;,;_...�;,�4 FOR 1980 noMr Jeffery requested council to appoint an auditor for the year 1980 and after brief discussion Mr Ferguson moved that the office of Henry Van Den Hoven Chartered Accountants of Three Hills, Alberta, be appointed as auditor for the 040 year 1980 Carried - BUSINESS TAX BY-LAW FOR There was then discussion held concerning the need for a change in the business 1980 tax mill rate for 1980 NO 898 Mr Poole moved first reading to by -law number 898 , this being a by -law to amend by -law #299, by setting the mill rate for business tax for 1980 at 35 mills for municipal purposes and 35 mills for school purposes Carried Mr Berdahl moved second reading to this by -law ' Carried Mr Ferguson moved that third reading be given to this by -law at this time Carried Unanimously Mr Campbell moved third reading to this by -law Carried PENALTIES ON Mr Jeffery briefly reviewed the report complied by the M D of Sturgeon UNPAID TAXES regarding penalties imposed on unpaid taxes by different municipalities After discussion Mr Berdahl moved that Mr Jeffery check into the;c °�- possibility of changing the M D of Kneehill s penalty rate and report ° back to the next meeting of Council Carried SCHOOL TAX Mr Jeffery read a letter from the Ministers of Education and Municipal APPORTIONMENT Affairs regarding the apportionment of school taxes between public and PUBLIC & SEPARATE separate school boards As this does not apply in our area, Mr Campbell BOARDS moved to accept and file as information Carried ALTA SAFETY COUNCIL Mr Jeffery read a letter from Alberta Safety Council regarding a Car n Check Campaign which is scheduled for April 24th to the 30th 1980 After brief discussion Mr Ferguson moved to accept and file as information Carried INTEREST RATES Alberta Municipal Financing Corporation advise that any debenture by -laws FOR should be prepared to reflect interest rates not to exceed 16% per annum DEBENTURES Mr Litz moved to accept and file as information Carried F M HUNT A letter from F M Hunt Graphics was briefly referred to and Mr Campbell GRAPHICS moved to accept and file as information f Carried CARBON & DIS Mr Jeffery reviewed the Carbon & District Recreation Board minutes of RECREATION BD February 11th 1980 , and after brief discussion Mr Berdahl moved to accept MINUTES VA and file as information Carried REG The minutes of the Regional Resources Project meeting of February 19th were RESOURCES reviewed with particular reference to the proposed budget increase for 1980 MINUTES V'\ and whether Council would wish to participate in paying for the cost of COUNCIL MEETING MARCH 10th, 1980 P 2 publication of a portion of the Big Country Tourist Guide including information about the various towns and villages, and M D After discussion Mr Litz moved to accept the minutes of the meeting to accept the proposed budget increase of 10 %, and also to agree to particpate with the other members in paying for costs of the proposed publication in the Tourist Guide Carried It was agreed that i...:' „_.. `_ion about Tolman Park and the Wimborne Fish Pond should be added to the paragraph about the Municipal District THREE HILLS SCH Mr Jeffery reviewed the minutes of the Three Hills School Division meeting D1v1a1CjN of February 13th and Mr Bauer reported on various items discussed at this MINUTES meeting Mr Poole moved to accept and file the minutes and report as information n Carried STEP PROGRAM There was discussion about the proposed STEP program and proposed Summer Youth ✓' which would Employment F.: c.,:.:<i. is available this summer but there did not appear to be any programs / be suitable for funding through these grants Mr Campbell moved to accept and file the information Carried BY -LAW REGULATE OUT Mr Jeffery reviewed with council the proposed by -law to regulate outdoor DOOR FESTIVALS festivals, and after discussion, Mr Ferguson moved first reading to by -law number 899 this being a by -law to license and regulate all places of amusement entertainment or athletic contests Carried ✓` Mr Poole moved second reading to this by -law Carried Mr Campbell moved that third reading be given to this by -law at this time Carried Unanimously Mr Bauer moved third reading to this by -law Carried ALTA 75 GRANT Mr Jeffery reviewed with Council various requests for funding of projects from the Alta 75 birthday grant, and after discussion it was agreed that Murray Steinbach , Alta 75 representative for this area be requested to attend the next meeting of Council to discuss the proposed F....