Submitted to Council this 11 September 19. -78 --------- - - - - -- -Day of - - - -- 7 1 Reeve _� r urer- 15050 32 ` _ 19 . — ( SEE OVER FOR EXPENDITURE CONTROL ) COUNCIL MEETING SEPTEMBER 11th, 1978 A regular meeting of the Council of the Municipal District of Kneehill #48 was held on Monday, September 11th, 1978, at the Municipal Office in Three Hills, commencing at 9 00 A M Those present were PRESENT G A Berdahl Division 1 C W Poole Division 2 Ralph W Brown Division 3 (Reeve) A W Bauer Division 4 (after 10 20 A M) T A Ferguson Division 5 Leonard Litz Division 6 R G Campbell Division 7 Mr J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Municipal Administrator was present and recorded the ✓i minutes Mrs Ada Major, representative from the Three Hills Capital was present for a portion of the meeting In the forenoon .1 Mr Mac Brereton, Trustee Three Hills School Division was present for the major portion N of the meeting APPROVAL OF It was noted that on page 2 of the August 14th minutes a correction is required MINUTES to the number of years Mrs Violet Hart has worked for the M D This should read over 17 years - not 14 It was also noted on page 7 of the August 28th minutes with regard to the Cullum Road it should read "They agreed that It had been surveyed, and there is a slight •^ bend in it, but it is not off the road allowance " Mr Berdahl moved approval of the minutes,with the corrections as noted, of the meetings of August 14th and August 28th, 1978 ^ Carried SICK DAY PAY Mr Jeffery reviewed with Council the policy regarding payment for sick days POLICY ON Employees,after 4 years,on leaving the employment of the M D receive payment RETIREMENT for one half of their accumulated sick days Employees on retirement receive payment for all sick days accumulated Mr Jeffery requested Council's decision regarding Mrs Hart's accumulated sick days It was noted that although she is retiring, she is not yet 60 years of age After discussion Mr Litz moved that Mrs Hart be paid for the total number of sick days accumulated to the date of her retirement, and that prior to 1979 wage negotiations this section of the wage contract be reviewed by council Carried FIN STATEMENT Mr Jeffery reviewed the financial statement for the month ending August AUGUST /78 31st, 1978, which shows a net balance of $129,104 49 Mr Ferguson moved approval 0 of the financial statement as presented Carried BIDS RECD Mr Jeffery then opened the bids received for certain items of equipment ON ITEMS ADV advertised for sale FOR SALE A bid was received for the Windy Willy Cyclone Grass Seed from Mrs Marcella Cranston of $25 00 No other bids for this item were received A bid was received from C W Meers for the Richardson Rotary snow plow of $152. 50 V, After brief discussion, Mr Ferguson moved to accept the bids received for the grass seeder and the snow plow, and the items be sold to the parties on an as is, where is basis Carried No other bids were received for any of the other items advertised for sale NO' Vv. After discussion, Mr Poole moved that the other items be advertised for sale again in March of April next year Carried DATE FOR ORGAN.V) Mr Jeffery noted the organizational meeting of Council must be held soon MEETING OF Mr Poole moved that the 1978 -79 organizational meeting of Council be held COUNCIL r' October 23rd, 1978 4 ' ,J, , a Carried Mr Jeffery then read the Municipal Inspector's Report of the inspection MUN INSPECTOR'S carried out recently by Alberta Municipal Affairs There was discussion of REPORT the items pointed out by the inspector, s ch s the content of the minutes, Ll L] • is COUNCIL MEETING SEPT 11th, 1978 P 2 and Mr Campbell moved to accept the Municipal Inspector's Report Carried f Mr Ferguson moved that the Reeve write a letter to the Municipal Inspector advising him of Council's comments on the report Carried It was agreed that Councillor Poole attend the Three Hills School Division meetings in September and Councillor Litz in the month of rt October