HomeMy WebLinkAbout1980-12-01 Council Minutesi COUNCIL & FOREMENS MEETING December 1,1980 A meeting of the Council and Foremen was held in the Municipal office at 9 00 a m December 1,1980 with the following present G A Berdahl Otto Hoff Richard Maerz Bruce Hastie RG Campbell T A Ferguson J C Jeffery Norman Soder Keith Smith George Rempel Oris Rodger Ken Thompson Ted C Paquette Alex Cunningham John Dorn The following recommendations were made* Paving Operation - Should recover sooner and get started earlier if weather conditions permit This would give longer life - Dig out soft places and reshoot - Rubber tired pachers would be smoother operation - Terryzme - felt this kept soil dryer and harder Government does not feel this works at all - Calcium Chloride seems to work - graders doe not blade out until fall, they should have a second application in the fall - Screenings - seem to provide a better base Felt pit -run would be better yet Agreed to watch Jungling South - Should have higher roads - should be a minimum of 3 1 road slopes ASB crew felt the slope should be 4 or 5.1 - Road side seeding - ASB feels not too good it takes 3 years to catch, possibly should use blowing seed on roadside - Harrowing ditches is helping but is not total solution - Possibly build up shoulders of roads with gravel - Consider roto- tilling ditch bottom for sod break -up Gravel Operation - Consider hiring or buying nine (9) trucks for reshooting operation - Consider gravelling first -thing in spring, going too late into fall - Discussed hiring trucks or doing away with stockpiling operation -very hard on equipment Could possibly lay off one crew, discussed keeping one crew on longer hours - Would mean grader operator councillor, gravel foreman would have to have gravel program in shape early in year - Hope could keep a good crew all year round - See stockpiling elimination report - Foremen felt should not purchase gas units - All trucks should be same brand and should have jake brakes - General filling should be one shift of gravel crew if figures show is possible Main Crew. - General feeling was that road program should be set as far in advance as possible - Mentioned getting yardage figures for Wimborne project as soon as possible - Agreed main crew operate 2 shifts until pipe is covered and then shut down - Mentioned contracting out some miles on trial basis - Mentioned purchasing single engine scrapers and packers instead of twin engine Small Crew - Felt should not attempt any more than 3/4 miles as project - Everything else operating well ASB - Questioned if this department should be seeding and mowing roadsides - Felt rock situation was better this year - Wood for parks - refer to the parks committee - mentioned pesticide container depots General - General crew requests to wrk Sunday so could have December 12 1980 afternoon off It was agreed tht the crew could take Friday afternoon off if they worked on a Saturday, Not a Sunday Also 0 K to shut down and take loss of pay - January 2,1981 holiday - 0 K to take the day off and work some Saturday in January in lieu Shop- - Some parts supply problems Convention rates - the following were agreed upon- Bruce Hastie and Richard Maerz $960 00 Otto Hoff 860 00 T A Ferguson and R G Campbell 790 00 R W Brown, C W Poole, A W Bauer J C Jeffery and T C Paquette 450 00 L G Litz 210 00 Pa e 2 COUNCIL & FOREMAN COMMITTEE MEETING December 1,1980 Reccommendations (Contd) Staff Interviews - Agreed all Councillors interview staff at a council meeting Councillors Pay 1981 - Agreed rate be 100 00 per day for 1981 Mileage - Agreed mileage rate be 32� per mile and 20� per kilometer for 1981 Meals - Agreed rate be $5 00 breakfast 7 00 dinner 9 00 supper for 1981 The meeting adjourned at 6 00 p m 11 Se etar Y Page 2 I
