COUNCIL MEETING FEBRUARY 25th 1980
A regular meeting of the Council of the Municipal District of Kneehill #48 was held
in the Municipal Office, Three Hills on Monday, February 25th 1980 co __.,g at

Mr Ferguson moved that approval of the minutes of February 14th be tabled
until the next meeting of Council

The representatives present were then asked to leave and after discussion
Council agreed that no decisions would be made on the bids received until
tomorrow and the representatives could come back tomorrow afternoon if they wished
Mrs Betty Dau had wished to meet with Council today or tomorrow but due to MEETING WITH

Mr Poole asked about the existing snow fence policy and reviewed a situation SNOW FENCE
which has come to his attention The Kneehill Riders Club still have some fence POLICY
out and feel that as the M D was not using the fence it should be available
for them to use After discussion it was notO 92at the fence although not N

used in Division 2 or Division 3 should be brought into the main shop and
used in the other divisions in future
It was agreed that no change be made in the existing policy
Mr Jeffery reported that Linden Contractors have arranged with McMullen GRAVEL
Contractors to crush gravel at the McNair Pit for the M D , at the same LINDEN CONTR
price as Linden Contractors had agreed to crush it for, and therefore
Mr Hazelton will stay at the Garson Pit until just before road ban time N
and then move to the Schmautz Pit
McMullens feel they will be able to crush at least 5000 yards for the M D
prior to ban time
Mr Berdahl moved to accept the report as given

Henry Kroeger Minister of Transportation has advised that the government
will contribute $45,000 00 towards the costs of the C N R low level crossing
It was agreed that a letter of thanks should be sent to Mr Kroeger

Alberta Transportation hav�lgesignated the road from the Bleriot Ferry
to the top of the Hill and east into the M D of Starland as a SR
road #838 This was done in 1978 SR ROAD 838
Mr Jeffery indicated Mr McGregor, District Engineer from Alta Transportation SR 575
wishes to see Council later today about the SR 575 Carbon East
Mr Ferguson moved to accept the correspondence as information

Andex Oil has requested council to consider about 7-� miles of road
up- grading in 1980, to improve access to some of their wells
After discussion of this request and review of Andex Oil s assessment
in the M D , Mr Poole moved that this request be referred to the
Road Committee for inspection and a report to council at a later date

Applications for work from Joseph Casey Maerz Keith Robanske, and R J
Wainwright were reviewed and Mr Poole moved these be referred to
Mr Paquette

Mr Jeffery reviewed a drafted amendment to the Accident Prevention
Incentive Program which would mean an employee who was involved
in an accident which was not his fault may not, in the discretion of
council, lose his safety award
After discussion of this Mr Ferguson moved that this amendment to
the policy be approved

Mr Jeffery reviewed the minutes of the Foremen's Meeting of February FOREMENS'
22nd, 1980 MINUTES
Mr Rempel Gravel Foreman was not present at the Foremen's Meeting
Douglas Debeaurap Alan Meding and Robert Sich were all classed at a
Junior Winter rate, but after discussion with Mr Rempel, he recommended
that Alan Meding be classed at an Intermediate Winter Rate
Mr Campbell moved that Alan Meding be set at an Intermediate Rate
Henry Wiens has requested permission to apprentice as a Partsman and
the committee recommended that Council approve this request
It was noted that the Shop Committee should be reviewing the situation
with the new Shop Foreman as his probation period expires March lst, 7
After brief discusion Mr Poole moved that the request from Henry
Wiens to apprentice be tabled until another meeting of Council

Mr Cunningham has purchased a lazer level for use on the Wimborne
Sewer Project for $4500 00 and after discussion Mr Litz moved that the
purchase of the lazer level be approved, and charged to the Wimborne
Sewer Project

The matter of 3 year 300,000 mile warranty on new gravel trucks was discussed
and generally agreed that Council should continue trading trucks every 2 years
Mr Ferguson moved that tle Foremen's Minutes be accepted and filed

Pardee Equipment Ltd , is holding a Preventative Maintenance School PARDEE PREVENT
on March 6th, 1980 from 7 30 P M to 9:30 P M in Calgary MAINT SCHOOL

