Gilbert Berdahl ii Otto Hoff Robert E Boake Richard Maerz �I Tom A Ferguson Bruce Hastie Reg G Campbell J C Jeffery Linda Shearlaw Division #1 Reeve Division #2 Division #3 Division #4 Division #5 Division X66 Division X67 Municipal Administrator Recording Secretary 1L-4L .IL LU Mr R E Boake moved that the minutes of the April 13 1981 meeting as circulated be approved Carried COURT OF REVISION Mr R G Campbell moved the Council now adjourn for the Court of Revision Carried ROAD BANS Mr Jeffery reported that the Foremen recommend the road bans be left on at this time After lengthy discussion, Mr Ferguson moved the road bans be changed as follows- 90% on light coat surfacing except the Gorr road which is to remain at 75 %, ban to be I removed from the heavy pavement except the Secondary 585 which is to remain consistent E with the M D of Starland Carried i SHOP & FOREMEN Mr Jeffery reviewed the Shop and Foremen's meeting minutes and it was noted there is discontent with the new quitting time. Mr Richard Maerz moved the 11 hour day begin May 1 1981 and noted May 1 would be a 9 hour day as it is a Friday Carried SERVICE TRUCKS I It was noted from these minutes that both R Angus and Ferguson will have boxes for the proposed service truck open for bid soon Mr R G Campbell moved this be tabled until the Capital is discussed further Carried SHOP DOORS It was noted that new doors were required on the ASB shop and Wilson building i Mr Campbell, Mr Hastie and Mr Maerz are to look into this and report back to Council MAIN CREW Mr R B Campbell moved that the main crew move to the Acme -West job (6 miles) Carried CARBON SHOP PHONE It was noted the Division #1 grader must be stored in the Butler building in Carbon and the phone should be moved to this building Mr G A Berdahl moved that this change be authorized Carried CARBON SHOP ROOF It was noted that the roof on the shop in Carbon is still leaking and requires more repair Mr Hastie noted he has been advised of a new material for repairing roofs and will look into this and report back to Council WATEROUS COURSE Mr Jeffery noted from the Foremens minutes that Waterous are holding a school on Detroit Diesels June 8 to 12 Mr Ferguson moved that one mechanic be sent on this course this year Mechanic to be of Mr Smith's choosing Carried MILES MAERZ -WAGE Mr Richard Maerz moved that he be excused from the following discussion Carried Mr Maerz left the meeting It was noted that Mr Miles Maerz is not paid on the same basis as other sub - foremen and would appreciate this being discussed by Council. After lengthy discussion Mr Hastie moved that Mr Maerz's wages be raised 15C per hour for the sub - foreman's position and the contract be changed accordingly Carried Mr Richard Maerz re- entered the meeting RETRO- ACTIVE PAY Mr Richard Maerz moved that the Retro- active pay will be settled after the contract has been ratified by the Employee committee Carried ]OUNCIL MEETING - APRIL 27,1981 4r R E Boake moved that the summer rates be effective April 1 1981 Page 2 SUMMER RATES Carried TIME OFF- SEEDING after lengthy discussion Mr R G Campbell moved that if time off is taken for seeding ind harvest it must be holiday time and early return to work will be at the foremans iiscretion If the employee is needed back at work and wishes to return early, the -oreman may request he return to work Carried ;ouncil adjourned for lunch from 11.45 to 1.00 pm for lunch 'his office has been advised that the lease at NW 12- tnd Marathon Realty -CPR had been cancelled previously lave been demolished on this property in Hesketh Mr rith section 62(1) of the Municipal Taxation Act this Carried CANCEL ASSESSMENT -ALTA WHEAT POOL 29 -22 -4 between Alberta Wheat Pool to December 31,1980 The buildings Campbell moved that in accordance assessment be cancelled Carried WAGES - R GUNDLACH it Jeffery reviewed the wage schedule :t was noted that Mr Robert Gundlach is unable to obtain his #1 drivers licence because to is color blind but this does not impair his work in any other way and for this •eason has been held back at the Intermediate Driver rate and will never be able to -each the Senior Driver classification .,f ter discussion Mr Richard Maer moved that Mr Robert Gundlach be paid at the same rate as a Senior Driver but his classification remain Intermediate