G A Berdahl Division #1 Reeve Otto Hoff Division #2 R E Boake Division #3 R A Maerz Division #4 T A Ferguson Division #5 Bruce Hastie Division #6 R G Campbell Division #7 J C Jeffery Municipal Administrator Linda Shearlaw Recording Secretary vIr Berdahl called the meeting to order 14r Richard Maerz moved the minutes of the May 25,1981 meeting be approved Carried. KLINE WEIlER fir Warren Kline entered the meeting at this time,(9.15am) and stated that he aas wondering what the M D was going to do about the fence along the road allowance between himself and Mr Weimer's land Mr Kline stated he has a good 5 wire fence on ,)is side but this does not deter Mr Brunt en's cattle from getting onto his land. Y1r Weimer had told Mr Kline he had no intention of putting a fence up and vIr Bruntjen apparently never received his copy of the letter sent to Mr Weimer requesting this be done Mr Kline was advised that it is up to the landowner (or renter) to contain his own cattle and as the M D, has no cattle, they will not be erecting the fence at this point and time but a letter could be sent to Mr Bruntjen by registered mail Mr Bruce Hastie moved that a registered copy of the letter sent to Mr Weimer Carried Mr Kline thanked council for its time and consideration and left the meeting at this time (9 30 am) LINDEN RFP Mr Jeffery reviewed a letter from the Village of Linden regarding the costing for the Village of Linden Fire Protection Discussion followed A letter was sent to all Tbwns and Villages regarding this years decision for a 50 -50 split on costs for fire departments. The Village of Linden has requested a 65 -35 split for the Village with their share of the pagers $2,236 50 being pro -rated over a three year term Mr Richard Maerz moved that there be no change in the original decision and the 50 -50 cost sharing be maintained. Carried BURDEN- BROSSEAU Mr Jeffery reviewed the accident between the M D tractor being driven by David Burden and a half -ton truck driven by Mrs Brosseau. The M D tractor turned into the M D shop with no signals and Mr Brosseau, who was passing, ran into it The RCMP would not say who was to blame Discussion followed �. Mr R G Campbell moved that although the M D may not be entirely to blame the claim for repairs to Mr Brosseau's vehicle be paid but the M D Carried ROAD COMMITTEE Mr Jeffery reviewed the road comittee report,as attached, Mr R G Campbell moved that Mr Skytt be given $750 00 toward the low level crossing It was rew1L1LR=1.&1ed that the Olsen - Loewen project 10- 28 -20 -4 be dropped Mr Berdahl noted on NE 8- 29 -21 -4 the James project that the fence and gate are still intact and no one can get through the gate ' Mr Berdahl moved that a registered letter be sent to Randy James regarding this fence Carried. Mr Campbell will check into the Sich project further On the Kober project SW 28- 33 -22 -4 it was noted the well is already there Mr Ferguson moved the gravel and culverts be supplied for this project Carried Mr Ferguson moved that a policy be established allowing the Councillor for the Division to approve the MD supplying gravel and a culvert for a private road project" Ii as long as the culvert does not exceed 24 Carried j It was agreed that the Anderson project be left for the time being =OMEN r, Mr Bruce Hastie moved the Road Committee report be accepted Carried FOPO4ENS MINUTES The minutes of the Foremens meeting May 28,1981 were reviewed Mr T A Ferguson moved that the trailer presently at the dump box site be left there Carried. It was noted the water pump for Keivers lake has not been purchased The paving and crackfilling programs were discussed Mr Boake moved that two flagpeople be hired at a rate of $6.05 per hour for the sumer months Carried I Page 2� #• COUNCIL MEETING - June 1,1981 Page 2 4• Mr Jeffery noted that a Tulsa winch was available at a cost of $2,190.00. +* -• This has a 5/8" line and will pull 10 ton ..•; Mr R.G Campbell moved that this winch be purchased and the old winch be put up for L. • sale or traded in Carried Mr Smith had advised that the tire changer would cost approximately $8,600 00 Mr Ferguson moved this item not be purchased at the present time Carried There was discussion concerning Henry Wiens wages. Mr T A Ferguson moved that Henry Wiens be paid at the same rate as an Intermediate Laborer (7 44) Carried Mr Campbell moved the balance of the Foremens Committee minutes be approved Carried EMPLOYEE 0 Mr Jeffery reviewed the minutes of the Employee committee held May 25,1981 The item regarding quitting time for the main crew being changed back to 4.pm from 5:pm was discussed and it was agreed the policy be left as it was set Mr T A Ferguson moved that the balance of the minutes be accepted Carried Council adjourned from 12. to l:pm for lunch Mr Jeffery reviewed his report from May 25,1981 to June 1,1981 (as attached) Mr R E Boake moved this report be accepted and filed Carried 4x4 POSTS Mr Jeffery advised council that Mr Kennedy could not find any pressure treated posts in either Sundre or Rocky Mountain House Mr R G Campbell moved that 1,000 4x4 posts be purchased at a cost of 58(� per linear foot and these not be painted Carried MONTHLY CONTRACT The contract with the people hired on a yearly basis was reviewed Mr Campbell moved this contract be accepted and filed Carried RED DEER