It was generally agreed the up -date should include names of councillors, KING their years of service, the secretary treasurers, assessors, ag fieldmen, utility officers public work superintendent and foremen, and some high lights RATE OF such as creation of the ambulance society, the large culvert installed at the PAY Anderson Bridge, etc The rate of pay for Mr King was also discussed and Mr Ferguson moved that Mr King be authorized to prepare the history up -date at a rate of $10 00 per hour plus out of pocket expenses Carried Mr King left the meeting at this time J C JERRY REPORT Mr Jeffery reviewed his report covering the period May 31st to June 14th, 1982 and various items were discussed including the patching and crackfilling work Mr Ferguson also reported that the patch work done last year on the Three f. a preliminary count indicates a population of 5738, somewhat over CENSUS the federal figures of 5641 The final count will be available in the near future RATE OF PAY The rate of pay set for the census takers was then discussed and it FOR CENSUS was noted that it took considerably more time and more paper work was TAKERS involved that initially expected Mr Ferguson moved that he be excused from discussing and voting on this matter, as he is personally involved as a census taker Carried Mr Berdahl moved that he be excused from discussing and voting on this matter as his daughter in law was a census taker Carried Mr Hastie moved that he be excused from discussing and voting on this matter as his wife was a census taker Carried After lengthy discussion of the matter, Mr Hoff moved that each census taker be paid an additional $75 00 as a bonus Carried The matter of charging for highway fires was then discussed Three departments have recommended a charge of between $200 00 to $300 00 an hour for the pumper unit between $40 00 and $50 00 an hour for the water truck and $10 00 an hour per man attending the fire U-ochu in the past has been opposed to charging for these fires but no response was received because they had not had a meeting recently Carbon department did not reply either V s CHARGES FOR HIGHWAY FIRES After lengthy discussion of this matter Pdlr Campbell moved the matter be tabled and further information be obtained from M D of Starland Mountain View, Rockyview, etc , as to whether they charge for these types of fires Carried Mr Jeffery reported Linden Contractors will be finished at the Schmautz pit this week and will move to the Garson Pit next week to do the chips and the 3" crush However he then wishes to move over to the M D of Starland to do about 120,000 yards and will move back to the M D pits in about 6 weeks After discussion of this matter, Mr Hastie moved that Mr Jeffery review the gravel situation with Mr Rempel and arrange an appointment for Mr Hazelton to meet with council on June 28th Carried input on the proposed regional plan Mr Mercer was thanked for coming an he left the meeting G .� Qi LINDEN CONTRACTORS GRAVEL CRUSHING MEETING WITH C R P C RE 1980 REG PLAN d MEETING AT Mr Jeffery noted a meeting has been arranged at Palliser Regional Commission PALLISER Office for Wednesday, June 16th, 1982 at 10.00 A M , and it was agreed COMMISSION Mr Ferguson, Mr Campbell, Mr Boake, Mr Cunningham, Mr Jeffery and Mrs Wilkinson attend this meeting if possible MR Boake moved acceptance of Mr Jeffery's report Carried Mr Paul Mercer from C R P C entered the meeting at this time (11 00 A M to discuss with Council the proposed 1980 regional plans and changes made to that plan up to date Various aspects of the plan were reviewed with council and Mr Mercer advised that a public hearing is scheduled for 1 00 P M , July 14th, 1982 at the Carriage Inn in Calgary to receive publi c The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M DINNER f There has been a request to set up a temporary collection site at Carbon TEMP for pesticide containers as farmers there feel it is too far to drive to COLLECTION the collection site at Acme It was noted that Alberta Environment has SITE approved the temporary sites set up at Three Hills and Acme After discussion PESTICIDE it was agreed that there be no change made in the number of temporary sites, CONTAINERS but an advertisement be put in the Capital requesting farmers to bring their rinsed chemical cans to the temporary sites established at Three Hills and Acme Mr Jeffery reviewed the required agreement for participation in the RRAP program 9RRAP q i s .1 i a E� � 11 ODUNCIL MEETING JUNE 14th, 1982 P 3 and Mr Ferguson moved that the Reeve and Municipal Administrator be authorized to sign the agreement on behalf of the M D of Kneehill #48 Carried OFFICE Mr Jeffery noted that