Mr Jeffery noted that Lots 14, 15, 16, 18 & 19 in Block 9, Huxley HUXLEY CURLING are cleared and transfer is on hand properly completed However ,, CLUB PURCHASE OF registration cannot be affected until such time as the Huxley Curling LOTS Club are registered as a society with the Provincial Government Mr Berdahl moved acceptance of the report Carried Building permits issued as follows BUILDING PERMITS 1 Walter Baerg - NE 6- 31 -21 -4 were reviewe� and Mr Poole moved approval of permits as issued Carried The 1977 recretion board financial statement from the Town of Three Hills THREE HILLS was then reviewed After discussion, Mr Poole moved approval of the v, 1977 REC STATED' statement as presented P1 q e. -NI 15p f+ 1r1 g Carried Mr Jeffery reported on a meeting with Mrs Eileen Horley regarding the WITH MEETING operation of Keiver Lake Park during 1977 and for the coming season E TING After discussion, Mr Ferguson moved to accept the report and to refer �, KEIVER LAKE PARIS the matter to the Parks Committee for further consideration Carried It was agreed that a Parks Committee meeting be held October 23rd, 1978, at DATE 7 00 P M PARK COMMITTEE MEETING A subdivision application for isolation of existing farmsite in NW 33- 32 -25 -4 SUB was then discussed The site is 13 5 acres in size After discussion, Mr ✓APPLICATION Campbell moved Council recommend approval of the subdivision application subject NW 33 to normal subdivision conditions 32 -25 -4 Carried The decision from C R P C on the re- consideration of conditions for DECISION RE subdivision in SW 1- 32 -24 -4 was then reviewed, and briefly discussed SUB SW 1- 32 -24 -4 Mr Litz moved to accept and file as information Mr Jeffery noted that no further written replies had been received from the ^ ADVERTISE landowners near Lots 11 to 26 in Block 7, Plan Swalwell 5050 A K Mr Poole FOR SALE LOTS noted in his discussions with two land owners, it appeared they had no objections IN Block 7 After further discussion, Mr Poole moved that the lots be advertised for sale SWALWELL in the Three Hills Capital for a commercial development Carried FALL MEETING Mr Jeffery noted that the Fall General Meeting of the CAAMD & C has been `* CAAMD & C scheduled for October 6th, 1978, at the Elks Hall in Didsbury, and all councillors who are able should attend A circular from Wally Strang Public Relations & Advertising Ltd , regarding CIRCULAR RE prices for municipal crests, etc , was read, and Mr Campbell moved to accept PRICE FOR CREST and file as information A ETC Carried J • COUNCIL MEETING SEPTEMBER 11th, 1978 P3 A Communications for Public Administrators seminar has been scheduled for SEMINAR October 2 and 3 in Calgary After discussion, Mr Poole moved that COMMUNICATIONS Mr Jeffery and Mrs Wilkinson be authorized to attend the seminar f PUBLIC ADMIN OCTOBER 2 & 3 Carried CALGARY Mr Jeffery noted that he had obtained an agreement with Mr Merle ANDERSON BRIDGE Anderson regarding the Anderson Bridge Project, documents have been PROJECT forwarded to the Fuller Estate for consideration and now agreements must be arranged with Mr R Garrett of Calgary, Mr Nygard and Mr Varga It was agreed that Mr Jeffery contact Mr Garrett and arrange n a time to meet him when he is in Carbon and those councillors involved and are able,meet with Mr Jeffery and Mr Garrett at that time Mr Bauer ._:,1 the meeting at this time - 10 20 A M A letter from Mr B Kathol, Reg Director, Alberta Transportation, regarding ./I THREE the Town of 'Three Hills Access Road was then read HILLS ACCESS ROAD Another letter from Mr Kathol regarding no services signs on Highway 9 etc , was also read NO SERVICES Mr Berdahl moved to accept and file as information SIGNS #9 Carried Mr Bauer noted that Mr R J Page has agreed to donate the land required PAGE ROAD for the half mile of road in SE 31- 31 -26 -4 to provide access to the SW 31 ✓4 SE 31- 31 -26 -4 if the M D will survey and dedicate same Mr Bauer also noted that he felt Mr Jack Gorr would donate