Misc Council Meeting July 27,1981 A regular meeting of Council was held July 27,1981 in the M D of Kneehill #48 office commencing at 9.00 am with the following present. G A Berdahl Otto Hoff R E Boake R.A Maerz T A Ferguson R G Cambpell J C Jeffery Linda Shearlaw Division #1 Reeve Division #2 Division #3 Division #4 Division #5 Division #7 Municipal Administrator Recording Secretary Mr Berdahl called the meeting to order. Mr Maerz moved that the Minutes of the July 13,1981 meeting be approved Carried RECREATION Discussion followed 'regarding the Recreation Boards After lengthy discussion, Mr Maerz moved that the Recreation Boards consist of a minimum of 7 members (3 rural members and 4 urban with one Town or Village Councillor and one Municipal Councillor from each,respectively). There may be a maximum of 9 members on the Recreation Board (4 rural and 5 urban with one councillor from each of the Town or Village and Municipal District, respectively) Carried BUILDING PERMIT After some discussion Mr R G Campbell moved the building permits as attached be accepted as approved by Mr Cunningham. Carried APPEAL- #57 -81 Mr Jeffery read a letter of appeal against the Development Officer's decision regarding Permit #57 -81. Mr R G Campbell moved this appeal hearing be set for 9.00am August 10,1981 Carried SEC 837 Mr Jeffery noted that Mr McGregor of Alberta Transportation had contacted the office regarding the possibility of lifting the ban on Secondary 837 as they will be requiring this road and will restore it to the original condition when completed Mr Boake moved that this ban be lifted Carried It was also noted that Mr McGregor had advised that the a roximate cost for guard rail will be $10 00 per foot and Transportation would ��QIZjCNC like to know how much will be required Mr Ferguson and Mr Kennedy 14 «A will be staking the area needed Tuesday morning and will give Mr Jeffery 6ufig) an approximate footage of the guard rail needed Mr Boake moved that ® the guard rail be installed at this site at an approximate cost of $10 00 per foot Mr Jeffery noted he had been advised that Alberta Transportation does not make a common practise of doing this type of work for Municipalities and Counties. VILLAGE request was read from the Village of Acme for assistance iA/scarifying RaSPEc *31e FG;ad ,y ;t - "- -' They would like this road scarified as the Provincial Government is considering paving A��gni Avg along this street at a later date but something must be done about it soon After lengthy discussion, Mr Ferguson moved that the equipment Tff needed be supplied to the Village at a cost $35 00 per hour Carried �0 To S�,�oou PST �0 FF�cc OF ACME NEW HORIZONS A request was read from the New Horizons Group of Carbon for a portion of the Alberta Transportation grant After discussion Mr Ferguson moved that the M D. match any amount of dollars given by a Town or Village to a project such as this to a maximum amount of $1,500.00, with a statement of expenditure to be submitted to the M D at the end of the year. Carried The bills are to be submitted to the appropriate town or village and the M D will pay them the M.D. share of said account HUXLEY -WATER Mr Jeffery reviewed the By -Law #947 regarding the authorization of the M D of Kneeh.ill to incur an indebtedness on behalf of the said Hamlet of Huxley for the purpose of a Water supply system. Mr R G Campbell moved first reading of this by -law Carried ge 2 40 COUNCIL MEETING - July 27,1981 Page 2 ROAD CROSSSINGS Mr Jeffery reviewed the power line extensions which have been received by the office in the last two weeks Trans Alta Utilities - SW 27- 30 -26 -4 Tom Baerg Alberta Power Ltd - SE 25- 32 -24 -4 Leo Stankievech Alberta Trans - approval of SE 25- 32 -24 -4 Stankievech Mr Boake moved to accept and file the above Carried PBI ADDITION Mr Jeffery reviewed the comments from Alberta Labor regarding the new addition to the PBI Girls residence Mr Ferguson moved this be accepted and filed as information Carried RECREATION BRDS The report of the Arthurville Community Association for 1980 was reviewed Also reviewed were the April 23,1981 minutes of the Torrington & District Recreation Board and the Financial Statement for the Village of Torrington & District Recreation Board for 1980. Mr Maerz moved these be accepted and filed. Carried. LINDEN - LIGHTS Mr Campbell moved that the letter from the Village of Linden requesting a study to determine the need for lights at the intersection of Secondary 806 and the main west entrance to the Village be tabled until such time as Mr Boake has a report Carried REED - SNOWFENCE Mr Maerz moved that the request by Mr Reed