Gave John Dorn permission to work 2 extra days backsloping near Hugo project - N /NW 36- 31 -22 -4 - to eliminate a bad snow problem R A Maerz aware of problem 2 Damage to Division 4 Motor Grader (Brian Plant) - freak accident It was suggested a flat iron be welded on to prevent incident occuring again 3. Ed Dunay - Assessor - advises to finish general assessment by 1984 will require another man to do improvements He feels he and John can handle the farmland work It was decided to review the need for another man in June of 1982 4 Is Council interested in learning the equalized assessment formula Edmonton will send down a man to review it 5 Mr. McGregor, Alta Transportation - will advise in due course re seeding and guard rails for the Anderson Bridge Project July 10/81 McGregor phoned - arranged for guard rails, but not seeding as yet 6 We require decision on Calcium chloride - see June lst to 17/81 memo 7 M D Starland having an auction sale July 22nd, 1981 M.D. sent over our old equipment to put in their sale 8 Torrington Annexation - covers 30 acres from Mac Hutton - SE 34 -32 -26 for new lagoon site Application shows only the old lagoon 9 Checked out main crew with Robert Boake June 22nd, 1981 re lack of production Sub foreman advised had only lost one full day to rain Do not start late or quit early and feel they are getting good production - They are double moving approximately 20,000 cubic yards black dirt per mile 10 Gave Oris Permission to have another 5,000 cubic yards of chips crushed by Linden Contractors at the Schmautz Pit It appears paving crew will complete program except for the Carbon South and possibly some of the Linden East Road Bruce Hastie and Robert Boake�ardvised and approved of extra chip crushin 11 Need a price on reject material from chip crushing Suggest $1 50 per yard and no limit on sales Elmer Bauer has inquired about purchase of 1,000 yards 12 Gave George permission to put calcium chloride on 1 mile of road from 806 1 mile west (west of Village of Linden) 13 Recommend Counil hire another scraper or packer - does not appear will up $200,000 00 Economic Stablization Grant Gave John Dorn permission to hire another scraper - with approval from Bruce Hastie and G.A. Berdahl - will watch closely to see when the $200,000 00 is used up 14 Tender for the Red Deer River Water Project - Town of Three Hills - will be July 30th, 1981 15 Hired Steve Goucher's scraper to make use of Economic Stabilization Grant - approval for the hiring obtained from Monty McGregor, District Engineer, Alta Transportation - June 26th, 1981. 9 �:a� -2- 16. Jeffery Municipal Administrator (morning only) Mrs Jean Wilkinson, Asst Administrator, Recording secretary Councillor Maerz moved the June 17,1981 minutes be tabled until later in this meeting. Carried Mr Jeffery reviewed his report covering items from June 17,1981 to July 13,1981 and the following items were reviewed by Council. (4) It was agreed that arrangements be made to have a person come down from Edmonton to explain to Council the procedure and formula used in arriving at the equalized assessment figures. (5) After brief discussion of item #5 Mr Ferguson requested that Alberta Transportation be asked again about guard rails on the Orkney Hill as their crews are installing new guard rails in the area at this time Councillor Boake asked about the possbility of installation of guard rails on Secondary 806 West of the NW 20- 20 -25 -4 There is a bad curve on the road going down hill and it is quite dangerous After lengthy discussion it was agreed that reflecter posts be used in this area instead of guard rails (6) Application of Calcium Chloride on various portions of the roads in the M D for dust control was then reviewed In detail by Council Calcium chloride was applied to a 1 mile stretch of road west of the Village of Linden, N- 19- 30 -25 -4 as an experiment Various stretches of road were then considered for inclusion in this experiment After lengthy discussion, Councillor Campbell moved that two application of Calcium Chloride be applied as an experiment to the following roads- a) 4 miles of the Fisher Davis road W- 1,12,13,24 in 32 -24 -4 b) Streets in the Hamlet of Swalwell c) Those stretches of road near Nacnilne to which Calcium Chloride was applied last spring, being West of 30 and 31 in 28 -20 -4 and through section 6 and 7 in 29 -20 -4 d) South of 16- 32 -26 -4 near the Hutterian of Valleyview, about a z