the land GORR ROAD required for the two miles of road north of 17 & 18 in 32 -24 -4, but N of 17 & 18 in has not discussed the matter with Mr L Sanderman as yet Mr Sanderman `A 32 -24 -4 owns one quarter - NE 20- 32 -24 -4 - and a portion of the road would be on this land There was then discussion held regarding damage to this road by trucks moving in during the wet weather Mobil Oil has agreed that it was not necessary for the trucks to move then and have agreed to have the road repaired After further discussion, Mr Campbell moved that the M D supply the gravel for the road if Mobil Oil arrange to have it hauled and spread on the road Carried Mr Ferguson moved that no overload permits be allowed during excessively wet weather Carried Mr Cunningham entered the meeting at this time - 10 35 A M It was agreed that Mr Bauer and Mr Jeffery contact Mr Sanderman and attempt to make a deal with for the the land required to survey and dedicate the road north of 17 &18 in 32 -24 -4 OVERLOADS IN WET WEATHER & MOBIL OIL DAMAGE TO ROAD Jam, �e,A► I Mr Bauer moved that the M D hire a surveyor to survey and dedicate SURVEY & DED the , mile of road in SE 31- 31 -26 -4 PAGE ROAD Carried Mr Cunningham then reviewed with Council a mutual aid agreement MUTUAL AID which he had obtained which related strictly to mutual aid for fire fighting AGREEMENTS The peacetime emergency mutual aid agreement previously discussed covers all types of emergencies and would not be totally satisfactory for strictly fire emergencies & MUTUAL AID It was generally agreed that the peacetime emergency mutual aid agreement FOR FIRE as supplied by Alberta Disaster be proceeded with, and a separate agreement DEPARTMENTS for mutual aid for fire fighting be considered It was also noted that �o a meeting may be arranged by the Fire Commissioner's Office between Drumheller, (alp Starland and the M D regarding the fire fighting mutual aid agreement d 6 Mr Cunningham noted that the peace time mutual aid agreement will be with VA Three Hills, Trochu, Drumheller, Carbon, Acme, Linden, Torrington, M D Starland, M D Rockyview, County of Red Deer and County of Wheatland if these e s would t,^ • P_� COUNCIL MEETING 11th, 1978 agree to enter into such an agreement, and he will follow up on obtaining these agreements There was then discussion about the Carbon Rural Fire Truck which has CARBON RURAL now been received by the M D and delivered to the Village of Carbon FIRE PROT There was also discussion regarding Carbon's plans for purchase of their own truck for use within the village, and arragements for the agreement with the M D Mr Poole moved that a letter be sent to the Village asking for their firm decision regarding their own fire truck, stressing that the M D believe the village should have their own truck, so that an agreement between the Village and the M D may be drafted Carried Mr Cunningham noted he had contacted Underwood, McLellan regarding the Swalwell sewer project It appears Local Authorities Board have not yet approved our debenture by -law This will delay commencement of construction at least a month Mr Cunningham then left the meeting Mr Jeffery then reviewed with Council the situation with the forced road in NE 3- 29 -22 -4 The land for this road was purchased from the former owner in 1955, but the road was never surveyed and dedicated The road is necessary to provide access for two other parties Mr Jeffery read the letter from Mr Pat Madden, solicitor for Mr and Mrs Metzger, who now own the land, having purchased the entire quarter section from Mr Cyril Steward Mr Norman Tainsh, Solicitor for the M D feels we have no right Mr Berdahl requested he be excused from discussion and voting on this matter as he is one of the parties who requires the road for access to some of his land - NW 3- 29 -22 -4 This request was granted by Council Mr Poole moved that the law firm of Brownlee and Company of Edmonton be contacted for a second opinion on this matter Carried VA SWALWELL SEWER FORCED