report re. main crew working hours 7 Review report re Wimborne Water Well ___6e COUNCIL MEETING JANUARY 19th, 1981 Following completion of the Joint Council Meeting with the Agricultural Sei Board the Council considered the following items It is noted that all councillors were present Mr Jeffery, Municipal Administrator was present and Mrs Wilkinson, Assistant Administrator was present and recorded the minutes There was discussion about the representative to the Regional REsources Prc and noted that this was not changed following the election in Division 3, as had been the intention After discussion of the matter Mr Campbell moved that Robert Boake be appointed as representative to the Regional Resources Project, to replace the temporary member appointed until finalization of the election in Division 3 Carried RESOURCES Mr Hoff noted that he was previously a member on the KIBA Seed Plant KIBA SEED Board, and has also been appointed as a representative to that board )fir from the M D of Kneehill After discussion of this matter, it was agreed that no changes be made MEMBER in the appointment to the KIBA Seed Plant Board at this time •Mr Jeffery reported he authorized the main crew to work extended hours on the �,�0� EXTENDED OR HOURS Anderson Bridge Project at the request of the Bridge Branch K MAIN Alberta Bridge Branch will be forwarding a letter to the M D in writing J, requesting this be done by the M D , crews CRUi Mr Jeffery also read the letter received from the Board of Industrial BD Relations concerning the application for certification by M D employees INDUSTRIAL Mr Ferguson moved to accept and file as information RELATIONS Mr Jeffery further noted that Mr Laird, solicitor for the M D has,�,��`� advised it would be all right for the Council to negotiate Mr Paquette' Su``°e wages for 1981 in view of the fact he is retiring at the end of February After discussion of this matter Mr Ferguson moved that Mr Paquette T C N be paid $2295 83 per month for the months of January and February PAQUETTE 1981 1981 SALARY Carried Mr Jeffery noted he had reviewed all the existing fire protection area RURAL FIRE by -laws Several of the urban areas are requesting additional funds AREAS • from the M D towards costs of maintenance of buildings, utilities, and also increased wages for the firemen However most areas are limited to a specific number of mills which can be levied for fire protection A by -law could be passed to consolidate the fire protection area by -laws so the same levy would be applicable to the entire M D , but if this was done the mill rate would be restricted to 2 mills However it could then be levied against power and pipelines, which at V1 present are not charged There was lengthy discussion about the entire operation of the various departments, costs of radios, pagers, wages, etc and it was noted that the M D has not been given any cost figures from the urban areas as to what they spend for fire protection It was also noted that the rural calls generally exceed the urban calls No decision was made concerning the request from the urban centers for increased contributions from the M D and this matter will be discussed tonight at the point fire meeting There was brief discussion concerning the questionnaire which the AAMD & C REG PLANNING asked councils to complete, and it was agreed that the questionnaire not be COMMISSIONS sent to the Association at this time and the matter be discussed again QUESTION at another meeting NAIRE Mr Hastie then moved to table the balance of the agenda Carried TABLE AGENDA Mr Boake moved this meeting do now adjourn ✓t ADJOURN Carried Time - 5 50 P M Reeve Municf---------------- Munici�l A ministrator N FIRE COMMITTEE MEETING January 19, 1981 A meeting of the Fire Committee of M D of Kneehill #48 was held January 19,1981 in the M D office, commencing at 7 3OP M with the following present M D #48 - Otto Hoff, Richard Maerz Bob Boake, Bruce Hastie, Reg Campbell Tom Ferguson, Gilbert Berdahl, John C Jeffery Town of Three Hills - Rod Dormer, Rod Park, Alex Cunningham, Ed Sept, Lorne Honnecker, Les Kolibola, Tim Chamberlain, Len Lenelling, Paul Ehrmann Bud Reed, Roy Butler, Al Lammle, R C Thomson Village of Linden - Allan Duer Floyd Sillito Village of Torrington - Garnet Bauer, Hugh Hargreaves, Ed Bauer, Herb Ziegler, John Ebert Village of Carbon - George Appleyard Don Appleyard, Terry Reed Town of Trochu - Gene Tepper, Al Gehring, Ross Deane, Ken Wohl, Murray Jensen, Bruce Guard, Roy Enzie, Walter Meding, Lawrence Hogg Three Hills Capital - Mike Ploner The minutes of the January 28,1980 meeting were read and Mr Alex Cunningham moved they be adopted CARRIED Mr Cunningham read a letter from Day & Nite answering service of Three Hills in which they offered their service to fire and ambulance No prices were given and it was agreed each area would cont"t them if they so wished John C Jeffery read a letter from Carolin Bodmer of Carbon acting as secretary for Three Hills Trochu Torrington and Carbon and reviewed the proposed agreement, the various towns had already agreed upon Discussion followed and the M D asked the towns and villages to prepare detailed costing records to ascertain each areas total cost of fire protection Trochu asked if they be recorded against changes in the honorarium as proposed in clause #5 Three Hills seemed in favor of the agreement and Carbon expressed concern about the $100 charge per fire call The fire departments asked that the yearly honorarium cheques be sent directly to them Mr Don Appleyard asked that the various councils get together on an agreement soon so the whole fire pootection system would not be eroded Mr Rod Dormer asked if another meeing could be possible in the near future The M D agreed to host another meeting after the reports detailing each jurisdictions, total cost of fire protection has been received Mr G A Berdahl presented a 15 year long service award to Mr Ken Wohl of the Trochu Department and a 15 year long service award for Mr Ken Hoppins of the Trochu department to Mr Gordon Guard Mr Tom A Ferguson moved adjournment at 9 O5P M Reports were given as follows• # of Fires Calls other than fires Gallons of Water Inspections Machine Hours Man Hours Membership Fire Loss Annual Fire Report -
