HomeMy WebLinkAbout1980-08-07 Council MinutesCOUNCIL MEETING AUGUST 7th, 1980 A special meeting of Council of the M D of Kneehill #48 was held on August 7th, 1980 commencing at 1 30 P M , all councillors being present and having signed a consent to hold a special meeting of Council to discuss any business which might be brought before the meeting Those present were G A Berdahl Division 1 PRESENT C W Poole Division 2 R W Brown Division 3 A W Bauer Division 4 T A Ferguson Division 5 L G Litz Division 6 R G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson Assistant Administrator was present and recorded the minutes MOTION TO HOLD Mr Poole moved that this special meeting of Council be held to discuss any MEETING business which might come before it Carried Unanimously T C PAQUETTE There was lengthy discussion concerning the pending retirement of Mr Paquette RETIREMENT and Mr Ferguson moved that a notice be put in with all employees' pay cheques advising that Mr Paquette will be retiring on February 28th 1981, and Council will be looking for a replacement and anyone interested in applying for the job should notify the office no later than September 19th, 1980 Carried It was generally agreed that interviews with any interested person from the crews could be held some time in late September or early October ROAD REPAIRS Mr Ferguson reported that Councillor Wise from M D Rocky View telephoned him M D ROCKY VIEW recently He noted that our gravel trucks had travelled over a 4 mile stretch of road in their area and pounded it out quite badly It was generally agreed that some gravel should be put on this road by our gravel crew when next in that area, even though it may not have been our trucks that did the actual damage The gravel trucks do use this particular road when hauling fromthe McNair Pit G REMPEL Mr Jeffery reported that Mr Rempel was in an accident recently He was ACCIDENT backing a truck in to the chip spreader A vehicle drove past his truck, even after being warned to stay back, and because of on- coming traffic was forced to pull back in behind the gravel truck and in front of the chip spreader Mr Rempel 's truck hit the back end of the vehicle LEAVE OF ABSENCE Mr Jeffery reported that Mr Glen Enzie has requested permission to take a leave GLEN ENZIE of absence after completion of his two weeks holidays in order to take off his crop It would be between four to six weeks After discussion of this request and other concerns voiced by the men on the gravel crew, Mr Campbell moved that Mr Enzie be granted the leave of absence for up to a six week period during harvest season with the dates for commencement of the leave of absence and return to work to be arranged with Mr Enzie by Mr Rempel and Mr Jeffery Carried ALEX Mr Jeffery reported that Mr Williams is interested in photography and perhaps WILLIAMS GIF1 a camera would be a suitable gift for his retirement, but in order to obtain a reasonable camera, this would require about $280 00 After discussion Mr Campbell moved that the price limit to obtain a suitable gift for Mr Williams' be increased from $200 00 to $280 00 Carried It was agreed that Alex be requested to come to the Council meeting on Monday at 3 00 P M so Council may make the presentation to him REQUEST FROM Mr Rempel, gravel foreman has asked that no permission be given by the office GRAVEL P or councillors for ratepayers to obtain gravel from the pit or stock pile where FOREMAN the gravel crew is working for the next two months They are behind in their work and finding it difficult to get the M D trucks loaded if loading for ratepayers and keeping the screening operation going After discussion of this request, Mr Ferguson moved that no change be made in the existing M D policy about loading ratepayer trucks, except that the M D trucks are to be loaded immediately and not be delayed waiting for the loader to load a private vehicle H K TOEWS Carried GRAVEL Mr H K Toews has requested an indication from Council when be taking LEASE COUNCIL MEETING AUGUST 7th 1980 P 2 gravel from his land - NW 19-30 -25 -4 A lease had been arranged with him last fall, which is good until October 15th, 1982 After discussion it was agreed Mr Toews be advised the M D will probably attempt to open a pit on his land some time in 1981 R THIESSEN GRAVEL Mr Jeffery mentioned the gravel lease with Rawlyn H Thiessen and Harvey Thiessen LEASE of Linden - SE 30- 30 -25 -4 This lease expires December 31st, 1980 and Mr Paquette reported there is probably sufficient gravel there for at least two crushings After discussion Mr