HomeMy WebLinkAbout1978-03-27 Council Minutes• 0 COUNCIL MEETING MARCH 27th,1978 A regular meeting of Council of the Municipal District of Kneehill #48 was held in Three Hills on Monday, March 27th, 1978, commencing at 9 00 A M The following were present Gilbert A Berdahl Clifford W Poole Ralph W Brown Art W Bauer T A Ferguson Leonard Litz Reginald Campbell Division 1 Division 2 Division 3 (Reeve) Division 4 Division 5 Division 6 Division 7 PRESENT J C Jeffery Municipal Administrator was present and recorded the minutes The minutes of the March and the minutes from the payers for the M D were Mr Poole moved approval Council then reviewed al 20th, 1978 Council meeting APPROVTL 1978 Annual Meeting of Rate MINUTES referred to briefly of the minutes as circulated Carried REVIET9 1 municipal policies as follows POLICIES 1 A S B - Tree Policy Page 1 D Add to existing policy Paragraph 5 Extra trees will be distributed to suitable applicants on a first come first serve basis 2 A S B Page 1 Delete Policy dated November lst, 1965 (page 13) regarding purchase of equipment for maintenance of school grounds, etc 3 A S B - Page 1 June 13th, 1966 (page 4) v,, Licence Fees and Medicals re spraying - No Change 4 1080 Baits - Page 1 - January 24th, 1972 (page 1) Policy to be revised as follows "Indivival Farmer to be charged for the actual expenses ,^ incurred with regard to 1080 baits including cost of the bait, travel time installation, inspection ane pick up of bait 5 Grasshopper Control - May 13th, 1974 page - Policy revised as follows Moved that the Municipal District sL.bsidize the purchase A of any necessary grasshopper chemicals authorized by the municipality to 50% of the cost 6 Scale Rental - December 18th, 1973 -- Page 2 and January_ 14th 1974 Page 1 Scale Rental charge to be $5 00 per day if farmer picks up the scale and does his own weighing $15 00 for first hour and $10 00 per hour after if our mer, help with weighing There is no charge for use of scale by 4--H Clubs for first 2 d y-C but after the expiration of two full days a charge of $5 00 per day will be levied against the club until the scale is returned 7 Gully Filling Filling July 14th, 1974 Page 3 Policy revised as follows- The farmer should pay 40% of the cost and the Municipal District pay 60% of all inclusive costs for the projects The M D will then claim 60% from Alta Agriculture where ` �� 2 • • No V%1A 4 COUNCIL MEETING MARCH 27th, 1978 applicable P 2 8 Weed Control July 17th 1973 (Page 3) - Delete this policy %A 9 Roadside Mowing May 14th 1974 Page 2 Revise policy as follows `^ The M D will mow all paved roads and approximately 100 feet along each access intersection for visibility 10 SPRAYER NOZZLES - March 11th, 1974 (Page 1) Policy is deleted 11 Roadside Spraying - October 30th 1973 Page 3 No change in this policy IVAI 12 Roadside seeding - July 17th 1973 Page 3 and October 30th, 1973 - Policy revised as follows Roadside seeding should be donE as much as possible with the tractor and grass seeder, with the balance to be done with the broadcaster, including borrow pits ✓, Future agreements should show the grass seed preferred by the farmer 13 Page 1 B Rates for Use of A S B Equipment The rates will be reviewed for 1978 14 Roadside Tree Planting, Payment for Same, etc May 13th, 1974 Policy revised as follows. (See Page 1 C) Moved that the total payment to farmers for cultivation of trees, upon application by the farmer, be set as follows- First Year 300 per rod Second Year 12( per rod Third Year 8C per rod 15 CHARGES for Emergency Mater Tanks Moved that the following rate be set for use of the emergency water tanks and pumps No Charge for the first three days After expiration of three full days, a charge of $5 00 per day until the tank is returned 16 KNEEHILL AMBULANCE SERVICE COLLECTION POLICY Page 2 Policy to be deleted - - -- - -✓ p,=,TIN( T ^IITH HOSPITAL PLA"TNI , Mr Frank Hoppins, and Mrs Kay Elliott of the Three Hills RLPRESF.MT Trochu, Elnora Joint Hospital Advisory Committee and Mr ATI'\,'ES Ken Wright Chairman of the Three Hills & District Joint Hospital Planning Committee met with Council 3 k LJ • r COUNCIL MEETING MARCH 27th 1978 Page 3 Mr Brown thanked Mr Hoppins, Mrs Elliott and Mr Wright for coming to the meeting and explained that at a recent hospital planning committee meeting, it was agreed to ask the Municipal District to write a letter requesting the Mountain View Kneehill Auxiliary and Nursing Home Area be divided into two separate areas, of which one would become the Kneehill Auxiliary and Nursing Home Area Mr Wright read a letter which is a summary of various letters, copy of which is on file in our office, and noted he felt it was time for the present area to be re- organized The present facilities in Didsbury are only serving approximately 6% of our population A brief question and answer period was held Mr Wright stated his Planning Committee's position on this matter Mr Hoppins then read a copy of his letter to the Deputy Minister of Hospitals, dated March 13th, 1978, and a copy of his letter dated March 12th, 1978 to the Alberta Hospital Commission, both of which are on file in our office Mr Hoppins discussed briefly how the ___61i,al boundaries were created and agreed that the Mountain tiiew- Kneehill District has not proved effective His committee generally agree1 that the current structure is not satisfactory, but the %CommiHee for the Elnora, Trochu and Three Hills Active Hospital did not wish to see a change until some definite proposal was placed before them Further questions were raised, and Mr Hoppins explained that Trochu