Driver Carried Discussion followed regarding the Cameron in the Shop and Foremens minutes Mr Reg of pay be left at the same with no demotic Mr Bruce Hastie moved that the balance of accepted and it be noted that Council was firing Cameron Grant GRANT - THOMPSON Grant, Ken Thompson accident as reported Campbell moved that Mr Thompson's rate )n for one month Carried the Shop and Foremens Committee minutes be in full approval of John Dorn's action of Carried C R P C Miss Linda Yakimishyn, Mr Larry Martin from CRPC and Mr Alex Cunningham Development i Officer entered the meeting at this time (2 00 pm) i A request for redesignation of SE 30- 28 -22 -4 has been received from Mr Earland Zeigler from Agricultural Conservation to Agriculture Mr T A Ferguson moved first reading to this by -law #935 Carried � Mr Boake moved that the sub - division application received by CRPC for the SE 30- 28 -22 -4 be tabled at this time Carried Mr Campbell moved that the public hearing be set for May 25,1981 at 1.00pm Carried A request for redesignation for N2 10- 30 -25 -4 was received from Mr Dennis Penner on behalf of Mr Raymond Megli for isolation of farmstead - 20 acres Miss Yakimishyn advised that this use has been changed from dairy to sheep Mr Boake moved this be tabled until more information is obtained Carried A request for redesignation from Agricultural Conservation to Agricultural was received from Jon & Heather Hansen NW 16- 31 -23 -4 Mr T A Ferguson moved this be tabled Carried A request for redesignation from Agricultural Conservation to Agriculture was received from Mrs Patricia Ferber NW 8- 30 -26 -4 Mr Otto Hoff moved this be tabled until Mr Cunningham has been able to obtain further information from Mrs Ferber Carried A Notice of Scheduled Hearing was received from CRPC on April 14,1981 in regard to the Town of Trochu reclassification from Low Density to High Density Pt SE 17- 33- 23 -W4th The hearing was schedled for April 24,1981 which did not allow this Council time to react Mr T A Ferguson moved that a letter be sent to CRPC protesting the timing of the notice, also that a protest be lodged against the traffic from this sub - divison going from the new industrial section to the east, because this is just a trail Carried A sub - division application was received from Florence Boisjoli to consolidate 18 lots in the hamlet of Swalwell into 9 lots Mr Campbell moved this be tabled Carried age 3 WuivU" MEETING - APRIL 27 1981 Page 3 PLANNING (cont) A building permit from Robert Vetter was discussed as the trailer be moved onto this land NW 26- 31 -26 -4 is not a standard size and may not meet CSA standards Mr T A Ferguson moved that this building permit be approved on a year to year basis Carried si Linda Yakimishyn, Larry Martin and Alex Cunningham left the meeting at this time (3 10 pm) EIRE - DEPARTMENTS Mr Jeffery noted that the Linden Fire Department has requested pagers as the telephone used by both the Fire Deparment and Ambulance is no longer going to be answered full -time in Linden, as the Ambulance has arranged to have theirs answered by an Answering Service �j in Three Hills Mr T A Ferguson moved the agreements with the Towns and Villages remain the same with the exception of the Village of Linden and an additional $1,000 00 be paid each for storage of the unit Carried Mr R G. Campbell moved that the Fire Department be advised the current years budget and previous year's actual costs must be submitted and that all Towns and Villages be advised that they pay the bills for Fire departments and submit the bill to the M D who in turn will re- imburse the M D 's half of said bill to the Town or Village Carried y Mr Jeffery reviewed the Fire Department Budgets as submitted and attached Mr T A Ferguson moved that the Village of Linden pay 50% of the total budget Carried Mr Richard Maerz moved that the budgets be approved and sent to the Towns and Villages for their approval Carried Mr Jeffery advised that there is to be a Fire Chiefs Convention in Grande Prairie June 21,22,23,1981 Mr Otto Hoff moved that Mr Tom Ferguson and Mr Reg Campbell attend this convention of behalf of the Municipality Carried BUSINESS TAX BY -LAW 898 The Business Tax by -law #898 was reviewed at this time Mr R G Campbell moved that the Business Tax levied be left at 35 miles for