G A Berdahl Division 1 Reeve Otto Hoff Division 2 PRESENT Richard Maerz Division 4 T A Ferguson Division 5 Bruce Hastie Division 6 R G Campbell Division 7 J C Jeffery Municipal Administrator and Mrs Jean Wilkinson Assistant Administrator was present and recorded the minutes w Mr Berdahl introduced the office staff to the new councillors and outlined briefly A their position in the office APPROVAL OF Mr Ferguson moved approval of the minutes of the Organizational meeting of MINUTES Council and the Regular Meeting of Council held on October 27th, 1980 Carried BANK The bank reconciliation for the month ending October 31st, 1980 was reviewed STATEMENT and after discussion Mr. Campbell moved approval of same v Carried ACCOUNTS It was agreed that the committee of Mr Berdahl and Mr Hoff would review the accounts later today and authorize payment of same CAAMD & C There was brief discussion about the recent CAAMD & C meeting held in f Meeting Stettler and Mr Maerz moved to accept the report as information Carried Doug Hazelton of Linden Contractors entered the meeting at this time - 9 30 A M/ He noted he is now working at the Garson Pit for the Government - crushing gravel to replace gravel taken by the Government from the M D stock pile He had crushed a total of 41,890 yards for the M D at this pit He will move to the Megli Pit next There was discussion about Mr Hazelton crushing a supply of chips for road surfacing next year, and the size of the chips Mr Hazelton noted that the dust must be removed from the chips if the chips are to be stockpiled over the winter Council indicated they would like 10,000 yards stockpiled at the Megli Pit and if possible 10,000 yards stock piled at the Schmautz Pit Mr Hazelton indicated that 5/8 inch chips will be suitable rather than going to half inch It was generally agreed that Mr Hazelton would crush 10,000 yards of chips at the Megli Pit first and then do the 30,000 yards of 3/4 inch crush Mr Hazelton also mentioned that he has an agreement with the Hutterian Brethren of Valley view to obtain gravel from their land and would be willing to sell some of this gravel to the M D at any time Mr Hazelton then left the meeting - 10 00 A M There was discussion about the old Torrington Gravel Pit and generally agreed that the possibility of removing a few thousand yards from below water level in this pit should be discussed with the foremen at the next Shop & Foremen meeting GRAVEL CRUSHING SUBDIVISIONS Linda Yakimishyn from C R P C entered the meeting at this time and the following subdivisions were reviewed NW 11- 28 -22 -4 - in County of Wheatland - land adjoining the M D of Kneehill Isolation of existing farmstead - Mr Hoff moved that the M D voice no objections to this subdivision Carried SE 24- 33 -26 -4 - J W Dickinson - Isolation of Existing Building Site - 8 acres 0 After brief discussion Mr Hastie moved that Council recommend approval for this subdivision subject to normal conditions Carried Lots 1 and 2 in Block 4 Plan 7810669 Grantville - Marc Reed - Boundary Adjustment Mr Reed wishes to move the east boundary of Lot 1 to the east in allow for access to the lot without disturbing the existing shelter belt A -fter brief discussion Mr Maerz moved that Council recommend approval for this boundary adjustment, subject to normal conditions Carried COUNCIL MEETING NOVEMBER 10th, 1980 P 2 Lots 15 to 20 in Block 4 Plan Huxley 6680 A P Annie Gelinas Mrs Gelinas wishes to atln a separate title to Lots 15 to 18 and is willing to consolidate Lots 19 and 20 into title with her other lots 21 to 24 After brief discussion, Mr Campbell moved that Council recommend approval for the subdivision on condition that Lots 19 and 20 be consolidated into title with Lots 21 to 24, that the proposal to locate a mobile home on the Lots 15 to 18 comply with all municipal development control regulations, that the mobile home must be hooked up to the existing sewer system prior to completion of the subdivision and further that the subdivision comply with all other normal conditions Carried SW 17- 32-24 -4 - G Park - 13 5 acres for intensive hog operation After lengthy discussion of this proposal Mr Maerz moved that Council recommend approval for a subdivision of 13 5 acres (approximately) in the south east corner of the quarter section, subject to normal subdivision conditions Carried A copy of a letter from Alberta Transportation addressed to C R P C regarding the proposed hospital site subdivision in SE 6- 32 -23 -4 was read Transportation suggest that the service road be continued along the front of the proposed hospital site Linda explained the reasons why the commission did not feel a service road was necessary for the site Mr Fer uson moved to accept and file the letter as information rd 9 Carried CIRCULAR AAMD & AAMD & C advise that attache cases are out of stock, but will be available C soon approximate price $60 00 to $65 00 a set Mr Campbell moved to accept and file as information Carried Mr Jeffery noted that under Section 77 of the Municipal Government Act, the M D must appoint an assessor to complete the 1980 annual assessment work There was discussion about the possible appointment of John