Public Assistance Transportation Grant 23 Summary of Costs from A G T re- communication system for fire department 24 Need for purchase of land for Huxley Water Reservior - Pt NE 17- 34 -23 -4 25 Request from Village of Linden - Street Lights at Intersection of 806 & Village 26 Report re- Huxley Community Center Property 27 Review RecreationAgreements with Towns and Villages 28 Request for Texas Gate - Art Tetz NE 4- 34 -22 -4 COUNCIL MEETING AUGUST 24th 1981 A regular meeting of Council of the M D of Kneehill #48 was held in the Municipal Office, Three HIlls on Monday, August 24th, 1981, commencing at 10.00 A M , following completion of a development appeal board hearing The following were present G A Berdahl Division 1( Reeve) Otto Hoff Division 2 Robert E Boake Division 3 Richard A Maerz Division 4 (after 10 15 A M until 12.30 P M ) Bruce Hastie Division 6 R G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes approval of MINUTES TABLED Mr Boake moved that /the minutes of the August 10th meeting be tabled until the next meeting of Council Carried J C JEFFERY REPORT Mr Jeffery reviewed his report covering the period August 10th to August 24th, copy of which is filed with the minutes and the following items were discussed 1 Policy regarding donation of M D. pins to groups touring the area Mr Jeffery had donated 39 pins for presentation to a group of people from Quebec After discussion Mr Hastie moved approval of the donation of these pins and the purchase of 1000 pins from AAMD & C at a price of $1 70 each Carried It was agreed that some type of a policy regarding donation of the pins must be formulated Mr Maerz entered the meeting at this time Mr Campbell reported Don Kober had mentioned to him the possibility of the M D paying a portion of the costs for the road which he constructed on M D road allowance west of SW 28- 33 -22 -4 in order to reach the new residence he is constructing on that land It was also noted it may be necessary to purchase land from K & K Farms Ltd for a reservoir for the Huxley Water System. The Village of Acme have verbally asked for comments from the M D concerning a proposed use of a small parcel of land within the 40 acres the Village is in the process of annexing from the M D, and after discussion of this request it was agreed that the M D could make no comment on this matter at this time The access route into the Andrews Lowen Pit was then reviewed and it was noted George feels access could be gained from the south It would require about 5 miles of road A decision is required as Linden Contractors will soon be finished crushing at the Schmautz Pit After lengthy discussion Mr Campbell moved that Mr Hazelton be requested to undertake another crush on the east side of the pit, and a meeting of Council with Mr Hazelton be arranged if it is not possible to crush gravel on the east side Carried Alberta Environment will not have any grant monies available for the hamlet of Huxley water system in 1981 The possibility of ordering the supplies now for construction in 1982 was discussed but this did not seem feasable at this time as the M D is in a borrowing situation Mr Maerz moved to accept the report given by Mr Jeffery Carried BUDGET RUN Mr Jeffery briefly reviewed the budget run to date and after discussion of the figures the need to change the penalty deadline date was again discussed, but no decision was made Mr Campbell moved to accept the report given by Mr Jeffery Carried USE OF ECONOMIC Mr Jeffery reviewed the funds spent to date under the Economic Stabilization STAB GRANT Grant (approximately $70,000 00) The possibility of hiring scrapers under FUNDS this program to do gravel pit reclamation was discussed Mr Hastie moved to accept the report Carried �'� 0, ""�' COUNCIL MEETING AUGUST 24th 1981 P 2 Mr Maerz and Mr Jeffery reported on the recent Three Hills Red Deer River THREE HILLS Water Project meeting and the reports from this meeting were reviewed in detail WATER A breakdown of costs between the four participating partners using total PROJECT maximum grants available and a breakdown of costs if total grants are not received were reviewed The Town of Three Hills now requires a letter of committment from the M D and P B I agreeing that they will participate in the project on the basis of cost breakdown outlined by the committee After lengthy discussion Mr Maerz moved that the M D agree to participate in the Three Hills Red Deer River Water Project in order to provide water for Ruarkville and Grantville such participation to be based on figures outlined in the report of the water meeting held on August 19th, 1981 , copy of which is filed with these minutes Carried It was agreed that advertising for the M D debenture should