G A Berdahl Division 1 C W Poole Division 2 R W Brown Division 3 (Reeve) PRESENT A W Bauer Division 4 T A Ferguson Di vi si on 5 L G Litz Division 6 R G Campbell Division 7 Mr J C Jeffery, Municipal Administrator was present and recorded the minutes A APPROLAL Mr Poole moved approval of the minutes of the Council meetings of November 26th and 1� December 6th subject to the following corrections- OF MINUTES December 6179 Page 4 paragraph 7 reference to Mr E Grenier - should read Mr H Grenier November 26th 1979 - Page 7 paragraph five - reference tc Monday December 6th should read Thursday, December 6th Carried BANK RECONCILIATION Mr Jeffery reviewed the financial statement for the month ending November 30th, 1979 which showed a net balance of $3,462 832 25 Mr Ferguson moved approval of the financial statement as presented Carried There was brief discussion regarding the C N Low Level Crossing south of Three Hills and Mr Ferguson asked the Administrator to contact C N R and request the signal protection lights be installed as soon as possible so the road may be opened for travel The Administrator reviewed the budget comparison run dated November 30th, and various items were discussed in detail Mr Campbell moved approval of the budget comparison Carried The survey requirements for 1980 as requested by Alberta Transportation were then discussed again, and Mr Bauer moved that our survey priorities for 1980 be- 1 Completion of the Road Survey for the C N low level crossing project 4 miles /south of 13, 14 & 15 in 31 -24 -4 and south of 18 in 31 -23 -4 C N LOW LEVEL CROSSING: V BUDGET COMPARISON RUN VA 1980 SURVEY REQUIREMENTS ALTA TRANSPORT 2 Completion of the Anderson Bridge Project - 1,� miles - west of 8 & 17 in 30 -22 4 3 Hesketh South Project - in Section 12- 29 -22 -4 - # mile Carried s REQUEST FOR Discussion was held concerning a request,whi"bled from the December 6th CANCELLATION OF' meeting, for cancellation of taxes levied against a house on SE 18- 32 -25 -4 TAXES SE 18 Mr Bonacour, the owner advises the house was not rented out at any time 32 -25 -4 in 1979, and requests cancellation of the taxes levied of $243 65 n Mr Berdahl moved that the taxes in the sum of $243 65 be cancelled�� Carried The Administrator read a letter from Canadian Western Natural Gas ROAD t.nvz,aliVGS Co Ltd , and the company requests permission to cross two municipal C W N GAS CO roads with a pipeline in order to tie in a well on 6 of 3- 29 -22 -4 6- 3- 29 -22 -4 to an existing pipeline Mr Berdahl moved approval be given for the road crossings subject to compliance with M D road crossing regulations Carried Correspcndence from AAMD & C was reviewed as follows AAMD & C Minutes of the Organizational Meeting of Public Works Supervisors CORRESPONDENCE Information regarding a company which will sell Axle Scales and prices for same \A Mr Poole moved to accept and file as information Carried 4 2 COUNCIL MEETING DECEMBER 10th 1979 PATCH WORK P 2 SEISMIC OPEFATIONS Subdivision application for N- 21- 30 -26 -4 was then reviewed and SUBDIVISION after discussion Mr Berdahl moved that Council recommend approval APPLICATIONS of the. subdivision, subject to the normal conditions Carried FOREMEN ONLY MEETING The conditions of approval for a subdivision for a 4 acre parcel on SW 17- 31 -25 -4 (Church Site) were then reviewed and discussed D HAZELTON Mr Bauer moved to accept and file as information GRAVEL, ia Carried REPORT Mr Doug Hazelton of Linden Contractors entered the meeting at this time - 10 55 A M to discuss with council the progress being made with graval crushing He noted he had crushed about 8100 yards at the Andrew Lowen Pit and approximately 4000 yards at the Garson Pit to date The crushing is fairly tough at the for its decision Garson Pit now, because of the clay, coal and sand content, and weather This matter was discussed by Council baendpits esd agreed that the wood pile conditions near the camp kitchen in Swalwell Park / Lo t e north west, burn it and clean Mr Hazelton was advised the M D will require the minimum of 15,000 yards up the site Also tk- pile a mile to the north is to be pushed away crushed at the Garson Pit before freeze up, and Mr Hazelton stated he from the outside toilet burned and that site cleaned up It was would try to crush this amount agreed that brush would be cut for use at the parks in eight foot lengths He also noted that due to the smaller size and number of rocks, a bull if the crews could not be kept busy elsewhere, and that wood bins be crusher may not be necessary next spring To date he has only kicked made out of poles for Swalwell and