for snowfence be tabled until such time as he may report further information Carried RED DEER RIVER Mr Jeffery advised Council that Mrs Connie Osterman, MLA had notified him that the River Engineering was not allowing anyone to take gravel from the portion of the river under discussion between themselves,Alberta jJTransportation and the Municipality A report is to be forthcoming outlining the reasons why Mr Boake moved this report be accepted and filed Carried SHOP & FOREMENS MIN Mr Jeffery reviewed the Shop and Foremens minutes and Mr Boake noted the Acme project needs gravel ALBERTA ENVIRONMENT Mr James K Puskas, District Engineer for Water Resources Administration Branch entered the meeting at this time (11 00am) to discuss the Provincial Grant program (Position paper #5) which came into effect April 1,1981 and may have some effect on the cost for the Kneehill Creek dam Mr Puskas noted that the provincial government will cost share on a 750 -25o basis for the engineering costs and capital costs for a project but not the land The Local Authority must be responsible for the purchase of the land and right of ways as well as maintenance PFRA is doing a preliminary cost estimate for Water Resources Mr Puskas stated he would check and see if this project could be classified as a Major Management Water project, in which case there would be less cost tothe Municipality, as the Government would pay a larger share of costs Mr Puskas left the meeting at this time (11 15am) SHOP & FOREMENS Gravel was then discussed and Mr Campbell moved that the next time the paving crew moves, Mr Jeffery, Mr Rodger and Mr Maerz arrange to have the gravelling done which is necessary and the gravel at the Acme project be spread at 250 yards per mile even if the paving crew must shut down for a day or two Carried Council adjourned for lunch from 12 pm to 1pm Mr Cunningham and Mr Matts Bergman entered the meeting at 1pm to discuss the Three Hills Water Project They noted they had met with Mr Jenkins of the Town of Three Hills to discuss the figuires being used and how the Town had arrived at them. After lengthy discussion is was suggested that a meeting should be held with the Town and Municipality and PBI with Mr Bergman present to discuss this and ensure that everyone understands what is taking place regarding grants available and the possible costs Mr Cunningham will try to arrange a meeting August 4,1981 at 10.00 am with the above present. Mr Jeffery, Mr Maerz, Mr Ferguson, Mr Cunningham and Mr Bergman are to meet in the M D office approximately 8 30 to discuss any problems th y have. ge 3 • Council meeting - July 27,1981 Mr Campbell moved that Mr Bergman draw up the approval forms for the Huxley Water System Page 3 HUXLEY WATER plans and necessary Carried Matts Bergman left the meeting at this time (2.00 pm) Linda Yakimishyn and Dale Prince from CRPC entered the meeting at this time (2.00 pm) RAYMOND MEGLI Miss Yakimishyn advised that she has been in contact with Mr Megli and his agent Mr Penner regarding the proposed sub - division N,- 10- 30 -25 -4 and they are willing to apply for an isolation of farmstead as this is generally what they are looking at now .instead of intensive use After discussion Mr Maerz moved that this sub - division be approved on the condition that the subdivision be the 66' adjacent to the quarter section line on the West side and the balance of the area to be from the North east section and this must be deemed to be from the NE quarter only-which will allow for future sub - division of the North West quarter where there is a gravel pit Carried Mr Ferguson moved that the re- designation fee of $100 00 be refunded to Mr Megli as this is not necessary Carried WM HANSEN An application for consolidation of lots in Allingham has been submitted by Mr Wm Hansen As Allingham does not have Hamlet status it is classified as farmland and according to the land use by -law this would not be possible Mr Boake moved this be tabled for further information Carried TORRINGTON ANNEXATION A notice of the board annexation hearing for the Village of Torrington was read for 34- 32 -26 -4. Mr Otto Hoff moved that Councillor Maerz attend this meeting, September 2,1981 at 11.00 am at the Village of Torrington office on behalf of the M D of Kneehill Carried RURAL RES POLICY Mr Ferguson moved that Mr Miles Cullum meet with Council to discuss the draft copy of the Rural Residential Policy on August 10,1981 at 9 30 am Carried Miss Yakimishyn and Mr Prince and Alex Cunningham left the meeting at this time. BURDEN -PAY Mr Ferguson moved that Mr David Burden be demoted to Junior Laborer for the month of July,1981.