now be proceeded with Mr Maerz stated he had advised some residents of Ruarkville that the promised $75,000 00 grant to Ruarkville will not likely bEa�e due to the changes made by the government in the grant structure for this project GRAVEL CREW The operation of the gravel crew for this winter and lay -offs were then OPERATION IN reviewed in detail Mr Jeffery also reviewed the number of yards spread WINTER ETC on M D roads to date and the amount of gravel in the various stockpiles FALL LAY - The Employees wish to know how long the 11 hour shifts will continue and when OFFS fall layoffs will occur Mr Jeffery noted the paving operation has now shut down, as the chips are all used up and most of the paving program was completed It was generally agreed that road construction shut down will likely be earlier this year than last, and all temporary employees are to be advised again that as soon as the road ponstruction is shut down their employment will be terminated A clean up crew is now working on clean up of various road projects It was agreed also that lay -offs be discussed at the next Shop & Foremen Committee meeting ADDITION TO SM CREW Mr Ferguson had requested the Small Crew undertake a hill cut at E /NE 22- 31 -23 -4 ROAD (Ken Everett) because of extremely poor site distance The approach into PROGRAM the residence on NE 22 is right at the bottom of two hills and the school bus driver does not wish to stop there because of the danger This project was E /NE 22 -31 not on the 1980 or 1981 road programs, however it is a very dangerous situation 23 -4 After discussion Mr Maerz moved that the project be added to the Small Crew Road Program and the work be undertaken after completion of their work in Division 6 and prior to undertaking the projects scheduled for Division 4 Carried Mr Berdahl reported that a similar situation exists on an approach onto POOR ROAD Number 9 Highway Traffic coming from the north onto Number 9 Highway APPROACH have very poor vision because of the steep approach onto the highway W /SW 26 -28 -20 and the approach is located right on the curve of #9 highway The road to the North of the highway should be built up and the approach widened After discussion of this matter, Mr Hoff moved that this matter be discussed with Alberta Transportation to see if this approach will be improved under Alberta Transportation program to improve all approaches onto Highway 9 in this area, and if nod, Alberta Transportation be requested to undertake the improvement to this approach and bill the M D for the costs incurred Carried RECREATION AGREEMENTS Mr Maerz moved that discussion of the recreation agreements between the M D WITH TOWNS and the Towns and Villages be tabled until the next meeting of Council & VILLAGES Carried rtan [tt'A Mr Maerz left the meeting at this time - 12.30 P M H The meeting adjourned for dinner between 12 30 P M and 1 15 P M '^ '� ai- COUNCIL MEETING AUGUST 24th, 1981 P 3 Mr Cunningham entered the meeting at this time to discuss with Council HUXLEY WATER a proposed change to the Huxley Water System The engineer has done some work SYSTEM on levels and if the M D could purchase land from K & K Farms (about 2 an acre) in Pt NE 17- 34 -23 -4 and construct a reservoir there this would eliminate the need for installation of pumps in the hamlet The water would feed by gravity into the water system, and would only require one pump to pump the water from the well into the reservoir The new well would still be located on Lot 1 in Block 9 This change would increase the capacity of the system considerably, and the costs would still be less than the original estimate Lousana Water Wells have given a price for drilling a well (150 feet deep - approximately $4700 00) The reservoir would be 42' in diameter and 12 feet deep, half in the ground and half out The access road would be 30 feet wide Mr Cunningham noted he would like to start construction of the reservoir this fall if council decide to go this route It was agreed that materials might be ordered this fall for spring delivery with a view to holding prices at this year's level, but no payment be made until next spring unless a drastic price increase was pending It was also agreed that construction of the reservoir and the backhoe work should be put out for tender if negotiations for the land with Mr Kober could be arranged Mr Campbell moved that the M D enter into negotiations with K & K Farms for the necessary land and road access for the Huxley Reservoir and if the M D is successful in purchasing the land, the M D proceed with construction of the reservoir and installation of the water line from the reservoir to the hamlet boundary this fall, with the cement work and ditching work to be