has a governing board rather than an advisory board and the present active hospital advisory committee is made up of two board members from Elnora, Trochu and Three Hills and the Administrators from each hospital, but the administrators cannot vote Mr Brown thanked the people for attending and advised them that Council would try to arrive at a decision as soon as possible The meeting then adjourned for dinner between 12 15 P M and 1 00 P M There was further discussion about the change in the hospital boundaries Mr Berdahl moved that Council recommend that the boundaries for the Auxiliary and Nursing Dome purposes within the Municipal District of Kneehill #48 be made co- terminious with those of the general hospital board areas, with the exception of some slight changes of small areas such as Elnora Innisfail and Olds Hospital District Mr Berdahl requested a recorded vote A vote was called, and Mr C W Poole, G A Berdahl and R G Campbell voted in favour Kr L G Litz, A W Bauer, T A Ferguson and R W Brown were opposed MOTION DEFEATED Mr Brown moved that the Mountain View Kneehill Auxiliary and Nursing Home Area be divided and a new Auxiliary and Nursing Home District be created with boundaries co- terminious with those of the M D of Kneehill #48 11 Al 0 NMI It, ,ell COUNCIL MEETING MARCH 27th, 1978 P 4 Mr Berdahl requested a recorded vote A vote was called and Mr L G Litz, A W Bauer T A Ferguson and R W Brown were in favour Mr Poole, Mr Berdahl and Mr Campbell were opposed The motion was declared CARRIED Mr Joe Dobler, Mr John Dorn, Mr George Rempel and Mr T C Paquette entered the meeting Mr R W Brown read the minutes of the Road Committee Meeting of March 22nd 1978, and Mr Brown briefly explained items from that report Discussion followed, and Mr Ferguson moved to accept ane file the minutes and report Carried Mr Jeffery read the Shop & Foremen Committee meeting minutes - March 22nd, 1978 - and discussion followed It was noted that the motion made by L G Litz at that meeting regarding gravel crew working hours should read working hours be left the same for this season ' rather than year It was also noted that Mr George Rempel should be added to the committee to decide the drivers for the new tractor trailer units Mr Berdahl moved acceptance of the report with the corrections as noted above Carried Mr Paquette gave a report concerning fencing the Three Hills shop yard Eight hundred feet of fence vould be required, rolls of fence would be 50 feet in length and approximately 48 inches high The cost would be $39 95 per roll Six 16 foot gates would be required, at a cost of $75 00 each Also the posts would be approximately $1 15 each Eighty post would be required plus 6 gate posts at $2 25 eE.ch After discussion, Mr Ferguson moved that the area be fenced Carried ROAD CO14MITTEE MEETING MINUTES SHOP & FOREMEN - M.INUTES FENCING SHOP ATZE 7, Discussions were held concerning two new radios for the n RADIOS tractor trailer units and Mr Bauer moved that two radios be purchased for these units Carried PAY FOR The rate of pay for the tractor trailer drivers was DRIVINr7 discussed Mr Campbell moved that these drivers 0 TRAC'T'OR be paid at winter rates year round TRAILER Carried UNITS The Secretary reported that Mr Gundlach had been demoted for a period of one month by the Shop & Foremen Committee 11IS for an accident he had early in the month Mr Ferguson moved that this A demotion be confirmed PUBLIC TJORK Carried ITEDIS Mr Paquette reported stripping of approximately 60,000 cubic yards of gravel at the McNair pit would be started March 28th Stripping would be done at Megli ✓) pit after completion of the work at the McNair pit r] :r COUNCIL MEETING MARCH 27th, 1978 P 5 The Secretary reported that Mr Ed Duncan had asked for a policy decision regarding his holidays Mr Duncan had 3 days winter holidays left and he wondered if he could carry these into April or May which is into the summer months as per the contract After discussion, Mr Ferguson moved that no change from the contract be authorized, and Mr Duncan should arrange to take the balance of his holidays prior to, or very soon after April 1st, 1978 Carried FUEL Fuel tenders for the 1978 fuel requirements were TENDERS FOR discussed as follows- 1978 Bulk Diesel Fuel - Imperial Oil Tender Gulf Oil Canada Linden Trading Co -Op 53 00 cents per gallon $0.5460 per gallon 53� per gallon Texaco Canada - Acme Carbon Area - 54 60 cents per gallon -- Three Hills & Other Areas -- 54 80 cer-ts per gallon Discussion followed Mr Bauer moved that we accept Imperial Oil Ltd tender at 5300 cents per gallon Carried The bids for fuel from pumps were referred to as follows Imperial Oil, Three Hills 73 90 cents per gallon Rollie's Gulf Station 69 5 cents per gallon Texaco Canada Bid 68 5 cents per gallon Mr Ferguson moved we accent the low bid from Texaco Canada a 68 5fi per gallon Carried All the foremen then left the meeting, with the exception of Mr Dobler Council discussed with Mr Dobler the state of his health and the pros and cons of acting as a gravel checker Mr Litz moved that Mr Dobler return to his former JOE DOBLER position as gravel foreman effective April 1st 1978, RETURN AS and his salary to be equivalent to that of the grade GRAVEL FOREMAN foreman, and further that Mr G Rempel's salary be reduced accordingly , effective April 1st Carried The Kneehill Ambulance Service Committee meeting minutes KNEEHILL of March 22nd 1978, were discussed briefly and Mr C W AMBULANCE Poole moved to accept and file COMM Carried MEETING The Council then continued with the review of policies 1 Policy Page 13 -