�; Councillors and Ratepayer Members Per Diem $75 00 x 3 days $225 00 Meals $18 00 x 3 days $ 54 00 Actual Registration Fee Actual Hotel Costs Actual Mileage Staff Members Meals $18 00 x 3 days $54 00 Actual Registration Fee, Actual Hotel Costs Actual Mileage DEBT REDUCTION Carried Mr Jeffery reported that Alta Municipal Affairs advise Council cannot use the PROGRAM funds received from the government over and above the $500 00 per capita from A the Debt Reduction Program to reduce the debentures and frontage tax payable on either Grantville or Ruarkville, but must only use these funds towards reduction of the Huxley and Swalwell frontage tax REDUCTION OF After discussion of this matter, Mr Berdahl moved first reading to by -law 900 HUXLEY this being a by -law to reduce the frontage tax charged against the properties in FRONTAGE Huxley from 584 per front foot to 104 per front foot TAX Carried Mr Poole moved second reading to this by -law Carried L OF Mr Poole moved first reading to by -law 901, this being a by -law to reduce the SWALWELL frontage tax charged against the properties in Swalwell from $2 12 per front foot FRONTAGE TAX to 504 per front foot Carried Mr Litz moved second reading to this by -law Carried COUNCIL MEETING MARCH 10th, 1980 P 3 These by -laws will now be sent to Alberta Local Authorities Board for consideration and approval, before third and final reading is given Mr Jeffery requested Council to set a reserve bid for the two propert. which will go into the tax sale scheduled for March 24th, 1980 if taxes which are still outstanding as of today are not paid in full prior to date NE 12- 29 -21 -4 - 160 acres and Lot 12 in Block 2 Plan 4267 C S Hesketh Mr Spilchen, the assessor was called into the meeting and he reviewed he felt was a fair price for the quarter section - $49 900 00 here was iengtny aiscussion about tnzs matter ana the meeting tnen aa3ournea for dinner between 12 00 Noon and 1 00 P M After further discussion Mr Poole moved that the reserve bid for the NE 12 29 -21 -4 - 160 acres be set at $50 000 00 Carried Mr Campbell moved that the reserve bid for Lot 12 in Block 2 Plan 4267 C S Hesketh be set at $25 00 Carried BUILDING PERMITS Building permits issued were reviewed as follows VN SW 14- 34 -23 -4 - Machine Shed $12,000 00 - D Gagyi Pt SE 17- 31 -25 -4 - Addition to residence - $2,000 00- Neil Penner Mr Berdahl moved approval of the permits as issued Carried TOWN OF TROCHU A. Alberta Local Authorities Board have set Thursday, April 17th, 1980 at 11:00 A M as the date for a public hearing into the annexation of certain lands from the HEARING M D into the Town of Trochu Mr Berdahl moved that Mr Campbell and Mr Jeffery be appointed to represent the M D at this hearing Carried APPROVAL OF Mr Poole moved approval of the minutes of the Council meeting of MINUTES February 25th, subject to a correction on page 7 (Foremens' Minutes) Paragraph re: cabs for machines - should read The matter of cabs for the A crawlers was briefly discussed and Mr Ferguson moved that cabs not be put on the crawlers (not scrapers) Carried It was also noted that four employees had been sent to the Pardee Equipment Preventative Maintenance School held on March 6th instead of the two mentioned in the February 25th minutes and it was agreed this was satisfactory S Mr Jeffery noted that the Three Hills School Division has requested Council's SCH THREE HILLS consideration i reducing the charge to the school division for computer time DIV u r COST FOR USE in the months o Fe ruary and March in order for them to completely re -do n OF their 1979 books it required 215 hours at $15 00 per hour or a total cost of M D. community use on the following basis W� 1 The request for rental must be made at the Municipal Office and the request must be approved by the Public Works Superintendent 2 The toilets can only be rented out during those seasons when they are not required by the Public Works Crews 3 A deposit of $50 00 per toilet must be paid to the M D prior to obtaining the toilet l� RENTAL OUTSIDE PORTABLE TOILETS 4 There will be a charge of $5 00 per day, with the charge to commence on the first day of use and for each day thereafter until the toilet is returned to the M D 5 The deposit, less the daily charges incurred will be refunded only if the toilet is returned clean and in the same condition as when it was obtained, and if not the deposit will be retained as payment towards the casts incurred for cleaning and repairing the toilet Carried It was agreed that Mr Schimke and Mr Poole be allowed to rent the toilets on the above conditions PRICE INCREASE Linden Trading Co -Op advise there will be a price increase for fuel FOR FUEL effective March lst, 1980 to 70 14 per gallon, up 3 20 per gallon from the previous price Mr Campbell moved to accept and file as .information Carried PRICE INCREASE AAMD & C advise that there will be a price increase for Terrazyme effective TERRAZYME April 1st, 1980, up $1 00 a gallon The M D still has 1100 gallons on hand and after discussion Mr Ferguson o e� that t @eM D not purchase any Terrazyme this year, and review tselroa�ds on which Terrazyme was used over the next year Carried STOCK PILE SITE Mr Jeffery reviewed the information obtained about the area used in RENTAL AGREE - various stock pile sites and after discussion of a possible method of arriving at a fair