PRESENT G A Berdahl Division 1 (Reeve) Otto Hoff Division 2 Robert E Boake Division 3 Richard A Maerz Division 4 T A Ferguson Division 5 (after 9.15 A M) Bruce Hastie Division 6 (after 9.45 A M ) R G Campbell Division 7 J C Jeffery, Municipal Administrator was present and also recorded the minutes JUNE THOMSON Mr Jeffery read a letter from Mrs June Thomson giving her resignation as RESIGNATION computor operator for the M D She plans on leaving some time in April Mr Campbell moved to accept her resignation with regrets Carried REPORT RE- ERN Boake reported regarding the present health of Mr Vern Bi.tz ERN BITZ MR Bitz is following his doctor's instructions concerning his diet and other habits, and if ne does so his health should improve After brief discussion of this matter, Mr Hoff moved to accept and file the report as information Carried FORMAT FOR The proposed new format for the Combined meeting of Local Governing COMBINED MEETING Officials was briefly discussed and it was noted that replies had been received from most other jurisdications agreeing to the proposed change of format Mr Ferguson moved to implement the new format for the 1982 meeting Carried DATES FOR DEVELOPMENT An appeal has been filed by William Klassen of Linden against the APPEAL decision of the Development Officer refusing development permit HEARINGS number 479 -81 because of insufficient setbacks and other reasons Mr Boake moved that the Development Appeal Board hearing be held on Monday, April 13th, 1981, commencing at 3.00 P M , and notice of the appeal hearing be advertised in the local paper for one week and notice of the hearing be sent to the landowners within a half mile radius of the proposed development Carried An appeal has been filed by James Berry of Linden against the decision of the Development Officer refusing development permit number . 471 -81 because of insufficient setbacks and Mr Maerz moved that the development appeal hearing be held on Monday, April 13th, 1981, commencing at 2.30 P M , and notice of the appeal hearing be advertised in the local paper for one week and notice of the hearing be sent to the landowners within a half mile radius of the proposed development Carried REPORT RE- Mr Hoff and Mr Jeffery reported on the Division 2 meeting held on March DIVISIONAL MEETINGS 16th there were 7 ratepayers present Mr Hastie, Mr Campbell and Mr Jeffery reported on the joint Divison 6 and 7 meeting held on March 18th There were 32 ratepayers present Various items which arose from the meeting were discussed as follows- 1 Concern about removal of the Y intersection E of 1- 35 -25 -4 2 South Huxley Road, Buffalo Jump Road, Trochu West road in poor shape 3 Ratepayers appeared generally in favour of continuing light coat surfacing program 4 M D should check into possibility of claiming damages because of vibratory equipment being used on the light coat surface road, and also whether these -" companies could be required to pay a fee for use of the M D roads 5 Administrator should check with the County of Red Deer regarding road north of 1 - 34 -23 -4 and North of 36- 34 -24 -4 Would they pay the M D to maintain this road or failing this would they grant permission to the M D to maintain it 6 Check out damaged culvert on NE 29- 33 -23 -4 Mr Hastie noted his 1981 road program will likely include the Hargraves corner the Ross Hill south of the Arthurville Community Center and paving the south Huxley Road COUNCIL MEETING MARCH 20th, 1981 W Mr Campbell noted his road program will likely include the Dave Campbell road and the Gogel Road Mr Boake moved to accept the reports given Carried Mr Karl Gundlach, motor grader operator for Division 1, requests pe=ssion to take one week of his winter holidays in the month of April, rather than during the winter period, December lst to March 31st After discussion of this request,Mr Ferguson moved that this request be approved without precedent. CARRIED The Villacre of Torrington are sponsoring the annual point recreation board�%King on Wednesday, April 8th, 1981, at 6 30 in the Torrington Community Center The fee is $6 00 per person to be V^ paid at the door Mr Hastie moved that Mr Maerz, Mr Campbell, Mr Boake, Mr Hoff N Mr Jeffery and he be authorized to attend this joint recreation supper meeting if possible Carried The public works employees have requested a meeting with f" k Council, and it was agreed that the Employer- Employee Committee` meet March 30th, 1981 at 9.00 A M Carried The foremen and office employees were then interviewed by Council It was stressed to all foremen to be very responsible with their own personal and not to transfer a troublesome employee from one crew to another , but to terminate his employment if the problems cannot be resolved by discussions with the employee The hour0fo'Vo rrkk he shop foreman was discussed and it was agreed that he is a 9 hour per day employee, and this be discussed with him After discussion of 1981 salaries, Mr Campbell moved that effective January lst, 1981, the salaried employees be paid as follows George Rempel $25,500 00 • John Dorn $25,500 00 Keith Smith $25,000 00 Alex Cunningham $25,000 00 Oris Rodger $25,000 00 Norman Soder $25,000 00 John Sailer $16,000 00 Art Thomas $16,000 00 Linda Shearlaw $16,500 00 June Thomson $16,000 00 Jean Wilkinson $27,500 00 Heenan Martens $22,000 00 J C Jeffery $32,000 00 Mr Ferguson requested a recorded vote plus the full personal use of M D vehicle (1977 Jeep) Unit #47 - with the understanding that both parties consider this use equivalent to $2000 00 additional salary for 1981, and further that Mr Jeffery be responsible for fuel and oil expenses for the vehicle during his holiday periods IN FAVOUR R G Campbell, Otto Hoff, Bruce Hastle, Richard Maerz, Robert Boake V\ OPPOSED T A Ferguson and G A Berdahl MOTIONL,� The need to rent a for use on the Anderson Bridge Project was then discussed and Mr 1..7.: moved that the M D not hire a scraper for this project at this time MOTION DEFEATED Mr Campbell moved that the TS 14 owned by Andy Paquette of Crossfield be hired for a minimtun period of one month at Government rates to work on this project, and ;' 0 1-, 66 COUNCIL MEETING MRCH 20th, 1981 P 3 further moved that the TS 14 owned by Robert Cranston of Trochu be hired at �_.........._ rates to work on this project on a day to day basis Mr Ferguson requested a recorded vote IN FAVOUR R G Caupbell „ Otto Hoff, Bruce Hastie, Richard Maerz, Robert Boake OPPOSED T A Ferguson, G A Berdahl Mr Hastie moved that this meeting do now adjourn Time - 6 30 P M AMA ' N WMMW Carried 1�I i.ci 1 istrator
