Torrington Cemetery Gate Damage 23 Rural RRAP Program 24 Any Comments to Commission re Reg Planning System Study M lvulvi li, MEETING JANUARY 11th, 1984 A regular meeting of the Council of the M D of Kneehill #48 v M D Office, Three Hills on Monday, January 11th 1982 conmE A M The following were present for the meeting G A Berdahl Division 1 (Reeve) Otto Hoff Division 2 Robert E Boake Division 3 Richard A Maerz Division 4 T A Ferguson Division 5 Bruce Hastie Division 6 R G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson was present and recorded the minutes Mr Boake moved rr.._�:_1 of the minutes of Council meeting of December 21st and December 22nd, 1981 11r Campbell moved „rr.. �,:,1 of the accounts paid in the month of December 1981 The preliminary bank reconciliation statement for the month ending December 31st was reviewed and Mr Hastie moved approval of the statement as presented It showed a balance on hand of $1,827,559 28 Mr Jeffery reviewed his report covering the period December 22nd to January 11th 1982 and the following items were discussed PRESENT APPROVAL MINUTES Carried APPROVAL ACCOUNT'S Carried 1 BANK STATEMENT Carried J C cJL.CiL'rLY LL'ur L)n l #2 Reporting system implemented in May of 1981 on a trial basis to reduce time spent in council meetings It appeared generally council felt the system was working satisfactorily, but would like to be advised when a seismic crew comes into their areas #3 Authorized Ed Dunay to attend three different assessment courses 0 #4 Budget Seminar scheduled at U of A February 4th and 5th Cost $120 00 two days Suggest Herman attend both days, Mrs Wilkinson attend first day and J C��,5 Jeffery attend 2nd day, #5 Reviewed in detail cost figures on road projects LOW LEVEL The matter of low level crossings was then discussed and it was noted the Cril�a.«vua government may assist with costs on one crossing per year The following locations were noted 1 S SE 30 -32 -24-4 - Division 4 - Hill cut and low level crossing installed 2 W SW 11 -33 -23-4 - J Smyth - Division 7 Requires crossing 3 W /SW 7 -33 -24-4 - Hills need to be cut down - Division 6 4 W /SW 30 -32 -22-4 Kesterke - Crossing required Division 7 5 W SW 26- 33 -23 -4 - E N Smyth - crossing required -,Q X aa� Mr Hastie moved that the above list for crossings be submitted to the _ _....�.nt and inspection be requested and the M D priorities for crossings be 1 S /SE 30- 32 -24 -4 and 2 One of the 3 crossings ..: ..__ed in Division 7 depending on L...rs received from the Bridge Branch after inspection Carried Mr Maerz moved approval of the report given by Mr Jeffery Carried 1 COUNCIL MEETING JANUARY 11th, 1982 P 2 The need to hold an annual meeting in 1982 was then discussed NO ANNUAL and Mr Campbell moved that no annual meeting be held in 1982, MEETING -IN -1982 but that divisional meetings be held by each councillor Carried The need to print the annual statements was discussed and NO ANNUAL Mr Boake moved that a summary of the 1981 financial statement STATEMENT BOOKLET be printed in the Three Hills Capital --------------- -- Carried The 1982 borrowing by -law was then discussed and Mr Campbell moved first reading to by -law 963 this being a by -law to authorize -LAW 963 the M D to borrow from the Provncial Treasurer up to the sum of BORROWING-BY-LAW Three Million Five Hundred Thousand Dollars Carried Mr Hastie moved second reading to by -law 963 Carried Mr Boake moved that 3rd reading be given to this by -law at this time Carried Unanimously Mr Maerz moved third reading to this by -law Carried The date for holding Court of Revision was discussed and DATE FOR COURT Mr Hoff moved that the date for Court of Revision be set OF for April 26th, (Monday) commencing at 9 00 A M REVISION Carried The need to re- appoint the members of the A S B was then discussed and Mr Hoff moved that the members of the Ag REAPPOINT MEMBERS OF Service Board for the year 1982 be A S B Robert E Boake Chairman, Council Member ETC Richard A Maerz Council Member o Mert McGhee - Ratepayer Member Richard Bruntj•en - Ratepayer Member A Member from Alberta Agriculture ) Norman Soder, Ag Fieldman Art Thomas, Secretary to the Board and further moved that Norman Soder and Art Thomas be appointed As Weed Inspector, Chemical Inspector, Pest Control Officer. and Soil Conservation Officer for the M D of Kneehill for the year 1982 Carried The questionnaire received from A40 & C recently was AA�,D & C q y again reviewed and it was agreed that the questionnaire be returned with suggestions QUESTIONNAIRE - -- -- ---- --- as made by Council The r e! uistion from KIBA Seed Cleaning Plant for funding for u p- grading KIBA SEED costs was again discussed per REQUEST OR Mr Boake moved that the M D contribute up to $7000 00 to the KIBA Seed FL FOR Cleaning Plant towards the up- grading costs for larger cleaning machines ____FUNDS---- and installation of water and sewer lines from the Village of Beiseker , on condition the government and other municipalities involved contribute funds on the basis outlined in the letter from the Seed Plant Carried Mr Cunningham has submitted a report on the estimated costs for installation of a chlorination system for the Wimborne Water Well and after discussion Mr Hastie moved that the chlorination system be installed at an estimated cost of $1100 00 t CHLORINATOR WIMBORNE WATER WELL 1. Y Carried An agreement between the M D and Alberta Environment is required in order to obtain the grants from the Province for the Huxley Water System Hwy WATER It was noted the site for the reservior has not yet been determined, but GRANT the system will proceed Mr Boake moved first reading to by -law 964 BY -LAW 964 this being a by -law to authorize the Reeve and Municipal Administrator to enter into an agreement with Alberta Environment relating to Alberta Municipal Water Supply and Sewage Treatment Grant Program Carried Mr Maerz moved second reading to this by -law Carried Mr Hastie moved that 3rd reading be given to this by -law at this time sl Mr Hoff moved third reading to this by -law Carried Unanimou Carried (� COUNCIL MEETING JANUARY 11th, 1982 P 3 1982 The annual payments for 1982 were then reviewed and it was agreed that the PAYME] following road accesses were no longer required 1 Sheldon MacGougan NE 28- 33 -22 -4 for access to SE 33 -33 -22-4 2 Chris Lowen - NW 3 -29 -21-4 for access to NW 10-33 -22-4 duplicate The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M DINN A director of Alberta Municipal Finance Corporation requests Council advice as to its possible capital expenditures over the next three years POSSIBLE CAPITAL Huxley Water, Three Hills Water andSwalwell water projects are likely EXPENDITURES the only ones which will be or might be undertaken -AMFC„ C P Rail advise they have /insurance on the private railway crossing PRIVATE at Wimborne which would cover liabiity in excess of $35,000 00, and suggest CROSSING the M D might wish to ensure that all motor vehicles including snow mobiles LIABILITY using this crossing are covered with a valid automobile liability policy INSURANCE for not less than $35 000 inclusive for third party liability C P RAIL - - - - After discussion of the matter, Mr Campbell moved to accept and file �^ ------------ as information and further moved that a copy of the letter from C P Rail be forwarded to Mr and Mrs Len Litz of Wimborne, who are also parties to the private crossing agreement Carried Big Country Tourist Association advise membership rates for 1982 MEMBERSHIP are 10� per capita, and after discussion Mr Maerz moved that the BIG COUNTRY M D not pay the membership fee to the Big Country Tourist Association TOURIST Carried ASSOCIATION Mr Jeffery reported on his recent discussions with Superior Disposal Ltd concerning hamlet garbage pick ups The company does not wish to HAMLET continue with pick ups in Hesketh as it is costing the company money GARBAGE PICK It was noted that a contract had been arranged with Superior Disposal ..Ups _ for 1982 and the company had agreed to pick up in Hesketh, Various alternatives to the problem were reviewed including garbage pick up by the Town of Three Hills in Grantville and Ruarkville, Huxley pick up by the Town of Trochu, approching P B I regarding garbage pick up in other areas and arranging a meeting with Mr Lomox Mr Hastie moved that Superior Disposal Ltd be advised they must abide by the terms of the 1982 contract and continue garbage pick up in Hesketh Carried A request has been received from Mr and Mrs R Bowman of REQUEST TO to purchase a portion of original road allowance lying to the north PURCHASE ORIG of their property - Pt N2 21 -30 -26-4 ROAD ALLOWANCE Mr Bowman entered the meeting at this time and discussed with council N 2 20 -30 -26-4 their reasons for wishing to purchase the road allowance, which include House will be within 9 feet of the road allowance (as per relaxation granted by Appeal Board) , would like to be able to control use of the road allowance ,a - to stop hunters etc, from coming so close to his residence, would not like a road built on the road allowance some time in the future He indicated there is about 62 acres of land involved and would be willing to pay for same He also noted he paid approximately $2000 00 an acre for the 1721 acres he purchased Mr Bowman then left the meeting P� After discussion of this request Mr Hastie moved that the matter be tabled �J? pending receipt of information from Brownlee Fyrett Solicitors and from Alberta Transportation, regarding closure for lease and first right of refusal to purchase Carried The 1982 fuel tenders received were then opened 1982 FUEL 1 U F A Calgary Orange Gas 300 per liter TENDERS Diesel 28 2� per liter 