COUNCIL MEETING SEPTEMBER 8,1980
A regular meeting of the M D of Kneehill #48 Council was held in the Municipal office
September 8,1980 commencing a 9 00 a m with the following present

Linda Shearlaw was present to record the minutes
Mr G A Berdahl moved the approval of the minut 5.5--for the Council meetings held on
August 25th and August 28th 1980 as circulated .=er seeemded ____- - Qqr a
Carried
GRAVEL CRUSHING'
Mr Doug Hazelton entered the meeting at this time to report on his progress since the
last meeting They are at the Vetter pit and have approximately 6,300 yards of good
gravel He feels the rest will not be as _good and he will make a separate stockpile
to the east They should be approximately 20,000 yards of gravel- the better _gravel
runs under the fence and into Parry s pasture Ted Paquette is to talk to Oliver
Parry concerning this matter
Mr Hazeltons crew will be moving to the Carson pit next and he feels there will
be approximately 50,000 yards there already stripped
Mr Hazelton reported on the gravel in the Loewen,Andrew pit There was a small
slide due to the rain and the better gravel is found at the west end of the pit
It was suggested that Council qo down to the pit on tour
Mr Hazelton left the meeting at 9.15 a m
BANK RECONCILIATION
Mr Jeffery reviewed the Bank reconciliation as presented Mr T A Ferguson moved the
Bank reconciliation be approved Carried
DRUMHELLER HEALTH UNIT
Mr J C Jeffery reviewed the Drumheller Health Unit annual report as presented
Mr A W Bauer moved acceptance of this report Carried
Mr R W Brown reviewed the minutes of the meeting for the Drumheller Solid Waste Management
which contained a preliminary agreement from the Lawyers with Foothills Transfer for the
maintainance of the Transfer sites This agreement is to be taken to a meeting of the
Kneehill Sanitary Landfill committee for their perusal It was felt there should be a i
termination clause in the aqreement and this be recommended to the committee Mr Poole
moved the M D pay their share of the per capita cost for this agreement if the termination
clause is added CARRIED
SUB - DIVISIONS
Linda Yakimishyn from CR.PC entered the meeting at this time (10 00 a m ) to discuss the
sub - division applications
NW 27- 33 -26 -4 Wimborne seweage laqoon (5 47 acres) After some discussion Mr Ferguson
moved that Council allow a relaxation of parcel size for this sub - division Carried
NE 30- 33 -23 -4 J P & J W Christie Christies have applied for an isolation of
farmstead but as they are ad.7acent to Highway 21 Highways may require a dedication of
land for roadway After discussion, Mr Berdahl moved a relation of set -backs be allowed
as the buildings meet requirements now but may not after the dedication of land

CALGARY REGIONAL PLAN
Mr Jeffery advised Council that the vote on the Calgary Regional plan is scheduled for
September 12,1980 Mr Bauer will be attending on behalf of the M D of Kneehill
Mr Ferguson moved acceptance of this report Carried
BUILDING PERMITS
Mr Jeffery reviewed the building permits applied for.
Lewis Esau - Pt SE 17- 30 -25 -4 Second residence for farm help
Bruce Williams - NE 8- 33 -25 -4 2nd residence(old house to be torn down)
Noah Isaac - NW 27- 30 -25 -4 Second residence for farm help
John W Reeves - SW 35- 33 -26 -4 Second private residence
Clearvalley Farms- NE 22- 32 -24 -4 Work shop
Mr A W Bauer moved these permits be approved and filed Carried
Mr Ted Paquette entered the meeting at this time (10 30 a m ) to discuss public works
Mr Jeffery advised that Lawyers for the Sandman had phoned him to advise that the
Downe pit and Irricana pit were going to be put up for tender The purchaser would only
be purchasing a 15 year lease though n

WCB REPORT
Mr Jeffery read a report of the Workers Compensation Board regarding the Wi'mborne location
they requested shoring of sides and the loose material from the top edge be removed f
Mr R G Campbell moved this report be accepted and filed Carried
HOLT ACCIDENT
August 25,1980 at 9.00 a m Mr Holt damaged two mail boxes with T -39 -79 Mr Holt
replaced the mail boxes himself for Mr Peatkau and Mr Penner Mr R G Campbell
moved that this report be accepted and filed since Mr Holt repaired the damage
himself to the farmers satisfaction no action be taken Carried
HARVEY JESSKE ACCIDENT
September 5,1980 at 4.00 p m Mr Jesske backed T -30 -75 into T -22 -79 doing approximately
$75 00 damage to T -22 -79 to the left side of the box and back of cab Mr C W Poole
moved this be refered to the Foreman's committee for their recommendation Carried
BRIDGES
Mr Jeffery read a letter from Alberta Transportation requesting the 1981 bridge program
for their consideration Mr Ferguson moved this be tabled until the next meeting