Sailer on a temporary basis, and it was agreed Mr Jeffery should contact Edmonton and then the matter be discussed again later in the meeting There was brief discussion about the recent joint recretion board meeting held in Linden Linden submitted a proposed by -law and agreement to up -date the previous by -laws and agreements between the M D and the urban municipalities Mr Jeffery reviewed the proposed by -law and agreement with Council and it was agreed that each councillor be given a copy of the old agreement and a copy of the proposed agreement and proposed by- law,and this matter be discussed again at a later date Mr Hastie moved to accept the report given as information Carried The University of Alberta Extension Department are arranging a information education series of workshops to be held in Drumheller November 27th and 28th The topic of the workshops will be Southeast - Central Alberta, Perspectives and Prospects After brief discussion Mr Campbell moved to accept and file as information.. Carried Radion 910 CJDV have sent a letter outlining names of people councillors may contact for radio coverage of M D news It was agreed that a copy of the letter be given to Mr Soder Mr Maerz moved to accept and file as information Carried The Trochu & District Ag Society have requested Council grant them an extension to allow them to claim their Alta 75 Grant After discussion Mr Ferguson moved the Society be given an extension until December 31st, 1980 to claim their Alta 75 Grant money Carried It was agreed that the office should contact those organizations who have not claimed their grant monies to determine if they stillwish to apply for their allotted monies ASSESSOR APPOINTMENT JOINT REC BOARD MEETING 4rR U OF A WORKSHOP CJDV �A LETTER ALTA 75 GRANT TIME EXTENSION TROCHU AG SOCIETY V. GULF CANADA Gulf Canada Resources Ltd of Stettler have written advising they will be SOUR GAS holding a meeting on NOvember 26th to review their emergency plans and procedures MEETING should a sour gas release occur After discussion of this matter Mr Ferguson moved that Alex Cunningham attend this meeting Carried ROOT PROPERTY IN Mr and Mrs Donald Root of Calgary advise that they are working on plans SUNNYSLOPE COUNCIL MEETING NOVEMBER 101 for a residence on their property in Sunnyslope and thf have it completed prior to July 24th, 1981 in complian� terms of their agreement with the M D Under the terr they were required to commence construction of a resid( 1980 and complete by July 24th 1981 After brief dis, moved to accept the report as information Carrieu Alberta Municipal Affairs have allowed a time extension to March 31st EXTENSION 1981 for municipalities to finalize their new land use by -laws TO FINALIZE Mr Campbell moved to accept and file as information LAND USE BY -LAW Carried The Town of Cochrane and the City of Calgary have filed for amendments AMENDMENTS to the existing Preliminary Regional Plan and after brief discussion Mr A TO PREL REG Ferguson moved that the M D voice no objections to these amendments PLAN Carried C R P C are holding their annual general meeting on November 26th, 1980 and invite new and old councillors to attend After discussion of this letter Mr Maerz moved that Mr Hoff, Mr Berdahl, and as many other councillors as can, attend this meeting with Mr Cunningham and Mrs Wilkinson Carried Building permits issued were reviewed as follows. residence John Ross - SE 22- 33 -24 -4 - 2 car garage Paul Strohschein - NE 26- 33 -23 -4 - machinery storage quonset ` Mr Campbell moved approval of the permits so issued CRPC ANNUAL MEETING �snr�S ko BUILDING PERMITS n Carried DRUM SOLID Mr Jeffery reviewedthe minutes from the Drumheller & District Solid �� WASTE ASSOC Waste Management meeting held October 16th, and various items from the MINUTES minutes were discussed Mr Hastie moved to accept and file the minutes as information Carried Mr Hoff noted he had checked out the set -backs indicated by Mr Wes McMann on a building permit for a quonset, and although the measurements given / on the permit were incorrect, the setbacks did comply with M D regulations There was then lengthy discussion concerning the Land Use By -law 913 and Mr Campbell moved second reading to by -law 913 with amendments as outlined by Mr Karl Nemeth in his submission to the Public Hearing held on November 3rd, 1980 Carried Mr Ferguson moved third reading to by -law 913 as amended Carried The matter of 220 wiring for the Acme Shop was then discussed, and Lammle Electric had advised the job could cost from $50 00 up to $500 00 depending on what work was required After discussion Mr Ferguson moved that bids for wiring the shop in Acme be obtained, and the work he undertaken by the lowest bidder at a price not to exceed $500 00 MCMANN SET BACKS FOR BUILDING LAND USE BY LAW 913 WIRING ACME SHOP FOR 220 LOm� CHARGE FOR Carried WATER FOR Mrs Wilkinson reported to Council that the Town of Three Hills is now GRANTVILLE & charging the M D $1 22 per thousand gallons of water and the M D is RUARKVILLE charging the water to the residents of the two hamlets at $1 50 per � thousand, and this price includes purchase of water power and any maintenance