Kei ver Lake Camp Grounds It was off about 100 yards also agreed that signs be posted "No Dumping of Wood Without Permission" It was noted that the government has done further testing on the Ken at both Ke.iver's and Swalwell Ferguson land in the same area as the Garson Pit, and the Administrator Mr Bauer moved to accept and file the report of the Foremen Only meeting is to see if he can ascertain the test results from the NE and NW of 21 in Carried 31 -21 -4 The Administrator reported that the outside crews would like to work a Mr Hazelton then left the meeting at 11-25 A M Mr Ferguson moved to accept and file the plan as infornation Carried �l PATCH WORK Mr Jeffery read a letter from Patch Work Enterprises Ltd stating SEISMIC OPEFATIONS they will be undertaking seismic work in the M D soon Mr Ferguson moved to accept and file as information Carried The Administrator reported on a brief Foremen Only meeting held on FOREMEN ONLY MEETING December 7th it was noted that;Oroville Holt has been advised by his doctor he can return to work effective December 8th; rough road signs are being .installed on SR 575 a total of 14,174 yards of gravel were moved in November, brushing is in progress east of the Wimborne School 1 mile- Snow fences have been erected completely in all divisions except 1 and 2 The matter of wood for parks was also discussed and Council was asked for its decision This matter was discussed by Council baendpits esd agreed that the wood pile near the camp kitchen in Swalwell Park / Lo t e north west, burn it and clean up the site Also tk- pile a mile to the north is to be pushed away from the outside toilet burned and that site cleaned up It was agreed that brush would be cut for use at the parks in eight foot lengths if the crews could not be kept busy elsewhere, and that wood bins be made out of poles for Swalwell and Kei ver Lake Camp Grounds It was �.4 also agreed that signs be posted "No Dumping of Wood Without Permission" �- A at both Ke.iver's and Swalwell Mr Bauer moved to accept and file the report of the Foremen Only meeting Carried The Administrator reported that the outside crews would like to work a Saturday in lieu of working on December 24th Mr Berdahl moved that this would be acceptable, as long as enough snowplow and sanding crews are available for the holiday season Carried The meeting then adjourned for dinner between 12 00 Noon and .x•00 P M � DINNER Alex Cunningham Development Control Officer, and Mrs Jean Wilkinson entered the meeting Representatives from C R P C entered the meeting at this time to discuss with Council the proposed Preliminary Regional Plan Ms Diane Pomroy and VA PRFL REG Mr Fred Young reviewed the draft plan and they explained various items PLAN ETC to Council There was also brief discussion about the Three Hills East Structure Plan This plan covers the area in the town of Three Hills lying to the east of the Gulf Oil Bulk Station up to Highway 21 C R P C had requested comments from the M D council about road access to the area and other aspects ✓1 Mr Ferguson moved to accept and file the plan as infornation Carried �l COUNCIL MEETING DECEMBER 10th 1979 Mr Young noted that the public hearinc, about the Preliminary Region Plan is scheduled for Three Hills on December 17th, 1979 They were thanked for coming and then left the meeting Alex Cuhnin Wilkinson also left the meeting at this time Reynolds Exploration Ltd advise that they will be conducting seismic operations in our area soon Mr Poole moved to accept and file as information Carried The accounts were then reviewed and Mr Berdahl moved the accounts as presented be paid Carried The Council then completed its review of capital items required for 1980 Items discussed on December 6th were as follows 1 Three new tandem gravel trucks - trade or sell T -19 and T -20 2 T -37 to be converted to a water truck 3 One neTA Rally Wagon - trade or sell T -5 4 One new tandem water truck (gas) with 3200 gallon tank for main crew T -37 to be used by paving crew and the best single axle truck and tank be assigned to the patch crew Two new tanks will be required - one for the new truck and one for T -37 (both 3200 gallons) 5 Two new diesel sand trucks complete with box & hoist and plows Trade or Sell 2 existing sand trucks 6 One 1 ton complete with duals - Trade or Sell T -7 7 One new 4 x 4 truck - no trade T -8 possibly assigned to office 8 Three new -� ton trucks - trade or sell T -4 T -13 and T -27 9 Tandem tractor to pull low boy NOT TO BE CONSIDERED FOR 1980 10 Sign truck - Keep T -6 - trade or sell T -35 SUB TOTAL FOR TRUCKS $227,000 00 11 Two new graders -