mile stretch in the vicinity of their building site Carried It was generally agreed that if the roads appear to be in good condition after the application of Calcium Chloride the grader operator's be requested not to blade these stretches of roads There was discussion of the road south of the Linden Nursing Home and also the Corr road which have just recently been re- surfaced and these roads appear to still be in fairly bad shape, perhaps more base work is required on these roads before re- surfacing After further discussion regarding the use of Calcium Chloride on roads it was agreed that Jim Keith of Allied Chemicals be requested to come over and talk to the motor grader operators about how the road should be prepared for application of the Chloride and how packers should be used on the road when the Calcium Chloride is applied (7) It was agreed that Mr Ferguson attend the auction sale being held at the M D of Starland, July 22,1981 on behalf of the M D (9) It was noted the main crew is just begining on the fifth mile of the Acme -South Boundary road project and because of the time involved it may be necessary to review the road program It was agreed that this be done at the next meeting and consideration might have to be given to deleting one or two miles of road from the program There was discussion regarding the possible need to replace the sheep -foot packers as they are in poor repair and are not doing a good job of packing the road (11) After discussion of a possible price for the reject material which accumulates after crushing chips for road surfacing, possible uses for this material as base material for road work it was agreed that this material be kept to see if it can be used by the M D and if any ratepayer is interested in purchasing part of the material it be sold at $3 50 a yard from both pits in lieu of obtaining their 100 yards of crush gravel (13 &15) Regarding the Economic Stabilization grant were discussed in detail and it was agreed that the cost must be monitored very carefully to ensure that the available Page 2 l Council meeting July 13,1981 grant funds are not exceeded Page 2 (18) Decision re sale of ROP's is required, after discussion Mr Ferguson moved that the ROP's be sold for $500 00 each at such time as they are made available for sale, otherwise they be put on consignment with Union Tractor Council then reveiwed the Building permits and correspondence received as per the report filed with these minutes With regard to the item #18 in the correspondence report it was agreed that a meeting be arranged with the Town of Three Hills representatives, Mr Chet Davidson and Mr Robert Jenkins to review with Councillor Boake and Councillor Campbell the possible clean up of the Three Hills Garbage site and the rubble pit area It was agreed the meeting be arranged for Thursday July 16 at 10.00 am It was noted that the cost for trucking garbage is becoming more and more expensive and it may be necessary to install more sites which will force the trucking costs higher than ever Mr Fergsuon moved that the reports given by Mr Jeffery be accepted Carried. TOWN OF THREE HILLS RIVER WATER The Town of 'Three Hills has requested the M D of Kneehill consider bidding on the road work for the Three Hills Red. Deer River Water Project After lengthy discussion of this matter and noting it would require at least 12 miles of road construction work, Mr Campbell moved the M D not bid on this portion of the Three Hills Water Project Carried LINDEN FIRE BUDGET Mr Jeffery read a letter from the Village of Linden regarding the 1981 Fire Budget The Village has agreed to pay 500 of the operational costs and 35% of the capital costs for 1981 (pagers for the department) It was noted the pagers have now been ordered and after lengthy discussion Mr Campbell moved that the proposal put forth by the Village of Linden be accepted Carried THREE HILLS -REC The Town of Three Hills advised that they have given approval for three projects for recreational purposes. These projects are* 1) Renovations to the Three Hills Community Library- funding applied for $7,500 2) Renovations to the Three Hills Community Centre - Estimated costs $23,410 00 of which 50% is eligible for funding 3) Addition to the Three Hills Community Centre - estimated cost $90,000.00 of which 50% is eligible for government funding The 'Towns approval of #3 is in principal only and will be subject to submission of suitable