WAGSTAFF APPREN.. ....._ . ,
A letter from Alberta Manpower confirming registration of Glen Wagstaff was read
Mr Wagstaff will be enrolled in a Heavq Dutu Mechanic course at SALT from April 27,1981
Mrs Wilkinson was to phone SALT and see if an earlier class could be arranged
Mr R G Campbell moved time be granted for Mr Wagstaff to attend these classes

ALTA POWER LINE EXTENSIONS
Mr Jeffery reviewed the plans submitted from Alberta Power for extensions*
NW 8- 29 -24 -4 for E K Balderson
SE 7- 29 -24 -4 for E K Balderson
Mr A W Bauer moved these be approved and filed Carried
Mr Jeffery reviewed the borrow pit agreements. BORROW PIT AGREEMENTS
Mr Mario DeBernardo - SE 13- 28 -21 -4 No compensation but M D will repair small washout in
field
Mr William Davis - E- 5E- 31- 31 -24 -4 and NE- 30- 31 -24 -4 No compensation
Mr Robert Empey - W -NW 32- 30 -24 -4 and W -NW 29- 30 -24 -4 No compensation
Mrs Gladys Howe - E -NE 31- 30 -24 -4 Fence removal - $300 00

Mr R G Campbell moved these be accepted and filed Carried
DON METZGER- ACCESS ROAD
Mr Jeffery reported on his meeting with Mr Metzger Mr Madden phoned him to report:
a) Landowners may continue having access to their property via existing road as long as
no problems arise
b) No build up of road and only access for two farms involved - no oil companies etc
c) Will not sign lease for any duration
d) Mr Madden advised he feels we have no claim against Stewarts or Metzgers
A lengthly discussion followed Mr G A Berdahl requested he be exempted from voting
on this matter as he is one of the two farmers involved
Mr R W Brown moved no action be taken Carried

OUTSTANDING PROJECTS
A summary of outstanding projects from May 178 to August 12180 was presented at this time
Mr G A Berdahl moved this be tabled for further discussion to the next meeting

SCHMAUTZ GRAVEL PIT
Mr Jeffery reported on his meeting with Mr Harvey Schmautz Mr Schmautz advised Mr Jeffery
that he was sure Mr Ron Toews would be purchasing the pit but he would let the M D know
if there was any change in plans Mr Jeffery has heard nothing more from them
Mr C W Poole moved the report be accepted and filed Carried
ANDERSON BRIDGE REPORT
Mr Jeffery reported a meeting which was held with Mr Dan Hungle John O Brien and Mr Sandy
McDonald from Alberta Transportation on September 4,1980 regarding the work to be done
to prepare for the installation of the culvert which will arrive September 26,1980 The

Mr Jeffery reported that the radio in H -1 belongs to Mr Spilchen personally and he would
like to know if Council wishes to purchase same from him His initial cost for this radio
was $85 00 Mr R G Campbell moved that council do not purchase this radio Carried
5 YEAR ROAD PROGRAM
Mr Jeffery advised that Mr Dan Hungle had phoned requesting council submit a 5 year road
program of their priorities He would like this as soon as possible, September 9,1980
if possible The recommmendations are as follows

1) Pope lease - Hesketh east to M D Boundary #575
2) #575 from #21 to Acme
3) #575 Acme west or #582 from 806 West(depending on County of Mountainview's choice)

RED DEER RIVER WATER
Mr Jeffery reported on a meeting he attended with the Town of Three Hills regarding
the Red Deer River Water Project for the Town of Three Hills The cost of this project
for the Hamlet of Ruarkville will be $6 50 per front foot,this includes the $1 06 they
already pay The cost for Grantv.ille will be $3 00 per front foot, this includes the
974 they already pay Mr Ferguson moved this be tabled until the meeting with the
Caucus to see if there is any possible means of reducing this Carried
SIGN MAN
Council reviewed applications submitted for the position of sign man due to the resignation
of Trevor Friesen Applicants were. Brian Bauman Miles Maerz Dan Platt, Bob Kennedy
Otto Kurta, Milton Rempfer
Mr R W Brown moved Mr Bob Kennedy be offered the position Carried
Mr T A Ferguson moved he be paid Intermediate operator for the first month and then,
if satisfactory, the rate be raised to Senior Operator Carried
The meeting adjourned for lunch at 12:15 Mr Campbell and Mr Ferguson left the meeting
at this time

