COUNCIL MEETING DECEMBER 14th, 1981
A regular meeting of the Council of the M D of Kneehill #48 was held on Monday,
December 14th 1981, commencing at 9 00 A M

Mr Maerz moved approval of the minutes of the November 30th meeting of Council

GRAVEL
Mr Jeffery reviewed briefly with Council the present situation concerning CRUSHING
gravel crushing and Mr Doug Hazelton then entered the meeting CONTRACT FOR
Mr Hazelton noted he was finished at the Andrews -Lowen Pit and had crushed
1981 -82
about 17 000 yards there He has now moved to the Megli Pit The gravel
at the Andrews -Lowen Pit is getting better
The gravel taken from under water at the Megli Pit cannot be crushed yet
it is too wet and has alot of blue clay
Mr Hazelton asked how many yards Council would want crushed in 1982
Mr Jeffery noted Mr Rempel has estimated as follows
Megli Pit 40,000
McNair 20,000
Toews 10,000
Garson 20,000
Andrews Lowen up to 20,000 yards
Mr Hazelton noted there may be 250,000 yards at the Andrews Lowen Pit
He then asked for an additional 10� per yard for crushing for 1981 -82 contract
as follows
Megli McNair Toews $1 63 per yard
Garson $1 68 per yard
Andrews -Lowen $2 45 plus cost one extra loader
There was discussion about the extra cost for the Andrews Lowen Pit gravel and
Mr Hazelton indicated he might be able to include the price of the extra loader
in the quoted crushing price depending on how much it would cost him to rent a 7
yard bucket loader
The cost of chips was then discussed and Council noted they will require some
chips done likely at the Garson Pit and the Megli Pit
The price would likely be $6 00 per yard
The need for additional sand (fines) in the chips was discussed and Mr
Hazelton indicated an engineer should be hired to make seive analysis to
determine how much dust and sand should be left in the chips
It was indicated the M D would likely only need less than half the amount done
last year
It was agreed that Mr Hazelton could continue crushing at the Megli Pit
until he receives further word from Council
Mr Hazelton noted he is taking some gravel from the crusher - about 500
yards plus some he delivered to Les Crawford and he will replace this gravel
for the M D when he crushed gravel at the H M Toews pit just to the south
of the Megli Pit.
Mr Hazelton then left the meeting
There was discussion about the cost for crushing and the extra cost for the
Andrew -Lowen Pit gravel and Mr Hastie moved that Linden Contractors be hired n

November, and after discussion Mr Campbell moved approval of the
accounts so paid
He noted that one shift of the gravel crew shut down for approximately
4 hours to attend the general employee meeting held recently
After discussion Mr Ferguson moved that those employees not be paid
for the hours the shift was shut down

Mr Jeffery reviewed project costs received to date for road construction
and it appears from the figures that the M D costs are quite high
There was discussion about the operation of the crews during the summer
and it was agreed that this matter must be discussed with the Foremen
Mr Jeffery reported he had extended invitations to prior councillors
and retired staff, and after discussion of this matter it was agreed that
invitations could be extended for two years after retirement of councillors
and staff
Mr Jeffery also noted that a ditch must be started for the Huxley Water Project
in order to get half of the government grant for the project at this time
Mr Maerz moved acceptance of the report given by Mr Jeffery

A date must be set for the 1982 tax sale and after discussion Mr Campbell
moved that the 1982 tax sale be held on March 22nd, 1981 at 1 00 P M
in the M D office in Three Hills
Carried NO CLAIMS ON
Mr Jeffery reported that no claims have been received from the towns PUBLIC ASSISTANCE
and villages for any portion of the 1981 Public Assistance Transportation TRANSPORTATION
Grant After discussion Mr Ferguson moved that the 1981 grant of $11,948 00 GRANT
be left in general revenue as no claims have been received in 1981, and `/A FOR 1981
the same grant program would be available in 1982 on receipt of the 1982 grant

from councillors regarding various items
After brief discussion Mr Maerz moved that this matter be tabled to the next

COUNCIL MEETING DECEMBER 14th, 1981
The minutes of the Shop & Foremen Meeting of November 26th were reviewed
again briefly Macklin Ford have advised they have a truck available
in stock which would be suitable for hauling the traxcavator at a cost
of $46,006 00 1982 trucks would cost over $50,000 00
The County of Vulcan have a fairly new tractor and mower available for
sale

