Easier Access for Disabled People in communities Federation of Can Municipalities - filed 39 Report from Drumheller Health Unit re- Win-borne Water Analysis - referred to Alex 40 1981 Financial Statement - Three Hills School Division - Surplus $71,188 i U • COUNCIL MEETING MARCH 22nd, 1982 A regular meeting of the Council of the M D of Kneehill #48 was held on Monday, March 22nd, 1982, commencing at 9 00 A M Those present were- G A Berdahl Otto Hoff Robert E Boake Richard A Maerz T A Ferguson Bruce Hastie R G Campbell Division 1 (Reeve) Division 2 Division 3 Division 4 Division 5 Division 6 (until 10.20 A M Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator I' 0 APPROVAL OF MINUTES Mr Maerz moved approval of the minutes of council meeting of March 15th, 1982 Carried APPROVAL ACCOUNTS Mr Ferguson moved approval of the accounts paid in the month of February, 1982 Carried MEETING Council then discussed at length an incident involving John Dorn which occured WITH J on March 11th, 1982 Mr Dorn was absent from his job frcrn at least 3 30 P M DORN on that day, his vehicle was left sitting on the street overnight and Mr Dorn was driven homeby the administrator at approximately 6 15 P M Council interviewed Mr Dorn concerning this matter and it was agreed and Mr this kind of behaviour would not be tolerated and no M D vehicle is to be park;.at the Three Hills or any other bar at any time The loss of driver's licence by Wallace Rasmussen was also discussed briefly Mr Hastie left the meeting at this time Dorn advised The Galion motor grader demonstration was then discussed Mr Ken Knutsen representative from Vulcan Machinery entered the meeting and discussed various items concerning the grader with council - such as the 2 year warranty on parts and labour which is available unlimited hours - first year free 2nd year cost $2712 00, provision of parts should be no problem - main depot will be in Edmonton, limited number of graders in use in Alberta, warranty would be given in writing, a floating plow is available and is $523 00 cheaper Mr Knutsen noted delivery date is uncertain at this time He agreed to get a firm delivery date and advise council of same later today he then left the meeting Mr Ferguson left the meeting at this time f Mr Campbell moved approval of the bank reconciliation statement to the 28th of February, 1982 Carried GALION MOTOR GRADER IV BANK STAT GRANT FOR SURFACING Mr Berdahl noted he had received a letter from The Honourable Henry Kroger, ALT' TRANSP Minister of Alberta Transportation, advising the government would make a $50,000 00 grant to the M D to assist with the costs incurred last year for light coat surfacing on SR 587 Mr Hoff moved to accept and file as information and directed the office to send a letter of thanks to Mr Kroeger with a copy to Mrs Osterman Carried J C 'i � "I"ERY ((, I Council then reviewed Iv1r Jeffery's reports for the periods February 22nd to RE:PORTS March 8th, and March 8th to March 22nd, and the following items were dealt with. 1 Joint Recreation Meeting in Acme - April 7th, 1982. It was agreed that all councillors who wish should attend the meeting 2 The request from Town of Three Hills for advance towards the water project was discussed and Mr Boake moved the M D advance the stun of $75,000 00 towards the Three Hills Water Project at this time Carried 3 ReTroval of Old School Bus Motor for use in other truck - it was agreed that the old bus be advertised for sale as is, without a motor 4 Use of Pascal motor grader blades was discussed and Mr Boake moved to refer r this matter to the next Shop & Foremen Committee meeting Carried i I 0 n U COUNCIL MEETING MARCH 22nd, 1982 P 2 5 Need for No Trespassing Signs at gravel pits and stock pile sites discussed and agreed it should be checked with M D solicitor in of recent accident 6 Regional Resources will be asking for over $1500 00 contribution Mr Maerz moved approval of the reports given by Mr Jeffery Mr Ken Knutsen re- entered the meeting and advised delivery date of Galion Grader would be 60 days He then left the meeting a ilew rvnk_llitLor, MOTOR GRADER Mr Boake moved that the M D purchase a new Galion motor grader from Vulcan Macninery Ltd , for a net price after trade of $113,210 00 less $523 00 rebate for difference in the V -Plow Mr Campbell moved that the M D not purchase the 2nd year warranty package on the Galion Motor Grader from Vulcan Machinery Carried r Carried The meeting tien adjourned for dinner, between 12 00 Noon and 1 00 P M Mr Ferguson returned to the meeting at this time Mr Greg Houghton from C R P C , and Alex Cunningham,Development Officer entered the meeting at this time Mr Nlaerz moved that the Council meeting adjourn in order to sit as Development Appeal Board z �,1 MATA Carried Mr Maerz moved that the Council meeting do now re- convene, the development appeal naving been dealt with Carried Mr Gordon Machell of Three Hills entered the meeting at this time to discuss with Council the reasons for his application for redesignation of SW 3- 32 -24 -4 He intends to establish a thoroughbred training facility and requires the redesignation in order to apply for a 40 acre intensive subdivision He further noted he requires flat level