GRAVEL FROM DOWNE
Mr Jeffery reported that the agreement with The Sandman has been completed All gravel
has been hauled from the Downe pit and Thiessen pit Z
Mr A W Bauer moved the report be accepted and filed Carried
Ted Paquette reported to Council that the oiling is just about completed South of Carbon
Mr Poole reported that a culvert (not less than 15') is needed at Dorne Fytens
Also that Environment inspected the Swalwell Dam and everything seemed to be satisfactory
except a washout near the east side of the pipe; there still hasn't been anything done
to correct this;Mr Poole has talked to Alex Cunningham and he will look into it
Also Mr Poole has had complaints from the Swalwell area concerning the maintenance of
roads Mr Paquette will look_ into this
Mr R W Brown advised that it will be alright for the sign man to remove the yield sign
from the corner of 17- 29- 25 -W4th

Mr Bauer advised Mr Paquette that Mr Lloyd Hazel contacted him regarding some grading
he requires around his new trailer He will call back to confirm a time Also some
work is needed on the road W- 6- 32 -24 -4 (West and North of Ron Toews)
Mr Paquette left the meeting at 2.15 p m
CWN Gas INCREASE RATES
Mr Jeffery read the letter from Canadian Western Natural Gas advising of the rate increase
Mr G A Berdahl moved the letter be accepted and filed Carried f
ALTA 75 GRANT
A letter was read from the Three Hills and District Performing Arts requesting an extension
of their grant since the piano they wish to purchase will not be available until possibly
December
Mr A W Bauer moved an extension be granted until December 31,1980 Carried
THREE HILLS SCHOOL DIV
The minutes of the Three Hills School Division meeting were reviewed and Mr Bauer reported
on same Mr C W Poole moved the minutes be accepted and filed Carried
The next School Division meeting will be on September 17,1980 with T A Ferguson attending,
or if he cannot, Mr C W Poole
HORTICULTURIST
A letter from Mrs Connie Osterman was read advising she will contact the Hon Dallas Schmidt
when he returns from holidays regarding this and will advise this office of the results
Mr C W Poole moved this be accepted and placed on file,also that this should be brought
to the meeting with the Caucus Carried
TAXING INTENSIVE AGRI-
BUSINESS
Mr Jeffery reviewed the report and presented the resolution regarding the Taxation of
Intensive Agri- Business After discussion of this Mr C W Poole moved the recommendation
of the committee be approved and the resolution be taken to the Zone meeting

ELNORA HOSPITAL BOARD
Mrs Matthews from the Elnora Hospital had phoned and asked if the council wished to have
the accounts for payment as they came due or if they wished to be requisitioned for the
total amount when finished She could not supply any total cost of the project billed
to the M D but they should not be great until 1981 or 1982 when the demolition begins
Mr G A Berdahl moved that the Elnora Hospital be advised Council wishes to be requisitioned
for the total amount when finished Carried
SURFACE RIGHTS
A letter from J D Edworthy regarding Alberta Surface Rights Act requiring ammendment
Mr A W Bauer moved that the Surface rights committee be approached to submit a copy
of their recommendations to Council for their perusal regarding endoresement from this
Council- this could be taken to the Caucus meeting Carried
REGIONAL RESOURCES
A letter was read from Hugh Bodmer Project Co- ordinator regarding the billing for the
Promotional Brochure Mr G A Berdahl moved the letter be accepted and filed Carried ,
BEVERIDGE STOCKPILE
AGT EASEMENT
AGT had submitted an Easement for lines to go throught the Stockpile site
Mr C W Poole moved the easement be accepted and signed Carried
RRAP STATUS
A letter from Mr Bodmer was read regarding this program stating he would write to
Mr Zatko regarding the M D 's interest in this program and suggested this M D do the
same Mr G A Berdahl moved this be accepted and filed and that the program be brought
to the attention of the meeting with the Caucus Carried
