HomeMy WebLinkAbout1981-02-24 Council Minutesis COUNCIL MEETING FEBRUARY 24th, 1981 -------------------- - - - - -- --------- - - - - -- The Council meeting of February 23rd, 1981 was reconvened at 9.00 A M , Tuesday, February 24th, 1981 with all councillors present Mr J C Jeffery, Municipal Administrator was present Mrs Jean Wilkinson Assistant Administrator was also present and recorded the minutes Mr Paquette Public Works Superintendent and Mr George Rempel, Gravel Foreman entered the meeting at 9 00 A M 1980 GRAVEL Mr Jeffery reviewed the following reports concerning the gravel crew operations CREW IN4 1 1980 Profit and Loss Statement 2 Number of yards hauled by the crew in 1980 3 Report of number of yards hauled over a 10 year period 4 Number of yards of gravel crushed in 1980 The gravel crushing requirements for 1981 was then discussed Mr Hazelton of Linden Contractors has asked if Council would consider crushing all chips for road surfacing at the Megli Pit rather than 10,000 yards at Megli and 10,000 yards at Schmautz Pit He has just started crushing the chips at Megli Pit After lengthy discussion it was agreed that Linden Contractors should complete the contract agreed to, and crush 10,000yards of chips at the Megli Pit and 10,000 yards of chips at the Schmautz Pit appear to It was noted that it does not/be necessary to crush any gravel at the N Lowen, Vetter, McNair or Garson Pit for the 1981 -82 contract It was also noted that there is gravel on the Oliver Parry land to the north of the Vetter Pit There is no gravel left at the Vetter Pit but if access could be obtained through the Vetter land to the Parry land this could be a good source of gravel OPERATIONS It was agreed the possibility of obtaining gravel from the Red Deer River should again be checked out with the government It was also noted that the Vetter Pit will have to be reclaimed, probably - -- in 1982. 1981 GRAVEL CRUSHI Mr Campbell moved that Linden Contractors crush gravel for the CONTRACT M D of Kneehill in 1981 and the spring of 1982 as follows LINDEN Schmautz Pit 40,000 yards $1 53 per yard CONTRACTORS Megli Pit 20,000 yards $1 53 per yard Andrews -Lowen Pit up to 20,000 yards by cleaning area to the east with this crushing to be done in July or August of 1981 Price of $ 2 45 per yard Parry Pit up to 40,000 yards (if arrangements can be made with land owner and for access to the pit area) Price of $1 53 per yard and further that Linden Contractors crush as previously arranged with them 10,000 yards of chips at the Megli Pit and 10,000 yards of chips at the Schmautz Pit Carried GRAVEL CREW There was discussion about the gravel crew operations now because of road bans, OPERATION and it was noted that the Taylor Siding Hill and the Pope Lease Hill portions of these roads could probably be scarified and gravelled at this time The possibility of gravelling some of the roads now was also discussed and George noted he could probably still haul to some stock piles if the weather stays cool Mr Hastie moved that Mr. Rempel be authorized to do whatever work he can do with his crew taking into consideration the road bans, the weather and condition of the roads, and if he cannot work then he be authorized to shut down his crews for the time being, and further moved that if some dirt work can be done at the Anderson Bridge one crew from the gravel crew could be assigned to work there, and the remaining gravel crew do whatever work can be done towards gravelling the roads, stockpiling etc, as noted above Carried Mr Paquette and Mr Rempel left the meeting at this time � Mae COUNCIL MEETING FEBRUARY 24th, 1981 P 2 Representatives from C R P C entered the meeting at this time Wanda Patton, John Rusling & Carol Meyer Alex Cunningham entered the meeting also Mr Rusling spoke to the board and noted their study was to review country residential parcels for the M D , as well as densities Wanda noted she had some questions which she would like the Council to answer She reviewed the effects country residential parcels can have on an area including 1 Increased subdivision and use of agricultural land 2 Increased difficulties for existing farms to expand 3 Speculative purchase of land for subdivision which may result in the land lying idle for a year or two until subdivision can be completed 4. Interference with normal farm operations 5 Pressure for higher level of services not normally required by farmers 6 Inefficiencies in the provision of public services, such as telephone, garbage collection, etc She noted items 5 & 6 would cost the M D money She also noted there is no question there would be advantages for the M D with country residential parcels such as satisfaction of a demand which is there, and with good planning it could have a postive effect for the M D Country Residential parcels would also increase the population of the M D Would bring money