DOUG HAZELTON Mr Doug Hazelton from Linden Contractors entered the meeting at this time (9 05 am) Mr Hazelton stated he has approximately 6800 yards of chips done and will finish the 3200 before he moves to Caroline for a government job- he feels this will allow sufficient time to finish the Andrews -Lowen pit as agreed If John Dorn can prepare the pad at this pit before September, it will be ready for Linden Contractors to move to Andrews - Loewen when they return More dirt will also have to be cleared at Megli's before Linden Contractors can do any more there a Mr Hazelton left the meeting at this time (9 15) L4.J 943 LL RATES m oom 7" Jeffery reviewed the rate changes required for the 1981 mill rates, as per the symposium he attended in Banff By -law 943 was passed at this time recinding by -law Si =r= 939 setting the mill rate for 1981 OC 7-1.3 /&/ BANK RECONCILIATION Mr J C Jeffery reviewed the Bank Reconciliation statement for the month of May,1981 Mr T A Ferguson moved this be approved as presented. Carried DEVELOPMENT APPEAL Mr R.G. Campbell moved that Council do now adjourn to the Develor-nent Appeal Hearing Carried Mr R A Maerz moved that Council re- conviene Carried SWALWELL COMMUNITY CENTRE Mr Stan Young, Grant Paget, Wes Gore from the Swalwell Community Association and Mrs Jean Wilkinson, Asst Administrator entered the meeting at this time (9 40) to discuss the plans of the Swalwell Community Centre regarding expansion Mr Paget noted the club would like to expand the centre 20 feet to the South, which would extend over the property line, they feel it would be more economical to expand to the south than to the east or west Mr Jeffery reviewed the proposed agreement the M D had drawn up and the possible costs for survey and registration were noted and discussed Mr Paget, Mr Young and Mr Gore _felt they should take this back to the association and find out accurate costs before proceeding Mr Paget, Mr Young, Mr Gore and Mrs Wilkinson left the meeting at this time (9 55) SHOP & FOREMENS Mr Jeffery reviewed the minutes of the June 16,1981 meeting of the Shop and Foremen Mr R E Boake moved that the six miles of paving west of Linden be added to the 1981 paving program. Carried Mr Ferguson moved that the Hugo road (N- 36- 30 -21 -4) be added to the small crew program Carried It was noted that culverts seem to be splitting at the join and it was reccomended by Council that the bands joining two culverts be bolted and this would strengthen the join Mr R G Campbell moved that Mr Richard Maerz and Mr Keith Smith be authorized to purchase used tool boxes for not more than $800.00. Carried Mr R G Campbell moved that wherever possible and when the foremen feels it is necessary that the general traffic be detoured around the road construction area and the road be closed except to the local traffic Carried Mr Hastie noted he will check the Wimborne stockpile site for the possibility of installing a pesticide container site there Q� Patje 2 nn � S-ee MIN Cc i I y is/ v Council meeting - June 17,1981 Page 2 Mr R E Boake moved that the 1 mile strip west of SR 806 be ripped and left with gravel coat as long as there are twu stockpile sites in this area Possibly Calcium Chloride could also be used as dust control Carried Mr T A Ferguson moved that no change be made to Art Thomas or Henry Wiens wages Carried Mr R G Campbell moved that Tony Greke be paid a Senior Laborer wage Carried It was agreed the crews could work July 1, and taken July 3 in lieu if the individual crews could agree among themselves as to which day they wanted to work Mr Jeffery reviewed the items for sale as listed in the foremens minutes and Mr Campbell moved that an auction sale be held in conjunction with the Town of Three Hills, School Division, M D of Starland and possibly Linden Contractors Mr Jeffery should contact auctioneers Elmer Stickel, Ed Gieck, Dunc Peters and Ted Tetz to see who would be available to conduct this sale Carried Mr Otto Hoff moved the balance of the minutes be approved Carried ACME ANNEXATION Mr Jeffery