Request from Town of Three Hills - Change of priority on SR roads to Three Hills Access 10 Development Agreement - Three Hills Hospital Discuss installation of water & sewer with Alex 11 Letter from W C B re. 1981 rate 12 Letter from C W N Gas re rectifier installation on road allowance 25- 29 -23 -4 13 Advice re Seismic Survey - in 34 Ranges 21 & 22 14 Bridge authorization work SE 3- 34 -25 -4 15 Report from Apprentice ship Board - re Henry Wiens 16 Letter from Minister of Agriculture re Cabinet Tour and response 17 Carbon & Torrington Recreation Board Minutes 18 Bid for septic tank forms 19 Cancel business tax - Don Pryor - chemical sales 20 Letter from Village of Acme re Hatch property 21 Letter from Jubilee re Wrongful Act Insurance 22 Minutes from Drum Solid Waste Management Meeting - Nov 13 Letter from Bissell & Associates re transportation schedule 23 Reg Resources Project Minutes - Nov 18 80 24 Approval of November accounts - 25 Letter from M D Rockyview re Prel Reg Plan 26 Set Date for 1981 Joint Fire Department Meeting COUNCIL MEETING DECEMBER 101 The Council Meeting which commenced on December 8th, ' on Wednesday, December 10th 1980 at 9 00 A M , in tl Three Hills, with the following councillors present G A Berdahl Otto Hoff R Maerz T A Ferguson Bruce Hastie R G Campbell Division 1 Division 2 Division 4 Division 5 Division 6 (after 9 20 A M Division 7 J C Jeffery, Municipal Administrator was present as well as Mrs Jean Wilkinson Assistant Administrator who recorded the minutes George Rempel, Gravel Foreman, John Dorn, Grade Foreman and Ted Paquette, Public Works Superintendent REQUEST NOT TO The letter from Donald Westersund of Elnora regarding not having the snowplow SNOWPLOW plow out his access road to NE 24- 34 -24 -4 was read and after discussion f' WESTERSUND Mr Campbell moved to accept and file and refer a copy of this request to the motor grader operator for that division Carried Mr Berdahl noted that the Health Unit has drafted a reply to the recent letter in the Capital which stated the Health Unit was showing a film about abortions as a method of birth control to school children This report is quite inaccurate , and a copy of the reply from the Health Unit was given to each councillor The minutes of the Shop & Foremen Committee Meeting of November 7th and the meeting of December 1st with all foreman were reviewed and briefly discussed and Mr Hoff moved that the rates for attendance at the recent AAMD & C convention be set as follows Bruce Hastie and R Maerz $960 00 each Otto Hoff $860 00 T Ferguson & R G Campbell $790 00 each R W Brown, C W Poole, A W Bauer $450 00 each J C Jeffery & T C Paquette $450 00 each L G Litz $210 00 Carried Mr Hoff further moved that the 1981 rate of pay for councillors be set at $100 00 per day, the mileage rate be left at 32� a mile or 20� a kilometer, and the meal rates be set at $5 00 breakfast $7 00 for dinner, and $9 00 for supper, and further that the balance of the minutes from the Shop & Foremen Meeting, the meeting of Council and Foremen and the Accident Reports be tabled until a later meeting of Council Carried HEALTH UNIT CONCERN s SHOP & FORE MEN MINUTES RATES FOR CONVENTION 1981 RATE OF PAY FOR COUNCILLORS f Mr Hoff moved that the 1981 capital requirements be tabled to another meeting 1981 of Council CAPITAL Carried NEEDS , �- i � Mr Jeffery reviewed the settlement arranged with Mr Litz concerning LITZ the Wimborne Sewnr Project, as follows. WIMBORNE Crop Dan, (q- 6 25 acres at $160 00 per acre $1000 00 SEWER General Land Damage 6 25 acres at $50 00 per acre $ 312 50 SETTLEMENT May request further compensation for land levelling and grass damages Mr Litz's residence and shop are hooked in to the existing water system and he is willing to pay the normal rates for water services, for the house and shop However his shop is also hooked into the sewer system and he requests A free use of the sewer system as long as he owns the property, for his shop building, in lieu of an annual charge for the easement across his land, and for tree and grass damages caused during construction of the system The residence is not hooked into the sewer system The M D also owe Mr Litz for the balance of the price of the land - $4500 00 After discussion of this matter, Mr Ferguson moved to accept and approve the settlement arranged by the Road Committee with Mr Litz Carried There was then lengthy discussion regarding the operation of the crews, OPERATION efficiency of the operation of the crews, number of long term employees, OF CREWS number of new employees hired in 1980, number of employees on the gravel crew number on main crew and in shop and other employees Mr Rempel reported that the motor in the new yellow gas gravel truck may have COUNCIL MEETING DECEMBER 10th, 1980 P 2 blown up last night, but is not sure of the extent of the damages as yet The costs of running the gravel crew in 1979 were again reviewed and the two possible options for the crew was discussed - one being moving the gravel to the stock pile sites in the winter with 5 trucks, and the other moving the total number of yards required for summer during the 4 months of the summer with 8 tandem trailer units It was noted that working in the summer would naturally save time because of the loading and un- loading factor involved in the stock piling operation Summer work would also be easier on the vehicles The actual average cost to put gravel on the M D roads in 1979 was $5 21 whereas calculated at government rates it should have cost $5 92 These costs do not include gravel royalties or crushing costs