GEN ASSESS - at $13 500 00 per year and he be hired effective June 1st 1980 MENT Carried The minutes from the Three Hills School Division meeting of April 22nd were briefly reviewed It was agreed that Mr. Brown will attend the THREE HILLS May meeting of the division SCH DIV Mr Bauer moved to accept and file the minutes as information MINUTES Carried Mr Jeffery asked Council to consider hiring a girl to help out in the EXTRA OFFICE office during the summer holiday season After discusson Mr Campbell STAFF moved that Mr Jeffery be given authority to hire one girl to help out,., ^y' SUMMER COUNCIL MEETING MAY 12th 1980 P 2 during the months of June, July and August of 1980 Carried Mr Brown moved that the salary for the girl for summer relief be SALARY FOR set at $4 50 per hour- SUMMER OFFICE Carried HELP The Huxley Community have requested the M D to seed the ball diamond SEED BALL at the school in Huxley It was previously levelled by the M D motor DIAMOND AT HUXLEY grader, levelled by the people in the community and now they would like the area seeded to grass It is growing up to weeds now After discussion Mr Campbell moved that the M D arrange to have r the ball diamond seeded to grass on condition this is acceptable to the School Division and satisfactory arrangements regarding costs can be worked out Carried WELL The Drumheller Health Unit advise that the well at the Tolman Park is contaminated and must be disinfected They also advise that the ETC AT TOWELL pit privies at the park must be improved to comply with health regulations PARK' Council was advised that the well has been disinfected and the Health Unit e`�Q V 5 "� requested to test the well again Mr Campbell reported that there has 9CA fi been vandalism at the park co-er After discussion Mr Ferguson moved that this matter be referred to the v4 Parks Committee with the recommendation that the well and the privies be improved in order to comply as much as possible with the health regulations DRUMHELLER Carried REG SANITARY Bissell & Associates have written giving contact names regarding the maintenance and operation of the various transfer sites in the M D Mr Brown noted that if Torrington & Trochu do not come into the LAND FILL regional system, consideration will have to be given to installation of boxes at Wimborne and Huxley soon Mr Berdahl reported that the pick ups in the hamlet of Hesketh have been very irregular It was generally agreed that meetings would have to be arranged with the (� people in the north portion of the M D to discuss the possibility of / putting boxes in Huxley and Wimborne and review with them costs involved Mr Poole moved that the letter from Bissell & Associates be accepted as ��--_ information and the matter of boxes in the north area be tabled and discussed again at the next meeting of Council Carried ROAD BANS Alberta Transportation forwarded information regarding recent Benkelman Beam Tests and recommend that all roads go to 100% loading except for SR 806 from 583 south to the M D boundary which should remain at 90% Mr Campbell moved to accept and file the letter as information, and no change be made in existing road bans Carried Mr John Rusling and Ms Wanda Patton from C R P C entered the meeting C R P C at this time to discuss the M D 's requirements for density of parcels DENSITY FOR under the new Preliminary Regional Plan Mr Rusling explained the QUARTER FOR situation under the new drafted plan as far as the M D having the right M D OF during the transitional period to maintain a density of 4 parcels per KNEEHILL UNDER quarter if Council so wish even though all other rural areas will be NEW PREL restricted to having 2 parcels per quarter under the new plan, in order to PLAN protect the rural area from intrusion by country residential parcels After lengthy discussion of this matter, and the right which is now in the proposed plan to allow for relaxation of the plan and the need to retain this right of relaxation and discussion ab--ut the need ,far industrial parks in the rural area, Mr Bauer moved that the M D adopt a maximum density of two parcels per quarter section subject to the retention in the new preliminary plan of the right of relaxation of the plan - Chapter 5, Section 4 1 Carried Mr Rusling and Ms Patton then left the meeting and the meeting adjourned for dinner between 12:00 Noon and 1.00 P M DINNER Mr Jim Fisher of the Big Country Tourist Association enter the meeting BIG COUNTRY at 1 00 to discuss with council the purpose of the association and to TOURIST request the M D join the association He reviewed what areas the association ASSOCIATION becomes involved in and the aims of the association - that being to provide a service to the local people and the tourists and to promote the area The membership fee for a municipal district is set at 100 per capita Mr Fisher was thanked for coming and he left - at 1.35 P M %��� COUNCIL MEETING MAY 12th 1980 P 3 Mr Ferguson moved to accept the report given by Mr Fisher Carried UMA & WIMBORNE Mr Peter Makowichuk and Mr Verner Fifner of UMA eltered the meeting at SEWER PROJECT this time to discuss with Council the possibility of undertaking some engineering work on road projects for the M D Mr Jeffery read a letter & ROAD from UMA about this possi W ity and UMA quoted a cost of about $1700 00 CONSTRUCTION per mile for this service It was noted that this did not covert' legal ENGINEERING surveys, but would provide profiles and information which would assist WORK the office in calculation of costs for the project AFter discussion of this matter and noting it wculd require setting the M D road program at least anIr ahead of time, Council agreed they would consider this request and%ccon ac � UMA if they felt they would require this type of service some time in the future Mr Makowichuk then discussed with Council the problem which has arisen n with completion of the Wimborne Sewer Project in view of the letter received by UMA from the M D terminating their services on this project Mr Makowichuk reviewed the work done by UMA to date on the project, through their former employee Matt Bergman, and asked if the M D would consider letting UMA complete the project as they felt they had done good work for the M D in the past and they did not like to lose a client UMA would be willing to assign Verner Fifner to complete the project and would guarantee the project would receive top priority Mr Makowichuk also reviewed the costs incurred by the M D with their firm for the work done to date, and he felt that about 90% of the design work have been completed After further discussion of various items Mr Makowichuk and Mr Fifner left the meeting and council further discussed this matter Council agreed that no decision would be made on this matter at this time until Mr Bergman could be consulted about certain items Mr Makowichuk and Mr Fifner were advised of this and they left the meeting LETTER OF THANKS Mr and Mrs Rob Arvidson of Calgary wrote expressing their thanks for FOR CLEAN UP the clean up of the road to the dump box site N Mr Campbell moved to accept and file as information Carried KNEEHILL HISTOR- The Kneehill Historical Society is planning for the Heritage Festival ICAL SOCIETY in Three Hills in August and requests the M D send a representative to their planning meeting Mr Buaer moved that Mr Ferguson be appointed HERITAGE DAYS as representative from the M D to attend the meeting Carried The Drumheller Stampede & Ag Society forwarded a letter of thanks for DRUM AG SOCIETY the grant alloted to them from the Alberta 75 Grant monies ✓ LETTER OF Mr Bauer moved to accept and file THANKS Carried The Kneehill Riders have forwarded a copy of their request for a grant REQUEST FOR FUNDS from the Alberta 75 birthday funds Their original letter of request FROM KNF,EHILL was never received by the Office and their mqEst was not considered RIDERS After discussion of this matter Mr Ferguson moved that the club be r advised the monies have all been alloted but their request will be kept on file and should any changesoccur, their request may be considered at that time Carried Building permits issued were reviewed as follows BUILDING PERMITS Tim Chamberlain Lot 2, B1k 6 Ruarkville - Lots in Swalwell - single family residence W & R Calhoun - NW 1- 30 -24 -4 - Implement shed Mobil Oil - 5- 12- 34 -26 -4 - office Mr Campbell moved approval of the permits as issued Carried Mr Walter Wedel of Three Hills (formerly Strathmore) purchased Lot 5 in REQUEST FOR Block 10 Swalwell 7810530 and under the terms of the agreement was to EXTENSION OF commence construction of a single family residence there within 12 months TIME WALTER He has not done so due to the high interest rates and requests an extension WEDEL of one year to commence construction of a residence After discussion Mr SWALWELL LOT Poole moved Mr Wedel be allowed an extension of six months to commence construction of a residence on this lot subject to execution of an amending agreement CArried Kneehill Excavation (1979) Ltd , of Swalwell have forwarded an offer of OFF$R TO w $1000 00 for Lots 11 They advise they wish equipment Mr Poole moved that on condition that the and agree to commence withn 21 months COUNCIL MEETING MAY 12th, 1980 W, to 26 in Block 7 Plan Swlawell 5050 A K OFFER FO] to erect a shop for storage of their