ROAD NE 3- 29 -22 -4 to the land Mr Jeffery noted Mr Robert Jackson of Linden Sand and Gravel had contacted PRICE OF him, and complained that the price of M D gravel at the Thiessen pit is M D GRAVEL below his price Mr Jeffery reviewed the prices for gravel from Ron Toews f THIESSEN and Linden Contractors as compared to M D prices PIT This matter was discussed by Council but no decision was made Mr Jeffery also noted that the McKay Pit in the County of Red Deer is located OTHER west and north of the Content Bridge so would not be feasible to haul gravel ✓AGRAVEL from that location INFORMATION He also noted that the County of Wheatland is not in a position to lend us A any of their gravel at the Marshman stock pile Mr T Downe has quoted a price to supply and stock pile 3/4" crush gravel at T DOWNE the sand pit in SW 7- 29 -23 -4 for the M D at a price of $5 25 per yard He PRICE TO would also supply gravel at the Marshman stock pile at a price of $5 45 per yard plus 40� a yard to stock pile, total price $5 85 a yard 0 SUPPLY After discussion it was agreed to leave this matter until the foremen arrive at GRAVEL the meeting after dinner FOR M D Mr Brereton left the meeting at this time - 11 45 A M Mr Cunningham entered the meeting again at this time Mr Brown noted he had been asked by a resident of Ruarkville to consider LANDSCAPING landscaping in Ruarkville and it was agreed that Mr Cunningham should v' RUARKVILLE check into this matter and report back to Council Mr Cunningham then left the meeting Alex +d �hec. k. The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M VA DINNER Mr and Mrs Vern Cunningham submitted a letter concerning the bad condition CONDITION OF of the road west of Trochu This matter was discussed, and Mr Bauer moved A ROAD WEST to accept and file the letter OF TROCHU Carried • 0 • COUNCIL MEETING SEPTEMBER 11th, 1978 P5 Mr Soder entered the meeting at this time to discuss the beaver problems "' BEAVER PROBLEM which are occuring in this area There is a problem with beaver in NW 29 and NE 30 in 34 -25 -4 The beaver have a dam on the creek in NW 29 and the water is backing up and flooding the NE 30 Mr Howard, owner of NE 30 wishes the beavers and cram removed Mr Hargreaves, owner of NW 29, does not want the beavers disturbed As the M D is not a participant in the government beaver control program no assistance in available from them to resolve this problem / After discussion, Mr Brown moved that the M D apply to participate In the cost sharing control program sponsored by Alberta Agriculture and Alberta Parks & Wildlife (Fish & Game) and the Municipal District's share of costs be charged back to the farmer requesting the service Carried Herman Martens, Accountant, wishes to take the Local Government Finance Course H MARTENS offered by the University of Alberta Extension Division, the fee for which is UTUERSITY $130 00 After discussion, Mr Campbell moved the M D pay the fee for COURSE this course and if Mr Martens fails to complete the course or does not pass same, the fee of $130 00 is to be refunded to the M D Carried A meeting of the Alberta Rural Municipal Administrators Association is ARMAA scheduled for October 13th, 1978 at Brooks, Alberta f MEETING Mr Ferguson moved that Mr Jeffery and Mrs Wilkinson be authorized to Oct 13/78 attend this meeting Carried Mr Paquette, Mr Rempel, and Mr Dorn entered the meeting at this time ,n 1 35 P M Mr Jeffery read the letter received from Mr A Penner of Acme regarding A PENNER his request for -;-,.i jr .,;,ation for black dirt removed from his land SW 15- 30 -24 -4 SW 15 He does not accept our offer as outlined in our letter of July 12th -24 -4 After discussion, Mr Poole moved that the Road Committee have another ,,- look at the area and bring a report back to Council Carried There was discussion held about the gravel crew moving to the McNair pit and GRAVEL CREW stockpiling gravel at the Marshman stock pile during this wet weather, 'A MOVE and it was agreed this should be done