After lengthy discussion Mr Hastie moved that the M D purchase AND LOADER
one FR 15 Fiat Allis Loader from Costello Equipment as per the quote
of $140,000 00 less trade of F A 645 B Loader $72,575 00 for a net
price of $67,425 00 on condition there is a 2 year prevention
and that all specifications outlined by the M D are meet by this machine

Angus at a price of #316,500 00 less trade for TS 18 of $45,000 00 for a
net price of $271,500 00, on condition that all specific.iations outlined by
the M D are meet by this machine

Mr Hastie moved that no decision be made on the tenders received
for motor graders at this time

lair Berdahl moved that a committee of John Dorn, George Rempel and
Keith J Smith check out the specifications and prices on the
tenders and report back to the next meeting of Council

Mr Boake reported the purchase of a McMillan Hydraulic Digger
Series 4780 for $1378 00, a Degelanco Hi Lift Rock Picker Model 8570 H
for $10,267 00 less trade of present rock picker of $5267 00 for a net
price of $5000 00

It was agreed that the Foremen should review all the truck bids and
report back to Council
The meeting then adjourned for dinner DINNER

Mr Boake moved that this meeting do now adjourn in order to hold the
public hearing set for 1.00 P M
Following completion of the public hearing, By -law Number 965, being
a by -law to amend land use by -law 913 was then reviewed
This by -law would redesignate the SW 18- 30 -25 -4 from Ag Conservation to
Agriculture in order to allow for a subdivision on this quarter
As no adverse comments to the redesignation had been received at the
i" public hearing, Mr Ferguson moved second reading to by -law 965

The application for subdivision on the SW 18- 30 -25 -4 was then reviewed
Mr and Mrs Toews have applied for a 40 acre subdivision on this
quarter There is an existing broiler barn on the proposed subdivision
After discussion of various points concerning the proposed subdivision,
mr Campbell moved that the M D recommend approval for this
subdivision subject b normal conditions

An application for subdivision of the NW 26- 33 -26 -4 was then reviewed
This is an application for subdivision of portions of C R P railway
right of way submitted by NIr Leonard Litz of Wimborne The application
is merely a re- submission of his original application which lapsed due to
expiry of time limits
After discussion of the matter, Mr Hastie moved that the M D recommend
approval for this subdivision, subject to consolidation of Parcel B with
the balance of the quarter section, deferral of the reserves and other
normal subdivision conditions

Following completion of the public hearing and lengthy discussion of the BY -LAW 966
application for redesignation of the SW 3- 32 -24 -4 , the need for such SW 3- 32 -24 -4
redesignation, the size of the proposed subdivision, location of the buildings,REDIGNATION
soil classification , Mr Campbell moved second reading to by -law number 966

Larry Martin, from C R P C submitted a by -law which would amend the land use
by -law 913 to allow signs as a permitted use in the Hamlet Educational
District (P B.I ) and would add discretionary uses for that district - Home
Occupations and Accessory Buildings
After discussion of this by -law, Mr Boake moved first reading to by -law 967,
this being a by -law to amend Land Use By -law 913

An application for subdivision of an existing homestead on NW 20- 29 -25 -4
was then discussed and Mr Boake moved that the M D recommend approval
for the subdivision , subject to normal conditions

The matter of waiver of reserves for the subdivision for the
water reservoir on Pt SW 6- 32 -23 -4 was than discussed Council had
previously requested deferral of the reserves, but after discussion
Nlr Ferguson moved that the M D waive reserves on the land required
for the reservoir site

The Provincial Planning Board will hear appeals against refusal
of subdivisions as follows-
Ed Gieck - NE 20- 29 -24 -4 - 11 acre parcel subdivision into 2 parcels
William Hansen - Lots 9, 10, 12 13, & 14 in Block 2 Allingham
on Thursday, March 25th, 1982, commencing at 10 30 A M , and Mr
Campbell moved that Mr Otto Hoff or Mr G A Berdahl attend these
appeal hearings on behalf of the M D

Greg Houghton, Larry Martin and Alex Cunningham then left the meeting
The foremen then returned to the Council meeting and Mr Smith
reported estimated costs for painting as follows

and after discussion Mr. Maerz moved that these items be painted
on condition the total cost not exceed $3000 00

Mr R Vickery requested Leave of Absence from Work for the period
April 12th to May 5th, and after discussion Mr Campbell moved
Mr Vickery be given the requested leave of absence, without pay

The possibility of purchasing a gravel pit in conjunction with the
M D of Rockyview and the M D of Wheatland was then discussed at length
It appears there is 90 acres of gravel, about 1 7 million yards of gravel,
good quality - asking price for land is 1 2 million
Mr Ferguson moved that the M D not enter into an agreement with Rockyview
and Wheatland to purchase this land

Mr Rempel was requested to check for gravel source east of B Postill
The meeting held with the other rural municipalities on March lst was then
discussed and it was noted that a committee was set up to look into a proposal
for a rural planning commission. After lengthy discussion Mr Maerz moved
that no decision be made by the M D of Kneehill regarding this suggestion
and the matter be tabled until the M D receive a letter from Mr Bill Wray
of the M D of Rockyview
