Town of Three Hills - Extension of Water services - Art Chamberlain 16 1982 Spring Convention 17 Planning correspondence and applications 18 Three Hills & District Seed Cleaning Plant - Upgrading 19 Mist & ASB MemorandLun of Agreement L-1 a (I., ODUNCIL MEETING FEBRUARY 8th 1982 A regular meeting of the Council of the M D of Kneehill #48 was held in the Municipal District Office Three Hills, on MOnday,February 8th, 1982, commencing at 8 00 P M Those present were Gilbert A Berdahl Division 1 (Reeve) Otto Hoff Division 2 Richard A Maerz Division 4 PRESENT T A Ferguson Division 5 R G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator APPROVAL MINUTE Mr Campbell moved approval of the minutes of council meeting January 25th, 1982 Carried APPROVAL ACODUNTS Mr Campbell moved .:rr.._�...l of the accounts as paid by list dated December 31st 1982 Carried SECOND CLOSING Mr Jeffery reviewed the second closing of the General Ledger as of December G L 31st, and noted that most of the final year end journal entries have now been made The year end closure should be completed by next meeting After discussion of va.ciu,,s items, Mr Ferguson moved approval of the statement as presented Carried J C JEFFERY Mr Jeffery then gave his report covering the period January 25th to REPORT February 8th, and the following items were reviewed 1 Meeting at Red Deer - Allied Chemicals re Calcium Chloride Mr Ferguson moved that the Road Committee, George Rempel and Oris Rodger attend this seminar on March 3rd in Red Deer Carried 2 Communication problems being experienced by the Carbon and Trochu Fire Department were reviewed Mr Cunningham is to continue working on some solution for the problem at Carbon and the Village should consider having the fire siren fixed 3 Dave Gordon - interested in obtaining a contract with M D to cut brush and roadside grass Would purchase equipment if was guaranteed work with the M D After discussion of the matter, it was agreed the M D could make no committment to Mr Gordon but would be interested In seeing the machine demonstrated Mr, Maerz moved approval of the report given by Mr Jeffery Carried PURCHASE Mr Jeffery read a letter from Westank Willocks regarding the fuel and water FUEL TANK & tanks to be purchased from the company The fuel tank costs $8200 00 WATER -- TANK ------ - - - -- and the water tank $5000 00 Mr Campbell moved that the fuel tank be purchased at a cost of $8200 00 and the water tank be purchased at a cost of $5000 00 Carried MEETING WITH The meeting scheduled for February 16th with the towns and villages to discuss TOWNS & possible industrial uses in the rural areas and industrial tax sharin VILLAGES g was then reviewed and Mr Ferguson moved that After discussion it was agreed /1r Jeffery should attempt to have William Isbister from Municipal Affairs and or Bill Wray from M D of Rockyview present for the meeting LINDA SHEARLAW RESIGNATION Carried The resignation from Miss Linda Shearlaw was then read She will be leaving the M D on March 19th, 1982 She requests payment out in full for all sick days to her credit, rather than only half as policy now reads She has a total of 45 sick days to her credit, and has taken most of any sick time off her overtime hours. Has only taken 7 sick days in 4 years and has not taken any compassionate leave After discussion of the matter and review of the payment made to Miss June Good when she left the M D employment, Mr Ferguson moved that Miss Shearlaw's resignation be accepted with regrets, and she be paid for one -half of her sick days as per existing policy Cnrri arl A S B 1982 MEM OF AGREE MENT __ _ Mr Art Thomas, Assistant Ag Fieldman entered the meeting to discuss with Council the proposed memorandum of Agreement with Alta Agriculture for 1982 The various programs were reviewed and Mr Campbell moved COUNCIL MEETING FEBRUARY 8th, 1982 that the drafted Memorandum of Agreement with proposed P 2 special -program 2 and maximum grant applications be approved arried It was noted that the next A S B meeting will be held March 15th, 1982 and all councillors who are able should attend this meeting with the A S B 0 1! The meeting then adjourned for dinner Miss J Bulanda , represententative from the Ehree HIlls Capital entered the meeting at 1 00 P M MARCH 15/82 HUXLEY WATER The matter of the site for the Huxley Water reservoir was then discussed PROJECT and Mr Campbell moved the matter be tabled until the next meeting of council Carried SHERWOOD FIN Mr Jeffery noted that Sherwood Financial Services Ltd , can provide SERVICES investment interest information and also invest funds for the M D with financial institutions After discussion of the matter, and noting the firm is located in Edmonton Mr Hoff moved to accept and file as information iE Carried DENNIS OSTER Mr Dennis Oster has sent a copy of his letter to Alberta Transportation & ALTA TRANSP (dated January 27th, 1982), regarding re- location of his farm site in order HIGHWAY #27 to accomodate widening of Highway 27 West, to the M D After hearing the letter and brief discussion of the matter Mr Campbell moved to accept and file as information Carried C HELM The matter of extra costs incurred by Mr Chris Helm because of an WIMBORNE engineering error in the Wimborne sewer project was again discussed SEWER LINES It appears that Mr Helm recovered the majority of money he expended on installation of the sewer to his residence from the - Alberta Pioneers` Repair Program, Alberta Housing and Public Works After discussion of the matter, Mr Ferguson moved that no reimbursement be made to Mr Helm, (as per previous motion of Council) until such time as the matter can be discussed again by Mr Hastie with Mr Helm !' Carried K ELLIOTT Mrs Kay Elliott of Swalwell has requested Council to lease her a portion REQUEST TO LEASE of original road allowance - West of NW 13- 29 -24 -4, as part of a proposed irrig to Afi9 After discussion of the request, Mr Maerz moved that the portion of original +; road allowance not be leased to Mrs Elliott at this time Carried Bids received for lease of the Old Torrington Gravel Pit area - S2 NE 16- TFAfiE 32 -26 -4 were then opened OLD TORRINGTON 1 A W Bauer, Torrington - $515 00 per year - 3 year term GRAVEL PIT SITE 2 Elmer Weisenburger, Torrington $700 00 per year - 3 year term S2 NE 16 -32 -26 3 Ralph Kientz - R R #1 Olds, $385 00 per year 3 year term After brief discussion Mr Ferguson moved that the bid of Elmer Weisenburger for $700 00 per year be accepted Carried TABLE ITEMS 12 Mr Campbell moved that Items 12 and 14 on the agenda be tabled until a & 14 later meeting of Council CArried ENVIRONMENT Alberta Environment have forwarded information about its 1981 -82 reclamation iI program and after discussion Mr Hoff moved to accept and file as information PROG� TION Carried It was noted there were no projects in the M D which would qualify The Town of Three Hills have written advising they would now have no objections to the M D extending water services from the hamlet of Ruarkville to the property of Mr Art Chamberlain, just to the north of the north boundary of Ruarkville, subject to compliance with certain conditions After discussion of the proposal, Mr Maerz moved that Mr Chamberlain be given permission to hook up to the Ruarkville water system, on condition he is willing to enter into a written agreement with the M D and the Town of Three Hills and comply with conditions as outlined in the letter from the Town of Three Hills, and there be no costs incurred by the M D as a result of allowing the said hook up i� Carried CHAMBERLAIN RUARKVILLE WA HOOK UP COUNCIL MEETING FEBRUARY 8th 1982 P 3 SPRING fThe spring convention of the Association is scheduled for March 30th and CONVENTION 31st, and rooms have been booked for the councillors Mr Ferguson moved that all councillors be named as delegates to the convention with Mr Jeffery as alternate should any councillor not be 3 able to attend ® + Carried Walter and Lydia Toews of Stettler have submitted an application for REDESIGNATION redesignation of- SW 18- 30 -25 -4 for an intensive broiler operation SW 18- 30 -25 -4 The Commission have verbally indicated they have no objections to this BY -LAW 965 redesignation After discussion of the request, Nr Campbell moved first reading to E, by -law 965, this being a by -law to amend land use by -law 913 to �! redesignate the SW 18- 30 -25 -4 from Ag Conservation to Agriculture Carried Mr Ferguson moved that the public hearing regarding this proposed redesignation be held on March 8th, 1982, at the M D Office in Three Hills commencing at 1 00 P M Carried REDESIGNATION Mr and Mrs Gordon Machell of Three Hills have submitted an application SW 3 -32 -24-4 for redesignation of SW 3- 32 -24 -4 for a 40 acre intensive horse training operation After discussion of this request and noting it must be submitted to the Town of Three HIlls and C R P C for comments, Mr Maerz moved first reading to by -law 966, this being a by -law to amend land use by -law 913 to redesignate the SE 3- 32 -24 -4 fro Ag