the M D office requires painting both inside and I PAINTING out and in particular the windows require painting After discussion it was agreed this fob be considered next year BID FOR PURCHASE OF Hobbema Farms Ltd , had submitted a bid of $4100 00 for three packers OLD Hyster Vibratory tow type sheepfoot, 1 Hyster smooth drum packer and PARS one 60" sheepfoot packer However the 60 sheepsfoot packer has been sold, and the price of $4100 00 "N was not sufficient and after discussion Mr Boake moved that the bid of $4100 00 be refused Carried It was agreed that the possible sale of the two remaining packers be discussed at the next Shop & Foremen Committee Meeting Carried LYLE GELINAS & The rate of pay for Lyle Gelinas - Sub foreman on the main crew and RICK VICKERY for Rick Vickery was then discussed and Mr Ferguson moved that RATE OF PAY in as much as Lyle Gelinas was appointed as a sub- foreman on the ✓' crew effective May 1st, 1982 he should receive the extra 30� per hour as per the contract, and that no further change be made in the rate of pay for Mr Gelinas or Mr Vickery Carried The minutes from the Road Tour held on June 9th were reviewed and it was noted that the calcium chloride used on the streets in Swalwell appears to be working quite well Mr Hastie moved to accept and file the report Carried Mr Jeffery then reviewed an agreement submitted by Nova Corporation to the M D Nova require the agreement signed if the M D intend to up -grade the road between NE 27 and NW 26 in 29_22 -4 as a Nova gas line crosses this road and if the line has to be lowered the M D would have to bear the cost of lowering the line ROAD TOUR MINUTES PIPELINE CROSSING AGREEMENT FROM NOVA NW 2 6_29 -22-2 There was lengthy discussion about this matter and Council was of the general opinion that oil companies should be responsible for moving their lines at their own expense if required to do so because of road up- grading Mr Hastie moved that this matter be tabled until further information can be obtained about the need for such an agreement Carried INSPECTION ACME SOUTH Mr Boake requested the Road Committee to inspect the Acme South BOUNDARY ROAD I" boundary road which was re built last year as alot of rocks are showing up on contains additional clauses imposing further conditions on the M D , and after discussion of the matter, Mr Maerz moved that Mr Barnes and his v4 solicitor be advised the M D will not sign this agreement, will sign only the agreement as prepared by the M D solicitor and if Mr Barnes is not prepared to sign the agreement prepared by the M D solicitor The M D will have to insist on compliance with the terms of its Development Appeal Board order Carried C P RAIL Mr Jeffery read a letter from C P Rail regarding a proposed change in the SE 15- 33_26- road and the railway crossing at the SE 15-33 -26_4 C P Rail advise that the original road allowance at this location was closed when the road diversion and railway crossing was installed and to re locate the road on original road %A allowance and to change the crossing would require an application to the Canadian Transport Commission The company also advise they would likely oppose the application as the proposed crossing locationYais poor sight distance After discussion Mr Hastie moved that C P Rail be advised the M D will not proceed with the proposed road relocation at this time Carried CHANGE TO SM Mr Hastie further moved that as the road improvement at SE 15-33 -26-4 CREW PROGRAM will not be done by the Small Crew in 1982 that the Hoppins Road North (West of 18 & 19 in 34_24_4)be added to the Small Crew Program for 1982 for 1982 f Carried n E COUNCILMEETING JUNE 14th, 1982 P 4 Mr Hastie noted he would require in addition to the motor graders to construct the blade grade at this location a scraper and a cat to properly complete the project PURCHASE OF FORMER It was reported that the Bethel Church has purchased the former AMA camp site AMA at Keiver Lake and have erected a barrier on the M D road allowance CAMP leading to the lake The Church would like the M D to close that KEIVER LAKE portion of the road allowance and sell it to them AFter discussion Mr Ferguson moved that the M D not close the J, original road allowance as requested and the Church be requested to remove the barrier from the M D road allowance Carried THREE HILLS ACCESS The Town of Three Hills have written advising Alberta Transportation ROAD will fund the up- grading of the Three Hills Access Road with the exception of lighting costs which would be the responsibility of the municipalities involved The Town also request the M D authorize the Town to be responsible for the management of the construction of the road