After discussion Mr Ferguson moved that Brian Bauman and Harvey Jesske

'.� The meeting then adjourned for dinner between 12.00 and 1.00 P M
An appeal against: a development permit for a compressor station on
SW 15 31 -23 -4 has been received and after discussion Mr Poole moved
teat the Development Appeal Board hear the appeal on Mondac March
10th 1980 at 2 00 P M , in the Municipal Office, Three Hills, and
notice of the appeal hearing be circulated to the land owners within
a half mile radius and also advertised in the local paper for one week

A± Jeffery reported that Alberta Power feel that for up to 100 trailer
hook ups at Keiver Lake Park would require 2 25 KVA transformers
and the cost previously quoted would provide only 1 5 KVA transformer
The cost for the larger transformers would be at least $4000 00 more
After discussion Mr Bauer moved that Mr Jeffery obtain a firm
price for power installation at the lake, to include taolights one
at the park entrance and one at the camp kitchen and plug in facilities
for the caretaker and to obtain information as to the size of the
transformer required for this, and what monthly charges would be
incurred

Mr M McGregor of Alberta Transportation entered the meeting at this time

The possibility of paving SR 575 and completion of the grade work was then

discussed Mr McGregor wished to know if Council will be completing
the base work on SR 575 early this spring at its own expense There is about
3;� miles still to be completed He stressed that even if the grade work
is finished there is no guarantee that the road will be paved, but if it
is completed the paving might then be programed into the provincial government
s
budget over the next few years The paving might be done in stages perhaps
starting with an overlay on the road from #21 to the Carbon access road and
then east Mr McGregor indicated that if the M D undertake the completion
of the base work his department will supply engineering services After
further discussion of this matter, and the possibility of an overlay on part
of SR 806 between Acme and Linden, Mr Poole moved that the M D undertake
completion of the base work required to complete SR 575 to standards acceptable
to Alberta Transportation as one of the M D 's first priorities this spring

Mr Jeffery read a letter received from D J RL.ssell Minister of
Alberta Hospitals regarding the split of the Mt View - Kneehill Auxiliary
and Nursing Home Area and the establishment of a new board for the Kneehill
area It appears that in view of the different opinions received which
are considerably different from views expressed previously to the Hospitals
Department, they will be checking further with the different councils involved
and a decision will be made later

Alberta Labour has arranged a seminar regarding sewer and water services and
systems for March 5th, 1980 in Drumheller After discussion Mr Berdahl moved
that Alex Cunningham be authorized to attend this seminar if he wishes to
do so

Alberta Disaster Services have forwarded the M D a grant for $2500 00
towards costs incurred for purchase of radios for the ambulance service,
and for costs incurred by the Three Hills Hospital and Trochu Hospital
for improvements to their communication systems After discussion as
to how the grant should be allotted between the three boards Mr Ferguson
moved that the grant be split equally between the Kneehill Ambulance
Service, the Three Hills Hospital and the Trochu Hospital

of a beaver culvert in the M D in 1980 if the need arises
The culverts are available from the government at no cost the only cost

The A S B are investigating the possibility of doing soil testing as a
service for farmers in the area, with a view to determining among other
things any soil salinity To do this requires soil testing to a depth of
three feet They wish to know if it would be possible to use the
Sign Truck (T -6) for this if a soil core tester would be hooked up to the
hydraulics on the auger
There was lengthy discussion as to the amount of time which might be
involved in this project, as Mr Friesen is very busy now with signs and
moving machinery, and it could create problems if the project involved
considerable time
Mr Litz moved that Norman Soder and Trev Friesen investigate further
as to whether a core sampler could be hooked up to the truck and also
what costs would be involved and what amount of time might be involved
for use of the truck and operator and report back to Council at a later

Mr Litz mentioned he saw a film recently on the use of selt belts
in vehicles and wondered if this might be of interest to employeesc
and it was agreed he should see if the film might be available to show
the employees on Employee Day
Mr Jeffery reviewed a draft proposal regarding the Alberta Debt
Reduction Program in which the frontage tax on the Huxley, Swalwell
Ruarkville and Grantville debentures would be reduced as a result of
receipt of the funds in the Debt Reduction Program
He reviewed varous ways he had calculated reductions, including percentage
of frontage tax now charged, a flat rate reduction on each system etc
However he noted it was difficult to come up with a fair proposal
as each system is much different from the others
After lengthy discussion of the need for separate by -laws for each
system, whether the frontage tax can be increased again if needed in future
on one system and other items, it was agreed that Mr Jeffery should
contact the Alberta Local Authorities Board regarding these matters and
the matter be discussed again tomorrow
