COUNCIL MEETING NOVEMBER 30th, 1981
A regular meeting of Council of the M D of Kneehill #48 was held in the M D Office
on Monday, November 30th, 1981, commencing at 9 00 A M
The following were present for the meeting.

Councillor Boake was absent due to holidays APPROVAL OF MINUTES
The minutes of the November 16th meeting were reviewed and after brief discussion
Mr Hastie moved approval of the minutes

The administrator advised that Miss Sandy Weir, gravel crew employee, has requested AB SENCE
a one week leave of absence in the month of January, 1982, without pay
Mr Maerz moved Miss Weir be granted one week leave of absence without
pay in the month of January, 1982

There was discussion about the date for the annual meeting with firemen, and prey sPna

The Administrator reviewed his report covering the period November 16th to REPORT
November 30th, and the following items were discussed
1 'Irr Campbell moved that the M D grade and sand the River Hill for the
Three Hills Water Project on a request basis at government rates
2 Brushing requirements for this winter were reviewed as follows
a) Oelke South of 30- 32 -27 -4 - cat and cutting
b) Carlson West of 26 - 33 -25 -4 - cat and cutting
c) Hazel - South of 29 in 32 -25 -4 - cat only
d) Russ Smith - West of 5 & 8 in 34 -25 -4 - cat and cutting
e) VanOver NE 8- 34 -24 -4 & Ottosen Intersection SW 25- 34 -23 -4
Agreed that John Dorn should contact Councillor for that area to review
project and to make any necessary arrangements re. fences, etc
Mr Ferguson moved acceptance of the Administrator's report

Hills Hospital, and Mr Graham Morris and Rick Toole entered the meeting
at this time to discuss with Council the new hospital for the Three Hills
area
Representatives of the board requested that the new hospital be allowed to
tie into the water and sewer lines in Grantville and also asked that they
be allowed two approaches onto #583 - Three Hills Access Road
After discussion with the board representatives, the delegation left the meeting
After further discussion of these requests, Mr F_.__ moved as follows.
1 The Hospital Board be given permission to hook two 6" water lines and
the required sewer lines into the furthest east street in Grantville (north of
the MOtel)

� 2 That the present /system be tied into the new 12" water distribution main

3 That the current 3" meter chamber to Grantville be abandoned
• 4 That the 900 feet of 6" main to the meter chamber from 11th Avenue
NOT be abandoned
5 That the emergency tie in on 12th Avenue be open for continuous use
6 That the Town of Three Hills be advised the M D will continue to bill Grantville
and Ruarkville residents for their water, and will advise the Town of the total
meter readings in the hamlet of Grantville after each billing period so the
Town may bill back to the M D for the water consumption in that hamlet

Mr Campbell moved that the M D recommend to Alberta Transportation the hospital f
be allowed two approaches on to Three Dills Access Road 583, and also that turning
I lanes be considered for this stretch of the access road

The Administrator read a letter received from McFetridge and Company, solicitors
for Mr Donald Eslinger of Didsbury Mr Eslinger suffered injuries as a result INS CLAIM
of an accident on June 20th, and he is holding the M D responsible for aey."'�,
his injuries due to the condition of the road The accident occured on SR 582
The matter has been referred to the M D insurance company for their �G
consideration
Mr Hoff moved to accept and file as information

SHEETS
The Administrator referred to a survey undertaken by the County of Two Hills
concerning costs charged for assessment information After discussion
Mr Hastie moved to accept and file as information

REQUEST FROM ELNORA
The Administrator read a letter received from the Elnora Hospital in which HOSPITAL
the Board requests the M D contribute the sum of $6762 00 towards the cost FOR MEDICAL
of a new medical clinic for Elnora After discussion Mr Ferguson moved the CLINIC
request be denied FUNDING

Mr Art Chamberlain has requested the M D to extend water and sewer services A
from Ruarkville north to a proposed residence on Pt NE 1- 32 -24 -4 CHAMBERLAIN
The land is not included in the hamlet boundaries After discussion Mr WATER & SEWER
Hastie moved that the M D not provide water and sewer services to the NE 1-32-24 -
proposed residence on Pt NE 1- 32 -24 -4