into the area if looking at a restort cottage type of situation However growth does have a price Wanda then reviewed a map which showed the areas of the M D that have good #1, 2 & 3 soils, where the #4 & 5 soils are and the area (basically along the Red Deer River and the creeks of the area)where the #6 & 7 soils are located The following items should be considered when looking at areas for country residential parcels- 1 Availability of good roads 2 Quality of Soil - Class 1, 2 & 3 should not be subdivided and perhaps even Class 4 & 5 should be restricted DISCUSSION ON RURAL PART It appeared from the map that a large scattered area throughout the M D could be used for country residential parcels Wanda then asked how many country residential parcels would council wish to allow? It was generally agreed that council was not looking at CLUSTER type subdivision, but looking at individual parcels such as a corner of a quarter cut off by a road, coulee, etc , which would make a good building site for a single house After discussion of this matter, it was noted that if council did not redesignate a particular quarter, then subdivision could not proceed, so council would still retain control over subdivision, but there would definitely be pressure on the council fron people Another area that should be considered for not allowing country residential parcels would be hazardous lands - close to sour gas wells, or in the airport vicinity area Wanda then showed a map with existing subdivisions in the M D indicated thereon The majority of subdivisions naturally occur around the Linden area There was discussion about allowing country residential parcels within an area that is now use for intensive farming operations WIT C R The question was asked if council consider Class 4 & 5 as good agricultural land COUNCIL MEETING FEBRUARY 24th, 1981 P 3 Does Council consider slope of the land important when considering subdivisions for country residential parcels? Would you allow of buildings on a slope greater than 150? • Do you consider the quality of existing recreation land important Should it be a from country residential parcels ? Comment on some of these questions- 1 Quality of land - No subdivision on 1, 2 or 3 soils Limited subdivision at council discretion on 4, 5, 6 & 7 It was noted that Council could allow country residential parcels throughout the M D on poor land or it could pick an area and restrict these types of subdivision to that area 2 Hazardous lands - no subdivisions 3 Country Residential parcels should be kept away from intensive agricultural parcels Noperhaps 1 or 2 miles is 4 Distance from paved roads or good gravel roads - is important - should be as close as possible 5 Distance from urban center - not important 6 Cluster Principle - not important - only scattered acreages to be allowed 7 Distance from School - some importance - however it was noted school bus routes change every year 8 Recreation type of land should be considered and from subdivision 9 Slope & Topography - should stay away from steep slopes 10 Parcel Size - between 1 - to 10 acres Mr Ferguson left the meeting at this time - 11.30 A M The question about the number of parcels per quarter for country residential was then discussed, and it was noted it did not appear council wished to designate a specific area for these types of subdivisions Generally felt Council should consider each application on its own merit, taking into consideration - land quality , size of parcel(should be 1 to 10 acres and preferably smaller than 10 acres, close to a bus route, and with a good water supply and on a good road, away from hazardous lands, and a certain distance away from intensive agricultural uses The main concern was to maintain agricultural lands, but also provide land where people can live There was discussion about retaining the agricultural nature of this area and not allowing country residential development in this area C R P C was asked to study the possibility of allowing more than 2 parcels of land per quarter for intensive agricultural purposes There was also discussion about allowing a wider range of industrial uses in the rural area such as mechanical repair shops, welding business, etc, services to agriculture �} but not including retail stores, banks, cafes, etc It was agreed that Wanda would put her submission given to Council today in writing and the council would consider the country residential parcels further at a later date and the Commission would undertake the study on allowing more parcels for intensive agricultural uses and the wider range of .industrial uses in the rural areas, and report back to Council COUNCIL MEE`T'ING The representatives from C R.P C left Alex Cunningham left the meeting The meeting then adjourned for dinner between 12.00 Noon and 1.00 P M Mr John Dorn and Mr George Rempel entered the meeting at 1 00 P M MATT