municipal purposes and 35 mills for school purposes# for the year 1981 Carried LAND PURCHASE -ROADS Mr Jeffery reviewed the policy re land purchase for road construction (Page 56 of Policy book) Mr R G Campbell moved that the fencing policy be changed to $1,200 00 maximum for fences which must be removed and are not replaced by the M D Carried Mr R E Boake moved the rate for land purchased for roads be 20 times the assessment with a minimum of $300 00 and land used for borrow pits be at a rate of 10 times the assessment with a minimum of $150 00 Carried Mr Bruce Hastie moved that general land damage cost be $50 00 per acre with a minimum of $50 00 if less than 1 acre Carried Mr T A Ferguson moved that crop damage be $200.00 per acre Carried TROCHU_ RURAL _FIRE _PROT Mr Reg Campbell reported that some work had been done on the Trochu Fire Truck and an account had been submitted from Charles Siltala for this Mr T A Ferguson moved that this bill be paid Carried TROCHU- SWIMMING -POOL Mr Reg Campbell noted that a request had been made for Bob Kennedy to dig two or three post holes for the swimming pool next time he is in the area using 4x4 posts Mr Otto Hoff moved that Mr Kennedy do this next time he is in the Trochu area Carried GHOST- PINE- BRIDGE- Mr T A Ferguson moved that the Ghost pine bridge be cut back to delete the hump onto the bridge destroying as little pavement as possible Carried. Pag e 4` 1� M 3 COUNCIL - APRIL 27 1981 Page 4 STOP & YIELD SIGNS Mr Otto Hoff moved taht Stop signs be erected in place of the yield signs to stop east -west traffic at the SW 4- 29 -24 -4 as the yield signs do not appear to be effective Carried HOLIDAY PAY Mr Campbell moved that the wording of the Public Works Employee contract be ammended to indicate that employees are entitled to holidays as outlined after completion of 7 years of employment (not 8 as previously shown) and additional holidays as outlined after completion of the 8th year up to and including the 14th year (not 9 and 15 as previously shown) and a further week holidays after completion of the 15th year (not 16th year as shown) Carried Mr T A Ferguson moved that items 4 and 5 be tabled until the next special meeting Carried Mr B Hastie moved the meeting do now adjourn (7 10 pm) Carried -COURT-OF-REVISION--APRIL-27,1981 The Court of Revision was held April 27,1981 commencing at 9 00 a m with the following present G A Berdahl - Chairman Bruce Hastie T A Ferguson Otto Hoff • R G Campbell John Sailer - Asst Assessor Edward Dunay - Assessor J C Jeffery L B Shearlaw - Recording secretary GERALD LEONHARDT (9 00am) Mr Leonhardt was not present at this time Mr Dunay noted he had talked to Mr Leonardt and advised that he and Mr Sailer had inspected this land and found it to be very heavy clay soil with gumbo sub -soil Basically they are reducing the texture quality of the soil The assessors reccommend SW 22- 28 -20 -4 reccomend reduction from 4790 to 4580 a reduction of 210 Pt SE 22- 28 -20 -4 it 11 4180 to 3790 11 it 390 SW 26- 28 -21 -4 it it 3830 to 3500 it if 330 NE 26- 28 -21 -4 tl if it 2630 to 2420 if it if 210 I Mr R G Campbell moved the assessors recommendation be approved Carried I � Mr King was not present for the Court of Revision HAROLD KING (9 15 am) Mr Dunay advised that he had talked to Mr King and he seemed satisfied with the /M', proposals below rp SW 35- 31 -22 -4 recommend no change on this quarter 4420 N/C I NW 35- 31 -22 -4 recommend reduction due to rock factor from 4180 to 3890 -290 SW 14- 31 -22 -4 Recommend no change on this quarter 4660 N/C i NW 14- 31 -22 -4 recommend no change on this quarter 4630 N/C SE 34- 31 -22 -4 recommend no change on this quarter 4580 N/C NE 34- 31 -22 -4 recommend reduction on this quarter 4150 to 3950 -200 Mr T A Ferguson moved that the assessors recommendation be approved Carried i GULF OIL CANADA (9.35 am) There was no representative of Gulf Oil Canada present. Mr Dunay advised that the LSD 2- 2- 32 -22 -4 was typed on the Court of Revision agenda in error as Gulf had advised him that they plan on moving the dehydrator to this site and it will be picked up with the Supplementary taxes LSD 6- 33- 29 -24 -4 the dehydrator has been removed and Mr Dunay recommend the assessment be reduced correspondingly from 16,960 to 10,390 -6570 LSD 14- 32- 29 -24 -4 All the