tendered out Carried After discussion about drilling the new well, Mr Hastie moved that a new well be drilled on Lot 1 in Block 9 by Lousana Water Wells at a price not to exceed the unit price as quoted in its bid dated August 11th, 1981 Carried SHOP & FOREMEN COMMITTEE Mr Jeffery then reviewed the Shop & Foremen Committee Minutes of MEETING August 21st, 1981 and various items were discussed Installer ion of cabs on the crawlers was discussed and it was agreed that CRAWLER CABS the shop personnal should install the cabs as a winter project V The request from the contractor not to remove the old roof from the Carbon shop CARBON SHOP was discussed and agreed to comply with his request ROOF / Mr Boake moved that the M D send two men to air conditioning school this year , AIR CONDITION SCHOOL Carried The problems with the 720 Champion graders was discussed in detail and PURCHASE OF Mr Hastie then moved that the M D trade in the two new 720 Champion graders TWO NEW on 2— 740 Champion graders GRADERS P' g (non - articulated) with air conditioning, with the M D to retain the tires, scarifiers and snow plows, at the quoted price of $24,000 00 difference per unit Carried Mr Hoff reported that there is a bad approach into the residence of John ROAD APPROACH Regehr on SE 12- 30 -25 -4 and arrangements have been made with him to take E /SE 12 -30 -25 dirt from his approach for the road project in this area rather than taking so much dirt from the borrow pit arranged for on his land This will improve the road approach considerably MACK FUEL The problems with the Mack fuel truck were then reviewed and after lengthy TRUCK discussion it was agreed that Mr. Jeffery should check onprlciaving the tank PROBLEMS sandblasted and coated and also about obtaining a second hand transmission from Empire Truck Parts This matter will then be discussed further The request from the Small Crew for a built in power plant for their truck POWER PLANT was discussed and the possibility of having a small Honda Power Plant SM CREW installed under the deck of the one truck should be reviewed with Mr Thompson The request from Len McCook for two weeks leave of absence for harvest was LEN MCCOOK discussed and Mr Campbell moved that Len McCook be granted two weeks leave , LEAVE OF of absence without pay for harvest ABSENCE Carried EMPLOYEE The rates of pay for employees were reviewed and it was agreed that all foremen RATE OF PAY be again advised that no first year employees may reach senior labourer status Mr Hoff moved to accept the minutes of the Shop & Foremen Meeting Carried J a COUNCIL MEETING AUGUST 24th, 1981 P 4 ROAD TOUR Report from the Road Committee (dated August 11th 1981) was then reviewed AUG 11th, 1981 and the following items 1 Boles Kaatiala Road Project - problem with backsloping level and rocks It appears water will run in the field instead of down the ditch This matter must be discussed with Mr. Boles 2 Roads constructed by oil companies - too narrow and one of very poor construction After discussion of this matter, Mr Boake moved that the oil companies in question Amoco, Pan Canadian, C D C and Hudson Bay Oil and Gas, be directed to bring these roads up to M D standards Carried BORROW PIT AGREEMENTS Borrow Pit agreements obtained were reviewed as follows 1 R W Brown Acme - NE 36- 29 -25 -4 2 Water Tetz , Huxley - W /SW 15- 34 -25 -4 Mr Campbell moved approval of the agreements so arranged Carried SECONDARY ROAD Alberta Transportation have requested imput from Council about priorities PRIORITIES for secondary roads so they can establish a five year program After lengthy discussion Mr Hoff moved that Alberta Transportation be . given the same priority list as given to them last year Carried The possibility of having other roads added to the Secondary Road System was then discussed at length, and Mr Hastie moved that Alberta Transportation be requested to add the following roads to the secondary road system 1 RoadgWest of Section 1 in 35 -25 -4, West of Section 35, 26, 23 & 14 in 34-25 - East on SR 587 1 mile south of Section 14 South 14 miles - West of Sections 12 & 1 West of Sections 36, 25, West of Sections 36, 25, to meet with SR 583 and then in 34 -25 -4 24, 13, 12 & 1 in 33 -25 24, 13, 12 & 1 in 32 -25 end 2 Road West of Sections 17, 20, 29 & 32 in 33- 22- 4/from SR 585 to the Buffalo Jump Park Road 3 Road,from Nacmine to Number 9 Highway through Sections 7, 6 in 29 -20 West half mile south of SW 6 in 29 -20 and South 2 miles west of Sections 30 & 31 in 28 -20 -4 Carried Mrs Wilkinson left the meeting at this time, and Mr Jeffery recorded the balance of `A the minutes NEED FOR RECORDER Alberta Transportation have requested each municipal district and county to improve FOR OVERLOAD