A special meeting of Council of the M D of Kneehill #48 was held in the M D Office
on Tuesday, December 22nd, 1981, commencing at 9 00 A M , and it was noted that
proper notice of the date for the special meeting had been forwarded to the
councillors
Those present for the meeting were

PRESENT
J C Jeffery, Municipal Administrator was present and also recorded the minutes
George Rempel, Gravel Foreman, John Dorn, Grade Foreman, Oris Rodger, Utility Foreman
Keith Smith, Shop Foreman Ken Thompson, Small Crew Foreman, Rick Vickery
Main Crew Sub Foreman Alex Cunningham Utility Officer Norman Soder Ag Fieldman
were also present
PAVING OPERATION
The paving operation for 1982 was discussed with the following points noted
1 Paving equipment is in good shape as long as Council wish to operate program
in the same manner as in 1981
2 M D should consider policy of shaving roads to 28 feet oiling 30 feet and
chipping a full 28 feet
3 M D has 18,000 gallon storage, but can actually only make use of 15 000 gallon
storage because of size of loads
Should have 20,000 gallons storage in 1982 particularly if the supplier is based
in Edmonton If the supplier is located in Calgary, 15,000 gallons will be
sufficient
After lengthy discussion it was agreed as follows PAVING OPERATION POLICY
1 All future paved surfaces are to be trimmed and chip coated to 28 feet
with a 30 foot surface to be oiled if necessary
1981 -82 CAPITAL

The 1982 Capital Rquirements were then discussed at length and Mr Maerz moved
that specification sheets be drafted for the following items and referred back
to Council for final approval

1 One Hopper $5000 00
2 One new Single Axle Diesel Truck with
box & hoist - Unit to replace T -31
which will be moved into the fleet $40 000 00
GRAVEL CREW
1 One new loader - trading AC 645 B $70,000 00
2 One new Tandem gravel truck and trade
to be decided later $70,000 00
3 One new bucket for Cat Loader $ 6,000 00
AG SERVICE BOARD
1 One new half or 3/4 ton truck no trade $10,000 00
2 One 5th Wheel Trailer $ 5,000 00
MAIN CREW
1 One new motor scraper - trade R -6 TS 18 $250,000 00
2 One Small 4x 4 Tractor - trade in

The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M DINNER
All foremen left the meeting at this time
ALKALI SLOUTH
Mr Morris Charlton of Didsbury entered the meeting at 1 00 P M and discussed M
with council the problem with a alkali slough on land near his farm CHARLTON
Mr Charlton indicated that the culvert in the old road diversion (in the lake)
is approximately 3 feet too high and he asked if the M D could fill the
slough with water by bringing in a backhoe and opening up some springs There
was a suggestion about planting some type of crop in the slough bottom
to keep the dust from blowing Mr Charlton asked if the M D could assist
in the project and he was advised that the Ag Service Board and the Road
Committee would inspect the area Mr Charlton thanked Council for their
time and left the meeting
The 1982 Road Program was then discussed in detail 1982 ROAD PROGRAM
MAIN CREW
Mr Campbell moved that the 1982 Road Program for the Main Crew be as
follows

Mr Ferguson moved that the DeBeaudrap Project - West of 2 & 11 in 32 -22 -4 1 mile
be added as Project 14 to the 1982 Main Crew Road Program

Mr Campbell moved the 1982 Small Crew Road Program be tabled until the next
meeting of Council

Mr Ferguson advised that the Manor Project requires two more approaches FOR NE 31-31 -
on NE 31- 31 -22 -4 - north and south of the bridge The approaches were not

replaced when the project was completed

meeting do now adjourn