RIVER GRAVEL A letter from Mr J W Cookson, Minister of Environment to Mr Mickey Clark, M L A was read concerning the Red Deer River gravel Discussion followed. Mr T A Ferguson moved this letter be accepted and filed Carried TOWN OF THREE HILL A request from the Thwn of Three Hills was received regarding the possible purchase of 500 to 1000 cubic yards of gravel per year for their future road work Discussion followed and it was noted the M D is not in gravel selling business so the M D would therefore be cutting behind a local gravel contractor Mr Otto Hoff moved that the Ibwn of Three Hills not be sold this gravel but be advised of local contractors in the area Carried TRANS GRANT Mr Jeffery advised that the Public Transportation Operating Assistance Grant program was unconditional and was available to any group who could show just need of the assistance,(ie) Golden Hills Lodge, they have expressed a need for transportation for elderly people down to doctor etc - this could assist in defraying costs Mr Ferguson moved that this be tabled until such time as applications are received for same Carried Each councillor is to check for need in his division OREST LUKEY -ROAD Mr Boake noted he had talked to R W Brown concerning this matter and it had been agreed last year that Mr Lukey would wait and see how much oil worked back up through the gravel R A Maerz moved this be tabled until Mr Boake has a further report Carried. LIGHTS RUARKVILLE - WIMBORNE Mr Maerz reported he had checked in Ruarkville and recommends that two lights be E installed There is one pole with no light and the other will require both Mr Maerz moved that two lights be installed in Ruarkville, one on the furthest street north and one on the furthest street south Carried Mr Hastie noted he had checked in Wimborne and there are three street lights there now and felt the extra light would not be necessary ry at this time Mr Campbell moved that this light not be installed at the present time Carried Page 3 n . Council Meeting - June 1,1981 Mr Campbell moved that road tour be held June 8,1981 begining at 9.00 am Page 3 ROAD TOUR Carried RIVER WATER PROJECT Mr Jeffery noted Mr Bergmann had done a preliminary investigation of the plan submitted and would suggest waiting for the tenders to be opened before checking this more fully as he feels the initial costs submitted are low and it looks very expensive Mr Hoff moved this report be accepted and filed Carried SWALWELL COMM ASSN Mr Hoff reported that the Swalwell Association would not seem to be interested in extending their building in any direction except to the south He would suggest the Swalwell residence send a delegation to meet with Council to discuss this Mr Ferguson moved this be tabled until the next meeting, and try to have representatives from Swalwell present. Carried PROV GRANT PROGRAM Mr Jeffery reviewed a letter from Alberta Environment wishing to have a meeting with Council to discuss the project they wish to .initiate under the program. Mr R E Boake moved this be tabled until an appointment can be arranged Carried Mr S A Young has lodged an appeal Development permit 508 -81 Mr T A June 17,1981 at 9:30 am S A YOUNG APPEAL against the Development Officers decision on Ferguson moved an Appeal Hearing be set for Carried ANNEXATION ACME It was noted that the hearing for the Acme Annexation has been set by the Alberta Local Authorities board for 11-am June 23,1981 in the Acme memorial hall Mr Ferguson moved that Council do not accept the exclusion of the drainage ditch and recommend that all farmland being used as same be assessed as Agricultural Conservation until the land use is changed Mr Robert Boake and Mr Otto Hoff to attend the meeting. Carried HURLEY COMM HALL A request from the Huxley Community Association was received regarding the transfer of title for Lots 1 -5 Block 9 Huxley without the title being cleared for Lots 6 -9 Mr R E. Boake moved this be tabled until the Water System for Huxley has been looked at more closely as this may be needed. Carried COUNCILLOR NAME TA( Mr Otto Hoff moved that name tags be purchased for the Administrator and Councillors Carried KINVIG -CULVERT A request for a culvert at Lot 1, Block 6 Ruarkville as all the water from the hamlet is accumulating in Miss Kinvig's yard and eroding her lawn Mr Cunningham and Mr Dorn recommend a culvert be installed here as we seem to have created the problem Mr Bruce Hastie moved this culvert be installed Carried r BORROW PITS Mr Jeffery reviewed Borrow pit agreements as follows. Clarence Guynn - NW 29- 30 -22 -4 Murray McCracken - SE -25 and SE 23 in Twp 30 -23 -4 Mr R G. Campbell moved these agreements be accepted and filed. Carried CRAWLER CABS A quote from Union tractor for 3 safety cabs with air conditioning, installed was received at $35,480 00 Mr R.E. Boake moved that this be accepted as information and refered to the purchasing oommittee Carried. REDESIGNATION An application for land Redesignation was received from Mr Nelson Keet for the SW -17 -30 -25-4 (9 32 acres) to two parcels 4 to 5 acres each. Discussion followed Mr T.A. Ferguson moved that this application be refused and Mr Keet's $50 00 be refunded to hum Carried. EXEMPT PROPERTY The exempt property was reviewed and discussed. Mr Campbell moved this report be accepted and filed Carried.