equipment has been removed from this site Mr Dunay recommended the assessment be dropped from 580 to nil -580 y LSD 8- 29- 29 -24 -4 The equipment has been removed from this site Mr Dunay recommended that the assessment be dropped from 930 to nil -930 Mr Bruce Hastie moved the assessors recommendation be approved Carried There was no representative of Cargill Grain present Mr Dunay advised that the Elevator has been closed and the lice is still on the site but it is not in use Mr Dunay recommended 50% of the assessment be cancelled at this From 5700 Mr Otto Hoff moved the assessors recommendation be approved CARGILL GRAIN CO (9 45) Pt SW 30- 30 -25 -4 nce cancelled The annex time to 2850 -2850 Carried ALBERTA WHEAT POOL This item was struck from Court of Revision as it has already been dealt with by Council JOHN TIEL (10.00 am) Mr Tiel entered the meeting at this time L -4 Bk -6 Ruarkville Mr Tiel was introduced to Council and presented his views to the Committee Mr Tiel felt that his assessment was 50% of finished value last year but has now been raised over 50% more than that He would be willing to accept 100% but feels that the increase has been too drastic Mr Dunay noted that the 50% figuire given to Mr Tiel did not included the finished basement which is now done and this must be added over and above the rate in the book The House is 1472 square feet with a 75% completed basement, according to provincial rates the assessors feel this is a fair and equitable rate Mr Tiel left the meeting at this time Mr Ferguson moved the assessment be left at 8180 Carried Page 2 • 10 • 1�1 COURT OF REVISION Page 2 STAN CHRISTON (10.05 am) L -7 Bk -3 Ruarkville Mr Christon entered the meeting at this time to present his views to the Committee Mr Christon said he had been away when the assessor was in his home and wished clarification on how the assessment was reached as some things are still not finished Mr Dunay stated that when the inspection was done 75% of the home was finished with 100% being done now The home is 1176 square feet with an unfinished basement at that time The assessment was increased from 3640 to 5430 ( +2990) which the assessors feel is fair and eqitable with the surrounding area The total assessment including land is 5710 Mr Christon left the meeting at this time ! Mr R G Campbell moved that the assessor recommendation be approved,and there be no change in the assessment Carried RON GAMACHE (10.15 am) Mr Gamache was not present for the Court of Revision. L -2 Bk -2 Ruarkville Mr Dunay advised that he had talked to Mr Gamache and explained to him how the assessment was reached The assessors recommend that no change be made to this parcel and it is fair and equitable with the surrounding houses and provincial rates the assessment on this lot is 6310 Mr Otto Hoff moved that the assessors recommendation be approved Carried. ANN BEEKMAN (10 20 am) Mr & Mrs Beekman entered the Court of Revision at this time Bk -C Plan 7521AN Mr Beekman feels that the assessment is too high as they are on a road which receives little attention and is in a coulee They have had this property for sale but people will not buy because of the coulee,poor road and taxes The Beekmans stated that the same trailer in town would not cost any more and improvements would be included Mr Dunay advised that this was a 1974 trailer 14' x 66' with an addition The assessment was reduced in 1980 from 3930 to 2950 on improvements and at this time the assessors feel this trailer is assessed according to provincial rates The Beekmans left the Court of Revision at this time Mr R G Campbell moved that the assessors recommendation be approved and the total assessment be left at 3030 Carried DEREK D PAGE (10 30 am) Mr Page was not present for the Court of Revision NE 16- 31 -26 -4 j Mr Dunay advised that this house was still rented at December 31,1980 and therefore the Assessors recommond no change at this time (assessment of 980) i Mr Bruce Hastie moved that the assessors recommendation be approved Carried ; HERBERT HEYSA (10 35 am) Pt SZ SE 14- 29 -23 -4 1 Mr Heysa was not present for the Court of Revision Mr Dunay stated that the assessors had done a site inspection and felt that there was more at the site than was assessed but for present recommends that no change is made from 3040. Mr T A.