reviewed a notice from CRPC regarding the application for annexation stating the Village of Acme has applied to the Board for inclusion of the ditch (Plan 4570EZ) as previously noted by the Municipality Mr Boake moved this be accepted and filed. Mr T.A. Ferguson moved that this report be made to Council when the Town or Villages portion of the funds have been exceeded Carried GRAVEL - MUSEUM Mrs Paulina Jasman has requested pit run gravel to fill the parking area at the museum and a 2 inch cover of gush gravel as the M D donation to this project Mr Otto Hoff moved that six loads of pit run be brought in by the trucks when they are coming back to town and a grader be donated to the project to spread said gravel Carried It was noted Mr John Watt had approached the office regarding a display for Heritage Day It was agreed that there was really nothing the M D could offer for this HUDSON BAY ROUTE- RESOLUTIC A resolution from the Hudson Bay Route regarding the policy to reduce grain exports through Churchill and giving preference to the Great Lake -St Lawrence Seaway route was read and Mr Hastie moved that this resolution be supported by this Municipality Carried. BY -LAW 899 OUTDOOR FESTIV7 It was noted that By -law 899 should read Section 228 of the Municipal Government Act not 288 as typed An amending by -law ( #945) was established to correct this y _,� C, `� FARMLAND PROTECTION 'A letter from Nick Taylor,Provincial Liberal Leader, was read regarding the need to cf lobby the Lougheed government in regarding to the use of number one, two and three as anything but agricultural land Mr T A Ferguson moved that this project be supported. Carried WIK- LITTER COMPLAINT Mr Peter Wik had lodged a complaint with Mr Jeffery regarding oil and garbage from the neighbors being spread in the alleyway and on his property Mr Boake moved this report be accepted and filed Carried Page 4 Council meeting - June 17,1981 Page 4 APPEAL - BARNES A letter of appeal was read from Mr Jack Barnes regarding the decision of the Development Officer on Development permit #511 -81 Mr R G Campbell moved the date for this appeal hearing be set for July 13,1981 at 1.00 prn Carried. ZIEGLER ROAD DAMAGE Mr Rempel reported to the office that some damage had been done to the road at SE 27- 29 -24 -4 and a letter was sent to Mr Ziegler regarding this. Mr Ziegler phoned the office and stated he felt the damage was minimal as there is no approach into this field and he must take his machinery through the ditch and therefore does not feel this is his responsiblity. Mr Otto Hoff moved this report be accepted and filed. Carried COMMISSIONERS FOR OATHS Mr Jeffery noted a letter which was received regarding the change in the Act I concerning this Mr Richard Maerz moved that this be accepted and filed Carried PESTICIDE CHEMICALS Mr Jeffery reviewed a letter from Alberta Environment regarding a study to determine the problems encurred with Pesticide Container sites. The department is prepared to co- ordinate an on -going collection program to construct these sites, and maintain same Mr R G Campbell moved that this Municipality check into this program and possibly have the department inspect the proposed sites Carried APPEAL - CHAPARRAL FARMS Mr Jeffery read a memo from the Alberta Planning Board regarding the upcoming appeal hearing for Chaparral Farms SW 4- 29 -23 -4, July 9,1981 at 1.00 Pm. Mr R.E Boake moved that Mr Otto Hoff attend on behalf of the M D of Kneehill #48. Carried PROPOSED CALGARY REGIONAL PLAN 1980 A letter from Acorn Elliott regarding the stand taken by Municipalities on the proposed Regional Plan and any frustrations they are feeling regarding this matter should be pointed out to MLA's who may be in a position to raise the matter with the Minister or members of the Alberta Planning Board. Mr T A Ferguson moved that this be accepted and filed. Carried ACCOUNT'S The accounts paid May 11,1981 and May 25,1981 as approved by the committee were reviewed Mr T A Ferquson moved that these accounts be approved by Council Carried.