plans The Three Hills and District Recreation Board have approved the Peojects #1 and #2 and recommend that application be made for funding of these projects under the Major Cultural Recreation Facility Grant No recommendation has been made by the board for the third project being the addition to the Community Centre pending further review of the project It was noted that if all three of these projects are proceeded with, funds requested from the goverment under the Major Cultural Recreation Grant, this would use up all of the 'Town of 'Three Hills $100 00 per capita grant and 2/3 of the Three Hills & District Recreation Board Area Rural Population grant The Town request approval from the M D for these three projects and also wish to know what the M D Council will require in order to release the remaining 1/3 of the Three Hills and District Recreation Board Area Rural Population grant It was noted that the Three Hills & District Recreation Board have completed a master plan and that all rural community organizations have been contacted by this board for input into preparation of the Master plan It would therefore appear that all concerns of the rural community II organizations should be covered under this plan and after lengthy discussion, Mr Maerz moved that the 1/3 holdback be released to the 'Three Hills & District Recreation Board for use on any program,on the master plan Carried Mr Jeffery read a letter from the Town of Trochu regarding a proposed sub - division in the SW- 6- 33 -23 -4. Mr Ferguson moved the request for meals be refused Carried SALE USED CULVERTS The policy regarding the sale of used culverts was reviewed, list of used culverts on hand was also reviewed and after discussion, Mr Berdahl moved that the old 12 culverts be disposed of at a rate not to exceed one -half price but that no change be made in the policy concerning culverts larger than 12" Carried CARBON SHOP ROOF The bid received from Texas Refinery Corporation of Canada Ltd of Calgary for repair to the Carbon Shop roof was then reviewed, the estimated price was $2,992.00 The work would be done by Kirks Sheet Metal of Three Hills After discussion of the bid and noting that the roof itself might be rotten, Mr Campbell moved that Mr Hoff, Mr Berdahl and if possible Mr Keith Smith inspect the roof, determine if it is worth fixing and if so the bid received from Texas Refinery be accepted Carried BRIDGE INSPECTIONS Mrs Wilkinson read a letter from Alberta Bridge Branch concerning inspections made concerning the following bridges, a) File 70377 W -NW 2- 30 -25 -4 Kneehill Creek SE of Linden b) File 1703 S -SW 2- 30 -25 -4 Kneehill Creek East of Linden c) File 1876 NW - 10- 30 -25 -4 Kneehill Creek NE of Acane d) File 1310 S -SE 13- 33 -25 -4 Bridge branch proposed minor repairs to three of the bridges but no action to the bridge at S -SW 2- 30 -25 -4 It was agreed that Bridge Branch be requested to bring the first three bridges close to the Megli pit up to standards as soon as possible and Council has no comments or objections to the repairs proposed for these- Fourth file 1310 Council also requests bridge branch to inspect the following bridges West of Linden - S -SW 27- 30 -26 -4 Gorr Road - W- 1- 32 -24 -4 Council would also request information from Bridge Branch as to a possible time when they propose to straighten out the alignment of the Bridge of 36- 33 -25 -4 CP RAIL CP Rail has forwarded an agreement whereby they will allow the M D , Gulf Canada, and Leonard Litz use of a railway crossing at mile 27 25 of the CP Acme Sub - division Use of the crossing by the M D would be strictly limited to access to the Wimborne Sewage Lagoon site After discussion of various terms of the agreement, Mr Boake moved that the reeve and municipal administrator be authorized to sign the agreement on behalf of the M D Carried LINDEN - LIGHTS A letter from the village of Linden which requests the M.D to ask the government to install street lights at the intersection of secondary 806 and the main west enterance of Linden was then reviewed briefly and Mr Boake moved this be tabled pending receipt of further information Carried REMOVE POLES & PEDISTAL: HURLEY Mr Paul Wik requested the M D. to arrange for removal of the power poles and AGT pedistals from the centre of the alley behind his property Lot -15 -18 Block 4 in Huxley in order that the alley could be cut down to eliminate a drainage problem and also to