BERGMAN Mr Jeffery reviewed a letter received from Matt Bergman, who is now STANLEY employed by Stanley & Associates Engineering Ltd Matt would like & ASSOCIATES to meet with Council to discuss the possibility of continuing working ENGINEERING for the M D WORK After discussion Mr Campbell moved that Mr Bergman be invited to meet with Council on March 9th, 1981, Carried 1980 PUBLIC WORKS Council reviewed various items with Mr Rempel and Mr Dorn relating to OPERATIONS the operation of the public works crew There was brief review of the time analysis for the month of January as well as the road program costs, the 1980 cost summary for the various crews, the 1980 machinery comparison costs and the 1980 machinery repair costs 1981 CAPITAL The 1981 capital requirements were then reviewed in detail and the following REQUIREMENTS motions were made Mr Campbell moved that the M D purchase one 1976 950 G M C. fuel truck 1400 gallon - 4 compartment truck from Trochu U F A for $6000 00 Carried N oT PLt�� PURCHASE Mr Maerz moved that the M D purchase two DeCap trailers (2 louver) from VARIOUS Neil Trailer Sales at a price of approximately $17,850 00 each ITEMS Carried r r r <, ��-d. 1NIr Campbell moved that the M D call for tenders for two motor graders on a no trade basis, or on a trade basis trading Units P -1 and P -3 (Wabco Graders 555 Model - Serial No. P555 GM 30466 and Serial No P555 GM 30464), with the lowest or any bid not necessarily accepted Carried It was noted that the M D should consider purchasing one motor scraper in 1981, and Mr Hastie moved that the M D invite a bid from R Angus for a 627 motor scraper and also invite a bid from Ferguson Supply for a TS 18 motor scraper, on a no trade basis or on a trade basis trading in one of R -1 (Cat 627), R -3 (Euclid TS 18) or R6 -6 (Euclid TS18), with the lowest or either bid not necessarily accepted Carried Mr Campbell moved that a committee of Mr Rempel, Mr Ferguson and Mr Hastie,(and with R G Campbell as alternate) obtain prices as per specifications for two or three tandem diesel tractor truck units, on a cash no trade basis, or on a trade basis trading in two or three existing units - T -18 1979 Ford Diesel, T -37 G M C 1979 Gas or T -40 1979 G M C gas Carried TABLE BALANCE OF Mr Campbell moved that the balance of the 1981 capital requirements be tabled CAPITAL Carried PURCHASE TRANSIT The matter of purchasing a transit was then discussed and Mr Maerz moved that Mr Dorn be authorized to purchase a transit and tripod at a price not to exceed $1600 00 Carried ROAD COMMITTEE The request to knock off the edges of an old road diversion in SE 14 REPORT - 31 -25 -4 from Henry Regehr was then discussed Mr. Campbell moved that the M D not undertake this work Carried LEASE Mr Jeffery reviewed the lease drafted by Norman Tainsh for use when DRAFTED FOR leasing out the S2 of 20- 32 -26 -4 There was discussion about the SZ 20- 32 -26 -4 MMEW4 possibility of having to install texas gates Mr Maerz moved to accept the report as information and to approve the draft lease Carried M COUNCIL MEETING FEBRUARY 24th, 1981 Mr Maerz reported on his meeting yesterday with Mr Cookson, Minister of Environment and the residents of Ruarkville The general feeling of the meeting was that there would be no additional assistance from the government for the residents of Ruarkville and that the M D would have to review the problem with the Ruarkville residents There was discussions about the use of the Alberta Debt Reduction money, and also about what might happen if the residents voted not to go into the system It was agreed that Mr Jeffery should review the Alberta Debt Reduction program and Mr Maerz moved that this matter be tabled until more information can be obtained Carried Mr Berdahl reported that the next meeting of the CAAMD & C is scheduled for March 20th, 1981 at Castor, and reported about the recent meeting of Mr Campbell moved acceptance of this report P 5 THREE HILLS WATER OF CA,AM & C the Executive The matter of road ban on #585 was then discussed Starland has unposed ROAD BAN ON a 90o axle weight restriction on this road effective Friday, February 20th #585 but Alberta Transportation recommends a 75% ban Mr Campbell moved that the M D impose a 75% ban on this road if the M D of Starland impose a 75% ban on their portion of the road Carried Mr Jeffery reviewed the 1981 equalized assessment figures received from the government and it was noted that the M D of Kneehill's equalized assessment is $52,101,360, an increase of 15,748,560. over 1980 After discussion of this report, Mr Boake moved to accept and file as information Carried Mr. Hastie moved to table the balance of this agenda until the next meeting of Council Carried Mr Maerz moved that this meeting do now adjourn Tune- 6.15 PM �y :E Carried 1981 EQUAL ASSESSMENT FIGURES TABLE BALANCE OF AGENDA � L'IL.LJ IV VY'LLV�'1LdV 1 --- -