Brown moved that a renewal of the lease with Rawlyn and Harvey Thiessen be arranged for a further 2 or 3 year period Carried H SCHMAUTZ Mr Jeffery noted that a committee should now meet with Mr Harvey Schmautz GRAVEL LEASE to try and negotiate a new gravel lease and at least a stock pile agreement for the existing stock pile There was discussion about removing gravel from below water level and generally agreed that it would require renting or purchase of a drag line to get gravel out from the old Torrington Pit, Megli Pit and other pits where gravel is below water level ST IMPROV The Honourable Henry Kroeger, Minister of Alberta Transportation has forwarded PROGRAM a letter stating the government will pay the M D a grant of $13,240 00 GRANT for street improvements in Wimborne in 1980 After lengthy discussion of this matter, and noting the streets in Wimborne will not be ready for surfacing this year, due to the sewer construction, and also noting that the people of Swalwell do not a8V aarr,toofwant light coat surfacing on their streets Mr Poole moved that9t�ie grant of $13,240 00 allotted by the govenment be transferred to the hamlet of Swalwell to cover the cost of applying the calcium chloride to the streets (two applications) if this project would meet with the government's approval, that the balance of the grant for Swalwell be deferred until 1981, and further that a grant to do the Wimborne Streets be applied for for 1981 Carried RETURNING OFFICER Mr Jeffery noted that Council must appoint a Returning Officer to handle 1980 ELECTIONS the up- coming election duties and Mr Poole moved that Mr John C Jeffery be appointed as Returning Officer Carried ANDERSON Mr John O'Brien, Alberta Bridge Branch contacted the office and advised that BRIDGE the Bridge Branch do not want the M D to start work on the Anderson Bridge Project until just shortly before the culvert is to be delivered After discussion of this request,Mr Bauer moved this matter be tabled until Monday August 11th, fur further discussions when Mr Paquette is available Carried OFFER FOR OLD Mr A Parlane of Three Hills has submitted an offer of $150 00 for the old TRUCK truck deck which was offered for sale recently and no bids received DECK After discussion Mr Berdahl moved this be tabled until Monday August 11th, 1980 Carried NEED FOR _ The A S B has requested Council to write a letter to Mrs Connie Osterman, M L A asking that the government have a horticulturalist on staff with the Department HORTICULTUR- of Agriculture in this area ALIST After discussion Mr Brown moved this letter be written to Mrs Osterman Carried TRANSFER FROM The A S B has now purchased a Yazoo Tractor and a Weed Eater for use in the PUBLIC RES parks, and after brief discussion Mr Litz moved that the sum of $3872 00 TRUST A/C be transferred from the Public Reserve Trust Account to the M D general account to cover the cost of these items, being a capital disbursement for park improvement Carried K EVERETT Mr Jeffery reviewed a backsloping borrow pit agreement arranged with Mr Everett BORROW for NW 12- 31 -24 -4 and Mr Campbell moved approval for the agreement as arranged PIT A/G Carried Mr Jeffery reviewed the minutes from the recent Parks Committee Meeting (June 24/80) PARKS including new regulations set for walk in privileges at the park After discussion COMM of various items in the minutes, Mr Ferguson moved approval for the minutes, except MEETING that guests of people staying at the park not be required to leave until 11 00 P.M , (not 10 00 P M ), and further moved that Mr Mamona be requested to give receipts to all persons entering the park Carried , COUNCIL MEETING AUGUST 7th, 1980 The A S B meeting minutes of July 21st, 1980 were then reviewed and various items discussed Mrs Wilkinson left the meeting at this time - 4-45 P M Mr Poole moved to accept the minutes of the A S B meeting Carried Mr Jeffery reported that Bruce Hannah of Acme had requested the M D to remove some trees from the ditch along the side of his land NW 5- 29 -25 -4 He is clearing the trees on his land and needs the trees removed from the ditch to improve the vision of the land The cat was working on the trees on his land on July 30th, and the cat operator felt it would require about 2 to 3 hours work to remove the trees from the ditch Price for the cat is $40 00 per hour Mr Hannah was given authorization to have the cat work on the trees in the ditch up for to three hours, and the bill to be sent to the M D After discussion Mr Litz moved approval of this report and authorized payment for the account -