After discussion Mr Ferguson moved that the M D has no objection to the Town of Three Hills being resonsible for the management of construction of the road and further moved that the M D does not wish any lighting on that portion of the access road within the M D of Kneehill #48 Carried The speed limits on M D paved roads was then discussed Present limits are 100 KM per hour in day time and 80 KM per hour at night Other areas are 100 and 90 After discussion Mr Boake moved first reading to a by -law 979 to set maximum speed limits on all (new and old) roads at 100 KM per Hour in day time and 90 HIV7 per hour at night, as outlined on the map to be attached to the by-law, and to set speed limits of 50 KM per hour for the following All hamlets in the MD M D SPEED LIMITS BY LAW 979 surfaced Road passing south of Part of Section 4 & 5 in 32_22 -4 - known as Ghost Pine Sport Grounds Road passing west of Part of Section 6 & 7 in Township 32 Range 23 W4th known as P B I , Road passing south of Part of Section 28- Township 30, Range 25 - West 4th known as The Church of God in Christ Mennonite Road passing west of Section 20 & 29 in 30-25-4 known as the Linden Intersection 30 KM per hour in all School and Playground Zones as posted 70 KM per hour on the Three Hills Access Road passing south of Section 6 32-23-4 20 KM per hour within the boundaries of all municipal parks, including Keiver's Lake, Swalwell Dam Park and Tolman Park and that upon final passing of this by -,law by-laws 880 and 977 be entirely repealed Carried Mr Maerz moved second reading to this by-law Carried Mr Hastie moved that third reading be given to this by -law at this time Carried Unanimously Mr Campbell moved third reading to this by-law Carried k 1 � ` C. bi `a HAMLET ST Mr Jeffery reported that the Hamlet Street Assistance Grant for Wimborne ASSISTANCE is availab -b in the year 1982 and after discussion of what should be used WIMBORNE on the streets - light coat surfacing or calcium chloride, Mr Ferguson moved that Mr Hastie be given the authority to proceed with improvement VC P of the Wimborne streets using either light coat surfacing or calcium chloride Carried A copy of a letter from Henry Kroger, Minister of Transportation to Mrs G Ross, Alderman for the City of Drumheller, was read to the meeting The government will designate the route commonly known as the Dinosaur Trail and design and install an initial set for signs for the road However the municipalities involved must look after maintenance of the said signs after the initial installation Mr Maerz moved to accept and file the letter as information Carried Alberta Transportation has forwarded to the M D its 1982 public transportation operating assistance grant of $11 948 After discussion Mr Campbell moved that the towns and villages be advised the M D policy on the use of these funds will be the same as in 1981 - the M D DINOSAUR TRAIL 1982 PUBLIC TRANSPORTATION GRANT I� 1 D] • COUNCIL MEETING JUNE 14th, 1982 to P 5 will contribute up/a maximum of $1500 00 towards projects in each of the 7 urban municipalties on condition the town or village or city match the contribution being made to the project by the M D C led arr SIGNS ON ROAD The M D has been requested to install some type of signs on the north- soutYFant 6-31 -21 -4 road east of Section 6-31 -21-4 where it intersects with the east -west road allowance at the North West corner of Section 31-30-21-4 After discussion Mr Boake moved that a yield sign be installed at the south east corner of the SE of 6_ 31 -21 -4, a checkerboard sign be installed at the north west corner of the NW of 31- 30 -21 -4, and a yield sign be installed on the north side of the intersection of the two forced road diversions in the NW 36-30-21-4 Carried REMOVAL OF CARAGANA Mrs Helen Carriere of Three Hills has requested the M D remove two East of 4-33 -24-4 rows of caragana from the ditch on the I-S road east of SE 4-33-24-4 The caragana obstructsvision pulling on to the road from her residence AFter discussion Mr Maerz moved that Mr Hastie inspect the situation and be given permission to resolve the problem, if he feels it is the responsibility of the M D to remove the caragana Carried ROAD CROSSINGS PAN Pan Canadian has requested permission from the M D to cross two M D CANADIAN road allowances at greater than a 90 degree angle One crossing is between Section 30- 28 -20 -4 and 25-28 -21 -4 and one is between 19- 28_22 -4 and 24-28-23 -4 After discussion of the request and review of the existing road crossing policy and the new regulations imposed by E R C B Mr Boake moved that the existing road crossing policy be drafted into a formal type of agreement and any time an oil company