its communications with truckers with respect to granting overload permits, and «�LL,LL� after discussion of this request Mr Hoff moved that Mr Jeffery obtain prices for installation of a recorder in the office and this matter be discussed again in future Carried BRIDGE Alberta Transportation have requested priority list from the councillors about PRIORITES bridges which require improvement or replacement and Mr Campbell moved this request be tabled until another meeting of Council Carried 'Sai e f COUNCIL MEETING AUGUST 24th, 1981 P 5 Mr Jeffery reported on a recent civil trial in which a woman who was DAMAGES FOR ACC crippled in an accident received damages from the Municipal District PAID BY because it was the poor road condition which caused the accident After discussion Mr Berdahl moved to accept the report as information Carried Mr Jeffery reported that Mr Raymond Megli has entered into a new 5 year gravel lease with the M D for the Megli Gravel Pit - N2 10- 30 -25 -4 but would like some reclamation work done in areas of the pit now Mr Boake moved that the Reeve and Municipal Administrator be authorized to sign the new lease with Mr Megli and that reclamation work be undertaken in parts of the pit which are no longer used Carried Mr and Mrs Darryl Sailer of Sunnyslope have purchased the former Cardwell property but did not purchase the old garage which is apparently sitting on M D road allownce They would like the M D to demolish the garage, or assist them with the demolition After discussion Mr Hoff moved that no assistance be given to Mr Sailer towards demolition of the garage Carried MEGLI GRAVEL REMOVAL OF GARAGE FROM ROAD ALLOWANCE IN SUNNYSLOPE PESTICIDE A letter has been received from Alberta Environment concerning CONTAINER pesticide container disposition After brief discussion Mr Hastie moved DISPOSAL this matter be tabled Carried 1981 GRANTS The possibility of making certain grants to charitable or other organizations in 1981 was then reviewed and Mr Hoff moved first reading to by -law 948 BY -LAW 948 this being a by -law to pay the following grants in 1981• Salvation Army $500 00, Canadian National Institute for the Blind $200 00 Cystic Fibrosis Association $100 00, Hudson Bay Route Association $100 00 Unifarm District of Kneehill $100 00 for a total of $1000 00 Carried Mr Campbell moved second reading to this by -law Carried Mr Boake moved that third reading be given to this by -law at this time Carried Unanimously Mr Hastie moved third reading to this by -law Carried RURAL RRAP PRORGRAM Mr Jeffery reported that the Rural RRAP program is now available for hamlet areas south of Highway 16 After discussion of this program Mr Boake moved that the M D agree to participate in the Rural RRAP program and if possible hire LeRoy Roach of Trochu to co- ordinate the program for this area, and also determine if rural community organizations could apply for benefits under this program Carried E DUNAY MOVING Mr Jeffery reported that Mr Dunay, Assessor submitted his account EXPENSES for one -half of his moving expenses, as per agreement arranged at the time he was hired The half share amounted to $949 00,and after discussion Mr Campbell moved to accept and file the report Carried PUBLIC ASSIST The Village of Acme advise that their Senior Citizens Club will be submitting TRANSPORTATION a budget to the Village for use of the Public Assistance Transportation Grant GRANT and upon receipt of this the Village will forward same to the M D .Y No other replies from the other towns, or villages has been received as yet Mr Boake moved that this matter be tabled, pending receipt of more information Carried Mr Cunningham has obtained y departments SYSTEM g prices for a radio system for fire de artments �' and after review of same Mr Berdahl moved to table this matter �1�n n� FOR FIRE Carried DEPTS The request from the Village of Linden for lights at the intersection of ST LIGHTS AT Linden and SR 806 was briefly reviewed and Mr Campbell moved that this LINDEN & SR 806 matter be tabled until the 2nd meeting in October Carried HURLEY COMMUNITY The Huxley Community Club have now been able to obtain title (through their CLUB PROPERTY COUNCIL MEETING AUGUST 24th, 1981 P 6 licitor) for Lots 7, 8 & 9 in Block 9, but have not been able to obtain title to Lot 6 After brief discussion of this problem, Mr Campbell moved to table 'until another meeting of Council Carried 1 L f- 1� HURLEY �_ COMMUNITY CLUB PROPERTY Mr Art Tetz has again requested the M D to install texas gates on ART TETZ ;the forced road in NE 4- 34 -22 -4 He had previously been advised TEXAS GATES ;the M D would pass the required by -law to allow him to install the NE 4 -34 -22 (texas gates at his own expense.
