PARKS COMMITTEE MEETING MARCH 9th, 1978
A meeting of the Parks Committee was held March 9th, 1978,
commencing at 1 30 P M , with the following present.
C W Poole
A W Bauer
Norman Soder
Glenn Smyth
J C Jeffery
The minutes of the last meeting of July 1977 were discussed briefly
Mr Soder reported there is a need for more firewood at the parks
and Mr Poole reported there could be some at Barney Court's in
Swalwell and also some at the Swalwell Skating rink/
It was reported that more attention to cleanliness was required
with the toilets at all parks Discussion followed and it was
suggested to recommend to Council to supply toilet paper to all
toilets on a trial basis
Mr Soder reported the picnic tables are(in good shape and
suggested the road into Yeivers should be graced up and gravelled
It was noted that $11,152 01 was spent on parks
in 1977 with 1512 man hours put in
It was agreed to arrange for a parks tour at a later date
The meeting adjourned at 3 00 P M

RECREATION MEETING WITH PARKS COMMITTEE
A meeting of various recreation board representatives and
the M D Parks Committee was held on March 9th, 1978, commencing
at 7 30 P M This meeting was requested some time ago at a
joint recreation board meeting
The following people were present
M D Kneehill - Parks Committee C W Poole, A W Bauer, Glenn
Smyth, Reginald Campbell and
J C Jeffery
Three Hills Recreation Board - Al Atkinson and Ted Van Biszen
Alta Parks & Wildlife - Roy Archibald (9 00 P M & After)
Acme Recreation Board Mrs Pat Ferber
Mr Frank Hansen of Three Hills was also present
Mrs Ferber acted as Chairperson for the meeting
Mrs Ferber called the meeting to order and asked Mr Jeffery
to give up to date report on Park expenditures
for the M D
It was noted that the M D had spent approximately $11,152 01 and 151
man hours on all parks in the M D in 1977 and he felt that approx-
imately 80% of these amounts were spent on Keiver's Lake
Mr Jeffery read letter from Mr Tim Smyth, Chairman of the
Trochu & District Recreation Board suggesting
1 Having full time supervisor at the lake
2 Revenue could be obtained from campers and M D grants
3 Turn over operation of Keiver's Park to private concern
General discussion followed with some suggestions made as follows
1 Sell park to private interests
2 Closing park for a period of time
3 Considering amounts spent could have had full time man for
a considerable length of time
4 Letting a committee of various recreation boards take over
park operation for trial basis of one year with a grant from the
M D
Mr Campbell reported that part of the problem at the lake
was the agreement with Mr Hanson stating the M D could not charge
anyone for entering the park
Further discussion followed and Mr Frank Hanson agreed without
prejudice that he would be in favour of charging campers at the
facility for a one yeaz trial basis with a person being hired
to supervise the park facilities
It was further agreed to report this meeting to the M D Council
at their next meeting to see if they would be in favour of some
of the above suggestions
Mrs Pat Ferber and Mr Al Atkinson volunteered to be advisors
to the M D Parks Committee if they felt they would like some
assistance
It was agreed to forward Mrs Ferber a report of this meeting
and M D Council answers to the suggestions, with a copy to all
recreation boards
Mr Atkinson moved the meeting adjourn at 9 30 P M