There was then discussion held about the offer from Mr T Downe to stockpile gravel at the sand pit location SW 7- 29 -23• -4 but no decision was reached Mr Jeffery r_._ d that Quest Exploration is working in 33 -25 -4 now, but QUEST it is all on private land Mr Bauer moved to accept and file as information '^ IN M D Carried Alberta Power Ltd requested approval for line extension to SW 29- 31 -22 -4 A ALTA POWER G J Frolek - as per plans submitted Mr Ferguson moved approval as per plans LINE EXT submitted Carried Mr Vic Thiessen has requested council to construct a road to provide access ROAD TO to SW of 9- 31 -26 -4 where he proposes to construct a residence and hog operation SW 9 -31 After discussion, Mr Brown moved that the M D would construct the road as time 26 -4 permits, to the north west corner of the SW 9 on condition that Mr Thiessen ✓\ make a contribution of $5000 00 towards the cost of the road Carried 1' ✓�J 6 J f F C 0 • COUNCIL MEETING SEPTEMBER llth,1978 Mr McMullen of McMullen Construction entered the meeting at 2 00 P M P 6 Council then opened the tenders received for gravel crushing 1 Impact Industries Bid commence on or before March 31/79 Torrington Pit 75,000 yards $1 24 9/10 GRAVEL TENDERS Megli Pit 40,000 yards $1 24 9/10 McNair Pit 10,000 yards $1 62 6/10 completion before May 31st, 1979 2 McMullen Construction- Didsbury $1 28 per yard at all three pits - commencement November 1st, 1978 $1 42 at all pits 6 Hopkins Construction - commencement October 30th, 1978 Price $1 18 at all pits Mr Poole moved the tender of Hopkins Construction of $1 18 at all pits be accepted ✓` Carried Mr McMullen then left the meeting The meeting then discussed the offer from Mr Downe again T DOWNE Mr Berdahl moved that Council accept the offer of Mr Downe to SUPPLY GRAVEL FOR stock pile 10,000 yards at the sand pit location in SW 7- 29 -23 -4 M D at $5 25 per yard, payment to be made for 7500 yards upon completion of the stock pile, and the balance to be paid for when the gravel has been V-1\ all hauled out by the M D, and records can be compared as to quantity obtained Carried Mr Jeffery noted that all thr(3-- major oil companies have advised prices will increase PURCHASE He also noted that Mr B Adrian of the School Division had suggested OF GAS JOINTLY the M D acquire its own gas tank and pumps and the two boards tender for WITH SCH gas jointly A reciprocal arrangement with the board in other areas DIVISION for' as well as Three Hills could be worked out to supply gas to all concerned Qet, c n1 Mr Ferguson moved that a committee look into the purchase of a 3000 gallon v o u �" tank and pumps for installation at the Three Hills M D shop, and if satisfactory notice be given to Rollie's Motor Products of termination of our contract and ' J a new tender be asked for to supply gas to our tank Carried An application for work from Tim Bauer of Torrington was considered and ,N WORK APPLICATION agreed it should be referred to Mr Paquette and Mr Soder Mr Jeffery noted that the annexation hearing for the Village of Torrington XATNGTON ANI is scheduled for September 12th, 1978 at Torrington, and Mr Brown, Mr NE�XATION Bauer, Mrs Wilkinson and he are to attend Mr Jeffery reviewed the situation regarding the forced road in Section 32 FORCED ROAD in 27 -20 -4, and Mr Berdahl noted that it would be necessary to keep the Sec 32- 27 -20 -4 road open to provide access to Section 29 It was agreed that letters be ✓x sent to the landowners in question about M D policy regarding use of road allowances The matter of the road rent paid for use of Pt SE 36- 34 -22 -4 was then reviewed ROAD RENT and noted that Mr Sailer has no complaint about the sum being paid him for SE 36 -34 -22 use of the access by Mr McLean Mr Litz moved to accept and file the report Carried Mr Berdahl noted that Canadian Western Natural Gas have not yet installed CULVERT AT a culvert at LSD 10- 22- 29 -22 -4 Water is still backing up at this location ✓' LSD 10 -22 -29 and it was agreed