wishes to cross an M D , road they must sign the agreement, which will include a clause that the oil companies must locate, expose and if necessary lower their lines if the M D should require it for any reason, at their own expense Carried RURAL PLANNING Mr Jeffery read a copy of a letter sent by the County of Wheatland COMMISSION to the Minister of Municipal Affairs local M L A , and other interested persons concerning the request from the four rural municipalities to form their own rural planning commission ` After brief discussion Mr Hastie moved to accept and file as information Carried R PENNER Mr Robert Penner of Linden has requested the M D Council to relax its ISOLATION maximum parcel size for an isolation of existing farmstead from 10 acres SE 7 -31 -25-4 to 16 acres on the SE 7-31-25-4 Mr Penner notes he requires the 16 acres to accomodate the existing building site and some pasture land After discussion of this request Mr Boake moved to table this matter until the next meeting of Council Carried D WEIMER Mrs Debbie Weiner of Torrington has requested the M D Council to relax its ISOLATION maximum parcel size for an isolation of existing farmstead on NE 12- 33 -27 -4 NE 12-33-27 from 10 acres to 12 54 acres The letter submitted by Mrs Weimer was read to council and after discussion Mr Maerz moved first reading to BY-LAW 980 by -law 980, this being a by -law to amend land use by -law 913 to relax the maximum parcel size for an isolation of existing farmstead on NE 12- 33 -27 -4 from 10 acres to approximately 12 54 acres Carried Mr Campbell moved that the public hearing be held in the M D office in Three Hills, on Monday, July 12th, 1982, at 1 00 P M Carried Mr Jeffery reported he had met with Larry Martin of C R P C regarding the M D position on the Three HIlls Annexation, and Mr Martin asks if Council would be willing to compromise with the Town and allow other areas The hearing will likely be held in September or October The areas proposed for annexation were discussed at length and Mr Berdahl moved that the M D advise the Town the M D would be willing not to oppose annexation of area 5 being Part of the NW of 31- 31 -23 -4 and the east half of areas 9 and 10 being LSD 3, 6, 11 and that portion of LSD 14 not presently in the Town of Three HIlls in the West half of 36 -31 -23-4 CARRIED Mr Campbell moved that the M D request the Town to meet with the M D council at the next council meeting to discuss the annexation proposals THREE HILLS ANNEXATION IWAI Carried BUFFALO JUMP PARK P k h r itten the M D advising it ROAD The Deputy M s inister of Alberta ar as w • COUNCIL MEETING JUNE 14th 1982 P 6 cannot up -grade the road leading into the Buffalo Jump Park road at this time Mr Boake moved to accept and file as information Carried HOSPITAL St Mary's Hospital have written a letter requesting the M D and BOUNDARIES the Minister of Health to proceed with the necessary steps to straighten TROC11U & ELNORA the boundary line between the Elnora and Trochu Hospital districts After discussion of the matter Mr Maerz moved that the M D of Kneehill affirm its position in this matter, that being that all hospital district boundaries should be co- terminimous with M D boundaries Carried It was agreed that both hospital boards and the Minister be advised accordingly THREE HILLS SEED , The Three Hills Seed Plant have requested the M D share in proposed 1 PLANT upgrading plans for the plant in 1982 _ approximate costs of $36,199 00 and after discussion Mr Ferguson moved to table this request until further information is available Carried REQUEST FOR The Social Studies Grade 10 Class request the M D make a donation DONATION towards their proposed field trip to the West coast of Canada and U S A next year Mr Campbell moved to accept and file as information n Carried SURVEYING Mr Jeffery reported that Robin Arthurs Alberta Land Surveyor has CEMETERY indicated he would charge $30 00 per hour for his work and $40 00 per PED,S hour for a 2 man crew plus $36 00 per day per man for room and board to undertake surveying of plots at the Swalwell cemetery After discussion Mr Boake moved that the M D hire Robin Arthurs for two days to survey and stake the plots at the Swalwell Cemetery, and further moved that Alex Cunningham work with Mr Arthurs and his crew for these two days Carried Mr G A Berdahl left the meeting at this time _ 5.20 P M RETURN OLD FORCED Mr Jeffery noted that Mr Berdahl has requested the M D return to his ROAD quarter section - NW 2- 2922_4 that portion of the forced road(Plan 6742 B M no longer used It appears the forced road previously went south around a coulee and sometime after the survey was done the road was straightened