Mr Jack Hazelwood, D.A entered the meeting at this time to discuss with CROPPING
Council the proposed continuous cropping experiment on land owned by Mert EXPERIMENT
McGhee After lengthy discussion and explanation by T�Ir Hazelwood, Mr M McGHEE
Ferguson moved that the M D agree to enter into an agreement with
Mr I1cGhee for a continuous cropping demonstration plot on Mr McGhee's."�
land, on the following conditions-
1 The M D will agree to reimburse Mr McGhee for losses which might be
incurred up to a maximum of 400 of such losses
2 Total size of the plot will be 100 acres, with three sections, one to be a 50 acre
section, and two to be 25 acres each This will provide for ideal yearly
testing
3 The plot is to be maintained for a continuous 10 year period
4 The losses are to be determined by mutual agreement between Mr. McGhee and
the local District Agriculturists, every 2 years, and the basis for determination
of any loss will be the yield obtained from the 50 acre plot under normal
cultivation

The following subdivisions were reviewed- SUBDIVISIONS
1 Ed Gieck - NE 20- 29 -24 -4 - Subdivision of an 11 acre parcel in to a 3 acre
parcel (which would be consolidated with quarter to the north) and a 8 acre
parcel which would be sold After discussion of the proposed subdivision %A
and noting there is no redesignation of that quarter section, and no apparent
need or reason for the subdivision, Pair Maerz moved that Council recommend
refusal of the application fir subdivision

2 Zara Adby - Pt NW 28- 30 -25 -4 - Subdivision of a half acre parcel from
an existing 40 acre parcel. After discussion of the subdivision application
and noting the parcel would be undersized, and the maximum density for that
quarter has already been exceeded, Mr Campbell moved that the M D recommend
refusal of the application

3 Derek Page - NE 16- 31 -26 -4 - Isolation of Existing Farmstead
After discussion of the application and noting it appears to comply with all 414
regulations, Mr Hastie moved that the M D recommend approval for this
subdivision subject to normal conditions

Gordon Malpass - NW 6- 33 -25 -4 - 10 acre isolation of existing farmstead
After discussion of the application and noting that there is a new home
on the proposed parcel as well as two old houses, which are no longer lived A
in, the fact that the application is for 10 acres and the M D by -laws
state Isolation of Existing Farmstead may be less than 10 acres, and the
fact that the parcel takes in more land than would be required to accomodate the
buildings, Mr Hastie moved that the M D recommend approval for this subdivision
on condition that the applicant reduce the size of the proposed parcel to a suitable
size which will allow for 25 foot rear yard beyond the last building on the
site, maintain the proposed width of 515 feet, and subject to other normal conditions

5. Huxley Curling Club - Lots 10 to 13, 17, 24 25 & 30 in Block 9 Huxley
The Curling Club wish to obtain a separate title to Lots 24 and 25 in Block
9 and retain the remaining lots under one title. After discussion of this
request, Mr Campbell moved that Council recommend approval for the subdivision
subject to normal conditions
6 C W Poole - Boundary Adjustment - NE 26- 2 - -23 -4 - It was noted that the
parcel size proposed would still be below minimum parcel size of 4 acres,
the sideyard requirements would not comply with M D by -law, and because of
the shape of the proposed boundary adjustment it would require the subdivision
to be done by means of a plan of survey After discussion of the matter,
Mr Campbell moved that Council recommend approval for the boundary adjustment
on condition the adjustments be done by means of a plan of survey,the
required amendment to the M D land use by -law is passed, and subject to other
normal conditions

7 John Johnson - SE 11- 34 -24 -4 - Subdivision into two 80 acre parcels
After discussion of this proposed subdivision, Mr Hastie moved to table
this application until after the Public Hearing for Redesignation of the
Quarter Section to AGrlculture is held on December 14th, 1981

