and Mr McGregor agreed he would look into the problem
Mr McGregor left the meeting at 3.45 P.M.
Bids for our contract projects S of 28 & 29 33 24 4 & West of 29 & 32 33 22 W4
were reviewed as follows
After lengthy discussion Mr T A Ferguson moved the tender of Howard Marshall
Const be accepted at the above prices and that our second choice be Booth
Construction at the above prices and that our engineers be required to
supervise at least twice per week.

and the administrator read a letter from Alberta Environment After brief BATES DRAINAGE
discussion Mr R E Boake moved to table this item to the next meeting SE 14 29 26 4

Mr G A Berdahl gave a brief report regarding the request of Mr Peterson
to cancel the road diversion in SW 12 29 22 W4 Mr Berdahl reported that PETERSON
Mr Peterson did not wish to pursue the diversion any further Mr R G DIVERSION

and Mr Hoff advised he had not yet had time to see Mr Metzger FORCED ROAD

A request from the Three Hills Seed Cleaning Plant for our upgrading 3 -HILLS SEED PLANT
grant of 20% of $36,200 or $7,240 00 was reviewed briefly. Mr. Otto REQUEST
Hoff moved this request be tabled for more information

A letter from Mr Bob Penner asking for relaxation of parcel size
on SE 7 31 25 4 was referred to briefly. Mr. Robert E Boake moved BOB PENNER RELAXATION
to accept and file the letter as Mr Penner has since changed his SE 7 31 25 4
plans

The administrator read a letter from Mr. Marvin Moore, Minister of
Municipal Affairs to Mr Reg Thurston, Reeve of County of Wheatland
in which the Minister advised he would not consider a Rural Regional RURAL REGIONAL
Planning Commission A reply letter was also read from Mr Thurston PLANNING COMM
to Mr Moore expressing his disappointment that a meeting was not
called and in his decision Mr R E Boake moved to accept and
file the letter

The administrator read letters from Palliser Planning Commission expressing
their appreciation in holding the meeting May 31, 1982 and letters PALLISER PLANNING
from Town of Trochu, Village of Carbon, and Village of Torrington COMM
expressing their desire in joining the Palliser Regional Planning Comm.
After brief discussion Mr R E Boake moved this item be tabled to next
meeting, pending decisions from Town of Three Hills, Village of Acme,
and Village of Linden.

The administrator read a letter from Alberta Environment in regards to
Pesticide container depots in which they advised Alberta Environment ALTA ENVIRON
would accept no liability for these sites After discussion Mr. R.E. Boake PESTICIDE
moved that a representation from Alberta Environment be invited to our CONTAINER SITES
meeting to discuss this with us

A letter was read from Three Hills Municipal Hospital to Mr Dave Russell,
Minister of Hospital & Medical Care advising Mr. Russell that the 3 -HILLS HOSPITAL
Three Hills Hospital wanted to retain their present board until the BD. MEMBERS
1983 elections
Mr R G Campbell moved to accept and file as information

A letter was read from Alberta Hospitals and Medical Care to
Trochu Municipal Hospital in which they asked the Trochu Hospital to TROCHU HOSPITAL
survey all the land owners involved in the proposed boundary change BOUNDARIES
to ascertain the peoples opinion After some discussion Mr T A
Ferguson moved to accept and file as information.

A letter was read from Alberta Hospitals and Medicare along with Order in
Council 654/82 establishing the Drumheller General & Auxiliary Hospital
and Nursing Home District X63. After discussion, Mr. Otto Hoff moved
to accept and file the order.

The administrator read a letter from Alberta Safety Council advising that FARM SAFETY
Farm Safety Week is July 25- 31/82. After discussion, Mr T.A. Ferguson WEEK JULY 25 -31/82

Mr Otto Hoff reported a road sign was down on the East Carbon south road SIGN DOWN
approx. 14 mile south of the Railway tracks on the light coat surfacing W of 14 29 23

property east of Brost S of 28 29 24 4 NO EXIT