It was agreed that a special day will be required to review 1982 capital
requirements with the foremen, as well as the 1982 road program and paving
program
After discussion Mr Hastie moved that a special meeting of Council be
held on Tuesday December 22nd, 1981

It was agreed that all foremen should attend the meeting
Mr Ferguson moved to table the Shop & Foremen Minutes of November 26th
to the meeting of Council scheduled for Tuesday, December 22nd, 1981

The minutes from the Employee Committee Meetings of December 9th and
November 30th were then reviewed and discussed along with the
recommendations from the councillors who sit on the Employee Committee
The possibility of payment of a bonus of $100 00 each to Wallace
Rasmussen and Jim McMurtry was discussed Both worked on the cats
down at the Andrews -Lowen Pit in a rather dangerous situation
Mr Ferguson moved that Wallace Rasmussen and Jim McMurtry be given
a $100 00 bonus each, for working in the dangerous situation at the
Andrews -Lowen Pit

It was agreed the bonus could be paid on a general cheque
The recommendations from the Committee of Council were reviewed and it
was noted that their recommendation of a 132% increase for each category
as noted in the minutes should read for each category excluding the
labour category
The committee did not make any recommendation regarding hours of work or
rate of pay for the sub foreman on the main crew

The recommendation from the committee to establish a special category for
those employees in their last 5 years of service to accomodate pension
contributions on a 9 hour day rather than only on an 8 hour day was then
reviewed and discussed in detail
There are 5 employees affected in 1981 and 2 which would be affected
in 1982
Mr Hastie moved that the M D contribute its share of the retroactive
pension contributions for the 5 men - Albert Kimmel, Alan Hazel,
Jack Tutt, Ray Ehrmann and Vern Bitz - as calculated for the year 1981,
and these 5 employees be put on monthly salary for the balance of their employment with the
Municipal District, and a clause be added to the contract to allow other
employees this benefit during the last 5 years of their employment prior to
retirement, The monthly salary would be calculated on a 9 hour day (with
the one hour overtime built into the 9 hour day) based on current year's rate
and prior years' hours

Following closure of the public hearing by -law 957 was reviewed and

existing farmstead on SW 18- 32 -23 -4 of 4 1 acres
After discussion of this proposed subdivision Mr Hoff moved Council
recommend approval for this subdivision subject to normal conditions

Mr 0 Rempfer has submitted an application for isolation of existing NE/4- 32 -26 -4
farmstead on NE14- 32 -26 -4 10 acres and after discussion Mr Maerz
moved Council recommend approval for this subdivision subject to
normal conditions and subject to the proposed amendment to land use V,
by -law 913 to allow for isolations of 10 acres or less being approved,
following the public hearing scheduled for December 21st, 1981

public hearing for a proposed amendment to land use by -law 913
Following closure of the public hearing, by -law 958 was reviewed and noted
that the amendment provided for relaxation of side yard requirements for
a new lot being created in the hamlet of Ruarkville No objections to the
proposed amendment had been received at the public hearing

After discussion of the proposal, Mr Hoff moved that this application
be tabled until an application for redesignation has been received and
considered by Council

the NW 19- 29 -25 -4 (land will be annexed officially to the Village on
January lst, 1982) After brief discussion of the application Mr
Ferguson moved that the M D would have no objection to the proposed

Mr Berdahl adjourned the Council meeting in order to hold public
hearing required for by -law 959.
After closure of the public hearing, by -law 959 was reviewed
which is an amendment to the land use by -law to allow for
redesignation of the S2 3- 31 -26 -4 from Ag Conservation to
Agriculture, to accomodate a subdivision for intensive use BY -LAW 959

The Village of Acme have applied for annexation of the old drainage
ditch in NE 19- 29 -25 -4 (which was left out of the previous annexation
application by mistake) and after discussion of this request,
Mr Boake moved that Council recommend approval for the annexation
and further recommend that no public hearing be held

Mr Jeffery noted that a new secretary must be appointed for the
Development Appeal Board as Linda Shearlaw will be leaving
Mr Ferguson moved that Karen Boese be appointed as Secretary
to the Development Appeal Board, effective immediately

Stan Schumacher, Solicitor for Jack Barnes has submitted a letter
regarding the need to install guard rails around the dugout
constructed by Mr Barnes on his land - NW 19- 29 -22 -4
After review of the letter, Mr Hastie moved that the decision of the
Appeal Board stand and if the guard rails are not erected the dugout
must be filled in by the land owner