backhoe IN SWA. the lots be sold to Kneehill Excavating (1979) Ltd for $100( company enter into an agreement to purchase with the M D construction of the shop within 12 months and complete Carri. e d MEETING RE: LEAVING C R P C have requested the M D to arrange a meeting with other C R P C councillors to discuss the possibility of this area leaving the AND JOIN PALLISER Calgary Regional Planning Commission and join the Palliser Region REGIONAL PLANNING This arises from a letter sent by Palliser to C R P C about this COMMISSION possibility After discussion it was agreed that C R P C be advised this appears to be premature as no contact has been made with this f area by the Palliser Regional Planning Commission A delegation from the Carbon & District 75th Anniversary Committee entered CARBON 75 the meeting at thzs tirpe The delegation was comprised of GRANT Wendy Sowerby,� unicipal Administrator for the Village of Carbon Mrs Mary Prowse Mr Joe Appleyard Mr George Appleyard, Mr Morley Buyer and Mr Adam Buyer The letter from the Committee was read and they ask that the M D provide the Carbon Area with $12,200 00 from the M D anniversary grant monies The delegation indicated the committee felt the monies were not divided fairly and also reviewed with counci.1 a population count they had undertaken of the Carbon Recreation Area There was lengthy discussion with the delegation about this and the method of division of funds and reasons for same were reviewed The delegation indicated that their count showed 419 people in the area who would make use of the Carbon facilities and therefore felt that the M D should have given at least $8380 00 to the Carbon project The delegation requested Council to re- consider the division of the monies) were advised Council would contact them by letter later, and the delegation then left the meeting Time 4.15 P M After discussion of the request, Mr Bauer moved that the Carbon & District 75th Anniversary Committee be advised that after consideration of their request no change will be made in the original decision of Council as to the allottment of the M D birthday funds Carried VILLAGE OF LINDEN Mr Jeffery reviewed a comparison report he had prepared of what the USE OF M D Village of Linden has done with its recreation grant from the N D over the RECREATION past several years After discussion of this report Mr Ferguson moved GRANT A to accept and file Carried Mr Alex Cunningham Utility Officer, Mr Matt Bergman and Mr Gordon Fraser MEETING of Engineering Canada entered the meeting at this time RE WIMBORNE Mr Jeffery reviewed what had happened with the Wimborne Sewer Project to date SEWER & and the reason for the meeting with Mr Bergman There was lengthy ENGINEERING discussion about the costs incurred with UMA for the design study soil CANADA 2� testing etc and if the M D had Mr Bergman and Engineering Canada complete the project what additional costs might be incurred by the M D for work already completed by UMA but which would not be available to Engineering Canada Mr Bergman and Mr Fraser left the meeting Mr Cunningham indicated he would prefer to have Mr Bergman retained to complete the project, and after further discussions, Mr Poole moved that Engineering Canada be hired to complete the Wimborne Sewer Project. A Carried 1 Mr Berdahl moved that Engineering Canada be requested to assign Mr Matt Bergman to the Wimborne Sewer Project and also be requested to try to ensure there will be no duplication of or charges for work already completed on this project Carried Mr Jeffery reviewed a letter he received from Engineering Canada which V! quoted costs for some engineering work on road projects, estimated at about $800 a mile This letter was reviewed with Mr Fraser and Mr Bergman and various items discussed Mr Jeffery advised Mr Bergman he had received verbal confirmation from WIMBORNE SEWER GRANT Alberta Environment and Local Authorities Board that the $54,000 00 grant for the Wimborne Sewer Project has been approved and a letter will be coming �A in the mail ��� COUNCIL MEETING MAY 12th 1980 P 5 Mr Bergman indicated he would get the debenture by -law revised, and forward to the M D for second reading � Mr Bergman and Mr Fraser then left the meeting Subdivision applications were then developer's agreement for servic4-ng the lot Mr Cunningham noted that the sewer line to the existing residence on Lot 1 is now too shallow and creates a problem with the line freezing \c in the winter If this line is extended to service the new lot to be created , this will only compound the problem In order to lower the line it would mean going back two blocks and lowering the entire line (about
