HomeMy WebLinkAbout1982-02-16 Council MinutesVYING OF THE TOWNS AND VILLAGES WITH THE M D OF KNEEHILL #48 February 16th, 1982 Present M D of Kneehill #48 G A Berdahl, Otto Hoff, R E Boake, R A Maerz, T A Ferguson, Bruce Hastie R G Campbell, J C Jeffery,Jean Wilkinson, Alex Cunningham Town of Three Hills- Chet Davidson, Ken Wright, Rod Dormer, Don Long, and Bob Jenkins Town of Trochu- Mrs. Jean Ashcroft, Eugene Tepper, Al Gehring and Tim Peterson Linden - Floyd Sillito and Will Jack Acme - Mrs. Maureen Malaka, Administrator Carbon George Appleyard, Walter Perman and Wendy Sowerby Torrington - Ben Bauer and Irene Wilson Hugn Bodmer, Regional Resources Miss Joanne Bulanda, Representative from the Capital Mr. Berdahl called the meeting to order and noted Mr Bill Isbister from Edmonton former Deputy Minister of Municipal Affairs and now with the Provincal Planning Board will be coming to the meeting today ® The following items were then briefly reviewed. 1 Fire - Mr Jenkins, Town of Three Hills indicated the Town has not yet come up with costs for charges for fire calls and therefore was not prepared to discuss the matter, - Mr Gehring, Town of Trochu indicated that the two areas - M D and Town appear to be getting along okay and are now discussing the possibility of purchasing ia new truck together rather than both areas buying new trucks If a new storage building is required in future, hopefully the M D will be willing to share these costs also - M D indicated it is in favour in principle of purchasing a truck together if details can be worked out satisfactorily - Carbon - no comments - Torrington - having a meeting tonight, so no comments now, but costs are rather heavy for the village • it - Acs - no rural fire truck and no rural members on department - along truck will stand by for Linden if truck is called to a rural fire 2 Garbage Problems Town of hills - very expensive Transfer site notadequate, require either a third box or better pick up every day from the transfer boxes Town pick up seems to be working okay , once a week for residential, and once for commercial and industrial with an option for a 2nd pick up for commercial and industrial if required When transfer boxes full, pit must be used and tnis costs extra money Costs are escalating so fast may find it necessary to withdraw from the Solid Waste Management Association and operate on our own Burning may have to be resumed some time in future to eliminate some costs - Carbon - was there not to be a rubble pit at each transfer site? Answer - Yes, but nothing further done about there Carbon pick up is satisfactory so far - Acme - not too many problems now since Linden has its own transfer site Mr William Isbister, entered the meeting and Mr Berdahl welcomed him to the meeting -2- There was further discussion about garbage disposal and Mr Isbister noted the Pincher Creek system appears to be working well It was a government funded project Town of Three Hills noted the transfer costs are becorvv,� much too high Acme - Charge $6 75 per month to each household for garbage pick ups Town of Three Hills - pays for same from general revenue Carbon - charges for it along with water and sewer bills M D of Kneehill noted scattering of garbage along the roads by the transfer truck appears to be major problem Trochu - has its own pit and garbage pick up and so far it is working well Charge $3 00 per month per household and $6 00 per month for commercial Torrington - delivers garbage to the Trochu pit once a week Feel should be allowed to burn as Mt View is still burning garbage They pick up garbage once a week in the village There was discussion about which government department is responsible for garbage - health department or environment and whether government regulations actually pronibit burning Torrington - feel a rubble pit should be established - one at each end of M D and burning be allowed Tnree Hills - advised costs for box break down are high - one box cost over $10,000 to repair, limited warranty if any on same Boxes are inadequate for the loads Costs for repairs to machinery (cat ) is also high Requesting permission to purchase a packer for the Drumheller Solid Waste Pit which will add to the escalating costs Costs estimated for 1982 at $13 00 per capita and system started at abour $5.00 per capita Linden indicated the operation of the Drumheller site and the management of the association appears to be a main problem as no one is willing to take responsibility for maintenance of the boxes or for other problems which arise Three Hills - may have to look at a joint operation between M D and urban centers to operate our own syste m. Torrington - no place to dispose of rubble - cement, etc , and they were advised ratepayers could make use of the Three Hills rubble pit 3 Hazard Waste Disposal - In answer to a question Mr Isbister noted the government (Environment) is still looking for a suitable site for such a plant - and it likely will end up in the area east of Edmonton 4 Pesticide Container Sites - Three Hills - only problem with these is government does not pick them up Acme - did not fence the sites as promised Not a large problem Mr Isbister indicated the municipalities should officially place their concerns about garbage disposal before the government Perhaps have someone from Environment come to a meeting to discuss the problems with the municipalities 5 Recreation - it was generally agreed not to discuss this matter today 6 Planning - Town of Three Hills - Mr Wright reviewed the problems with the existing and proposed regional plans and noted the commission is attempting to resolve the problems created by the plans Rockyview is attempting to make a revision to the 1971 plan to allow industrial parks in the rural areas and the urban areas feel there must be some restriction on industrial uses in the rural areas The Village of Beiseker hosted a meeting and that meeting came up with a proposed amendment to allow certain industrial uses within a restricted area around the city of Calgary, but industrial uses would not be allowed outside of that area in rural municipalities The Town of Three Hills officially support this amendment There is a difference between the M D of Kneehill and Rockyview and the pressures i 0 U -3- and needs are also much different M D - indicated it is not trying to do the towns out of industry, but the M D wish to have the right to allow industrial uses Three Hills - Urban centers cannot support themselves on an urban tax base, it must have industrial tax base to survive Carbon - If we could have a good formula for tax sharing, planning would not matter so much, we could then work together to get the industry In the area After discussion of various items, such as costs for providing serviced land, annexation of land to urban center, and industrial tax base, it was noted that realization of tax dollars was the main concern for any area Mr Long discussed the possibility of the M D having industrial parks set up in areas of the M D., would these be set up by the M D or by a private individual, and noted these developments could have an affect on the urban centers M