Mr Johnson left the meeting at this time NE 6- 29 -23 -4
Dave Trot from C R P C reviewed the proposed changes to subdivision
application by C W Poole for NE 6- 29 -23 -4 to increase the size
to 3 87 acres but it will still be below minimum parcel size and
will require relaxation of the side yards
This matter will be reviewed at the December 21st meeting of Council
Mr Trot and Mr Martin left the meeting at this time

The Employee Committee recommendations were again reviewed and EMPLOYEE MEETING
it was agreed that the recommendation to allow Karl Gundlach and
Harvey Jesske to take advantage of the benefit for the last 5 years li-LA U.Li:L3
of their employment had been taken care of in the previous motion
The recommendation to pay mechanics a tool allowance each year
if they have a basic set of tools (as per list submitted)
was reviewed and discussed in detail
Mr Campbell moved that all licenced mechanics which the M D class 1981 WAGE
as a mechanic be paid a tool allowance of $200 00 per year if NEGOTIATIONS
the mechanic has an inventory of basic tools as outlined by Alberta
Transportation and worth approximately $7173 14 in 1981
MOTION LOST
The recommendation that David Tetz and Glenn Wagstaff be classed
as operators "year round" so they would not go on to winter rates
when they are working in the shop and doing the work for which they
are being trained was discussed and Mr Campbell moved that
David Tetz, Apprentice Welder, and Glenn Wagstaff , Apprentice Mechanic
be classed year round as operators in a special category,
commencing January 1st, 1982, because of their welding and mechanic
apprenticeships
MOTION LOST
The recommendation that Henry Weins, Partsman be paid at 85% of
a journeymen's partsman wages and that he be put on a monthly salary
was discussed It was noted that a partsman generally receives
$1 00 per hour less than a journeyman mechanic
Mr Hastie moved that Henry Weins he paid on the basis of 85% of
a dollar less than a journeyman mechanic's wage rate, which for 1981
would have been 85% of $9 26, and effective January lst, 1982, he
be paid on a monthly salary basis

The recommendation of an increase of 132 % for each category except the
labour category was reviewed and it was noted the men had asked for the
cost of living plus 5 %, but had not asked for any increase in employee
benefits
Mr Maerz moved that the M D offer the employees a raise of 132% in all
categories except the labour category,

The hours of work were then discussed The men asked for 9 hours per day
year round In 1981 the crews worked 11 hours during summer time frame and 9
hours during winter time frame After lengthy discussion Mr Campbell moved
that the hours of work for 1982 be set at 9 hours per day year round
Mr Maerz requested a recorded vote

It was agreed that the men must be advised full production is expected from
the men during the 9 hours
The Main crew sub foreman rate of pay was then discussed
The existing rate for sub foreman on the main crew is an additional 30q. per hour
After discussion Mr Ferguson moved that there be no change in the rate of pay
for the sub foreman on the main crew

With regard to wages for the salaried employees Mr Maerz moved that the
committee meet with the employees and make recommendations to Council

The Finance Committee held a meeting recently and recommended to RECOMMENDATIONS
Council that the backsloping policy for road construction be reviewed FROM FINANCE
as well as the policy for borrow pits and further recommend that COMMITTEE
Council should be looking at alternative methods of road construction
Mr Maerz moved to accept the report as information

CANCEL GRAVEL
Council reviewed the need to retain a gravel lease with Mr and Mrs LEASE
Don Klassen of Linden for SW 10- 30 -25 -4 SW 10 -30 -25
The testing indicated there was not a large quantity of gravel easily
available �.
After discussion Mr Ferguson moved that the lease with Mr and Mrs
Klassen be cancelled
Carried 1982 -83 Road Program
The 1982 -83 Road Program was mentioned and Mr Maerz moved to table
this until the next meeting of Council

TROCHU FIRE DEPT
The letter received from the Trochu Fire Department concerning the WATER TRUCK
sale of the school bus,purchased by the department for a water truck,
to the M D , was reviewed, and the terms outlined by the department

Mr Hastie moved to accept the terms as outlined by the Trochu
Fire Department as follows-
1 M D purchase truck for $1 00
2 Trochu Fire Department can purchase bus back from M D at any time for
any reason
3 Bus is to be based in Trochu and entirely under control of the Trochu
Fire Department
4 M D to licence and insure the vehicle and assist with maintenance of the vehicle