another letter requesting installation of the culvert immediately 22 -4 Gulf Oil registered a complaint about the condition of the SR 837 south of SR 837 Highway 27 which was damaged by Alta Transportation during the work on #27 CONDITION Mr agreed to have a look at the road and report back to Co cil. f OF ROAD U r 0 a 0 • Council Meeting September 11th, 1978 P7 on the condition of the road Alberta Transportation had agreed to repair the road The R C M P at Beiseker advised the office that they had located the person who damaged our motor scraper earlier this summer and charges will be laid soon No name is available as yet Mr Bauer moved to accept and file as information Carried Mr Jeffery noted that the Trochu rural fire truck is still out of operation and the truck on loan from Superior Fire of Red Deer is still at Trochu Apparently the repairs for the pump are not yet available There was discussion regarding the bridge east of Trochu as to whether Alberta Bridge Branch had completed repairs to the bridge as yet It was generally agreed that these repairs had been completed and the office is to contact the Bridge Branch for costs involved so these costs may be recovered from the parties involved in the accidents, through their insurance companies Mr Poole moved to accept and file the report as information Carried Mr Jack Harris had requested the M D to supply a culvert to provide access to the road allowance a d NE 12- 29 -23 -4 The culvert would be located between SE 13- 29 -23 -4 and SW 18- 29 -22 -4 Mr Berdahl had inspected the area but was unable to determine just exactly where Mr Harris- wished the culvert and had not been able to contact him It was agreed that Mr Harris be requested to contact Mr Berdahl directly to arrange a time to inspect the site A R C M P CHARGES f RE MOTOR SCRAPER DAMAGE TROCHU RURAL FIRE TRUCK BRIDGE EAST OF TROCHU v, DAMAGES REPAIRED 0 CULVERT REQ J HARRIS ROAD Mr McGregor of Alberta Transportation has requested the M D advise SURVEY WORK him of any possible survey work which the M D might require in 1979 FOR 1979 After discussion, Mr Ferguson moved that the following projects be referred to Mr McGregor -East of 31- 31 -22 -4 from SR 583 south 2 miles -Road past Lots 1 to 5 in Block 10 Swalwell (replot area) - Survey work required on SR 575 Carbon east - Culvert Middle of Section 12- 29 -24 -4 Carried Elton M Wilkinson has requested Council to consider cancellation of an CANCELLATI(N old road diversion in NW 21- 30 -23 -4 and return same to his quarter section ROAD DIV Council was advised that this road diversion would effectively cut up his NW 21 -30 -23 pasture land as the only water available is to the north of the road diversion After discussion Mr Poole moved that this road diversion which commences in SE 29- 30 -23 -4 and runs into NE 21- 30 -23 -4 be cancelled in total if the adjoining landowners concerned - COUNCIL MEETING SEPTEMBER 11th, 1978 Mr Jeffery noted he had sent a draft by -law for load limits on M D P8 ROAD LOAD roads to Alberta Transportation for their comments and will report It LIMIT BY -LAW to Council regarding this at a later meeting Mr Tim Davidson of Three Hills has agreed to purchase Lot 15 in SALE LOT 15 Block 3 Ruarkville 7810405 for the reserve price of $7000 00 and has BLK 3 signed the required agreement whereby he undertakes to construct and complete a nuiu�vi_iL new residence on this property within 24 months V, Mr Bauer moved that the offer be accepted and the Reeve and Municipal Administrator be authorized to sign the agreement with Mr Davidson Carried The next shop & foremen committee meeting is to be held at 1 00 P M DATE FOR NEXT SHOP September 12th, 1978 & FOREMEN MEETING Mr Paquette noted the main crew will soon be finished its present project MIS PUBLIC After discussion it was agreed the main crew should next move to Division 5 WORK as it is not possible to work in Division 7 now due to the extremely wet weather ITEMS The small crew will be undertaking project #33 next