D - The M D wish to have the right to decide where industrial uses should be located in its own area, and the M D has indicated its willingness to negotiate with urban centers about the location of industrial uses Three Hills - The town must invest heavily to set up an industrial park site and would oppose locaton of industrial uses in the rural area if these uses should or could be located in the urban area The town would likely not oppose low density Industrial uses in the rural areas The Town would lose off site charges from industrial land if the Industries should locate in the rural area Carbon - If a large industrial park was set up by #9 and #21, this could affect all the small urban centers as well as Drumheller Trochu- In the new amendment to the plan joint planning and point revenue sharing is mentioned and perhaps this is the route we shoula be going i Also of concern is the uses for industrial parks - would they accomodate farm machinery dealerships, food processing plants, etc, which could be located in an urban center We must work together and make some joint sharing decisions The concern of the urban municipalities is that if the right is put in the regional plan future councils may push for this type of development in the rural area , even through the present council does not feel it would do so M D - indicated the use of the wort .Industrial park" Is misleading We anticipate being able to allow small Industries, such as the fertilizer plant - but only one such use on a quarter section Government regulations are presently forcing elevators and seed plants to relocate outside of the urban centers The M D does not want banks, resturants, etc in the rural area, does not wish to start up another hamlet area The present urban-rural split in the voting on the commission is likely adding to our problems We are supporting Rockyview in their fight with the commission with the hope that we will get some concessions in the plan Mr Wright indicated that the sub - division committee of the Planning Commission Is presently made up of 11 members - 5 rural and 6 urban This committee does not �lnow have to report back to the Commission Shortly the membership of this committee will be reduced to 10 - 5 urban and 5 rural, so the commission is attempting to resolve the voting problems also Hugh Bodmer - Regional Resources - Has -there been any thought given to this area joining the Palliser Regional Planning Commission - which area might be more compatible to P,neehill area Mr Isbister noted the Palliser Commission was set up for just that very reason - to serve an area that was far removed from the City of Calgary Perhaps it Is something that should be looked at Boundaries can be changed There Is a opportunity to sit down and set up a long term boundary for urban centers, +look at tax transfer arrangements such as is used by the Improvement District around IIFort Mc1lIurray The Suncor Plant is located in the _f D , and the I D with a simple formula of the number of plant employees plus their dependents x $60 00 determine the amount of money which should be raised each year to assist the -4- urban centers with accomodating the needs of the plant employees in the urban centers This money is raised by means of a surtax added to the I D tax ,levy and this money is turned over by the I D to the various urban centers The urban centers file with the I D an affidavit verifying the number of plant employees living in their municipalities With regard to industrial development in rural areas, the Minister had requested the Provincial Planning Board to draw up guidelines for industrial options in the rural areas No one wishes to see all of rural Alberta dotted with industrial parks, however some uses should be allowed subject to certain conditions, such as not taking land out of production. Urban and Rural municipalities can enter into any kind of a tax sharing agreement One case I am aware of is M D of Willow Creek and the Town of Claresholm Carbon - Agree with comments by Mr Isbister but perhaps we should be talking about existing plants such as the C W N Gas Plant near Carbon What about cost sharing on these plants Mr Berdahl noted that Palliser would likely welcome the M D of Kneehill to their planning commission area Should this matter be explored further Three Hills - we have received good service from C R P C , and this is one reason why the move to Palliser was not further considered when the Palliser commission was first set up • Linden - C R P C gives good service, but they do not have a working knowledge of our area In answer to a question Mr Isbister indicated that the planning act does allow an M D and the urban centers located therein to form their own subdivision approving authority and this work could be handled by the local area Mr Bodner asked if M D boundaries could be split to allow one area of a municipality to be a part of one commission area and another portion be a part of another area and Mr Isbister indicated this also could be done NIr Wright from Three Hills indicated that likely about 800 of the work at C R P C is for the M D of Rockyview Mr Isbister indicated he felt the Minister's guidelines for industrial uses in the rural areas were good and if applied with some common sense would not create problems for the urban centers Mr Isbister indicated that the M D of Flagstaff and the urban centers got together and tried to establish long range boundaries for urban centers, and also arrived at some cost sharing arrangements because of some possible pipeline development in their � areas This is good planning Town of Three Hills - Discussion should be done now before any tentative development comes up as delays are costly and would likely result in the loss of the development It would likely be useful to sit down with the M D and look at long range boundaries and try to establish some kind of limits for same and to try and determine what uses should go within this area M D of Knehill - should we pursue further the possible move to Palliser Regional Planning area? It was generally agreed that this should be discussed by each council and the matter pursued Carbon - Walter Perman - When would be an approriate time to discuss tax sharing on existing gas plants in the M D within say a 4 mile radius of the Village of Carbon? Mr Isbister noted the possibility of tax sharing would have to be reviewed under the Municipal Taxation Act There was discussion about whether the Regional Plan can be overridden by the Prov Planning Board, and Mr Isbister indicated that the Board does make some decisions on compassionate grounds Three Hills - Mr Jenkins requested that the Board give some thought to procedures which are very frustrating and Mr Isbister agreed that they are frustrating He noted a good land use by -law can be helpful in eliminating delays, and perhaps councils should use a direct land use control for those areas not yet fully opened up II Mr Wright expressed thanks to the M D for hosting the meeting and Mr Berdahl thanked Mr Isbister for coming to the meeting e meeting then adjourned 12 00 Noon 5 - -_7_- -- -- �- '� - x cording Secretary i