Conservation to AGriculture CArried Mr Hoff moved that the public hearing be held on March 8th, 1982 at the M D office in Three Hills, commencing at 1 15 P M Carried The completion of the Kimmel subdivision on S2 of 3- 31 -26 -4 for KIMMEL a proposed hog operation was briefly reviewed and Mr Campbell SUBDIVISION moved this matter be tabled until the next meeting of Council S2 3- 31 -26 -4 when Councillor Boake will be present CArried Mr. Berdahl and Mr. Hoff reported on their Po meeting with Jack Barnes concern ing the dug out on NW 19- 29 -23 -4 Mr Barnes indicated again that he had contacted the MD office by phone and had not received any information about set backs from the road He had spent $3500 00 on having the dug out constructed, and would not pay to have It filled in The M D could fill it in if they wished Would not spend any money on guard rails After lengthy discussion of the matter, Mr Hoff moved that Mr Barnes be given permission to install t4 cables along the north, east and west sides of the dugout, using 2" cable, attached to posts, 12' center to center', on condition the cable height not exceed 22' and the cable not be lower than 1' and the cable must be properly anchored at each end Carried J BARNES DUGOUT NW MINUTES Minutes from the December 18th meeting of C R P C were briefly reviewed C R P C along with letters submitted to the commission by various urban centers Dec 1 concerning allowing industrial parks in the rural part of the commission area After discussion of this matter, Mr 11aerz moved to accept and file as information Carried GRANT R Three Hills Seed Cleaning Plant have submitted a claim for up- grading UPGRADIN( costs for an indent and new scales Total costs $37 642 00 Under the 3 HILLS 5 year up- grading program a total of $75,000 00 could be spent on up- grading pIJ plants - payable one -third by the plant, one third by the M D and one -third --------- by the government Under this program the Plant has claimed $13 734 23 to date from the M D. leaving a balance of $12,265 77 which may still be claimed After discussion Mr Campbell moved that the M D approve payment of one -third of the costs incurred by the Three Hills Plant for up- grading, up to the maximum amount of $12,265 77, on condition the Provincial Government also contribute one -third of the costs Carried Mr Mickey Clark M L A wrote expressing his regrets for not being present at the recent Local Government Officials meeting Mr FErguson moved to accept and file as information Carried Mr Earl Fraser has contacted the office about problems with road access to his land W2 10- 29 -22 -4 After discussion of this problem, Mr Ferguson moved that the matter be tabled until spring, and Mr Hoff M CLARK REGRETS ACCESS PROBLEM W2 10- 29 -22 -4 E FRASER i COUNCIL MEETING FEBRUARY 8th, 1982 P 4 and Mr Campbell discuss the matter of road access again with Mr Donald Metzger The Village of Linden have requested the M D consider if Carried the following project would qualify for receipt of the M D Alberta 75th birthday grant of $5000 00 Drop In Center for Senior Citizens Cost for building $19,500 Pledges obtained to date approximately $5000 00 After discussion Mr Ferguson moved that this matter be tabled until Mr Jeffery can discuss the problem with the Alberta 75th Birthday Commission Office. Carried The report prepared by Mr P Verhesen to the Ad Hoc Committee on Recreation on VOLUNTEERISM in recreation was reviewed and discussed Mr Ferguson moved to accept and file as information Carried The Town of Trochu has requested Council to consider the possibility of the M D and the Town jointly purchasing a new fire truck for the Trochu Fire Department instead of both areas purchasing new vehicles The new truck would be used to answer calls in both the rural and urban areas with the old truck as a stand by unit The fire agreement would have to be revised and other details would have to be considered particularly the costs for maintenance of the truck and fire supplies, as the majority of fires answered are in the rural area After discussion Mr Ferguson moved that the M D agree in principle with the suggestion proposed by the Trochu Fire Department subject to working out details and a suitable revised fire agreement between the Town of Trochu and the M D of Kneehill #48 Mr Maerz moved that this meeting do now adjourn Time - 4 30 P M Reeve Carried Carried VILLAGE LINDEN ALTA 75th GRANT REPORT ON VOLUNTEERS IN RECREATION TROM FIRE TRUCKS r` ADJOURNMENT Municipal Administrator f M1 M fe 0 J C.