This is merely a brief report to Council for their information DONATION The following requests for donations were then reviewed REQUESTS 1 Three Hills Elks Rodeo - reduced rate for use of M D machinery to clean the arena - (operator donated time) from $321 26 to $160 63 (half rate) 2 Torrington & District Ag Society - blading arena - $87 50 total cost reduction to half rate of $43 75 3 Three Hills Community Center - donation of a load of gravel for back of center COUNCIL MEETING NOVEMBER 10th, 1980 P 4 After lengthy discussion Mr Ferguson moved that the requests from the Three Hills Elks and the Torrington & District Ag Society be granted, and the request from the Three Hills Community Center be referred to the Town of Three Hills for their consideration Carried Alberta Power have requested a line extension to LSD 11- 10- 33 -25 -4 and after review of the plans, Mr Hastie moved approval for the line extension as per plans submitted on condition that the company be responsible for moving the lines at their own expense should this be required by the M D for any reason Carried A letter from Alberta Power Ltd , regarding power line approvals for lines to be located on road allowance was then read Alta Power guarantee to save harmless the M D because of the location of any of their lines on M D road allowance and also agree to remove the lines at its own expense should this be required by the M D Mr Hoff moved to accept and file the letter as information Carried The Workers Compensation Board made an inspection of the M D shop recently and noted the use of the tire cage was discussed with the shop employees Mr Hoff moved to accept and file as information Carried CDC Oil & Gas Ltd , request permission from the M D to construct a road on M D road allowance east of SE - 26- 28 -24 -4, and also request that the M D supply gravel for the surface of the road once the grading and earthwork has been completed Mr Hoff reported that he had inspected the road work which was already underway and the road had not been compacted and the dirt was very powdery It was felt that if gravel was put on the road without proper compaction the gravel would dust disappear and be wasted After discussion of this matter, Mr Campbell moved that Mr Hoff be authorized to supply gravel for this road at such time as he is satisfied with the road construction and compaction of the road Carried ALTA POWER LINE EXTENSION ALTA POWER SAVE HARMLESS FOR LINES ON RD ALLOW SHOP INSPECTION BY WCB CDC OIL & GAS ROAD CONSTRUCTION ESE 26- 28 -24 -4 V1 ROAD COMM The report from the Road Committee - dated October 24th was then reviewed REPORT The stop -sign erected recently at Swalwell apparently is not in the right location as far as the residents are concerned After lengthy discussion of this matter, Mr Hoff moved that a second stop sign be erected on the road west of the curling rink to stop the traffic from the north Carried Mr Campbell moved approval of the report from the Road Committee Carried ASSESSOR APPOINT Mr Jeffery reported that Mr Gagne of Alber Branch will accept the temporary appointment in order to facilitate completion of the 1980 After discussion Mr Ferguson moved that John for the M D on a temporary basis in order to assessment work to Municipal Affairs, Assessment TEMP BASIS of John Sailer as M D assessor year end assessment work Sailer be appointed Assessor complete the 1980 annual Carried WATER PROJECT Mr Jeffery noted that the costs for the Town of Three Hills Red Deer FOR THREE River water project have risen to an estimate of $8 75 million dollars HILLS COSTS It was agreed this matter will be discussed with the engineers from UMA this afternoon 1981 BRIDGE The 1981 bridge priorities were again reviewed and Mr Hastie moved that PRIORITIES the following bridges be added as Items 9 and 10 to the bridge priority list File 7361 N /NW 21- 34 -25 -4 `4 File 6591 W /NW 3- 30 -25 -4 Carried Mr A Keim of Acme had filed a complaint about the condition of the road south of Sections 1 to 6 in 29 -26 -4 and wished to know when the M D will be up- grading the road Mr Maerz moved to accept the complaint as information and to refer the COMPLAINT RE ROAD SOUTH OF 1 to 6 in 29 -26 -4 COUNCIL MEETING NOVEMBER 10th 1980 P5 request to the 1981 Road Program Carried MEETING WITH CREDIT UNION Representatives from the Mid Central Credit Union entered the meeting at this time Mrs Barbara Helton, Three Hills Office Manager Mr Floyd Weis Director and Mr.Tulsi Bharadwa , Manager of the Mid Central Credit Union Mr Bharadwa spoke to Council about the credit union movement and set up of the various credit unions and also about the stability of them He noted that there is a reserve set up to guarantee investments and also a head office which extends a guarantee to people who have money invested in the credit unions After lengthy discussion, the representatives were thanked and they left the meeting Mr Paquette reported that there did not appear to be much damage to the road west of 25- 33-25 -4 and after brief discussion it was agreed this be checked again in the spring Mr Hastie moved to accept the report as information Carried A backsloping agreement for NW 