provide access from the alley to his proposed garage. After discussion of the request and noting it would be a fairly substantial project, Mr Hastie moved that the M D contact AGT and Alberta Power and request them to determine the actual location of their poles and pedestals and further to determine whether they would be willing to move these poles and pedistals from the middle of the alley to the edge of the alley at their own expense Carried. (� Page 5 � c; Council meeting - July 13,1981 Page 5 HISTORICAL SOCIETY The Three Hills Historical Society requests permission from Council to purchase two loads of pit run and approximately 20 to 25 cubic yards of crush gravel for their museLun site Mr Ferguson moved that the M D agree to sell to the Society the amount of crush gravel they require at the regular price and further moved that the M D donate the additional two loads of pit run to the Society on the condition that the society arrange for the hauling of the gravel. Carried TORRINGTON -REC The Village of Torrington has returned the proposed Recreation agreement duly signed by the Village and Mr Boake moved that the Reeve and Administrator sign the agreement with the Village of Torrington Carried. I HUXLE'Y WATER SYS Mrs Wilkinson noted that the notice of intention to install the Huxley Water system was advertised in the Three Hills Capital on the July 1 and July 8 issues of the paper and the by -law for the debenture of this project will be considered at the next meeting of Council Mr Maerz moved to accept the report Carried � I Mrs Wilkinson reported that the Eltrohills Dats Society has now forwarded a copy of their certificate of incorporation as well as their by -laws for the society It is 11 now duly registered with the Province of Alberta as a Society and they request that the M D turn over to them the 1980 Public Transportation Operating grant Council had agreed in 1980 to turn this grant over to the Eltrohills Society once they complied with the various conditions outlined by the M D After discussion of the matter, Mr Ferguson moved that the grant of $11,914 00 be turned over to the Eltrohills Dats Society Carried f+ 1981 TRANS GRANT Use of the 1981 Public Transportation Operating Grant was then discussed. It was I„ I noted that a request has been made by the Carbon Senior Citizens for some of the 1981 grant and a request may be coming from the Golden Hills Lodge, Three Hills and one from the Torrington area No concrete proposals have been submitted by any of these groups After discussion Mr Campbell moved that disposition of the 1981 monies be tabled until further information can be obtained from the areas concerned Carried CRPC Alex Cunningham and Linda Yakimishyn from CRPC entered the meeting at this time (4 05PM) the following sub - divisions were then discussed Isolation of an existing farmsite (NE 12- 31 -25 -4) Linda pointed out that the sub- divison would require an access road running along the south boundary of the quarter and it had been suggested that the size of the access road should be increased from 30' to at least 50' or 60'. After discussion of the matter, Yir Ferguson moved that Council recommend approval for this subdivision on the condition that the applicant provide a 60' wide access and other normal conditions are complied with Carried. The subdivision application submitted on behalf of Raymond Melgi for the N2- 10- 30 -25 -4 was again briefly discussed and Linda noted she had received no further information from Mr Megli's agent Mr Ferguson moved the application for subdivision and application for redesignation be tabled pending receipt of further information from the agent, Mr Megli or CRPC Carried Mrs Hannah Johnson of Huxley has submitted application for subdivision of the lots in the hamlet of Huxley She presently owns lots 3 -12 in Block 2 and she wishes to create three new lots from existing 10 lots. After discussion of the subdivision, Mr Boake moved Council Recommend approval for the subdivision subject to normal conditions Carried A A M D & D A A M D & C has forwarded information which indicates Council may now pass a by -law to set up a pension plan for Councillors, After discussion of the matter, Mr Maerz moved to accept and file Carried A A M D & C have forwarded copies of the government replies to the resolutions which were passed at the 1981 spring convention. Mr Hoff moved to accept and file Carried Council briefly reviewed