The possibility of stockpiling only at some of the sites during the winter was also discussed and moving the rest of the gravel in the summer could then be done with additional hired trucks Mr Rempel noted that operating a partial stock piling operation would r create some problems with the loader and stock piles freezing up each night There was also discussion about contractors' rates for gravel hauling It was noted that during the winter at least 4 men from the main crew are put on the gravel stock piling crew to run the third shift The general opinion appeared to be to run /onesshift for stock piling in winter in order to keep some of the good drivers perhaps to consider working longer shifts in the summer and only one shift in the winter, and hiring or purchasing an additional tandem trailer for summer work It was generally agreed that the foremen should be interviewing all prospective employees and being more selective in the hiring practices V After further lengthy discussion Mr Hastie moved as follows 1 The gravel crew continue to run three shifts (9 hours per day) until the end of 1980 2 Effective January 1st, 1981 the gravel crew run three shifts (8 hours per day) until work on the Anderson Bridge Project can be started again 3 At that time the gravel crew will revert to two shifts (8 hours per day) until such time as the Anderson Bridge Project is shut down for the winter 4 At that time the crews be cut back by at least six men Carried The meeting then adjourned for dinner DINNER Mr Soder requested Council to set a date for a joint meeting with the A S B JOINT and Mr Maerz moved that Council meet with the A S B on January 19th, 1980, MEETING commencing at 9.00 A M , and this be a special meeting of Council WITH A S B Carried UNANIMOUSLY Mr Soder then left the meeting There was discussion concerning the senior operator classification The minutes of the Employee Committee Meeting of November 10th were reviewed and the requests from the employees were considered as follows REQUESTS RE 101 CONTRA 1 Two men to be together during cat brushing operations - no decision to be WI made until a check can be made with Workers Compensation Board regarding any regulation It was agreed that if the men were working in a dangerous area (such as a side hill, et two men should be there as a safety factor, otherwise it did not seem necessary but W C B regulations are to be checked first before any decision is made Accident Prevention Policy - After lengthy discussion Mr Campbell moved that the Accicent Prevention Policy be cancelled and deleted from the 1981 contract Carried 1980 Payment of the 1980 Accident Prevention Awards was then discussed and those who are to receive same were reviewed ACCIDENT Mr Ferguson moved that Mr Paquette not receive his 1980 accident award, as he PREVEN had been involved in an unreported accident in 1980 AWARD Carried Mr Campbell moved that Mr Rempel receive his 1980 accident prevention award and payment be made to all other employees reviewed Carried The need for two representatives from the gravel crew on the employee committee - not necessary due to proposed changes in the operation of the crew COUNCIL MEETING DECEMBER 10th, 1980 P3 Holiday Schedule - was reviewed and Mr Ferguson moved that no change be made in the existing holiday schedule Carried Slack Time for the Shop workers was discussed but no decision made The request for 12 sick days per month was discussed and Mr Hastie moved that the policy remain at one sick day per month as in the previous contract Carried The request to pay 500 of the dental premium was discussed and it was agreed no decision be made on this request at this time Notice of Lay Off - should be two weeks instead of one After discussion Mr Campbell moved that no change be made and notice of lay off remain as in the previous contract Carried It was agreed that those portions of clause 15 relating to lay off be amalgamated into clause 13 The comments about the training program were noted It was agreed and Mr Hastie moved that the M D employees be guaranteed a salary equivalent to U I C rates - Clause 4 (k) of the contract Carried The request to pay 10� per hour additional pay for and Mr Maerz moved that any employee who holds ono- tickets - heavy duty mechanic, automotive mechanic, 10� per hour for each ticket up to a maximum of 20C the tickets are required and pertain to the fob the -ach ticket held was discussed or more of the following welder - be paid an extra per hour, as long as employee does Carried The employees had also requested a 6% increase in pay plus cost of living increase (Calgary & Edmonton average) as of December 31st 1980 No decision was made There was lengthy discussion about the proposed change in hours of work from 9 hours to 8 hours during the winter months and the present practice of paying 8 hours straight time and 1 hour over time per day Mr Jeffery then reported that only one applicant for the assessor's job is still somewhat interested in the fob He wishes to know if Council would be willing to pay him $30,000 00 a year plus legal and real estate fees of approximately ASSESSOR $6000 00 to $7000 00 and $500 00 moving expenses , and if so, he would be willing POSITION to come down to look at Three Hills, the office and meet with Council After discussion of this request Mr Campbell moved that Mr Cumming be invited to come down for an interview with Council Carried Mr Hastie moved this meeting do now adjourn, and the balance of the agenda ADJOURN be tabled until the next meeting of Council Carried Time of Adjournment 6 25 P M -