return for stock pile rentals, Mr Ferguson moved that MENTS this matter be tabled until the next meeting of Council, so he can check the measurements obtained for one or two stock pile sites in his area Carried Mr Jeffery reported on the number of yards of gravel removed from the Carson CARSON PIT Pit by the MD since it was opened in 1967 - 190,328 yards - and noted that Alberta Transportation had removed 130 279 yards After discussion of a T CA�r��' possible split of costs with Alberta Transportation for reclamation work required at the pit perhaps on a 60 -40 basis the estimated costs of between $12 000 and $15 000 00 for reclamation, and whether Alberta Transportation will pay anything towards reclamation costs as their contract does not require them to undertake any reclamation work, Mr Poole moved that Alberta Transportation be requested to meet with Council to discuss the reclamation of the Carson Pit at their earliest convenience Carried WATER TANKS & OIL The purchase of water tanks and an oil storage tank was then reviewed Mr STORAGE TANK Paquette had obtained prices from five r, :..ies, four of which quoted prices over $12,000 00 each The fifth company Murphy Distributors of Calgary stated they would make up two tanktsrf sr the M D complete at $6500 00 each The company has in the past constructed %for their own operation, and it was agreed that Mr Paquette should see the tanks they constructed and Mr Berdahl moved that Mr Paquette be authorized to have two tanks made up and installed on M D trucks by Murphy Distributors, if the tanks will meet M D specifications, at a price not to exceed $18 000 00 Carried El 0 COUNCIL MEETING MARCH 10 Mr Paquette reported that Truck T -21 is still not repaired OIL STORAGE TANKS He also noted that a company had quoted a price of $45 000 00 for a 25 000 gallon oil storage tank on wheels plus $15 000 00 for a heater V� for the tank West Tank would not even consider quoting on construction of such a tank, and GemSteel from Edmonton would only build a tank without a heater and no After lengthy discussion regarding this tank whether the M D could make economical use of such a large tank the possibility of damaging the tank curing the numerous moves which would be required, and the time involved in moving it which must only be done when it is empty and time involved in making sure the tank is blocked securely and whether the M D could haul the emulsion themselves from Edmonton or Calgary, or perhaps install the oil storage tank on a permanent pad in the shop yard and have two distributor trucks to haul from the tank out to the Sob sites, Mr Paquette noted there may be an 8000 gallon tank available, which could be heated, for about $10,000 00 and the heater would have to be purchased at an additional cost Mr Ferguson moved that this matter be tabled until the next meeting of Council and Mr Paquette obtain more information about this 8000 gallon tank Carried lei VULCAN MACHINERY QUOTE Mr Jeffery reported that Vulcan Machinery advised him the 1978 scraper ON 1978 they quoted on is a new unit but had to be classed as a 1978 scraper SCRAPER as it was started in 1978 and not completed until 1979 They apologize to Council for not making their bid more clear, but felt they would have the chance to speak to the council about their bid 49 ■1 • Carried The meeting then adjourned for supper between 6 00 P M and 7.00 P M SUPPER Mrs Wilkinson left the meeting at this time and Mr Jeffery recorded the balance of the mindes Mr Jeffery reported that Mr Hazelton anticipates having 20,000 yards ✓I LINDEN crushed at the Garson Pit before he moves and confirms that the arrangements CONTRACTORS for gravel at the McNair Pit with McMullen Construction have been made and also noted that Mr Rempel felt that 5000 yards would be sufficient at the McNair Pit for the time being Mr Ferguson moved to accept the report as information Carried Mr Jeffery reviewed various items of correspondence concerning garbage as follows: Drumheller & District Solid Waste Management Association have submitted their adopted budget for 1980 and requisitioned the M D for $26 651 91 for its share for 1980 Prairie Waste Management Ltd have sold their business to Lomow Brothers Industries Ltd and have requested the Kneehill Sanitary Land Fill Committee approve of the assignment of Prairie Waste' contract with the Committee to Lomow Brothers Industries Superior Disposal Ltd , Mountainview Disposal Ltd , ( Lomow Brothers) have forwarded a letter advising the price for collection in the towns and villages and hamlet areas has been increased 9 4% because of inflation and also advise that it is not economical for them to pick up in the hamlet of Bircham unless it is on a user pay basis whereby each of the two homes would be charged $35 00 per month They would prefer to discontinue the service to Bircham GARBAGE PROBLEMS /1 ` "A"A Use of the garbage transfer station in February by rural residents -