the proposed annexation for the Village of Torrington of 30 acres to accomodate their new sewage lagoon site It lies to the west of the railway tracks and to the south of Village After discussion Mr Ferguson moved to accept and file as information Carried. ACME ANNEXATION Mrs Wilkinson reviewed comments made by Mr Jeffery and Mr Boake regarding the Acme Annexation hearing which was held on June 23,1981 The annexation will take in all of section 19- 29 -25 -4 however, it appears the drainage ditch which was P ge 6 Council meeting - July 13,1981 Page 6 overlooked in the initial application will not be included in this annexation After discussion, Mr Campbell moved this report be accepted as information and filed Carried SWALWELL & DISTRICT COMMUNITY CENTRE The Swalwell & DIstrict Community Centre and Curling Rink have agreed to hire a surveyor and cover the costs for the surveyor and to close the street south of the Curling club building in Swalwell if Council will now proceed with closure of 20' of the road Mrs Wilkinson read a proposed by -law to authorize closure of 20' of the road and noted that this would be advertised in the Three Hills Capital and a public hearing would be held following two weeks of the last notice of intention to close After discussion, Mr Boake moved first reading to by -law #946 Carried Mr Hoff moved second reading to this by -law Carried Mr Campbell moved that the public hearing be held on August 10,1981 at 1 00 pm Carried. MAERZ -TAXES Henry J Maerz of Three Hills requests council consider cancellation of the 1981 taxes levied on a house on the NW 7- 32 -23 -4 Mr Maerz had in past rented this house but since June,1980 it has not been rented and he does not believe he will rent the house at all in 1981. The taxes levied on the rental house for 1981 amount to $132 58 After discussion of the matter Mr Ferguson moved this be tabled and considered again by Council in October 1981. Carried. ROCKYVIEW -ATM ENDMEI A Public hearing has been scheduled by CRPC for Friday, July 24,1981 at 9.00 am to consider an application by the M D of Rockyview for an ammednent to the 1981 preliminary Regional plan which would allow rural industrial parks and industrial uses within a rural municipality After discussion, Mr Ferguson moved that a letter be sent to CRPC stating that the M D of Kneehill support the amendment as proposed by the M D of Rockyview. Carried It was further agreed that Mr Hoff would be attendance at this hearing as a representative of the M D of Kneehill #48 Miles Cullum from CRPC had requested councils decision as to whether they wish to pursue the policies he had proposed for rural residential subdivision as well as other items he had been reviewing. After discussion Mr Boake moved this matter be tabled and each Councillor be sent a copy of the proposed policies for further study Carried REED- GRANPVILLE Bud Reed, who owns property in Grantville has requested the M D supply him with snow fence which he would install on a permanent basis at the end of the street which passes his house in Grantville He noted that it the M D is not willing to supply the fence he would be willing to purchase it himself and he would request permission to put the fence up. A lot of snow drifts from the north and blocks his sidewalks and the road in front of his property Mr Berdahl moved that this be tabled for further information from Councillor Maerz. Carried FLAG PERSON There was then lenghty discussion regarding the need for flag persons working on the paving crew Some felt that barricades and detour routes would possibly be a better solution to the problem and would also eliminate the need for the two flag persons. After lengthy discussion, Mr Ferguson moved the M D. discontinue using flag person effective July 20,1981 and if possible the flag persons be transfered to another position on the M D crews Carried GRAVEL CHECKER The need for a gravel checker on the gravel crew was then also discussed and after lengthy discussion of this matter, Mr Maerz moved that Shop and Foremens Committee be advised that Council is seriously considering doing away with the Gravel checker position and the matter should be discussed at their next meeting Carried. The date for the next Shop and Foremens meeting will be Thursday, July 23,1981 at 9.00 am Mr Maerz moved that the 750 on the Corr road be removed and the road be restricted to a 900 load limit effective i mediatley Carried.