26- 33-26 -4 -Frank Krause has been arranged $62 50 for crop damage and $25 00 for general land damages Mr Campbell moved to approve the agreement as arranged Carried ROAD DAMAGE W 25- 33 -25 -4 BACKSLOPING AG NW 26- 33 -26 -5 r.Y TRANSIT The need to purchase a transit for the public works crew was discussed and Mr Maerz moved that Mr Jeffery obtained prices for suitable transits and report back to a later meeting of Council Carried WORK APPLICATION Application for work from David Swanson was reviewed and Mr Ferguson moved same be referred to Mr Paquette Carried OPPOSITION TO Operation Humbug ;rom Winnipeg Manitoba have forwarded a form letter requesting METRIC donations to assist in stopping conversion to the metric system ✓\ After discussion of the request, and noting perhaps a donation to some local opposition group might be considered,Mr Hoff moved to accept and file the letter as information Carried Mr Ron Wilson, Mr Lyle Birch from P B I Mr Dave Stewart and Mr Verner Fifner from UMA entered the meeting at this time - 4 15 P M Mr Fifner anc Mr Stewart reviewed in considerable detail the proposed Red Deer River Project, explaining how the treatment and storage of the water would be accomplished and also reviewed the increase in estimated costs from around six million dollars to over eight million in 1981 dollars UMA now require approval from the Town of Three Hills and the M D to proceed with more detailed plans for this project P B I representatives indicated the school has not made its final decision about participating in the project and wonder if they could not better spend a million dollars for drilling new water wells for the school supply Mr Stewart indicated any delay in starting the project will increase costs by $80,000 00 per month Mr Campbell moved that this matter be tabled until the November 24th meeting of Council THREE HILLS WATER PROJECT TC,6Ic8 Carried SWALWELL SEWER Mr Jeffery reported that Alberta Local Authorities Board have approved BY -LAWS M D by -laws 915 and 917 By -law 915 authorized reduction of the front 915, 917 footage charge for the sewer project, and 917 authorized a reduction & 922 of the front footage of Lots 11 to 26 in Block 7 Mr Ferguson moved third reading to by -law 915 Carried Mr Campbell moved third reading to by -law 917, with amendments in Paragraph 1 & 2 J` - reference to by -law 916 should read by -law 915 Carried MR Jeffery then noted that by -law 916 must now be amended to reduce the frontage of Lots 11 to let in Block 7 against which the annual maintenance charge is to be levied Mr Campbell moved first reading to by -law 922 to amend by -law 916 as noted above Carried Mr Maerz moved second reading to by -law 922 Carried COUNCIL MEETING NOVEMBER 10th 1980 Mr Ferguson moved that third reading be given to by -law 922 at this time Y Carried Unanimously Mr Hoff moved third reading to by -law 922 Carried Joint Meeting with There was brief discussion concerning the recent point meeting with the Starland M D of Starland, and Mr Maerz moved to accept and file the report Carried BEISEKER Mr Hoff gave a report concerning the Beiseker Seed Cleaning Plant SEED PLANT The plant has cleaned 442,800 bushels, the new plant is paid off, and the Board hope to sell the old plant soon Mr Hastie moved to accept the report as information Carried SHOP & FOREMEN Mr Jeffery reviewed the minutes from the Shop & Foremen Meeting MINUTES The accident reports were briefly discussed and Mr Maerz moved this item be tabled until the next meeting of Council Carried There was discussion concerning where the main crew should move next, and Mr Campbell moved the main crew do the Marshall Williams Project and then move to the Anderson Bridge Project Carried The accident concerning T -14 was briefly discussed and Mr Maerz moved that a used door be purchased and the unit repaired Carried MR Hastie moved to table the balance of the Shop & Foremen minutes until the next meeting of Council Carried Water trucks for the fire departments were discussed and Mr Hoff moved that any single axle water truck and the A S B spray truck be made available to the fire departments for the winter months Carried FUEL TENDERS The matter of tendering out diesel fuel supply for the M D and bulk gas for the main crew was briefly discussed and Mr Ferguson moved this matter be tabled until the next meeting of Council Carried SIGNS ON GORR There was brief discussion about the Gorr Road, which was surfaced this ROAD x year with light coat surfacing Mr Maerz moved that the road be posted ¢ <<� with a 90% axle weight restriction, on a permanent basis, and further ob that stops signs be erected on the north and south ends of this road, which will force traffic on this road to stop before entering or crossing SR 583 or Highway 27, and further that stops signs on the east -west roads be erected, to make traffic on the east-west roads stop before entering the Gorr Road Carried THREE HILLS SEED Mr Ferguson gave a brief report about the Three Hills Seed Plant and noted PLANT he had a copy of their last financial statement if anyone wished to review it Mr Maerz moved that this meeting do now adjourn ADJOURNMENT Carried Time -