2 Linden Co-Op, Linden Orange Gas 28 9 0 per liter Diesel 26 51� per liter 3 Shell Canada, Edmonton Orange Gas 27 90 per liter 26 20 per liter c�J COUNCIL MEETING JANUARY 11th 1982 P 4 4 Imperial Oil Orange Gas 26 8� per liter & Excise Tax 1 50 = 28 Diesel 26 5� per liter 5 Gulf Canada Orange Gas 32 5� per liter Diesel 27 2� per liter f FUEL TENDER After review of the tendered prices Mr Hastie moved that the tender submitted by Shell Canada be accepted Carried 1982 The specifications prepared by the foremen for machinery purchases for 1982 CAPITAL were reviewed and Mr Berdahl moved that each councillor be given a copy SPECIFICATION of the specifications and the matter be tabled for consideration at the - next meeting of Council \ Carried Mr Hoff indicated there is a 5th wheel single axle truck available at POSSIBLE TRUCK ' Westergard Motors in Drumheller with 15 000 KM a 3280 cat motor, PURCHASE and it would handle a 12 foot box and hoist It has been re possessed and finance company are asking $26,000 00 for it There is some warranty & POSSIBLE left WATER TANK After discussion of this matter, Mr Maerz noted there is a "Jasper water tank" available for sale from Jim Hanger with a quick change over system which might be a possible alternative for the M D Mr Campbell noted that the M D might consider not purchasing a new scraper Y1 ` e this year if some of the road projects are to be tendered out, and it was e C generally agreed this suggestion should be discussed at a Shop & Foremen � o`er meeting k'° \L A C, Mr Campbell moved that a committee of T A Ferguson, Bruce Hastie and r c Vernon Haskell check into the cost for a new truck to replace T -31 (c @� and also check the truck available at Drumheller as well as the water tank, and bring a report back to the next meeting of Council Carried 1981 The 1981 Gravel Report was then reviewed and after discussion Mr Maerz GRAVEL moved to accept and file as information REPORT Carried The Small Crew Road Program for 1982 was then discussed in detailed and 1982 SMALL Mr Maerz moved the 1982 Small Crew Program be as follows GREW ROAD PROGRAM Ml riai�n A Henry Davis - and further moved that the road program be commenced in Division 4 ��,eC. %kAl- then to Division 3, 2, 1, 5, 7 and then to 6, unless frost or weather conditions will not allow commencing in Division 4, and in this case the crew may start where possible but must return to Division 4 as soon as possible and continue with the road program as outlined above lu mi SMALL CREW PROGRAM CONTINUED \ i 1 VRR.LA U l V1W GATE DAMAGE MRS F Mr Jeffery reported Mrs Freda Becker of Red Deer damaged the Torrington FE=R c emtery gate - estimated repair costs $221 20 However Mrs Becker wishes to purchase a gate herself and make the repairs She feels only two fence posts were damaged and would also wish to retain the damaged gate After discussion of this request, Mr Campbell moved Mrs Becker be given A permission to repair the damages herself by installation of a similar type gate and fence posts as necessary to the satisfaction of the M D that she be given permission to retain the damaged gate, and further the repairs must be completed prior to June 30th, 1982 Carried MMP _2Rf GE& _ Mr Jeffery reported that Mr Murray Steinbach will not be available to work on the M D of Kneehill Rural RAP program at this time and he suggested the program be commenced by Alex Cunningham with assistance from the Office Staff After discussion Mr Boake moved that the M D enter into the Rural RAP Program with Mr Cunningham to commence working on the program with assistance from the M D Office staff Carried REG PLANNING STUDY The orientation meeting held by C R P C on January 6th, 1982 in Calgary and attended by councillors and office staff was then discussed The Regional Planning System Study and recommendations from that study were reviewed and Mr Hoff moved that the M D send the following comments in to the Provincial Planning Board and the Calgary Regional Planning Commission MEETING 1 REcommendations 17, 19, 22, 23, 24, 25, 26, 27, 28 29 30, 31, 32, 33, & 35 all appear to encourage more involvement of the commissions in local affairs and would create more "red tape" for local areas It would also likely result in the commissions and the Provincial Planning Board having to hire more staff and expend more money on planning matters, which matters should be able to be handled at a local level 2 The voting structure of the commission must be changed in order to allow the rural areas a more equal voice in commission decisions 3 The local municipalities must be given back its local autonomy and the right to make its own decisions on planning matters A Carried DRUMHELLER The City of Drumheller have requested t1E M D contribute towards the operating FUNDING costs for their recreation facilities After discussion of this ..