land in order to pasture the race horses - he could not pasture them on the creek banks • Mr Jeffery read the letter submitted by Mr Machell and after discussion of the matter with Mr Machell, he left the meeting Mr Maerz moved first reading to by -law 968, this being a by -law to amend land use by -law 913 to redesignate the SW 3- 32 -24 -4 from Ag Conservation to Agriculture n APPEAL BD f REDESIGNATION SW 4- 32 -24 -4 BY -LAW 968 Carried Mr Maerz moved that the required public hearing concerning this redesignation be neld on Monday, April 26th, 1982 at 1 30 P M in the M D Office, Three Hills, Carried After discussion of the payment of a second $50 00 redesignation application Mr Ferguson moved that to NIr Machell fee by Mr Machell for the REFUND the second $50 00 fee be refunds G MACHELL Carried i An application for isolation of existing farmstead on SW 6- 31 -24 -4 was SUBDIVISION then discussed Applicants are Donald and Alice Howes of Linden and parcel SW 6- 31 -24 -4 I! size is approximately 8 85 acres After discussion Mr Campbell moved that council recommend approval for the subdivision, subject to normal conditions I Carried An application for isolation of existing farmstead on NW 24- 29 -24 -4 was then SUBDIVISION discussed and noted that the parcel size is in excess of 10 acres. Mr NW 24 -29 -24 Boake moved that the subdivision application be tabled until such time as the application for relaxation of the maximum parcel size is dealt with Carried Application for subdivision in the Town of Trochu - Lot 9, Block 26 Plan TOWN TROChU 8010091 was referred to Council for comments and Mr Boake moved that the SUBDIVISION M D would voice no objections to this subdivision Carried 0 COUNCIL MEETING MARCH 22nd, 1982 p 3 Mr R Ziegler has submitted a request for relaxation of the maximum RELAXATION MAX parcel size for an isolation of existing farmstead Under the land use PARCEL SIZE by -law the parcel size is between 4 and 10 acres Mr Ziegler requires NW 24- 29 -24 -4 12 57 acres to accomodate his building site After discussion Mr Campbell moved first reading to by -law 969 this being By -LAW a by -law to amend by -law 913 to caax the nk -odmzn parcel size for a subdivision 969 on NW 24- 29 -24 -4 Carried Mr Boake moved that the Public Hearing required be held in the M D Office in Three Hills, on Monday, April 26th, 1982, commencing at 1.45 P M Carried Mr C Unruh has requested redesignation of SW 22- 29 -25 -4 to allow for REDESIGNATION a 20 acre subdivision for a dairy operation SW 22- 29 -25 -4 After discussion of the application Mr Hoff moved first reading to by -law 970 this being a by -law to amend land use by -law 913 to redesignate SW 22- 29 -25 -4 BY -LAW 970 from Agr Conservation to Agriculture Carried Mr Hoff moved that the required public hearing be held in the M D Office in Three Hills, on Monday, April 26th, 1982 conmlencing at 2.00 P M Carried PLANNING Mr Jeffery reviewed correspondence received from M.D Rockyview- CORRESPOND 1 Notice of Appeal to Prov Planning Board by Rockyview re. refusal to amend 1971 Reg Plan 2 Copy of Regional Planning Systems Study - submission to Minister Mun Affairs by Rockyview Notice of the date for the appeal to the Prov Board was also received as well as 0 notice of change of date of the appeal to Thursday, May 19th, 1982 Copy of the study done by Rockyview were given to each councillor, and Mr Boake moved the study be tabled until council has a chance to review same CARRIED Mr Maerz moved to accept and file as information the other correspondence received from Rockyview and the Planning Board Carried The proposed amendment to the Reg. Plan submitted by the Village of Beiseker was briefly discussed and Mr Ferguson moved that this item be tabled and discussed at the Council meeting scheduled for May 24th, 1982 Carried The M D of Rockyview advise they are drafting their own land use plan and wish to meet with Kneehill to discuss certain aspects It was agreed -the staff meet with Rockyview and report back to Council on the discussions Mr Jeffery reviewed minutes of a committee meeting held in Rockyview on March 5th to discuss planning problems in the rural areas and also read a letter submitted by Mr Reg Thurston, Reeve of Wheatland to Les Miller, President of the AAMD & C Mr Thurston stated that a Regional Planning Commission should be advisory in nature Mr Cunningham's report on the regional meeting held in Strathmore on March 1st �) were reviewed and this meeting also held that a regional planning commission should only be advisory in nature It was noted that Mr Cunningham, Mr Ferguson and Mr Berdahl attended the joint meeting held in Rockyview on March 5th and at that meeting the possibility of establishment of a rural planning commission was discussed The next meeting of this committee is scheduled for March 26th, 1982 at Rockyview and Council should give some direction to those who will be attending the meeting After discussion of the matter, Mr Ferguson moved that Otto Hoff and G A Berdahl vA be authorized to attend the committee meeting on March 26th, 1982 at Rockyview, Carried Mr Campbell moved that the representatives to that meeting strongly urge the committee to pursue the attempt to have C.