The gravel crew will be stock piling gravel until the weather permits gravelling V` on the roads again Mr Rempel noted there is very little gravel left at the Torrington Pit, and SALE OF wondered if crushed gravel sales should be terminated from the Torrington pit CR GRAVEL He noted there is other gravel available in the immediate area of the Torrington pit There was considerable discussion regarding this situation, and the number of yards spread on roads in the M D to date TORRINGTON It was generally agreed that all divisions require more gravel and the matter PIT of hiring additional gravel trucks was discussed Mr Jeffery noted this would be over budget if more trucks are hired After further discussion, it was agreed that the gravel crew carry on with V` gravelling when weather permits and no additional trucks be hired for gravelling work Mr Litz noted that Mr Bruce Hastie had requested permission to obtain 500 yards of BRUCE HASTIE y pit run gravel from the Torrington Pit After discussion of this request, and noting that Mr Hastie and /or his son had operated the M D loader 500 YRDS pIT RUN without permission to load gravel, Mr Campbell moved that Mr Hastie be advised he may obtain up to 500 yards of pit run gravel from the Torrington Pit VA only on condition that the M D loader operator loads the gravel for him Carried Mr Litz moved, that no further sales of crushed gravel be made from the Torrington Pit Carried Mr Brown advised Mr Paquette there is an old wooden culvert west and south MIS PUBLIC of Acme which should be replaced WORK Mr Bauer noted the fence crew should repair the fence at the Torrington Pit ITEMS Mr Litz mentioned the Three Hills Creek Channel Diversion at SW 7- 33 -24 -4 and Mr Jeffery noted that certain requirements must be complied with before the project can be proceeded with Mr Litz noted that Mr Roy Snooke of B C , is agreeable to selling the M D the land required for the creek diversion ALBRETCH in SE 12- 33 -25 -4 Policy for purchase of land was discussed - which is 15 times CREEK assessment minimum $250 00 an acre It was also noted that some severance DIVERSION compensation would be required for Mr Snooke, as the diversion will cut up his land After discussion, Mr Bauer moved Mr Litz be authorized to offer Mr Snooke up to $1000 00 for purchase of land required and severance compensation Carried Mr Campbell noted he has several culverts which should be replaced ✓1 Mr Paquette, Mr Dorn and Mr Rempel left the meeting at 5 25 P M Mrs Wilkinson advised Council that Mr James Barr had applied for a development SUITE AT permit for a single family principal residence at Lot 11 Block 3 Plan Ruarkville LOT 11 7810405 However during construction a suite was constructed in the basement BLK 3 of the house After discussion of this matter, Mr Campbell moved that there � RUARKVILLE be no objection to a suite being constructed at this location Carried 9 �ilE (C'1/ C C0IWCIL MEETING STPUEMBER 11th, 1978 C R P C advise that the Town of Canmore propose an amendment to the preliminary regional plan to reclassify lands in the area of Canmore Mr Poole moved there be no objection from the M D for this amendment Carried Mr Jeffery reported that Miss Linda Shearlaw was given the position in the office being vacated by Mrs Hart at the end of December, and Miss June Good formerly of Red Deer has been hired to take over Linda's job on the computer and as a general office worker Miss Shearlaw's salary will be increased to $950 00 a month and Miss Good was hired at $835 00 per month with an increase to be looked at at the end of December Mr Bauer moved approval of this report Carried Mr Jeffery presented the accounts to Council and Mr Bauer moved approval of the accounts as presented Carried Mr Jeffery reported to Council regarding the proposed Regional Land Fill project and reviewed estimated costs for the M D to participate in this project After lengthy discussion, Mr Poole moved to table this matter until the next meeting of Council -