8 McKenzie - NW 26- 29 -23 -4 - Isolation of Existing Farmstead - .After
discussion Mr Hoff moved that Council recommend approval for this subd vision
on condition that the north boundary be adjusted to provide for adequate
side yard requirement to the north of the existing quonset

in by -law 961, be held on Monday, December 21st, 1981, commencing at 1 00 P.M. .A
in the M D Office in Three Hills, and the required advertisements be published

Mr Jeffery read a letter from Alberta Municipal Affairs concerning the joint PLAN
letter submitted to the Minister of Municipal Affairs by the four rural AMENDMENTS
municipalities about the proposed 1980 Regional Plan
After discussion of the letter Mr Campbell moved to accept and file

The Provincial Planning Board has set the date for the appeal hearing by APPEAL
W Hansen concerning refusal of a subdivision application for lots in HEARING
Allingham The hearing will be at 9.30 A M on December 10th, 1981 W HANSEN
in Calgary
It was agreed Mr Hoff should attend this hearing

C R P C advise that a special hearing will be held on December 18th REG PLAN
1981 to consider proposed changes to the Reg Plan MEETING DEC

HOME OCCUPATION
Mr March then reviewed with council a study he had undertaken at STUDY
the request of Council, on Home Occupations in the M D of Kneehill
and left copies of the study for review by Council
The representatives from C R P C left the meeting at this time
REG PLANNING
Alex then reviewed with Council a discussion paper _.. as by Alberta SYSTEM STUDY
Municipal Affairs on A Regional Planning System Study Various
recommendations were put forth, one being that the Planning Act be
changed so that regional plan or amendment approvals would require
at least 50 percent support from urban municipalities, plus at least
50 percent supportfrom the rural municipalities before being officially
adopted by the commission
After discussion of this suggestion Mr Campbell moved that the M D
write to the Minister of Municipal Affairs, requesting that the required
change be made to the Planning Act so that regional plan or amendment
approvals would require at least 50 percent support from urban municipalities
plus at least 50 percent support from the rural municipalities before being
officially adopted by the commission

Officer for the M.D of Rockyview regarding the rural regional planning study /

The Administrator read a letter from the Village of Carbon advising that RECREATION
a meeting is scheduled for November 9th , 1981 at Linden to discuss PROBLEMS
recreation problems Mr Campbell had attended the meeting and
he reported that at the meeting committees were set up to review
certain aspects of the problem

1982 FUEL
1982 fuel requirements were discussed and Mr Hastie moved that the TENDERS
M D tender for its 1982 diesel requirements and for a small amount
of gas which is required by the crews on construction sites

GRAVEL CRUSHING
There was brief discussion about the number of yards of gravel crushed

at the Andrews Lowen Pit, but no decision was made The Administrator
was instructed to
obtain prices for gravel crushing for next meeting
An agreement has been arranged with Don Klassen for gravel lease
and testing was done there No gravel is indicated Mr Maerz
moved to table this matter until the next meeting of Council

REPORT
The Road Committee report of November 25th was reviewed and it was noted
that all uncompleted projects of the small crew, main crew and paving
crew was listed

ANDREWS LOWEN
The access agreements arranged with Chris Lowen, Ralph Lowen, and
ACCESS ROUTE
Estate of Jack Lowen were reviewed as well as an access agreement
with Norman Klassen concerning the Megli Bridge Project

Mr. Campbell moved approval of the agreements so arranged

Alberta Transportation have outlined work which must be done next summer to PROTECT,
complete the Anderson Bridge Project as follows.
1 Restoration ofthe Left bank downstream is complete
2 Access road further downstream should be removed and the banks in this area restored
3 Frozen Material should be allowed to dry and spread over the pasture next spring
4 Minor slump upstream from the culvert on left spur should be removed and area
properly compacted
5. Erosion of the roadway embarkment at the access S)uth of the crossing should be SeY/
restored and a CSP trough installed down the embankment
Two or 3 days of minor clean up work for a small cat - could be completed next summer
